Planning with AltitudeIt is with great pleasure that I invite you to the PIA QLD State Planning conference which will be held at the Empire Theatre, Toowoomba on the 21st – 23rd of September 2011.

The 2011 PIA QLD State Conference is ‘Planning with Altitude’. The conference will take a fresh look at current issues faced by planners by exploring the three conference themes - “Regions, Resources and Revolution”. The conference aims to deliver interesting sessions and entertaining social events.

The conference is being held in conjunction with the Toowoomba Carnival of Flowers and provides a unique opportunity to experience the region in full bloom. A range of partner tours and site tours have been organised to showcase the regions highlights.

As the conference convenor, I would like to thank the conference committee and in particular Kaye Duggan for helping to create a memorable conference. Also, I am thankful for our sponsors for their support to deliver this conference.

On Wednesday 21st there will be an Urban Design Master Class organised by JOHN BYRNE FPIA FRAIA, Consultant Urban Designer/Planner and QUT Adjunct Professor in Urban Design. This Master Class will be limited to 20 participants. The aim of this Master Class is to encourage an exchange of ideas and learn from best practice examples from regional towns and cities.

As this is additional to the conference there will be a cost to cover expenses. Please indicate on the registration form at the back of this registration book if you are interested in attending and we will come back to you with further information as soon as it is available.

This is an opportunity to literally walk through the ideas of the Toowoomba City Centre Master Plan with the original authors. Urbis worked with Toowoomba Regional Council to prepare this master plan, and this is an opportunity to explore the intricacies and elements of the plan in situ. You will be guided through the vision of revitalisation for the heart of Toowoomba. Winding through the streets and laneways of Toowoomba CBD, the Urbis team will lead participants through the key challenges and the identified opportunities and solutions inherent in the master plan. Spanning both planning and design aspects of the master plan, participants will gain an insight into the fundamental building blocks needed to realise the Council’s vision, such as land use planning, key projects, governance and stewardship, investment opportunities and industry partnerships.

A dditional sessionsST1 RESOURCES 09:00-17:00 Easternwell Group is providing Australia’s first automated, technologically advanced coal seam gas drilling rigs built exclusively by the company in Toowoomba, Queensland, representing an innovative advance in Australian coal seam gas drilling.

After the Easternwell Operations Centre ‘blast off’ at the Wagner’s Wellcamp Gravel Quarry, as gunpowder extracts gravel from the quarry. It will blow your eyebrows away. No buildings, just land, big boys’ machines and noise. Then off for a tour of CSG Plant or Beef City Feedlot - Beef City is a dedicated grain fed cattle feedlot which exports meat worldwide.

We finish at Acland Mine - The coal mine at New Acland is an open cut multi-thin-seam operation. Overburden (the top layer above the coal) is blasted or ripped by bulldozers prior to extraction. A multiple block extraction mining system is used to provide access to the coal and the process allows for different quality coals to be blended to meet product specification. New Acland coal is supplied to overseas markets and power stations in South East Queensland.

ST2 REGIONS 09:00-17:00 Toowoomba’s CBD is rich with heritage buildings. Take a walk down Margaret Street between Neil & Hume Streets and see the beautifully restored court house, GPO and Strand Cinema. A little further down the road is the Western Galleries Building; a beautiful example of Gothic architecture.

Caledonia Estate a Toowoomba district with many of the original buildings from the turn of the 20th century; the Scottish heritage maintained through the street names. A massive cedar tree (Toona Australis) on the corner of Lindsay and Bridge Street was planted in 1905 to celebrate the completion of the home at Lindsay Street. A large number of these houses have retained their heritage by Council permitting their use for commercial purposes.

Mort Estate is Toowoomba’s oldest subdivision. It was established in 1862 and was named after the well-known colonial identity Thomas Sutcliffe Mort, an early developer who offered 100 allotments for sale. 57 Taylor Street is the only dwelling to still have a complete slate roof. The Mort Estate includes the original railway station which opened in 1874. Visitors now have the opportunity to experience old-fashioned, full silver service dining in the restored refreshment rooms which features full QR-insignia place-settings. There is also a WWII air raid shelter set into the bank opposite the station entrance.

