Interested consultants/firms are therefore invited to submit their RFP (Separate Technical and Financial RFP) for the proposed work.

The Detailed Terms of Reference (TOR) and other conditions may be seen and downloaded from GMDA’s website http://www.gmda.assam.gov.in The RFP document is available to download from 20th March 2018.

The RFP must be submitted as per the guidelines set forth in the RFP document and should reach the office of the undersigned latest by 25/04/2018 before 15:00 hrs. Section A: Instructions to Bidders

1. PROJECT BACKGROUND

Guwahati is the capital city of the state of Assam and gate way to the North East India. The City is also the Economic and Educational hub for the entire region. In order to ensure planned development of the Metropolitan area of the City, Guwahati Metropolitan Development Authority (GMDA) was established in 1992 as per Guwahati Metropolitan Development Authority Act 1985 (as amended). The Master Plan for Guwahati Metropolitan Area 2025 presently in force was adopted in July 2009 which encompasses an area of 328 sq kms (Please refer to Map at Annexure-1).

Guwahati is bestowed with many natural features: the Hills, low lying area, water bodies and above all the mighty Brahmaputra river flowing through the city giving it a unique identity. Over the decades, the city has grown significantly to become the most important city in the North-East India.

The City occupies a very important place in the tourist map of India. The Kamakhya Temple situated at Nilachal Hill, which is the abode of Mother Goddess Kamakhya, draws lakhs of pilgrims every year. The Kamkhya Temple is known as the oldest ‘Pith’ of Sakti Cult as per ‘Yogini Tantra’ and hence it is an important pilgrimage destination for Hindu and tantric worshippers. The place is associated with great historical, archeological as well as religious importance. The hill and its adjoing areas have a treasure trove of historical and archeological artefacts possessing immense cultural and heritage value.

Though the Nilachal hill is under GMDA area and is governed by the present

Master Plan; in order to preserve the historical significance and to conserve the rich biodiversity present, it has become necessary to formulate a Specific Master Plan along with a separate Building Bye law to regulate and guide the future course of development in the area in order to protect it from haphazard growth and also to show case it for future generation.

In view of this, GMDA proposes to undertake a comprehensive study to introduce a sustainable approach for future course of development of the Nilachal hill and its adjoining hillocks to prepare the following-

i) Master Plan, Zoning Regulation and Building Bye law. ii) Conservation Plan for its Biodiversity.

In order to accomplish this task expeditiously, the authority proposes to engage reputed consultants to carry out the study through established methodology and to prepare a robust Master Plan and Building Bye law for the hills which would seamlessly integrate with the overall Master Plan for the City.

2. INVITATION TO SUBMIT PROPOSAL: The client hereby invites RFPs as prescribed herein from eligible and

experienced consultant to carry out the following task:

To undertake a comprehensive study of Nilachal Hill and its adjoining hillocks to prepare a Master Plan, Zoning Regulation and Building Bye law; and Biodiversity Conservation Plan as per the Terms of Reference (TOR) of this RFP document.

3. ELIGIBILITY CRITERIA

i) A Bidder may be a private entity in the form of a company incorporated

under Companies Act, 1956 or any other equivalent law abroad, registered partnership firm or registered sole proprietorship; or an educational or research institute/trust established under relevant Act.

ii) The Bidder shall comply with all of the eligibility criteria as listed below:

The RFP entity shall have an Average Annual Turnover/ Professional Income of INR 1.00 Crore or any other equivalent currency during immediate preceding three (3) financial years from related services. Related services are: Master Planning,

Development Plans, Environmental & Infrastructure Planning, Historic Preservation, GIS based services.

iii) Any entity, which has earlier been barred by Govt of India/ Govt. of Assam

/ any other State Govt. from participating in its projects, would not be eligible to submit an RFP.

