Well-Respected History

Our firm started 34 years ago (1985) as Rex Brown Consulting Engineers (RBCE).RBCE was founded by Rex D. Brown, an amicable engineer from Texas. Rex and hisengineering staff, including Erik Kysar starting in 1990, developed a market nicheserving the needs of public utilities that had little or no engineering staff. In 2006, Erikbought the utility engineering-service firm and became both principal and owner,changing the firms name honoring Rex’s legacy - Brown & Kysar, Inc. (BKI).

Their tradition continues today on a larger scale. The business has expanded sinceErik turned over management of the company and later ownership (in 2018) to theexecutive team. This change is in ownership only as Scott Lindsay, Eddie Jackson,Guy Colpron and Byron Woltersdorf are committed to carrying on Rex and Erik’sclient-centered approach, as well as the Brown & Kysar name.

Bid Philosophy: We believe strongly in meeting our commitments on time and on budget… without surprising ourpartner. For this reason, BKI provides full-service quotes for its work unless instructed otherwise. When comparingBKI’s rates to its competitors you may find the full costs for a project are not captured up front by others. BKI hasextensive experience in project planning and our quotes reflect this. Additionally, we work with clients to help identifywork that can be done by the utility and save them money. We will also stage work in phases to allow our partners topay for work over time. In essence, the costs in our proposals are fully estimated and only change if there arerequested scope modifications or the discovery process reveals project bid assumptions were incorrect.

Clarifications & Assumptions: When preparing estimates, we provide a list of assumptions and clarifications. Theseassumptions are the basis for our initial understanding of the project. During the discovery phase of conducting ourwork, we may find that some assumptions from the bid process were inaccurate, unknown or subject to change due tooutside influences. If there is a substantial change in the scope of work based off of these findings, we may seek tomodify or adjust the estimate (scope increase or decrease) to more accurately reflect the cost of the work. In allinstances, we work collaboratively with our utility partners to accommodate potential changes fairly.

PLANNING

System Planning Study

With projected steady load growth along with increasing pressures on reliability,

a clear vision to guide decisions for the next 15 years was needed. BKI

completed a System Planning Study that sets forth recommendations for both

the Cathlamet and Grays River service areas, including a new substation and

several major equipment replacements.

Construction Work Plan

As part of the USDA Rural Utility Services (RUS) loan application process, BKI

completed a Construction Work Plan (CWP). This involved a detailed system

survey and development of recommendations and several written reports for

submittal to RUS. The CWP detailed over $8.5 M in long-range financial

investment, emphasizing proactive equipment replacement, reduction of power

losses and increased capacity.

Long Range Plan

BKI developed an overall philosophy and general vision for the entire Parkland

Light & Water (PL&W) system for the next 10 years. This effort resulted in a

work plan, where all needed projects were identified and prioritized. The road

map provided to the board and staff outlined an understandable path forward. It

gave a series of recommended options to best address the needs of their

community, while being sensitive of financial considerations.

Long-Range and Construction Work Plans

As part of the USDA Rural Utility Services (RUS) loan application process, BKI

completed a Long-Range Plan (LRP) and Construction Work Plan (CWP). This

involved a detailed system survey and full computer modeling of the utility’s

system, development of recommendations and several written reports for

submittal to RUS. The CWP detailed over $40 M in long-range financial

investment, emphasizing proactive equipment replacement, reduction of power

losses and increased capacity.

TRANSMISSION

T3ba’das to Manzanita Transmission Rebuild

The T3ba’das to Manzanita project was a 34.5kV to 115kV conversion through

very difficult terrain. In addition to design, the scope of work included

geotechnical and archeological investigation due to its location on tribal

property and biological investigation being in the tide flats of Hood Canal. The

footing design in the tide flats was challenging, the soil was very poor up to 80

feet deep; the footings ended up as 40 feet deep caissons essentially “floating”

in the soil.

Worden 115kV Transmission Line

The Worden tap is a double-circuit 115 KV transmission line to a new substation.

The line is all self-supporting steel poles in poor soils with a full-length static and

provisions for two fiber optic cables. The two primary challenges on this project

were landowners with changing requests very late in the design process, and

the poor soils necessitating a challenging footing design to support the double-

circuit transmission.

