PREAMBLE
The Government of Tamil Nadu (GoTN) is committed to greater use of evidence in
decision making to improve implementation and effectiveness of its poverty programmes.
To this end it would like to institutionalize the use of relevant and high quality monitoring
and evaluation data in the process of planning, review and course correction, targeting and
allocation of resources for its various schemes and programmes.
The Planning, Development and Special Initiatives (PD&SI) Department, GoTN has
under its purview 3 agencies that play an advisory role in supporting the Government in
the process of informed decision making on programmes and policies. These are the State
Planning Commission (SPC), the Department of Evaluation and Applied Research
(E&AR) and the Department of Economics and Statistics (DES). The SPC, E&AR, DES
usually do and other Departments/Agencies of GoTN may require support in the form of
one or more of the following types activities of research, evaluation, monitoring and data
analytical activities in sectors primarily related to socio-economic factors affecting the
poor and/or economic and social development of the State and matters pertaining to public
policy. Therefore, the Government (through the State Planning Commission) proposes to
Empanel organizations and institutions that undertake research, policy advisory and
consulting activities in the private, public, or not-for-profit sectors to assist these
Departments in generating and interpreting high quality monitoring, survey,
administrative and evaluation data that is relevant for policy making. Three Panels will be
constituted to serve the research and monitoring & evaluation needs of the different
Departments: (1) Policy Research and Evaluation Studies (2) Independent Monitoring and
(3) Data Handling, Analytics and Visualization. (Details contained herewith)

may not be complete, accurate, adequate or correct. Each Applicant should therefore,
conduct its own investigations and analysis and should check the accuracy, adequacy,

sources.
Information provided in this RFQ to the Applicant(s) is on a wide range of matters, some
of which may depend upon interpretation of law. The information given is not intended to
be an exhaustive account of statutory requirements and should not be regarded as a
complete or authoritative statement of law. The Tender Inviting Authority accepts no

The Tender Inviting Authority, its employees and advisors make no representation or
warranty and shall have no liability to any person, including any Applicant or Bidder,
under any law, statute, rules or regulations or tort, principles of restitution or unjust
enrichment or otherwise for any loss, damages, cost or expense which may arise from or
be incurred or suffered on account of anything contained in this RFQ or otherwise,
including the accuracy, adequacy, correctness, completeness or reliability of the RFQ and
any assessment, assumption, statement or information contained therein or deemed to
form part of this RFQ or arising in any way with pre-qualification of Applicants for
participation in the Bidding Process.
The Tender Inviting Authority also accepts no liability of any nature whether resulting

The Tender Inviting Authority may, in its absolute discretion but without being under any
obligation to do so, update, amend or supplement the information, assessment or
assumptions contained in this RFQ.
The issue of this RFQ does not imply that the Tender Inviting Authority is bound to select
and shortlist pre-qualified Applications for Tender Stage or to appoint the selected Bidder,
as the case may be, for the Project and the Tender Inviting Authority reserves the right to
reject all or any of the Applications or Tenders without assigning any reasons whatsoever.
This is a multi-stage tendering process, following the provisions of Section 32 (1) of the
Tamil Nadu Transparency in Tender Rules 2000, where the first stage is RFQ for
empanelment. Post RFQ, the next stage would be conducted by the respective employers
(i.e. respective Government Departments and agencies with specific requests for studies)

who will issue Request for Proposals to the empanelled agencies and invite relevant
technical and financial bids.
The Applicant shall bear all its costs associated with or relating to the preparation and
submission of its Application including but not limited to preparation, copying, postage,
delivery fees, expenses associated with any demonstrations or presentations which may be
required by the Tender Inviting Authority or any other costs incurred in connection with
or relating to its Application. All such costs and expenses will remain with the Applicant
and the Tender Inviting Authority shall not be liable in any manner whatsoever for the
same or for any other costs or other expenses incurred by an Applicant in preparation or
submission of the Application, regardless of the conduct or outcome of the Bidding
Process.