4. BIDDING PROCESS

i) A single stage Quality and Cost Based Selection (QCBS), bidding process

has been adopted for the selection of the Consultant. ii) The Bidders are required to prepare and submit their proposal in

accordance with the terms set forth in this RFP and other documents to be provided (collectively the "RFP Documents"), as modified, altered, amended and clarified from time to time.

iii) The Bidders are required to submit their proposal through Technical

Proposal (Envelope –1) and Financial Proposal (Envelope –2). iv) The statements and explanations contained in this RFP are intended to

provide a broad understanding to the Bidders about the subject matter of this RFP and should not be construed or interpreted as limiting in any way or manner the scope of services and obligations of the Bidder set forth in the Agreement or the Client’s rights to amend, alter, change, supplement or clarify the scope of work, to be awarded pursuant to this RFP or the terms thereof or herein contained. Consequently, any omissions, conflicts or contradictions in the RFP Documents including this RFP are to be noted, interpreted and applied appropriately to give effect to this intent, and no claims on that account shall be entertained by the Client.

v) The Bidders are advised to visit the site and examine the parameter and

scope of work in detail, and to carry out, at their cost, such studies investigation & analysis as may be required for submitting their RFPs.

vi) The Proposal shall be valid for a period of not less than 180 days from the

Proposal Due Date. The validity of Proposal may be extended by mutual consent of the respective Bidders and the Client.

vii) The Proposals received pursuant to this RFP shall be evaluated in

accordance with the terms set forth in this RFP and other documents to be provided (collectively the "RFP Documents"), as modified, altered, amended and clarified from time to time.

viii) Those Consultants who submit the Proposal, shall be called Bidders. The

Proposal would form the basis of evaluation and selection of the Bidders. The Bidder selected by the Client following the evaluation procedure shall be called Technical Consultant. After selection, a letter of award would be sent to the Technical Consultant which will be followed by signing of Service Agreement etc. between the Client and the Technical Consultant for providing the Services as envisaged.

ix) The Client shall endeavor to adhere to the following schedule. However the Client may, in its sole discretion, extend the dates by issuing an Addendum.

5. PREPARATION AND SUBMISSION OF PROPOSALS

i) The Proposal as well as all related correspondence exchanged by the

Bidder and the Client shall be written in English. ii) The Bidder shall provide all the information sought under this RFP. The

Client will evaluate only those Proposals that are received in the required formats and complete in all respects.

iii) The Proposal shall be typed or written in indelible ink and signed by the

authorised signatory of the Bidder who shall also initial each page. All the alterations, omissions, additions or any other amendments made to the Proposal shall be initialed by the person signing the RFP.

iv) The Bidder shall submit the Proposal in the specified formats and shall

place the documents in separate envelopes, Technical Proposal (Envelope – 1) and Financial Proposal (Envelope – 2), as specified hereunder. These envelopes shall be sealed and marked as mentioned below.

OTHER CONDITIONS:

(i) Technical RFPs will be opened on the same day i.e. 25th April 2018 at 3-30 PM at the Office of the Chief Executive Officer, GMDA in the presence of bidders or their authorized representative.

(ii) This document of detail terms of reference and other conditions will form a part of the proposal and should be submitted duly signed by the applicant on every page to be submitted with technical RFP. If however the submission date falls on unscheduled holiday the same will be received and opened on the next working day as per time given for submission and opening.

(iii) An amount of rupees 5,000/- (Five Thousand) only in the form of bank draft in favour of Chief Executive Officer, GMDA payable at Guwahati is to be submitted towards cost of bid document along with the technical RFP.

(iv) RFP submitted through Email will not be accepted.

(v) Authority will not be responsible for any postal delay and RFP received after last date and time of submission through post will not be entertained.

(vi) Consultants may request a clarification of any of the RFP documents up to 09/04/2018. Any request for clarification must be sent in writing by paper mail, facsimile, or electronic mail to the Client’s address. The response of the Client will be put only on its website by 11/04/2018 if any (including an explanation of the query but without identifying the source of inquiry).

(vii) At any time before the submission of Proposals, the Client may for any reason, whether at its own initiative or in response to a clarification requested by an invited firm, modify the RFP documents by amendment. Any amendment shall only be issued in writing through addenda to be posted in client’s website by 12/04/2018.

5.1. Technical Proposal

The Technical Proposal (Envelope-1) shall contain following documents/ information:

i) Documents exhibiting the RFP entity’s incorporation/ establishment

date and/or the experience (in years) in providing the related services. ii) Documents exhibiting Annual Turnover/ Professional Income of INR 1.00

Crore or any other equivalent currency during the immediate preceding three (3) financial years from related services.

