Introduction

This report has been prepared by CCG Architects Pty Ltd as an assessment of the heritage impacts of the proposed works to the subject item, the Strathfield Railway Station Group, at Albert Road, Strathfield. The proposed works would be to convert the existing Country Link Office on Albert Road at Strathfield Railway Station, into a retail space.

The proposed works would be carried out in two stages/applications – Stage 1 and Stage 2. The proposed works in Stage 1, the first application, would be to demolish existing components of the booking offices and to demarcate a line for a proposed new shopfront, thereby creating a ‘shell’ for Stage 2 works. Stage 2 works, the second application, would be the construction of the new shop fit-out. This Statement of Heritage Impact will assess the heritage impact of the Stage 1 works on the subject item. This Statement of Heritage Impact will provide recommendations to avoid and/or minimize potential negative heritage impact of Stage 2 fit-out works.

The Statement of Heritage Impact (SoHI) assesses the impacts of the proposed works to the heritage significance, including historical, aesthetic, social and fabric, of the subject item, the Strathfield Railway Station Group, as well as in relationship to adjacent items and the immediate neighbourhood, including visual and physical connections from and to the Strathfield Railway Station Group.

This report has been prepared to comply with the structure and methodology outlined in the Heritage Council of NSW’s guidelines for Statements of Heritage Impact.1 In addition, the report provides an overview and guidance in relation to the following other guidelines and documents:

• The Burra Charter: The Australia ICOMOS Charter for Places of Cultural Significance,2

• Design in Context: Guidelines for Infill Development in the Historic Environment,3 • The Conservation Management Plan (1994) entitled ‘Strathfield Railway Station

Conservation Plan’, written by David Sheedy,4 • City of Strathfield Development Control Plan (DCP) 2005.5

This report aims to assess the impacts of the proposed works to the heritage significance, including historical, aesthetic, social and fabric, of the subject item, the Strathfield Railway Station Group as well as within the context of the relationship of the subject item to adjacent items and/or Conservation Area.

4. 2 A UT HO RSHI P

This report has been prepared by Reena Goyal, Architect and Conservation Consultant of CCG Architects Pty Ltd, with assistance from Ingrid Cook, Heritage Assistant. The report has been reviewed by David Cook, Heritage Architect and Director of CCG Architects Pty Ltd, in accordance with the CCG Architects Pty Ltd’s quality assurance program.

4. 3 MET HODO LOGY

This Heritage Assessment has been prepared in accordance with the guidelines of The Burra Charter, and publications constituting the NSW Heritage Office’s NSW Heritage Manual, particularly Statements of Heritage Impact and Design in Context.6

A site visit was made by CCG Architects 27 & 29 November and 14 & 19 December 2017.

4. 4 SIT E IDENT IF ICAT ION

The subject site, Strathfield Railway Station, is located within the suburb of Strathfield. It is a part of the City of Strathfield Local Government Area. The subject site lies at the intersection of Albert Road and Raw Square, sitting immediately east of Albert Road and south of Raw Square.

4. 5 HERITA GE MA NA G EMENT FRA MEWO RK

In NSW the management and conservation of items of cultural or environmental heritage is governed by the Environmental Planning and Assessment Act 1979 and the Heritage Act 1977.

The Strathfield Railway Station Group is listed on the NSW State Heritage Register as item no. 01252.9 It is an item of local significance in Section 5 of the Strathfield LEP 2012 (Lot 2, DP 1001738),10 and it is also listed in the State Rail Authority s. 170 Register.

The site is not listed in the (non-statutory) register of the National Trust, or the Register of the National Estate.

A Conservation Management Plan (CMP) dated 1994 and entitled ‘Strathfield Railway Station Conservation Plan’, written by David Sheedy, exists for the subject site.11

Except where otherwise noted, this report is limited to the investigation of the European history of the site. Recommendations have been made based on the documentary evidence viewed and inspection of the existing fabric.

Archaeological assessment of the subject site is outside the scope of this report.

This report addresses the relevant heritage planning provisions only and does not address general planning or environmental management considerations.

WH&S issues, such as Hazardous Materials, removal, management, or encapsulation, are not part of this assessment.

This Statement of Heritage Impact is limited to the assessment of the heritage impact of the Stage 1 (the overall proposed works are in two stages Stage 1 and 2 – see 4.0 Introduction) proposed works on the subject item. This Statement of Heritage Impact will however provide recommendations to avoid and/or minimize potential negative heritage impact of Stage 2 fit-out works.