Background:
The State Planning Commission proposes to Empanel organizations and institutions that
undertake research, policy advisory and consulting activities in the private, public, or not-
for-profit sectors (and are legal entities as described in Clause 8.3 of the Section on
Instructions) for assisting the State Planning Commission (SPC), Department of
Evaluation and Applied Research (E&AR), the Department of Economics & Statistics
(DES) or any other government department or agency in generating and interpreting high
quality monitoring, survey, administrative and evaluation data that is relevant for policy
making. The 3 panels under which organizations and institutions may be empanelled are:
(1) Policy Research and Evaluation Studies
(2) Independent Monitoring
(3) Data Handling, Analytics and Visualization.
There are three agencies under the purview of the Department of Planning, Development
& Special Initiatives (PD&SI), Government of Tamil Nadu, which supports the
Government in an advisory role on various policy matters related to the development of
the State using evidence from relevant monitoring and evaluation data.

The State Planning Commission (SPC) is an advisory board that provides
recommendations to the Government of Tamil Nadu on various matters pertaining to the
development of the State. This includes advising on new schemes to be adopted by the
Government, reviewing the process of implementation and progress achieved on various
ongoing programmes, implementing the State Balanced Growth Fund, monitoring
development indicators that inform indices such as the Human Development Index, and
the use of such information to inform the Government for appropriate interventions, and
to undertake special studies as required for formulation and implementation of plan
projects and programmes.
The Department of Evaluation and Applied Research (E&AR) is responsible for
undertaking evaluation studies to assist the Government in policy formulation and to
improve programme implementation. This includes evaluating schemes, projects, and
programmes sponsored by both the Central and State governments, as well as external
agencies, carrying out large-scale socio-economic surveys, and preparing the Tamil Nadu
Economic Appraisal publication every year.
The Department of Economics and Statistics (DES) is responsible for collection,
compilation and dissemination of timely data for policy formulation by the State and
Central Governments. It is the designated Nodal Statistical Agency in the State. The
Department undertakes collection and compilation of data and dissemination of statistics
relating to Primary, Secondary and Tertiary sectors such as Agriculture, Industry, State
Income, District Income, Prices etc. and Special Studies / Surveys as and when entrusted
by Central and State Governments. The Department is presently exploring the scope for
setting up an advanced Data Analytics Initiative in collaboration with the State E-
Governance Agency.

The SPC therefore, in the role of the Tender Inviting Authority is issuing this Request for
Qualifications (RFQ) to empanel a maximum of 12 organizations / institutions with the
relevant expertise and experience under each of the 3 panels to support the work of the
departments listed above (SPC, E&AR, DES) or any other Department/Agency of the
GoTN as and when required. The RFQ documents received will be evaluated based on the
criteria given and qualified list of applicants will be empanelled for one or more of the
three panels to which they have applied. In case of a situation where more number of
applicants are tied at the same position, the maximum number of 12 organisations /
institutions may be relaxed in order to accommodate additional applicant(s) who are
equally qualified.
In the second stage, after Empanelment, as and when the need arises, respective
departments will issue a Request for Proposal (RFP) document to the empanelled
agencies, and invite relevant technical and financial bids. The RFP documents will be
evaluated by an evaluation committee appointed by the respective Department. The
qualified agency will be selected and work will be awarded after necessary negotiations.
The entire RFQ and Bidding process will be done as per the Tamil Nadu Transparency in
Tenders Act, 1998, (TT Act) latest and TT Rules 2000 there under. The TT Act can be

Applicants must provide all the relevant information (in English or Tamil language only)
as per the prescribed format. Applicant mean organization /institution that undertakes
research, policy advisory and consultancy activities in the private, public, or not-for-profit
sectors as per Clause 8.3 of the Section on Instructions.
If the Applicants are bidding jointly, a binding declaration must be given of the lead firm
stating what form the cooperation will take with an indication of the nature of agreement

