STATEMENT OF DEAN

ENTITY

FORCI Development is an autonomic working unit in the Faculty of Forestry of Bogor Agricultural University, or IPB, which carries the function as an outreach of innovations in science and technology which have been growing immensely in many universities.

FORCI Development has been positioning its existence as a not for profit organization who dedicates itself to the utilization of the means of science and technology to manage forest resources as the act to establish a Justified forestry development.

FORCI Development has been founded by a community which gives their special attention to forestry development, which is motored by some of Faculty of Forestry of IPB's lecturers. The founding of FORCI Development has been based on its concern about forestry development problems which have been growing untidily and moving away from the constitution.

FORCI Development is expected to bridge between academic domain and practical domain of forest resources management. Development of innovations in science and technology should overcome the problems existing in the real practice of forest resources management, which covers concept, policy and strategy, and their implementation.

DEVELOPMENT

RASIONALE

Forest resources is one of resources owned Indonesia. The Constitution of UUD 1945 Article 33 Paragraph 3 mandates that utilization of natural resources must be aimed at achieveing the highest social welfare. The Constitution also requires that “the national economy is run on the basis of economic democracy with the principles of togetherness, efficiency, justice, sustainability, environmental friendliness, independence, and balance of progress and unity of national economic”. However, in the reality the existing policies and regulations are not fully meeting what the Constitution has mandated due to various reasons.

Impact of the existing policies and regulations as well as their implementation in forest resource utilization is degradation of forest resource and its environment. As we know, after the issuance of Capital Investment Law of 1968, forestry sector had contributed huge foreign currencies during 70's to 80's. But during the last 30 years, Indonesia has lost its forest resources at the rate of 1.6 to 2.0 million ha annually. Similarly in socio-cultural aspect, many social conflicts arise, mainly tenurial conflicts.

Forci Development views that indeed the problem of forest resource management is not merely technical, but it involves broader issues, particularly institutions. Such institutional view and approach are developed by Forci Development in contributing to development and managament of forest resources of Indonesia.

PROGRAMS

Considering the forestry problems, Forci Development focuses on certainty of forestry investment space, forest management r ights, the p re s e n c e o f t h e fo re st management on the site level, and mainstreaming the small scale forestry. Those central issues are approached through reinforcing the institutional c a p a c i t y o f f o r e s t management, contained by the following programs:

Reinforcing the Forestry Institutional Capacity

Forest management problems that appear reflect the weaknesses of forestry institutional capacity. The weaknesses of national forestry planning cause the uncertainty in forestry investment space and unclear tenurial rights. Reinforcing the forestry institutional capacity is intended to correct the policies and regulations, establish the position and role of each party clearly, and to develop relation mechanisms among the parties that is mutually beneficial.

Developing Standards and Competency of Foresters

The establishment of adequate institutional capacity needs capable human resources. The program is aimed at developing competency standards and forestry professionalism.

Disseminating and Publishing Programs

Dissemination and publication are the main supporting force in conducting outreaching function. The outputs that are generated from various activities will be synthesized and published for shared learning.

FORCI Development issupported by staff that are competent in their fields, especially ex-perts,expert assistants, and laboratory staff of Faculty of Forestry IPB and networking part-ners. These experts performs their role as researcher, facilitator, and instructor

FORCI Development is an autonomous unit under the Faculty of Forestry IPB that has a complete organization and management in running the organization's operations. FORCI Dev. has developed a pattern of simple managerial and organizational structure in order to be able to mobilize its resources effectively and efficiently. The structure is as follows :