Note- Related services are: Master Planning, Development Plans, Environmental & Infrastructure Planning, Historic Preservation, GIS based services.

iii) Documents on Organization Profile, Past Experience, Projects

(Completed/ Ongoing), and Details of Relevant Projects.

a) These shall include a brief description of the Bidders’ organization, an outline of recent relevant experience, details of projects corresponding to the eligibility criteria no. 1 and 2 as mentioned above in 3(ii). The detail information shall include project name, location, client name, time period of project, area of project, present and projected population, drawings, photographs/images, description report, client certificates, etc.

b) Information should be provided only for those assignments for which

the Bidder was legally contracted by the Client as sole consultant or as the lead member of a consortium. Assignments

completed/undertaken by individual professional staff working privately or with other consulting firms cannot be claimed as the experience of the Bidder. However, such experience can be claimed by the respective individual professional in their CVs.

c) These projects, corresponding to the eligibility criteria no. 1 and 2

as mentioned above in 3(ii), shall be completed projects or completed at least till Draft Plan stage. The certificates, recognizing the completion/draft stage completion, provided by the respective client shall be submitted along with the details of respective project.

d) The Bidder shall be prepared to substantiate any other details of

projects and experience if so requested by the Client. iv) The list of the proposed professional team members are classified in

groups of Key Professionals (Senior grade/level), Support Staff (Middle grade/level) and Other Staff (Junior grade/level), along with the details of their educational qualification, area/field of expertise, and years of professional experience. The list shall be followed by CVs of the professional staff signed by the staff themselves.

v) Details of organization, experience and proposed deployment:

a) Organizational set-up of the agency.

b) Details of major works including the cost thereof executed by the Agency and Associates.

c) Details of similar major works including the cost thereof carried out earlier and in hand by the Agency.

d) Details of technical and other key personnel employed by the Agency.

e) Turn-over and balance sheet of the Agency for the last 3 years.

f) Annual Income Tax return statement.

g) Name and experience of other consultants to be associated with the project with CV of key personnel.

h) Evidence of adequacy of working capital for this contract (access to line(s) of credit and availability of other financial resources).

i) The proposed schedule of the completion of the work with Bar Chart.

j) Authority to seek references from the Agency’s bankers.

k) Information regarding any litigation, current or during the last five years, in which the Agency is involved, the parties concerned, and disputed amount.

vi) Write-up on Proposed Approach, Methodology and Work Plan.

a) A write-up describing the understanding of the project area, comments/suggestions on TOR, proposed approach, methodology and work plan for performing the tasks/scope of work of the assignment. The report shall mainly cover methodology to be adopted for carrying out surveys, preparation of maps; data to be collected; methods for population forecasts, preparing proposals and regulations, developing implementation strategy.

b) The work plan to be adopted for carrying out the assignment shall be

prepared. A Work/Activity Schedule shall be prepared in form of a bar chart showing the timing proposed for various activities.

5.2. Financial Proposal

The Financial Proposal (Envelope- 2) shall contain following documents/ information:

i) The Bidders shall quote the lump sum fees for the proposed

consultancy assignment. ii) The lump sum fees quoted by the Bidder shall be supported by the

item-wise cost of manpower, surveys, transportation, printing, documentation, miscellaneous, etc.

iii) The quotation for any additional work, if required afterwards by the Client shall be mentioned on weekly basis. (This item will not be considered for the evaluation of financial proposal)

iv) The fee quoted shall include cost of procuring digital maps/imagery etc produced through NRSA or other source.

iv) The Bidders, while preparing their financial proposal, shall take note that-

a) The lump sum figure quoted in Financial Proposal shall only be considered for the evaluation of the proposal. The fees shall include cost of surveys, personnel, profit, overheads, travel, and other such expenses, and will include prevailing Service Tax on the fees. Royalty, income tax etc., if any should be borne by the bidders.

b) All payment of fees shall be paid in Indian Rupees after the

statutory deductions. All statutory taxes and other payments in connection with fees received or any services provided under this consultancy assignment except the service tax shall be borne by the Consultant. However, where necessary, appropriate deduction at source will be made by the Client and necessary certificates will be issued to the Consultant.

c) The rate quoted shall not be altered during the term of contract. Once proposal is accepted, the price variation if required due to

unavoidable circumstances will be only at a mutually agreed format.