“RFQ document must be delivered in Hard copy along with soft copy (PDF format) in a
CDin a sealed cover in the office of SPC by on or before 15.00 hours on 16.09.2015 and
document must be accompanied by a non-refundable Processing Fees of INR. 5000/-
(INR Five Thousand only/-) for each of the RFQ(s) submitted by means of Demand Draft
from any Nationalised / Scheduled Bank drawn in favour of “The Accounts Officer, State
Planning Commission, Chennai 600005” payable in Chennai. A Pre-application meeting
is proposed to be held on 27.08.2015 at 11.00 AMin State Planning Commission,
Chennai- 600 005.
Applicants applying for more than one sector may please submit the documents in
separate sealed covers subscribed as applicable with separate non-refundable processing

8.1 DEFINITIONS:
In this document the following words and expressions have the meaning hereby assigned
to them.
8.2 EMPLOYER means one of the following: the State Planning Commission,
Department of Evaluation & Applied Research, Department of Economics & Statistics or
any other department/agency of Government of Tamil Nadu that specifically engages the
services of any of the empanelled Applicants.
DEPARTMENT means The State Planning Commission (SPC), Government of Tamil
Nadu (GoTN).
8.3 APPLICANT means an organization /institution that undertakes research,
consultancy and policy advisory activities in the private, public, or not-for-profit sectors
that may be legal entities of the following forms:
8.3.1 University / Deemed to be a University / College / Institute which is:
(a) Set up under an Act of Parliament or an Act of a State Legislature or
(b) Constituted as a Society under the Societies Registration Act, 1860; or as a Trust
under a relevant Trust Act and is recognized by the UGC / AICTE / MCI / ICSSR.
8.3.2. Companies / Policy advisory / Consulting firms which are organized as a Society
under the Societies Registration Act, 1860; or as a Trust under a relevant Trust Act; or as
a Limited Liability Partnership under LLP Act, 2008 or as a Limited Liability Company,
or as a Company under the Companies Act 2013.
The entity must have been in business in India for atleast three years with operational
presence in India. Individuals are not eligible to apply.
8.4 Joint venture / association may be allowed subject to maximum of two entities. No
entity can be a part of more than one application. The Lead entity should satisfy / fulfil

75% of the financial criteria and 50% of the technical criteria, and at least one of the
entities should be in existence for at least threeyears during the past five years.

10. The empanelment will be initially for a period of two years with an extension for one
additional year based on a review of performance and requirement of the Department.
11. Pre-qualification / Empanelment does not necessarily mean that a job/offer will be
assigned to the Applicant(s).
12. This is a multi-stage tendering process, where the first stage is RFQ for empanelment
and the post RFQ stage would be conducted by the respective departments from the
empanelled list of applicants based on need and requirement, as per the Tamil Nadu
Transparency in Tenders Act, 1998, (TT Act) latest and TT Rules 2000 there under.
13. Further communication/clarifications will be made with the applicants, if found
essential before empaneling.
14. All information submitted will be the property of SPC and will not be returned.

15. All information requested for in the enclosed forms should be furnished against the
respective columns in the format. If information is furnished in separate documents
reference to the same shall be given against the respective column. No columns
should be left blank. However, the applicants are cautioned that non-submission of
complete information called for in the required formats, or making any change in the
prescribed forms may result in the application being summarily rejected.
16. Copies of the references, information, work orders, completion certificates, etc.,
obtained from the respective clients certifying the suitability, technical know-how,
experience or capability of the applicant and submitted by the applicant, which may
be verified by SPC, if considered necessary.
17. The applicants are advised to attach any additional information which is considered
necessary in regard to proving their capabilities. No further information will be
entertained after submission of the application unless it is called for by the SPC.
18. Applicants who wish to submit the application shall submit the application with a
processing fee (non refundable) of Rs. 5,000/-per panel (Rupees Five thousand
only).
19. The processing fee shall be paid along with the application form in the form of
crossed Demand Draft payable at Chennai from a Nationalised / Scheduled Bank
drawn in favour of “Accounts Officer, State Planning Commission, Chennai”
Applications received without processing fee shall not be considered for evaluation.
20. The cost incurred by the applicants in preparing and submitting this application, in
providing clarification or attending discussions, conferences in connection with
process of empanelment shall be borne by the applicant and the Department in no