The conservation terms found throughout this report are based on the terms and definitions adopted by The Burra Charter.13 The Burra Charter forms the basis for cultural conservation within Australia and is acknowledged by government heritage agencies around Australia. Terms used in this plan are defined below:

Place means site, area, land, landscape, building or other work, group of buildings or other works, and may include components, contents, spaces and views.

Cultural Significance means aesthetic, historic, scientific, social or spiritual value for past, present or future generations. Cultural significance is embodied in the place itself, its fabric, setting use, associations, meanings, records, related places and related objects.

Fabric means all the physical material of the place including fixtures, contents and objects.

Conservation means all the processes of looking after a place so as to retain its cultural significance (as listed below).

Maintenance means the continuous protective care of the fabric, and setting of a place, and is to be distinguished from repair. Repair involves restoration or reconstruction.

Integrity (not a Burra Charter definition) means the degree to which a place or component of a place retains the form and completeness of its physical fabric, historical associations, use or social attachments that give the place its cultural significance.

Preservation means maintaining the fabric of a place in its existing state and retarding deterioration.

Restoration means returning the existing fabric of a place to a known earlier state by removing accretions or by reassembling existing components without the introduction of new material.

Reconstruction means returning a place to a known earlier state and is distinguished from restoration by the introduction of new material into the fabric.

Adaptation means modifying a place to suit the existing use or a proposed use. [Article 7.2 states regarding use that: a place will have a compatible use]

Compatible use means a use, which respects the cultural significance of a place. Such a use involves no, or minimal impact on cultural significance.

Interpretation means all the ways of presenting the cultural significance of a place.

5. 1 SIT E DESCRI PT IO N

Strathfield Railway Station, the subject site, is located between Everton Road to the north and Albert Road to the south west. The subject site consists of a coherent, intact and uniform set of structures.

The Country Link Office is located to the south of the site, facing Albert Road. This space is proposed to be converted into a retail space.

The subject site also consists of Platforms 1-8, constructed in 1927; Platform awnings, constructed in 1927 - the station is the only example of a large awning structure, in NSW,

without any platform buildings. A former signal box, 1927 and a substation constitute other components of the site. The subject site includes pedestrian subways and ramps, as well as a brick wall, which is a landscape feature, opposite Platform 1.

5. 2 LO CA L CONTEXT A ND SET TING

Strathfield Railway Station, the subject site, is located in the suburb of Strathfield, and is part of the City of Strathfield Local Government Area. The station is located on the Main Suburban line. The railway line runs southeast northwest. It is served by Sydney Trains T1 North Shore, Northern & Western Line and T2 Inner West & Leppington Line services as well as NSW TrainLink Intercity and regional services.

Strathfield station is located at a major junction with eight platforms and an elaborate subway system to service them. The subject site is bound by Albert Road to the southwest, Everton Rd to the north and Raw Square Road to the northwest. Strathfield Plaza and a mix of commercial and retail buildings are concentrated to the southwest of the subject site. A large carparking area is located to the southwest of the subject site. The rest of the neighbourhood and surrounding area is predominantly residential. Entrance to the station is via Everton Road to the northern side and Albert Road to the southern side of the station. The subject site can also be accessed via The Boulevarde, which is the major retail strip that lies to the south of the station, which leads up to Strathfield Square and into Strathfield Railway Station.

5. 3 HISTO RICA L INVESTIGA TIO N

Strathfield Suburb

The suburb of Strathfield is located in the Inner West of Sydney, 12km west of the central business district. Strathfield suburb lies within the Municipality of Strathfield, incorporated in 1885.

The district of Strathfield was originally inhabited by the Wangal clan of the Darug tribe, their land known as Wanne. Their territory extended from Balmain and Birchgrove in the east, Auburn and Silverwater in the west, with the Paramatta River creating their northern border. Their original southern land boundary is unknown.15 Whilst there are no remaining relics of Aboriginal occupation of the suburb, it is likely that any visible relics of indigenous occupation would have been removed during development of the area.16 Strathfield would have been an important part of the Wangal clan’s territory, as it is located close to Parramatta River, an important source of food.

European settlement of the area of Strathfield began in 1793, with grants of land being offered to free settlers in the area that was originally known as Liberty Plains (so named because the first lands grants in the colony were offered there.)17 James Wilshire was offered a large grant of land in the area in 1808 (which he named ‘Wilshire Farm’), located from modern day Redmyre Road, Strathfield, to the Cooks River. Most of modern Strathfield is built on this site.18 This farm was acquired by Samuel Terry in 1824 and the name of the land changed to Redmyre Estate (Changed again to Redmyre in 1865), named for Terry’s birthplace in Yorkshire, England.

