    Statement from Barkley Russell, Rives Worrell spokesman:

    Our response to the school districts Request for Proposal, including forms 4 and 5, was submitted onMay 23, 2013we had not been awarded the project. Here is how things subsequently unfolded:

    July 23, 2013Interviewed for the project as 1 of 5 Construction Management firms shortlisted.

    We presented our project team, project logistics plan, project schedule, cost control plan,communication plan and MWBE outreach. Did not discuss forms 4 and 5 nor any of the MWBEcontractors listed on the forms.

    August 8,,2013Informed of the intent to award and the intent to negotiate contract terms for

    Construction Management.

    August 21, 2013Signed contract agreement

    September 24, 2013Received Notice to Proceed to start preconstruction (estimating) services.At this point, the design was very conceptual. The Notice to Proceed allowed us to begin workingwith the architect to create a cost model for the project program that met the stated cost limitation

    dictated by SCCPSS.

    April 8, 2014Upon receipt of the Issued for Construction design documents, we issuedinvitations to bid to over 323 subcontractors including the subs listed on form 5. Prior to sendinginvitations to bid, during design development, we coordinated the following Local and MWBEoutreach efforts to inform the community specifically about the Hesse K-8 project:

    11-25-14Met with Parsons, SCCPSS Program Manager, and VanGuard to outlineLMWBE outreach plan and meetings. Also discussed with Ms. Estella Shabazz, withVanGuard, and Joe Millsaps, with Parsons.

    We advertised the bid documents and bid process at Clayton Digital and ReedConstruction Data.

    We advertised the project, bid process, and scheduled outreach meetings in the

    following local newspapers:o Savannah Morning News1-31-14 & 2-7-14o The Savannah TribuneSubmitted 1-31-14o Savannah HeraldSubmitted 1-31-14

    We held the following outreach meetings for LWMBE subcontractors: Subcontractorsreceived several emails reminding them of the opportunity. Sign-in sheets from theseLWMBE outreach meetings are attached, documenting attendance.

    o 2-17, 2014Hesse Media Centerdiscussed the overall job schedule, futuremeetings, teaming opportunities, etc. Vanguard was in attendance.

    o 3-6-14Hesse Media Centerdiscussed the newly distributed site package,where drawings could be downloaded/printed, schedules for remainder ofpackages, scopes of work included, possible teaming opportunities, etc.

    May 21, 2014SCCPSS School Board approved the guaranteed maximum price proposal forHesse. This approval gave us the authority to make subcontractor selections and contract awards.Prior to this approval, we contractually cannot enter into any agreement with subcontractors andvendors. Regarding the process, our contract for Hesse requires us to competitively bid out allscopes of work as part of creating the guaranteed maximum price. Upon our review of the bids foreach trade (scope of work), we then submit our recommendation for subcontractor selection, foreach trade of work, to Parsons for approval. The Form 5 not only includes contradictory language,

    within the form, by being titled proposed, but it also contradicts the requirements of our contractwith SCCPSS for the construction of Hesse.

    To address your question more fully, we are still in the process of subcontractor procurement andmaking subcontractor recommendations to Parsons. To date, we have awarded one contract to thesubs listed on Form 5. Economy Masonry, working with Cornerstone Masonry, will provide the

    masonry scope of work. Of the nine companies listed on Form 5, submitted in May of 2013, onlyfour submitted a bid on Hesse; however, we attempted to contact all nine for pricing proposals. Of$15MM in awarded contracts to date $6,094,362 in contracts has been awarded to WMBE subs
