STATEMENT OF WORK (SOW)

PARALLELING SWITHGEAR AND PANELS INSTALLATIONS

1. INTRODUCTION

1.1 The United States Embassy in Santo Domingo needs to procure the services of a contractor to provide a proposal for the design and execution, including all material and labor, for installing a paralleling Switchgear and Electrical Panels at The CMR Main Electrical Room. Contractor must provide a proposal for design and execution including all material and labor in order to install a paralleling Switchgear, feeders and Electrical Panels at The CMR Main Electrical Room. The operation criteria for installing the paralleling Switchgear is the following:

• Open transition. • Generator will parallel but will not parallel with Utility. • Primary Generator: Caterpillar Generator • Secondary Generator: Cummins Generator • Secondary Generator will enter in case of Primary Generator failure or by

load demand after 80% of its nominal capacity.

1.1 Installation the equipment will be in the Room next to the generator room. Dimensions of the room are provided in the attached documents.

1.2 Quotation of Main Panel and feeders to the main panel will be provided as an additional in the proposal.

1.3 A/C will be provided by the Embassy. 1.4 All masonry work will be provided by the Embassy. Contractor has to submit their

requirements in order to be approved. 1.5 Contractor has to provide one Line Diagram to the Embassy with the proposed

installations. Electrical Engineer needs to approve it prior awarding the proposal. 1.6 Models and Series of Generators are provided in the attachment below. 1.7 Photos of both sides of the engines are provided in the attachments. 1.8 Control Panels series and photos are provided in the attachments. 1.9 Dimensions of the generator’s room and spacing from the generator room to both

walls and the generator are provided in the attachment. 1.10 Existing One Line Diagram is provided in the attachment. 1.11 Contractor has to provide tentative chronogram based on weekend work before

beginning installations. It is subject to be approved it. 1.12 Contractor has to provide a 125KW rented generator for providing continuous

operation in the Residence. Contractor to include this cost in the proposal. 1.13 The price offered shall include all labor, materials, overhead (including cost of

Workers’ Compensation and Liability Insurance, which shall not be a direct reimbursement), and profit.

1.14 Provide qualified technicians, tools and materials necessary to perform the

electrical Installation of the panels and paralleling switchgear of the Embassy Compound. It is required that the company has recent experience providing identical electrical services installing paralleling switchgears.

1.15 Prior to performing any installation services at Post, the contractor will submit the

following information for review and approval:

• Drawings (One Line Diagram) of the project. • Sample QA check sheets for each equipment are to be provided by the contractor and

approved by the Electrical Engineer. • Certificates of calibration for each tested instrument showing certified calibration within a

year from date of intended use. • O&M documents of all equipment installed. • Programming, testing and commissioning reports have to be provided by the contractor

and approved by the Embassy. • Biographical data (resumes and certifications) for personnel providing on site services. • Contractor shall issue a final report and shall attend an out brief meeting with the Facility

Manager and authorized Embassy staff at the end of the visit. Final report must include systems backup.

1.16 The Contractor is responsible for coordination and supervision of all activities

under this SOW. The Contractor shall designate a representative who will be responsible for managing the required services described here, including delegating requests along with any instruction required, and ensuring smooth and effective operations of Contractor personnel and equipment at all times

1.17 A pre-bid walk-thru was conducted on July 31, 2019 for the bidders; previously knowledge of specific BAS system installed in Santo Domingo is required by Post. A second walk-thru was conducted on August 15, 2019 for the bidders.

2. GENERAL REQUIREMENTS

2.1 Basic Work Summary. The Contractor shall provide labor and expertise knowledge to perform:

2.2 Location. The services shall take place at the CMR in Santo Domingo, Dominican Republic, Ave. Leopoldo Navarro, Gazcue, Santo Domingo, Dominican Republic.

2.3 Tools and Equipment. The Contractor is responsible for bringing all needed tools, including laptops, software and any specialized equipment to the Work site.

2.4 Safety. The Contractor is responsible for the safety of for his/her employees, and

for conduct of the work in a manner that prioritizes the safety of Embassy residents, employees, and visitors.

2.5 Damage. Protect furniture, furnishings, carpets, and any exterior and interior finishes from damage. Damage caused by the Contractor to the architectural and finishes will be returned to original condition by the Contractor.

2.5 Interruptions of Service. The Contractor shall maintain existing systems in service to the maximum extent possible and coordinate interruptions of any utility services in advance with the Facilities Manager (FM).

2.6 Drawing, Specifications and O&M Manual Files. If needed for reference, available existing design/construction documentation, including Drawings, Specifications and O&M Manuals of the installed system shall be shared with the Contractor onsite.

3.0 QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

The QASP provides a method for the FM and/or authorized representative to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of this SOW. The role of the Government is to monitor quality to ensure that service standards are achieved. This plan defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