Subdivision of the Redmyre Estate began in 1867, and smaller parcels of land were offered to the public.19 This increase in population led to a push towards creating a local council, and on 2 June 1885 the Municipality of Strathfield was incorporated. The title of ‘Strathfield’ came from the name of the house of John Hardie (or Hardy), a wealthy early settler in the area who chose the name to honour the Duke of Wellington’s Estate in England. 20

Introduction of the Railway Line

The first public railway line built in NSW was from Sydney (Redfern) to Paramatta, and opened on the 26th September in 1855 with the aim to link the two major commercial centres together. This line passed through Strathfield, but a station was not originally erected in the area. The closest stations to the Strathfield area were at Burwood and Flemington.

The first station at Strathfield opened as ‘Redmyre Halt’ in 1876, eventually renamed ‘Strathfield’ on 8 March 1886.23 The significance of Strathfield Railway grew as the first section of Main Northern Line to Hornsby opened on 17th September 1886. The opening of this new line at Strathfield resulted in the lines being quadruplicated between 1891 and 1892, causing track alterations and requiring a pedestrian subway to be built at the western end of the station to allow access to all platforms. The first mechanical signal box was also built during this time behind the Down western platform. 24

In 1900, Strathfield station was relocated to a site closer to Burwood. Four platforms were provided as well as an overbridge to allow access.25 With the introduction of the railway line bringing ease of travel into the city, numerous business men settled in the area and built large estates.

Development of Strathfield Railway Station

1927 saw the old 1900 platforms, overhead station building and bridge demolished, and then replaced by a new station (the present Strathfield station) approximately 24metres to the west of the old site. The new station included four island platforms (total of eight platforms) that could be accessed by a centrally located pedestrian subway and ramps.28 A short parcels platform was built at the Sydney end of the site on the down side of the Down Local Line. The land that was required for this structure was reclaimed from Clarendon Street and The Boulevard.29

A major part of the 1927 reconstruction of the station included the installation of a new power signal box in preparation for the future electrification of the Western and Northern rail lines (located on the Down side at the country end of the station.) The substation came into use on 27 August 1928. The new power signal box was the third to be installed at Strathfield station, the previous two being ‘mechanical.’ The Strathfield power signal box controlled train movements from the Sydney side of Wentworth Road overbridge (east), through Strathfield platforms and the tracks to the north and west of the flyover at the country end. When the line from Strathfield to Hornsby was finally completed in the 1920s, Strathfield became an important rail junction for all trains going north and west. 30

The Strathfield power signal box was closed in 1982 as part of the modernisation of the suburban signalling system, and the Strathfield signal box complex was moved to Homebush.

The Strathfield Substation was subsequently replaced by a new installation to the north of the original building, and the old substation building was converted to become a fabrication workshop for signalling equipment.

Strathfield reflects a suburb that was built up around a major rail interchange and is an important modern commercial and educational hub.32 The suburb contains a wide variety of housing types, many built in the Victorian and Federation styles, reflecting an important part of the built heritage of Strathfield.33

Development of Country Link Booking Office, Albert Road

The original building, of what became the present-day disused Country Link Office at Albert Road, was constructed in 1926/1927 – at the same time that the other two Ticket Offices, existing Parcel’s Office at Everton Road and the Ticket Office at Albert Road, were built. The present-day Country Link Office was originally referred to as the Parcel’s Office. As part of the establishment of Countrylink, a number of locations included an independent ticketing and travel centre, this one at Strathfield Station former Parcels Office building was converted to a Country Link Travel Centre. The modifications that were made included rendering of the outside, sub-division of the building into two spaces, new shop fronts, the construction of a ramp and balustrade to the west side of the building and a new interior fit-out. These works were done by Caldis Cook Group (See Floor Plans and Elevations of May 1990 drawings in Appendix C, figures 38 + 39).

5 . 7 A SSESSMENT O F S IGNI FICA NCE

Strathfield Railway Station has been assessed as an item of State significance. The assessment is based upon the State Heritage Register (SHR) Criteria. Strathfield Railway Station has been assessed as an item of historical rarity, architectural rarity and socially rarity under the SHR Criteria f)

Following available documentary evidence and physical investigation/site visits by CCG in November 2017, the following assessment has been made by CCG:

The Country Link Office has undergone extensive modifications over the years (see May 1990 drawings in Appendix C, figures 38 + 39) and all internal fit-outs are later works, thereby reducing the integrity of its original fabric considerably.

