Humanitarian Situation Report #12/ 11 December 2015

Highlights The wave of violence across the State of Palestine continued during

the reporting period, resulting in 23 Palestinian and nine Israeli

fatalities, and 2,784 Palestinian and 42 Israeli injuries.

In November, seven Palestinian children were reported killed (two

boys and five girls) aged between 14 and 17 years. Five children were

killed in the West Bank and two in East Jerusalem. There were no

Israeli children fatalities reported this month.

During the reporting period, 92 children were arrested in East

Jerusalem by the Israeli security Forces (ISF). Since the beginning of

the clashes and escalation of violence in September, a total of 314

children have been arrested or detained.

UNICEF provided legal assistance and counselling to 68 arrested

children in November. Since the beginning of the violent clashes

Situation Overview During the month of November, the situation in the State of Palestine has remained very tense, with violent attacks and clashes across the West Bank, and particularly in East Jerusalem. This resulted in multiple Palestinian and Israeli deaths and injuries, as well as property damage and large numbers of arrests. Since the beginning of the escalation in violence, a total of 94 Palestinians have been killed, including 22 children, and 10,176 were injured, including 620 children, the vast majority in protests and confrontations with Israeli forces. A total of 17 Israelis have been killed, including one child, and 178 injured from attacks carried out by Palestinians. On 5 November, the United Nations Special Coordinator for the Middle East Peace Process, Nickolay Mladenov, made a visit to Hebron in order to evaluate the rise in violence in the city. During a press conference after the visit Mr. Mladenov said that a complete generation has lost hope in peace and in the two-state solution and it is our responsibility to bring hope to the Palestinians through working with all sides to reduce the current violence. He also promised to deliver a message on behalf of the residents of Hebron at the next UN Security Council meeting. On 12 November, the International Criminal Court Prosecutor’s Office released its annual report, including its first preliminary report regarding alleged war crimes committed by Israelis and Palestinians since June 2014. The preliminary report shows that out of the more than 2,000 Palestinians killed, at least 1,000 were civilians, including more than 500 children. Additionally, the report noted that 4,881 rockets and 1,750 mortar rounds were fired by Hamas at Israel, indicating that these incidents could be claimed as potential war crimes.

On 18 November, Israeli army helicopters struck military facilities that belong to militant groups in the Gaza Strip with air-to-ground missiles in response to rocket firing; no injuries or severe damages were reported. During the reporting period there have been at least 14 rocket firing incidents from Gaza towards Israel and three Israeli airstrikes on Gaza Strip.

On 24 November, members of the Fatah Central Committee announced that a temporary work plan for the Gaza Strip’s Rafah border crossing reopening was being finalized. Priority in crossing the border will be given to students, those in need of medical care, and individuals working abroad. More than 3,500 patients are awaiting the opening in order to travel to receive medical treatment in Arab and international hospitals. In November, the Egyptian authorities continued to flood the Gaza-Egypt borders with high-salinity seawater as part of intents to destroy or prevent cross-border tunnel activity. These actions are causing significant damage to Gaza’s fauna and flora, as well as the aquifer if wells are filled with seawater.

Humanitarian leadership and coordination

UNICEF, as part of the UN Country Team, coordinates with the Palestinian Government to support its role in humanitarian response, early recovery and reconstruction. UNICEF leads the WASH cluster in close collaboration with the Palestinian Water Authority and co-leads the Education Cluster with Save the Children, both in Gaza and at the national level. UNICEF also leads the Child Protection Working Group and affiliated groups on Mental Health and Psychosocial Services (MHPSS), and on monitoring and reporting of grave violations against children (Children and Armed Conflict reporting mechanism). UNICEF co-leads the Nutrition Working Group under the Health Cluster, in close cooperation with the Ministry of Health and WFP, in Gaza and at the national level.

The Humanitarian Response Plan for 2016 is in the final stages and will be published shortly. UNICEF provided technical support and information through the clusters and working groups.

Summary Analysis of Programme Response per Sector

Education and Adolescents During the reporting period, access to schools and education has continued to be impeded in the West Bank and East Jerusalem, particularly in schools and communities near the barrier, settlements, military areas, and isolated communities. Palestinian school-age children continue to experience harassment on their way to and from school, as well as in school yards and classrooms. In October-November, 86 attacks on schools were documented in the West Bank and East Jerusalem (up from 19 attacks for the previous two months period). The incidents included attacks on the protective presence, interference with access to education and military use of schools.

The protective presence and accompaniment of children and teachers continued throughout the West Bank, in partnership with the INGOs Ecumenical Accompaniment Programme in Palestine (EAPPI) and Christian Peacemaker Teams (CPT). To respond to the latest escalation of violence UNICEF has scaled up the programme by signing a new agreement with CPT, to cover 12 additional schools in Hebron benefiting an additional 567 people, 534 children and 33 teachers. During the last two weeks of November, CPT has been able to resume normal protective presence and accompaniment activities after being denied access through the checkpoints by Israeli Security forces.

In November, school repairs have been completed in 11 additional schools, benefitting 9,633 students (39% girls). The repair includes: painting, electrical works, fixing damages and rehabilitation of WASH. Rehabilitation work is ongoing in four additional schools to be completed before the end of the year.

In Gaza, during the reporting period, UNICEF’s Adolescent Development and Participation programme (ADAP) has reached 3,408 adolescents with skills development and civic engagement projects through its partners Al Nayzak, INJAZ, PalVision, Tamer, Save Youth Future Society and Ma’an Development Center. Since January 2015 a total of 42,853 adolescents (56% female) have benefited from the programme.