Drayton Cemetery In 1864 a Deed of Grant in Trust was issued over an area of two acres (0.8094ha) to the Trustees of the Church of England for a Toowoomba Cemetery, later expanded to 67 acres. Since the first registered burial in 1866, the Drayton and Toowoomba Cemetery has been an integral part of Toowoomba’s history. It contains the graves of pioneers, previous Mayors and other prominent people who shaped the local history. A walk through various sections gives an insight into the way people lived in different eras, the hardships they faced, their life expectancy and even prevalent diseases at the time.

Pittsworth owes its existence to that great explorer and botanist Allan Cunningham who in early June 1827 discovered and named the area around Warwick and to the north, the Darling Downs. The Pittsworth Museum combines a fine collection of old buildings - schools, the former post office, an 1895 cottage - with some fascinating memorabilia. Items include a chantilly lace wrap which once belonged to Florence Nightingale, a love letter written by Governor Bligh’s mother, an outdoor display of carts and farm equipment and memorabilia connected with Arthur Postle who, in 1906, was proclaimed ‘the fastest man in the world’ when he won the 220 yards World Championship Cup. In the main street the ANZ Bank (1905) and adjacent buildings are of interest. One block away is the gracious St Stephens Catholic Church (1908)..

For anyone interested in the unique character of Toowoomba City and how council has worked to promote its protection and preservation please join us, for this relaxed but informative stroll.

ST4 REVOLUTION (Regional Diversity) 10:00-16:30The University of Southern Queensland (USQ) is a young, dynamic University that has a strong focus towards online and external studies. USQ has won multiple awards for innovation and multiculturalism.

The Charlton Wellcamp Enterprise covering an area of 2,000 hectares, is destined to provide much needed industrial land for the region. The eastern boundary of the site is the corridor for the proposed Toowoomba Bypass road and the proposed Border Railway from Moree to Toowoomba. The area is also the start of the proposed Surat Basin Railway to Gladstone. The Australian Transport and Energy Corridor Ltd (ATEC) is proposing to establish a major intermodal freight centre at Charlton at the junction of the Border and Surat Basin railways. A completed structure plan considers the interfaces between infrastructure (rail, road, water, wastewater, power, gas and telecommunications services) and property development.

The Oakey Army Aviation Centre has a long history dating back to World War II when it was established by the Royal Australian Air Force as a training facility. It was later used as a maintenance and aviation surplus facility after the war, with many surplus aircraft being stored prior to destruction or sale. It is now an Army Aviation Training Base including helicopter training, with a centre of excellence in training. The centre also has a museum of aviation history including many historical aircraft tracing the history of the Aviation Corps back to WWI.

Toowoomba’s Mort Estate - The Mort Estate is Toowoomba’s oldest subdivision. It was established in 1862. Start the walk at the Railway Station and discover the history of various cottages and their distinctive features. Allow a minimum of 1 hour for a brisk walk and longer for a leisurely stroll.

Toowoomba’s Russell Street - Russell Street was originally known as Farm Road. It was a dirt track used by squatters from the west to transport their sheep and cattle to Brisbane. Start at the Railway Station and see some amazing buildings including a church with beautiful stained glass, historic Vacy Hall and Clifford House, a lovely old Hotel and the Male toilet believed to be the first sewerage connection in Toowoomba! Allow a minimum of 1 hour for a brisk walk and longer for a leisurely stroll.

Toowoomba’s Cultural and Legal Precincts - The precinct is bounded by Margaret, Neil, James and Hume Streets, an area rich in the history of institutions on which the cultural, spiritual, legal and social life of the city is founded. These include The Old Post Office, The Courthouse, Wesley Church and St Patrick’s Cathedral, The Empire Theatre, Portadown and Australian Hotels and the Technical College to name a few. Allow a minimum of 1 hour for a brisk walk and longer for a leisurely stroll.