case will be responsible or liable for these costs regardless of the conduct or outcome
of the process.
21. The application shall be signed by a duly authorized person holding the Power of
Attorney for signing the application, in which case a certified copy of the Power of
Attorney or Board Resolution issued by the Board of Directors or appropriate
resolution / authorization from the governing body shall accompany the application.
For Universities / Educational Institutions shall accompany with authorisation from
the Registrar of the Institutions along with the application.
22. The Tender Inviting Authority reserves the right to reject all applications and to annul
the process at any time without assigning any reason(s) thereof and without thereby
incurring any liability to the applicants
23. All financial information shall be given in Indian Rupees only.
24. Evaluation of RFQ:
The evaluation committee to be appointed by the Member Secretary, SPC will carry out
its evaluation applying the evaluation criteria and system specified below. Each
responsive proposal will be attributed a score.
25. Termination of Empanelled Firms:
The Contract of the Empanelled firms with the SPC/Other Departments / GoTN will be
terminated in the following ways:
i. The term of RFQ expires;
ii. Termination of Empanelment due to non-performance during the execution of Assignments
/ Project:
● Performance is below expected level.
● Non adherence to the timelines of the Project.
● Quality of work is not satisfactory.

● SPC / Other Departments / GoTN shall terminate the contract on evidence of
persistent non-performance by giving one month notice.
● SPC / Other Departments / GoTN also reserves the right to assign the
assignment/work to other empanelled Subject Specialist/Consultant
(Individual/Institute) and split the work among more than one empanelled Subject
Specialists/Consultants (Individuals/Institutes).
26. Scope of Work:
The SPC, E&AR, DES usually do and other Departments/Agencies of GoTN may require
support in the form of one or more of the following types of research, evaluation,
monitoring and data analytical activities described in the table below in sectors primarily
related to socio-economic factors affecting the poor and/or economic and social
development of the State and matters pertaining to public policy. Applicants will be
required to provide details on their research expertise in specific areas of expertise if any,
as per the RFQ document. The empanelment will be for expertise in the type of research
activity – Policy Research and Evaluation Studies, Independent Monitoring and Data
Handling, Analytics and Visualization.

AND EVALUATION
STUDIES
Designing and undertaking small and large-scale
research and evaluation projects based on primary
and/or secondary sources of data, using quantitative,
qualitative or mixed methods, and providing
recommendations for use in policy making. This would
include (but is not limited to) needs assessments;
diagnostic studies; process evaluations; feasibility
studies; impact evaluations, concurrent or ex post; cost-
benefit and options analysis; cost-effectiveness analysis;
outcomes tracking surveys, systematic reviews,

programme theory assessments; beneficiary tracking and
satisfaction studies; cohort / panel surveys etc.
2 INDEPENDENT
MONITORING
Planning, undertaking and preparing actionable reports
from independent third party monitoring of activities
and data validation of publicly funded programmes and
activities. This could involve (but is not limited to)
observations, measurements & recording; surveys &
interviews with beneficiaries, front line implementing
staff, & other stakeholders; detailed technical and/or
social audits; sample surveys for tracking performance
and outcomes; real-time tracking and supervision using
digital tools including cameras, GPS etc.
3 DATA HANDLING,
ANALYTICS AND
VISUALIZATION
Undertaking advanced data analytics, modelling and
forecasting using existing government datasets at the
State / Central level; prescriptive data analytics (to
inform decision making); and representing the same in
dashboards, graphics and other visualization that enable
easy use in policy making. As well as provide
recommendations for handling of large quantities of data
such as measures fir storage, indexing, retrieval of large
datasets. This involves (but is not limited to) to time
series analysis, statistical explanatory and predictive
models, validation of data quality, intelligent data
gathering, interpretation and visualization of static and
real time data, and big data analytics.
• For each stream of expertise there will be a separate evaluation done. Hence each
of the types of research activities is to be treated as a separate requirement and
details to be provided as such. Separate applications are required for each Panel