Child Protection

In November the high level of violence against children across the West Bank, including East Jerusalem, continued. Seven children were killed and at least 620 children were injured. Between June and September 489 grave violations, four killings, 165 injuries, and 19 attacks on schools affecting 2,954 children were documented; this increased to 507 incidents, 21 killings, 800 injuries, 86 attacks on schools affecting 11,401 children since the beginning of October. During the reporting period 92 children were arrested bringing the total to 314 children arrested since the beginning of the clashes.

UNICEF, through its partners War Child and the Wadi Hilweh, continued to provide legal assistance and counselling to arrested children. Since the beginning of September, a total of 148 children who were arrested by ISF have received legal assistance and counselling. In the West Bank, UNICEF supported the provision of psychosocial support to communities at risk in response to incidents of settler violence and ISF military operations through the Ministry of Social Affairs (MOSA) and the Palestinian Counselling Centre (PCC). In November 90 children and 100 caregivers were reached.

In Gaza, UNICEF in collaboration with its partners the Ma’an Development Centre and Tamer Institute for Community Education, has provided child protection and structured/focused psychosocial support to 2,876 children and 2,480 caregivers. The support provided by 23 Family Centers and five mobile centers throughout the Gaza Strip, includes case management to respond to the needs of the most vulnerable children. Since January 2015, 26,312 children (13,279 girls and 13,033 boys) and 29,584 caregivers have benefited from these services.

In November, the UNICEF-led Child Protection Working Group in Gaza reached 79,061 children with structured/focused psychosocial support and counseling services, and 59 with specialized mental health services.

Gaza: Students use teaching aids provided by UNICEF to all governmental schools in Gaza. The teaching aids include various types of stationery which help teachers to engage students in the classroom.

Gaza: Children participate in a psychodrama activity in a Family Center of Shejaiya, a poor neighborhood which was partly destroyed during the summer 2014 conflict.

During the reporting period, 8,589 children and 2,405 caregivers were reached with Explosive Remnants of War (ERW) risk education messages through radio spots and awareness raising in the Family Centers. Since January 2015, a total of 194,020 people were reached with ERW awareness and risk education, including 95,004 children as part of their school curriculum.

Water, Sanitation and Hygiene

In Gaza, during the reporting period, 73,030 people (50% children) benefitted from improved access to water, through water trucking, the distribution of tanks, jerry cans, and the repairing of water networks. In addition, 59,880 people (50% children) benefitted from repairs of wastewater networks and the provision of generators at sewage pumping stations.

Distribution of 2,300 Family Hygiene Kits is ongoing providing a total of 30,988 people with access to basic hygiene supplies.

In November, in the West Bank UNICEF in cooperation with the NGO Gruppo di Volontariato Civile (GVC) continued water distribution in the most vulnerable communities. More than 25,000 people (50% children) benefitted from access to drinking water through repairs, upgrades of water networks and water distribution.

UNICEF continued to provide assistance through the WASH Cluster for the distribution of extra amounts of fuel to critical WASH facilities as a result of the frequent and extensive power cuts, particularly in Rafah and Eastern villages of the Gaza Strip.

Child Health & Nutrition

In the West Bank, during the reporting period, UNICEF provided the Ministry of Health (MoH) with medical supplies and medication for maternal purposes benefiting 25,000 women, covering a third of the MOH needs.

27, 150 doses of vaccines (BCG) were delivered to the MoH, benefiting 158,000 children and women. During the reporting period in Gaza, 231 tons of essential drugs and medical consumables for maternal and children purposes serving around 180,000 women and children were delivered to the MOH.

143,000 doses of vaccines (BCG, Mencevax) were also provided benefiting 140,000 children in Gaza. In addition, 350 health staff in Gaza and 1,152 in the West Bank were trained on Rotavirus vaccination.

UNICEF continues to reach young mothers through the Postnatal Home visit Programme. 605 mothers and new-born were supported during post-natal period bringing the cumulative total to 5,142 women and their new born babies.

In November, 1490 children with acute and moderate malnutrition benefitted from plumpy nut and supplementary food provided by UNICEF.

Summary of Programme Results

1 Delays have been incurred due to an unforeseen vetting process of the CBO partners’ responsible for distributing the kits. The first batch of 7,000 hygiene kits (benefitting around 56,000 people) will be distributed in December 2015. 2 Target was updated to reflect the revision of WASH SRP project sheet during the mid-year review. 3 The indicator was changed to reflect the number of cases documented. Previously it was the number of children affected. 4 The voucher programme for school supplies and materials was expanded resulting in more beneficiaries than the target. 5 Protective presence activities are ongoing since the beginning of school year and 300 teachers were added to the target. 6 Target was updated to reflect the revision of Health & Nutrition SRP project sheet during the mid-year review. 7 Offshore procurement of micronutrients was completed (sales orders were raised and released since 11 August 2015). Approval from COGAT and Israeli Ministry of Health has been taking longer than the usual period. Awaiting customs clearance.

Funding Meeting the humanitarian and development needs of affected children and families in the State of Palestine will contribute to reducing the suffering of the affected population and increasing stability. The lack of funding received compared to the amount requested by Education and Child Protection is impacting negatively in the achievement of targets/results. Additional funds are required to expand existing programmes that are being successfully implemented on the ground, especially in the following sectors: Education / Adolescents, Child Protection / Social Protection, and Information Management / Cluster Coordination. UNICEF wishes to express its deep gratitude to all public and private sector donors for the contributions and pledges received, which have made the current response possible. Continued donor support is critical to continue scaling up the response, preventing violence and contributing to stability.