5.3. Submission of Proposals

i) The Bidder shall submit two copies of the Technical Proposal in addition to the original version of the Technical Proposal. The Technical Proposal shall be marked “ORIGINAL” or “COPY” as appropriate. All required copies of the Technical Proposal are to be made from the original. If there are discrepancies between the original and the copies of the Technical Proposal, the original shall govern.

ii) In addition to the copies of the Technical Proposal, a CD containing the

soft copy of the Technical Proposal shall also be submitted. iii) The original, two copies and CD of the Technical Proposal shall be

placed in Envelope- 1, which shall be sealed and marked “ENVELOPE 1: TECHNICAL PROPOSAL”, followed by the name of the consultancy assignment.

iv) The Financial Proposal (only the original, without any copies and soft

copy) shall be placed separately in Envelope- 2, which shall be sealed and marked “ENVELOPE 2: FINANCIAL PROPOSAL”, followed by the name of the consultancy assignment.

v) The Envelope-1 and Envelope-2 shall be placed into an outer envelope

and sealed. This outer envelope shall be marked “PROPOSAL”, followed by the name of the consultancy assignment.

vi) This shall be sent to the address mentioned below, and shall get

delivered either personally or through India Post before 3.00 pm on Proposal Due Date.

vii) The Client shall not be responsible for misplacement, lost or premature opening if the outer envelope is not sealed and/or marked as stipulated. This circumstance may be case for rejection of Proposal. Moreover, if the Financial Proposal is not submitted in a separate envelope sealed and marked as indicated above, the Proposal shall be declared non-responsive and hence rejected.

viii) Any proposal received by the Client after the deadline for submission

shall be not accepted and returned unopened.

ix) The Client shall open the Main Envelope and the Envelope-1 (Technical

Proposal) immediately after the Proposal Due Date. The Envelope-2 (Financial Proposal) shall remain sealed and securely stored.

6. EVALUATION OF PROPOSALS The evaluation of the Technical Proposal will be done by an Evaluation Committee to be notified by the Client. Evaluation shall be done in the following steps: A. Step-1: Evaluation to confirm “Eligibility” for the assignment as per the

eligibility criteria mentioned above in 3. i) Eligibility of the firm will be ascertained on the basis of project

documentation, experience certificates, proposed human resources, and documents’ on firm’s establishment/incorporation year and financial turnover as stipulated hereinbefore. The Bidders failing to meet the criteria for eligibility will be declared non-responsive and ineligible for further process of evaluation.

ii) The Evaluation Committee shall review the documents and conduct the

Eligibility Test on Pass/Fail basis, by filling up the table as mentioned below.

ii) The evaluation of Technical Proposal is mark based system as per the

criteria specified in table above. Each eligible proposal will be given a Technical Score (TS). The proposals securing minimum of 70 out of 100 Marks shall be technically qualified bidders. They will be notified and invited for attending financial RFP opening.

iii) The proposals that does not respond to important aspects of the Terms

of Reference or attains the Technical Score of less than 70 Marks out of 100 Marks shall be rejected and Financial Proposals will be returned to the respective bidders unopened.

iv) After the evaluation of Technical Proposal, the Client shall notify only

those consultants whose proposals have been short listed for further evaluation of Financial Proposal- the date, time and place set for opening of Financial Proposals. The notification may be sent by registered letter, facsimile, or electronic mail.