with separate application fees for each panel. The envelopes shall also be
superscribed separately. For example the same firm that wants to be empanelled
for Policy research and evaluation studies and Data handling, analytics and
visualization shall submit two sets of documents with the relevant experience and
personnel information. The envelope should be super scribed as “Empanelment
document for – POLICY RESEARCH AND EVALUATION STUDIES” and
“Empanelment document for – DATA HANDLING, ANALYTICS AND
VISUALIZATION”.
• Applicants are requested to ensure that the experiences cited in the Forms 3- 6 are
relevant to the specified types of activities for which the empanelment document is
being submitted. Similarly the professional CVs should be of people / teams who
have been associated with projects in that activity.
• Post empanelment, in case of change / replacement in the original Joint Venture /
Association, SPC may consider the changes / replacement with equivalent or
above qualified Applicants after the receipt of the written request from the lead
firm. The approval of the change / replacement will be at the sole discretion of the
Member Secretary, State Planning Commission.
27. Broad Role of the Empanelled Applicants:
As described in Background Section, the list of empanelled agencies may be used by SPC,
DES, E&AR and any other State government agencies / statutory organisations of
Government of Tamil Nadu, as and when required. After Empanelment, as and when the
need arises, respective departments will issue a Request for Proposal (RFP) document to
the empanelled agencies and invite relevant technical and financial bids. The RFP
documents will be evaluated by an evaluation committee appointed by the respective
Department. The qualified agency will be selected and work will be awarded after
necessary negotiations.

Case Question for Empanelment:
1. Policy Research and Evaluation Studies
Nutrition provided in early years determine both the immediate health status as well as future health and well-being of the child. Further, lack of nutrition in early years seriously interferes with the development of cognitive skills in the child, which in turn hinders learning in later life. The Integrated Child Development Scheme (ICDS) is one of the largest programmes in the world for early childhood development. Within the mandate of the ICDS, which prescribes a package of basic services for early child development, there is scope for introducing new strategies to meet the stated goals. A high-level Committee has been tasked with reviewing the ICDS programme and recommending new interventions or modifications to the existing interventions to improve the effectiveness and efficiency of services provided by Anganwadi centres to children in the age group of 0-6 years. This Committee invites recommendations for relevant policy research and evaluation studies that could inform the decision on new strategies that could be adopted under the ICDS programme. Questions: Using the framework of a Theory of Change, describe succinctly (preferably with a diagram or table), two critical outcomes of the ICDS programme, and propose a strategy consisting of new interventions or modifications to existing activities that could help achieve the stated outcomes more efficiently. 2. Independent Monitoring
The Integrated Child Development Scheme (ICDS) is one of the largest programmes in the world for early childhood development. Within the mandate of the ICDS, which prescribes a package of basic services for early child development, there is scope for introducing new strategies to meet the stated goals. A high-level Committee which has been tasked with reviewing the ICDS programme, has found wide variations in child development outcomes at the District level, as well as within a district, at the Block level. The Committee is exploring the possibility of adopting a targeted approach of introducing need-based interventions (over and above the basic ICDS package of services) in poor performing Blocks in lagging districts to address the situation specific to these areas. To this end, the plan is to adopt, on a pilot basis, two Blocks that have been ranked lowest on child nutrition – i.e. Blocks with the highest percentage of children who are severely or moderately underweight. These Blocks belong to two different districts. A District-level team has been formed to monitor the implementation of these interventions closely so that gaps in service delivery are not the cause for poor performance. Questions: Identify one or more interventions1 that could be introduced on a pilot basis in the two poor performing Blocks. Describe using the framework of a Theory of Change for the proposed intervention(s), key assumptions and potential sources of implementation failure. The problem of road traffic congestion in large cities is becoming an increasingly common. This is further complicated when there is ongoing urban infrastructure development works. Not only does such traffic congestion cause difficulties to citizens, it also hinders smooth and timely completion of construction works. An urban local body is considering solutions based on pricing and taxation to encourage optimal behaviour on part of road users, such as congestion charges, parking fees, pricing of public transport etc. To aid this process, the urban local body would like an assessment of the feasibility of different options in order to decide on the right strategy to adopt. Questions: Recommend (by justifying) 2 strategies that would be the most relevant and feasible solutions to address the problem of traffic congestion. What types of existing data (public and private) could be used for planning and executing the recommended strategies? (Identity specific datasets/ sources of data).
