Foreword
Foreign aid has played a significant role in supporting socio-economic development of Nepal. Nepal has been receiving grant and loan assistance from various development partners. Technical assistance is received, especially for institutional strengthening, capacity development, human resource development, services of experts and consultants, technical know-how and skills transfer, and project preparation. The Government of Nepal is committed towards achieving maximum development results by fully mobilizing such technical assistance in line with development needs and priorities.
Apart from the assistance received from bilateral and multilateral development partners, foreign assistance channeled through various International Non-Governmental Organizations (INGOs) also constitutes a significant share in Nepal. Various INGOs are implementing programs in partnership with Government agencies, local bodies and NGOs, and also through active community participation in programs like capacity development, empowerment and awareness campaign for the poor, disadvantaged and marginalized groups and communities in different parts of the country.
The Government of Nepal is committed to make such aid program fully transparent. In this publication, a summary description of externally supported projects and programs being implemented in the country, but not reflected in the Annual Income and Expenditure Estimates (Red Book) of the Government, is presented. The primary sources of information on Technical Assistance have been the Aid Management Platform (AMP), a database of the International Economic Cooperation Coordination Division of the Ministry of Finance, and the information received from both development partners and sectoral ministries. Likewise, for the programs implemented through INGOs, the information received from Social Welfare Council has also been used as the primary source.
I believe that this publication will be useful to Government agencies and DPs to implement and monitor the off-budget programs, and to all other professionals, economists, researchers, teachers, students, and other individuals interested in foreign aid mobilization in Nepal.