C. Step-3: Evaluation of Financial Proposal- To Assign Financial Score.

i) The Financial Proposals shall be opened on the date, time and at place as indicated to the Bidders, in the presence of the Bidders’ representatives who choose to attend.

ii) The name of the Bidder, the Technical Score (TS), and the rate quoted

by the respective Bidder shall be read aloud and recorded when the Financial Proposals are opened.

iii) The Evaluation Committee will determine whether the Financial

Proposals are complete and correct; or if there are any computational errors, will correct the same.

iv) If the Evaluation Committee determines that cost indicated are

inappropriately low or high, then it may take a view to declare the Financial Proposal non-responsive and may reject it.

v) The Financial Proposal to be considered for evaluation shall include GST and all other taxes, duties, fees, levies and other charges under applicable law. This shall also be applied to foreign and non-permanent resident consultants.

vi) The formula for determining the ‘Financial Score (FS)’ is the following:

FS= 100 x LQFQ / F in which, FS is the ‘Financial Score’ of the Proposal under consideration. LQFQ is the “Lowest Qualified Financial Quote”. F is the “Financial Quote” of the Proposal under consideration.

The lowest qualified ‘Financial Proposal’ will attain ‘Financial Score (FS)’ of 100.

D. Step-4: Assigning Combined Score and Ranking the Proposals.

i) All the Bidders that have been assigned Technical Score and Financial Score, will be now assigned Combined Score as per following formula.

Combined Score (CS) = (0.8 x Technical Score) + (0.2 x Financial Score) ii) The Bidder achieving the highest Combined Score will be ranked first,

and subsequently other Bidders will follow in descending order based on the Combined Score.

iii) The Bidder achieving the highest Combined Score will be invited for

negotiations.

7. NEGOTIATIONS

i) The firm achieving the highest Combined Score will be invited for negotiations. Prior to the expiration of period of validity of proposals, the Client shall notify the successful firm in writing through registered letter, facsimile or email and invite them to negotiate the contract. The date, time and address for negotiation shall be informed along with.

ii) The invited firm will, as a pre-requisite for attending negotiations, confirm

availability of all nominated experts/key personnel and satisfy other pre negotiation requirements as the Client may specify. The aim is to reach agreement on all points and initial the draft contract by the conclusion of negotiations. The representatives conducting negotiations on behalf of the Bidder must have written authority to negotiate and conclude the contract. Failure in satisfying such requirements may result in the Client proceeding to negotiate with the next-ranked Bidder. The same condition shall apply to the next-ranked Bidder.

iii) Negotiations will include a discussion of the Technical Proposal, the

proposed approach and methodology, work plan, staffing and any suggestions made by the Consultant to improve the Terms of Reference. The

Client and the Consultant will then work out final Terms of Reference, staffing schedule, work/activities schedule, staff-months, logistics, and reporting. The agreed work plan and final Terms of Reference will then be incorporated in the “Description of Services” and form part of the contract. Special attention will be paid to getting the most the firm can offer within the available budget and to clearly defining the inputs required from the Client to ensure satisfactory implementation of the Assignment. The client shall prepare minutes of negotiations, which will be signed by the Client and the Consultant.

iv) It is the responsibility of the firm, before starting financial negotiations, to

contact the local authorities to determine the local tax amount to be paid by the firm under the Contract. The financial negotiations will include a clarification (if any) of the firm’s tax liability in the Clients’ country and the manner in which it will reflect the agreed technical modifications in the cost of the services. Unless there are exceptional reasons, the financial negotiations will not involve any discussions on either the remuneration rates for staff or other proposed unit rates. Changes agreed upon as per (iii) shall then be reflected in the financial RFP, wherein negotiation of the unit rates, including the person-month rates, shall not be permitted.

8. AWARD OF CONTRACT i) After completing the negotiations, the Client shall intimate about the

decision to the selected Consultant, and send a Letter of Award (LOA), and a copy of draft Contract.

ii) The selected Consultant shall proceed to enter into a contract with the

Client within 21 days of receipt of the Letter of Award (LOA). iii) The Client shall then take further steps to freeze the contract, and award

the contract to the selected Consultant, which is to be signed by the Consultant or his representative and the Client or his representative.

iii) After signing of the Contract, the Client shall inform about the same to all

other Bidders who had been assigned the Combined Score. v) If the Bidder fails to adhere to the above conditions and/or to the time

stipulation; the Letter of Award stands withdrawn/ revoked. For clarity it may be noted, that this clause itself is a notice for such withdrawal/revocation of LOA.

vi) In case the negotiations fail or the LOA issued to the Selected Bidder is

annulled withdrawn /revoked, the Client may invite the bidder, who scored the second highest Combined Score for award of the Assignment.