Fields to Quinn River Transmission Line

A 115 KV, 52.5-mile transmission line replaced the existing 9.7-miletransmission line section from Fields Switching Station to Fields Substation, andthe existing 42.8-mile line section from Fields Substation to Quinn RiverSubstation. The under build utilized the existing 3/0 conductor which was movedfrom the existing structures to the new structures. Union Ridge to Enterprise Transmission Line

The new 115 KV when completed will be approximately 5 miles in length. Theproject was complicated being in multiple jurisdictions: Clark County, City ofRidgefield, City of La Center and multiple private property easements. DISTRIBUTION

Mitchell Distribution Feeder Rebuild

The BKI team managed the Mitchell distribution feeder rebuild project,

including providing all qualified professional personnel, labor, supervision,

equipment, materials and tools necessary to rebuild approximately 25 miles

of the 24.9kV feeder, associated tap lines and appurtenances.

Redesign of I-84 Overhead Line Crossing

BKI redesigned the circuit for Northern Wasco PUD’s (NWPUD) I-84

overhead crossing near US 197 after the line was damaged by a construction

crew. The BKI team utilized PLS-CADD, AutoCAD and appropriate

regulations for interstate highway crossing to optimize the design. Staking

sheets and guying and anchoring guidelines were drafted for NWPUD for

their future use.

NW Hill Road Distribution Re-Design

As part of a road widening project within the city of McMinnville, BKIredesigned the existing 12.47kV distribution lines along the route. Part of theexisting overhead distribution was converted to underground distribution. Bacona Road, Pihl Road & Mist-Vernonia Distribution Re-Builds

BKI performed three separate distribution re-build projects over two years.

The projects involved pole replacement, new overhead conductors and

significant conversion to underground. BKI provided the overall electrical

distribution design, bill of materials, construction inspections and assisted

with the bid process.

SUBSTATIONS

Multiple Substation Projects

Cook’s Hill and North Port were greenfield 20/27/33 MVA substations,

including planning the size and location, design, specifications, bidding,

relay and protection settings, transmission line, final inspection and

commissioning. Ford’s Prairie and Zimmerman were major remodels, which

included complete rebuilds of the secondary sides, ground grid, oil

containment, relaying and exit feeders. The Yelm Hydro was a complete

rebuild of a generator step-up station.

Multiple Substation Projects

Tygh Valley and Pine Hollow were major remodels of old BPA substations

including a new power transformer, hi-side breakers, regulators, station

service, protection reclosers, settings, and ground grid. Kah-Nee-Ta

consisted of a new ground grid and feeder reclosers. The Muddy Ranch and

Rosebush consisted of ground grid upgrades. Endersby included oil spill

containment, new ground grid with grounding wells, regulators, secondary

bay and reclosers.

Pump Station No.1 Substation

This is a greenfield 115 KV, two bay substation with 5 KV indoor metal clad

switchgear feeding Pump Station No. 1. BKI conducted work to establish the

high side breaker scheme, station size and location, permitting, design,

specifications, bidding, relay and protection settings, transmission line, final

inspection and commissioning.

Read Substation

15 KV switchgear upgrade utilizing an open air main and transfer bus

configuration. BKI performed electrical and civil design, contract

documents, bid advertising / administration / opening / awarding, project

management, inspection and commissioning coordination / oversight.

GENERATION

Riverbend Landfill Interconnection Study

BKI completed an interconnection study for the Riverbend Landfill methane

gas generation plant owned by Waste Management in McMinnville, OR. The

study was based on an initial plant size of 3.28 MW with a rating of 4.1 MVA

at 0.8 power factor. Maximum future peak generation was assumed to be

8.2 MW. System upgrades and operational policy modifications were

recommended to optimize integration of the generation source.