5. 8 ST AT EMENT OF SIGNIFICANCE

The Statement of Significance for The Strathfield Railway Station Group is taken from The State Heritage Register (SHR) Item No. 01252:

Strathfield is a superb example of a large station that presents a coherent and uniform set of structures. It is the only example of the large awning structure station without on-platform buildings. It is located at a major junction with eight platforms and an elaborate subway system to service them. The quality of the platform structures is high and represents technological achievement that was compatible with design in Britain at the time. The structure uses decorative elements in the columns with plinths and capitals, elegant curved brackets, patterned fascias and being on a curve, presents an elegant and refined structure. The former signal box is one of a few surviving large power boxes that adds to the station group and is significant in its own right. The parcels office is a good example of a freestanding standard structure, very few of which survive.37

The proposed works would include the demarcation of lines for a proposed new shopfront in the future. A new application will be made for the proposed new shop fit-outs in the future.

The following is a list of proposed works, in this application, of the Country Link Office on Albert Road at Strathfield Railway Station:

The Country Link Office was constructed in 1927. It was modified extensively in May 1990. See Appendix C, figures 38 + 39, for architectural drawings showing modification works in May 1990. The partial demolition to internal walls will not modify the overall early footprint of the office. 3.39 Adaptive Re-use

In considering re-use options, State agencies should consider the following matters:

The Country Link office building underwent major modifications in May 1990 (see Appendix C, figures 38 + 39), which has compromised its overall intactness. The proposed works do not have a negative impact however upon the overall intactness/ integrity/significance of Strathfield Railway Station.

Conclusions

The development proposal would result in the change in use of the existing and disused Country Link Office into a retail space. The proposal would also demarcate a line for the proposed new shopfront. New applications would be made, in the future, for the proposed new shop fit-out.

The proposal would result in the demolition of the interior fit-out of Country Link Office - this fabric is not original/early; the works were carried out in 1990. The proposed works would modify the existing west elevation by removing the existing, 1990, ramp and balustrade and replacing with new ones. The proposed new ramp and balustrade are minor modifications and would be simple/non-intrusive designs with no negative impact upon the overall appearance or configuration of the building or upon the overall subject site.

The proposed works would have no negative impact upon the overall layout of the various components at Strathfield Station. The overall perception of the Country Link Office, and other components within the subject site, from various viewpoints around the subject site, would not be negatively impacted.

The introduction of a new retail space; the re-invigoration of the old and the resulting new dynamic of the station will absorb any potential minor impact upon the overall heritage significance of Strathfield Railway Station.

Recommendations

In view of the identified heritage significance of the subject site, Strathfield Railway Station, and in the interest of conserving the overall subject site, CCG Architects make the following recommendations.

A heritage induction should be provided to all on-site staff and contractors involved in the proposed works at the subject site. The induction should clearly layout the statutory obligations associated with State significant sites; the heritage constraints of the site; areas of archaeological potential, and the management and mitigation measures in place to protect the significance of the subject site.

During construction, suitable measures should be put in place to ensure the existing heritage components of the subject site are protected from damage. Measures may include protective hoardings, use of spotters during the movement of equipment and other measures as necessary and appropriate. Any moveable items of a heritage significance to be returned to Sydney Trains for safe keeping.

An application under Section 57 of the Heritage Act 1977 should be submitted to the Heritage Council of NSW for approval prior to works commencing. This Statement of Heritage Impact report should be submitted with the Section 57 application documents for the approval.

Following completion of works, the State Heritage Register listing description and historical context should be updated to reflect the new works.

Hoarding

At the completion of the above proposed works on site, and stripping off the existing walls and ceiling, and thereby leaving a ‘cold shell’ ready for proposed future retail shop fit-out, a hoarding would be installed at the proposed works site around the newly created opening. This is to contain the ‘cold shell’ and keep it safe from damage. The hoarding would be painted in a colour similar to that of an adjacent wall.

The hoarding would be designed to suit specification requirements of Sydney Trains. Hoardings installed in the past at Bondi Junction in 2017 would be an example similar to the one required for the proposed works. See Appendix D for images of the hoarding at Bondi Junction.

The hoarding would be in place for no longer than 12 months from their installation. During this period Sydney Train would advertise the retail space for rent and award the space to a future tenant. The tenant would then get designs prepared for a shop front and fit-out and submit an application for approval to relevant authorities, including Office of Environment and Heritage. Refer to Appendix A and B in this report for scope of works and architectural drawings.

Type A hoardings shall be a minimum height of two metres and shall be constructed as set out hereunder, or to similar design using other materials of equivalent strength as approved. On all sides exposed to the public, hoardings shall be free of all hazards to the public (i.e. nails, sharp edges and corners of metal sheets, etc). Hoarding supports must not protrude past the hoarding.