9. CONFIDENTIALITY

Information relating to the examination, clarification, evaluation and recommendation concerning the process of award shall not be disclosed to any person not officially concerned with the process. The Client will treat all

information submitted as part of Proposal in confidence and would require all those who have access to such material to treat the same in confidence. The Client will not divulge any such information unless it is directed to do so by any authority that has the power under law to require its disclosure or as per any other rules in vogue. The undue use by any Bidder of any such confidential information may result in the rejection of its Proposal.

Section B: Terms of Reference

10. SCOPE OF WORK Guwahati Metropolitan Development Authority (GMDA) proposes to undertake preparation of Master Plan and Building Bye law, along with Biodiversity Conservation Plan for the Nilachal Hill and its adjoining hillocks in order to regulate the growth and direct the future course of development. The Technical Consultant shall carry out the following tasks in lines with the scope of work mentioned therein.

TASK 1: Delineation of Study Area, GIS Mapping including Contour Survey.

a) Based on overall understanding of Nilachal Hill area and its adjoining hillocks through reconnaissance survey, review of relevant past studies/documents and in consultation with the Client, the area to be adopted for the study and mapping shall be identified and delineated.

b) A Contour survey at an appropriate interval as per the requirements of

the study preferably at 5m interval will be carried out and all major, minor, natural and built land features in the study area will be mapped in GIS.

c) The existing landuse of the study area will be mapped in GIS which will

include open spaces, natural and manmade features to comprise the thematic layers along with their attribute data.

Delineated boundary of the study area. Other administrative boundaries present (Municipal

Corporation/ Village etc). Cadastral Map with dag numbers. Roads (all categories present). Foot-tracks/walking trails. Drainage (all order of streams). Sewerage (all categories of drains). Waterbodies, ponds, lakes etc. Utility structures (electric poles, street lights, transformers,

water supply points etc). Watch towers, view points. Forest area. The existing landuse classes.

TASK 2: Data Collection and Existing Situation Assessment of the Study Area.

a) An exercise shall be carried out to assess various demographic, socio-economic parameters i.e. population growth rate, population density, work force participation rate, employment pattern, etc. of the study region. This socio-economic data collected in addition to the Census data will be mapped in GIS accordingly.

b) To obtain, compile and analyse data on existing physical infrastructure-

roads, water supply, sewerage, drainage, electricity, telecommunications (Base information to be procured from the concerned authorities in consultation with the client).

c) To obtain, compile and analyse data on existing social infrastructure-

education, health, socio-cultural, recreational, and other civic facilities/ amenities, facilities/ infrastructure for tourists, housing stock (Base information to be procured from the concerned authorities in consultation with the client).

d) To obtain and analyse maps/documents/details of the present Master

Plan pertaining to the study area and the development control regulations.

e) To obtain and compile data on Government lands, and

development/building permissions granted by various Authorities in the study area.

f) To obtain, compile and analyse data on traffic and public

transportation, solid waste management in practice. g) To obtain and compile base level data on the environmental factors

namely air, water etc to the extent feasible and identify environmental and ecological issues to be considered while deciding environmental suitability and land potentiality.

h) To obtain and compile data on significant proposals of various

Government Departments/Agencies and private agencies pertaining to the study area.

i) To obtain, compile and analyse the data on the yearly flow of tourists in the last ten years including the Annual Calendar of religious festivals/events that attract pilgrims and tourists alike vis a vis the management plan followed by all stakeholders. Also to study the present

management plan pertaining to the administration of the Kamakhya Temple and suggestive measures (if required).

TASK 3: Preparation of GIS based Master Plan.

The Master Plan prepared will include- A) A general landuse plan for residential, commercial, industrial, recreational

and public & semi-public purposes. (In the proposed landuse map, the landuse classes will need to be transferred upto the cadastral dag level).

B) Zoning Plan and Zoning Regulations – 1) Containing a site plan and a use plan for the development of the Zone,

the layout will be up-to the neighborhood level showing plot, lanes and bye-lanes at suitable scale.