Yelm Hydro Upgrades

Yelm Hydro is a run-of-the-river hydroelectric project on the NisquallyRiver. The plant contains three generators, nominally rated at 3MW, 3MWand 6MW respectively. BKI’s work consisted of multiple projects overseveral years. One phase included upgrading all controls and protection atthe hydro plant, including the protection coordination with BPA. Anotherincluded the BPA metering and monitoring. A third consisted of developingas-built documents for the entire station. There were also multipleadditional projects such as safety controls at the spillways, providing analternate source of station service and more.Partner: Centralia City Light / Centralia, WA

Scott has been a public power advocate for much of the last 20 years. He has

worked for the Northwest Public Power Association (NWPPA), Washington

PUD Association (WPUDA), Energy Northwest, Northern California Power

Agency (NCPA), Transmission Agency of Northern California (TANC) and

many other public power organizations over his career.

Scott brings strong industry relationships, insights and marketing capabilities to

BKI. He is entrepreneurial in his approach to work and seeks to create mutually

beneficial relationships among partners.

Scott leads BKI’s executive team and helps position BKI for future growth, drive

its vision and works to maintain the high level of service BKI partners have

come to expect.

EDDIE JACKSONGENERAL MANAGER

Eddie has extensive experience working with public utilities. He served the city

of Pulaski, TN for 14 years, beginning as a Design Engineer and obtained the

role of Vice President of Engineering and Operations. Eddie was responsible

for the design of the entire system, as well as, budgeting and developing the

system for future growth and maintenance.

Often working with a constrained budget, he guided the utility into the first CAD

drawings, standards, GIS mapping system, outage management system,

electronic relaying retrofits for the substations, fiber optic deployment, system

coordination and balancing, redundant capacity tie circuits, system-wide

reliability and critical load protection for the system while meeting time and

budget constraints.

Currently, Eddie oversees business operations for BKI and is focused on

increasing efficiencies and managing the budget.

GUY COLPRON, P.E.DIRECTOR OF DESIGN, PRINCIPAL ENGINEER

Guy has been with BKI since June of 2017. He currently manages the BKI

design team and is the project manager for much of their work. Prior to coming

to BKI Guy was with Idaho Power Company (IPC) for 28 Years. Guy served in

the following roles at IPC:

Principal Engineer/Engineer II/Engineer I April 1989 – February 2005

Led the design, installation and commissioning of new protection and control

schemes for large and complex projects with an emphasis on generation. Guy

established himself as IPC’s resident expert on generation protection and

control systems. He led the design effort to update and standardized the

majority of IPC’s hydroelectric protection and controls systems. These efforts

included assisting other IPC departments concerning protection and control

schemes for synchronous condensers, utility generator and independent power

producers. Guy also led the investigations concerning relay failures and worked

directly with the relay manufacturers to resolve the failures.

Engineering Leader February 2005 – June 2015

Led a team of 14 direct and 3 in-direct employees consisting of Electrical

Engineers, Systems Project Leaders and Power Plant Designers. Guy provided

guidance, oversight and technical support to his team for the installation of

Automatic Voltage Regulators (AVR), Power System Stabilizers (PSS),

Graphical User Interface (GUI), Distributed Control Systems (DCS),

Supervisory Control and Data Acquisition (SCADA), Protective Relays, and

Control Systems in all of IPC’s power generation facilities.

During Guys tenure at IPC he served on the following generation related

Byron has over 20 years of experience in planning, water systems and

civil engineering projects, having served as an Engineer, Planner and

Manager in both private consulting companies and public utilities. Since

2014, Byron has led BKI’s Civil Engineering, Environmental, Permitting,

Real Estate and Water Systems Team. Byron has a wide range of

experience with civil engineering, water systems, permitting and

environmental regulation, and has administered and updated Spill

Prevention, Control and Countermeasure and pollution control and

mitigation plans for a variety of projects. He has also worked with utilities

TODD WEBSTERCAD/DESIGNER LEAD

Todd joins BKI after 22 years with TriAxis Engineering, A Division of

David Evans & Associates. He has over 25 years’ experience in drafting

and design work on private and public power substations, transmission

and distribution lines and SCADA systems. Todd has extensive

experience with CAD/CAE software applications such as current

releases of AutoCAD, Revit (3D), Inventor (Substation Design Suite) and

Fusion 360 and is familiar with PLS-CADD and PLS-POLE. He has

worked on all facets of substations design, including: elevation detailing,

foundation, conduit, grounding, fencing and structure design. He leads

BKI’s drafting team and is responsible for shepherding designs from

preliminary one-line diagrams to completion.