Toowoomba’s East Creek Park & Paddington Estate - from the Toowoomba Visitor Information Centre the cycleway is used to approach and leave this historical area. This walk includes distinctive trees, parks, streets and homes. Allow 45 minutes for a brisk walk and over an hour for a leisurely stroll

Newtown - The walk begins on the opposite side of Holberton Street from Newtown Park’s State Rose Garden. This suburb includes homes from a number of eras including: pre World War 1 (1890 - 1918); Inter - War Period (1920s - 1930s) and post World War 2 (1940s - 1950s) Allow 45 minutes for a brisk walk and over an hour for a leisurely stroll.

Art Gallery, 531 Ruthven Street Toowoomba City, next to the Council Chambers - Established in 1938, Toowoomba has the oldest public art gallery in regional Queensland. The gallery is the permanent home to the Lionel Lindsay Art Gallery and Library. Assembled by Toowoomba resident the late Mr William Bolton MBE, this collection features over 400 significant Australian art works by such artists as Lionel, Norman, Percy, Daryl and Ruby Lindsay, Phillips Fox, McCubbin and more.

Toowoomba Drayton Cemetery, South St & Anzac Avenue Toowoomba (The entrance is in South St - Cemeteries record our community’s and nation’s history – they may be the only place where a person’s life is formally documented and are invaluable for tracing ancestry and family trees. Most of the Toowoomba region’s cemeteries were established in the late 1800s, the earliest being the heritage listed Drayton and Toowoomba Cemetery operating since 1864.

Japanese garden, Entrance 1 USQ West St / Entrance 2 Regent St. The Toowoomba Japanese Garden is the largest, most complex and traditionally designed Japanese Garden in Australia. It was named Ju Raku En by the designer - roughly translated it means long life and happiness in a public garden.

Newtown Park, Holberton Street Newtown - was initially laid out in a pattern intended to mirror the design of the Union Jack. Avenues of trees crossed the park from corner to corner, linking with trees planted around the perimeter. Today the essence of this original plan can still be seen, and is being paid due regard in the ongoing task of enhancing the park.

Queens Park, The meticulously tended Queens Park is home to the Botanical Gardens. Adjacent to the CBD the park features stunning floral beds, wide open spaces and tree-lined paths.

Waterbird Habitat, 1 Alderley St / Entrance 2 Mackenzie St - Toowoomba Bicentennial Waterbird Habitat includes diverse wetlands carefully constructed to attract various water birds species, and is a relaxing place to visit.

Milne Bay Military Museum, O’Quinn St Toowoomba - The Milne Bay Military Museum, housed in a former drill hall built before World War 1, exhibits the history of the Australian Armed Forces.

Cobb+Co Museum, 27 Lindsay Street - is part of the Queensland Museum and is home to the National Carriage Collection. As well as Cobb & Co coaches, their collection includes examples of a vast range of vehicles from the horse-drawn era, from farm wagons and delivery carts to the Rolls Royce of Carriages, the landau. They also feature extensive displays on the natural and cultural history of Toowoomba and the Darling Downs.

Name Badges:Your name badge must be worn at all times, as it is your entry to all sessions and inclusive functions.

Cancellation Policy:Registration cancellations will only be accepted in writing. Cancellations made prior to 30th June 2011 will be refunded in full amount less $125.00 to cover administration costs. Cancellations made from 8th June to 19th August 2011 will be refunded 50% of the full amount, and no refunds will be made after 19th August 2011. As an alternative to cancellation, your registration may be transferred to another person without incurring any penalty. The organisers must be advised of the transfer in writing.

Payment:All prices are in Australian dollars and are inclusive of GST (unless otherwise stated). Cheques or bank drafts must be made out in Australian currency and drawn on an Australian bank and should be made payable to “PIA Qld Division” and forwarded to PIA Qld Division. Payment by credit card is acceptable for registration, function tickets, tours and activities. Registrations will not be processed until payment is received.

The Best Theatre in Australia award in 1998. The complex features a contemporary restaurant and an atmospheric 1877 vintage chapel with a fully operational pipe organ. This historic and elegant building will be

the site of our gala dinner so glamour will be the word for the night.