2) It will specify the standards of population density and building density. 3) Showing every area in the zone which may, in the opinion of the

Authority, be required or declared for development or re-development. 4) In particular, contain provisions regarding all or any of the following

matters namely-

i) The division of any site into plots for the erection of buildings. ii) The allotment or reservation of land for roads, open spaces,

gardens, recreation grounds, schools, markets, and other public purposes.

iii) The development of any area into a township or colony and the restrictions and conditions subject to which such development may be undertaken or carried out.

iv) The erection of buildings on any site and the restrictions and conditions in regard to the open spaces to be maintained in or around buildings and height and character of buildings.

v) The amenities to be provided in relation to any site or buildings on such site whether before or after the erection of buildings and the person or authority by whom or at whose expense such amenities are to be provided.

vi) The prohibitions or restrictions regarding erection of shops, workshops, warehouses or factories or buildings or a specified architectural feature or building designed for particular purposes in the locality.

vii) The maintenance of walls, fences, hedges or any other structural or architectural construction and the height at which they shall be maintained.

viii) The restrictions regarding the use of any site for purposes other than the erection of the buildings; and

ix) Any other matter which is necessary for the proper development of the zone or any area thereof according to plan and for preventing buildings being erected haphazardly in such zone or area.

C) Transportation Plan including roads, foot-tracks, walking trails etc. D) Public Utilities Plan. E) Any other matter which is necessary for the proper development of the study

area. F) Necessary report giving relevant data and information in respect of the

proposals in the plan and any other thing as it deems necessary.

TASK 4: Preparation of Building Bye law & Development Regulations. In order to implement the Master Plan and the Zoning Regulation as mentioned above, a detailed Building Bye law with Development Code has to be formulated. The Bye law should include-

1. Development Codes for Conservation/Preservation of the Archeological sites and places of historical importance as per established norms.

2. Development Codes for existing developed area as well as proposed developable area as per the Master Plan.

TASK 5: Preparation of a GIS based Archeological/Historical Map.

The Consultant will undertake the exercise based on inputs provided by the client showing all sites, features and artifacts having historical, cultural and heritage value including temples. The client will provide an inventory of the items which will include text of the historical background, photographs, geographic coordinates along with development code prescribed.

TASK 6: Preparation of GIS based Biodiversity Conservation Plan.

1. Considering the potential impact of development on local biodiversity, the

Consultant will undertake an exercise to list the biodiversity information of the study area at the appropriate scale and prepare the database in GIS.

2. The task involves field studies in order to gather authentic information on

enumeration, quantification, and distribution of plant and animal biodiversity in the study region. The enumeration and quantification of the biodiversity (flora & fauna) will be undertaken conducting standard field and laboratory methods for data collection and data analysis.

3. The data enumerated will be mapped in GIS which will provide a base-

line information of the flora and fauna in existence. The scale and methodology to be adopted will be governed by the extent of the study area delineated.

4. From this inventory of existing levels and spatial patterns of biodiversity,

the Consultant will identify areas where conservation has to be initiated, provide information on the extent of protection required, plan plantation, identify potential hotspots; and prepare short term and long term management strategies for the study area.

5. To chalk out a Plan for ecotourism which would incorporate activities

such as rock climbing, camping, hiking trails, etc to boost the local economy.

11. STAGES, DELIVERABLES AND DURATION OF CONSULTANCY

The project shall be completed within a period of 30 weeks from the date of signing the Agreement incorporating all the aspects mentioned above. In accomplishing the above scope the Consultant shall follow the stages, deliverables and completion time as below. This timeframe is exclusive of time taken for approval of deliverables at each stage by the client.

12. INTERACTION WITH THE CLIENT

a) The Consultant shall interact with the Client on a regular basis. The Client shall generally hold meetings every month to review the progress.

c) The Client may appoint a Review Committee which may include representatives of the various authorities or public departments/agencies.

f) The Consultant shall make presentation of the Draft Master Plan before other forums having such other members of the Authority, local area, and public departments/agencies, as prescribed by the Client.

13. SCHEDULE OF PAYMENT
