I am directed to refer to the approval of the competent authority to release an amount of

RS.19,20,OO,OOO/- (Rupees Nineteen biore Twenty Lakh Only) as 1s inslallment _of .Enhancing

euality and Excelienie in select Autonomous College, 2 New Model Degree Colleges and

lnfrasiructure Grants to 15 Colleges at the central: state share of 60:40 to be incurred to the State

Government of Andhra Pradesh under Rashtriya Uchchatar Shiksha Abhiyan (RUSA)- Under the

initiative under reference, the Central Govemment shall provide assistance to the State Governments

for various components, which are mentioned as per the guidelines under RUSA'

2. ln accordance with the instructions of the Department of Expenditure, Ministry of Finance,

Government of lndia, vide D.O.No.32/PSO/FS/2015 Dated 28'n October, 2015 for General Category

States, the funding pattern is revised to 60:40'

Andhra Pradesh comes under ihe General Category States. The funds being released are 1"t

3. The sanction is issued in exercise of the powers delegated to Ministries under DFPR, 1978,

as amended from time to time. Above grants are being released in accoldance with the pattern of

Accordingly, I am directed to convey the sanction of the President to release an amount ofRs.14,8$00,000/- (Rupees Fourteen Crore Eighty Eight Lakh Only) as the General Componentof the 1'' installment of Enhancing Quality and Excellence in select Autonomous College, 2 NewModel Degree Colleges and lnfrastructure Grants to 15 Colleges atthe central: state share of 60:40to be incurred to the Government of Andhra Pradesh, under Rashtriya Uchchatar Shiksha Abhiyan(RUSA).

8. The Expenditure of Rs.14,88,00,000/- (Rupees Fourteen Crore Eighty Eight Lakh Only)will be debited to Demand No.S8-Department of Higher Education from : Major Head 3601 Grants-in-aid to State Government,06- Centrally Sponsored Schemes 101- Central Assistance/Share,33-National Education Mission : Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 03- Rashtriya UchchatarShiksha Abhiyan (RUSA) -MUSK, 35-Grants for creation of capital assets, of the financial year 2O1A-19.

9. A certificate of actual utilization of the grants received, for the purpose for which it wasreceived, should be submitted to the ttlinistry within 12 months of the closures of the financial year.

10. The grant has been sanctioned in accordance with the pattern approved by the Ministry ofFinance and is in conformity with the rules and principles of the scheme as approved by the Ministryof Finance.

11. Necessary Sanction lD has been generated.

On receipt of sanction letter, the Principal Accounts Officer may issue an advice to theReserve Bank of lndia (Central Accounts Section), Nagpur for affording credit of the sanctionedamount to the balance of the State Government. The Principal Accounts Officer may forward a copyof the advice to the Accountant General and Finance Department of the State Government as well asDirector, Higher Educatlon of the State with a copy to the undersigned. The State will then transferthese amounts to the RUSA bank account of State Higher Education Council (SHEC).

installment of Enhancing Quality and Excellence in select Autonomous College, 2 New Model DegreeColleges and lnfrastructure Grants to 15 Colleges atthe central: state share of 60:40 to be incurredto the Government of Andhra Pradesh, under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

B. The Expenditure of Rs.1,44,00,000/- (Rupees One Crore Forty Four Lakh Only) will bedebited to Demand No.S8-Department of Higher Education from . Major Head 3601 Grants-in-aid toState Government, 06- Centrally Sponsored Schemes 796- Tribal Area Sub Plan, 33- NationalEducation [\4ission: Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 03- Rashtriya Uchchatar ShikshaAbhiyan (RUSA) -MUSK, 35-Grants for creation of capital assets, of the financial year 2018-19.

9. A certificate of actual utilization of the grants received, for the purpose for which it wasreceived, should be submitted to the Ministry within 12 months of the closures of the financial year.

10. The grant has been sanctioned in accordance with the pattern approved by the Ministry ofFinance and is in conformi$ with the rules and principles of the scheme as approved by the Ministryof Finance.


12. This sanction issues with the concurrence of lntegrated Finance Division's Dy. No.2550,dated 07.09.2018 and funds certified by the lF lSection vide their Dy.No.508/18-lF.l dated10.09.2018.
