things for granted and disregard those who often go without.

Thank you for blessing this nation with freedoms not enjoyed

in other parts of the world and for the liberty to pursue our

dreams, and the resources to help those who struggle. In your

word we are told to pray for those in authority so that we

may live peaceful and quiet lives in all godliness and

holiness. I lift up the men and the women in this room today.

They've been given a great responsibility to lead our state,

chosen to represent the needs and the interests of the

families in their communities. Dear God, give these elected

officials a sagacious spirit. Let them lead not out of a

desire for personal achievement or greed or power or wealth,

but because they have a heart for the welfare of the people

of this state. Give them the eyes to see the struggles for

the poor, the broken, the marginalized. Give them the ears to

listen to the outcast, the disenfranchised, and the

powerless. Give them the words to speak for the voiceless,

the forgotten, and the unseen. Give them courage to stand for

what is right and just and honorable and true. Give them the

boldness to put justice before partiality, cooperation before

partisanship, and unity before divisiveness. Dear Father, I

cannot imagine the stress and the pressure that's placed upon

those who have been called to serve this great state. They

must sacrifice time away from family and home, separated from

their loved ones, countless hours in meetings and attempting

to do what is best for the citizens of this state while at

the same time working to find common ground with those who

are on the other side of the political aisle. Bless them,

dear God, with your peace, your compassion, your mercy, and

grace. Direct their hearts and minds as you conform them to

pray in the name of our heavenly Father and his son Jesus

Christ. Amen."

Government. He was the Executive Director of the Republican

Party. He was Dave O'Neal's Chief of Staff, Deputy Director

sister, Mary Jo, who not only worked for the Supreme Court,

the Senate, the House, and also the Executive Branch for the

Department of Agriculture. And my last guest today is my

Thank you very much."

Speaker Manley: "Welcome to Springfield. Chair recognizes

Representative Connor. For what reason do you seek

recognition?"

Connor: "Point of personal privilege, Madam Chairwoman."

Speaker Manley: "Please proceed."

is International Dylan Thomas Day. Dylan Thomas was described

as the archetypal romantic poet of the modern age and died at

39 after a bout of heavy drinking. He gave us the famous

lines, 'Do not go gentle into that good night… rage, rage

against the dying of the light.' So thank you, Madam

Chairwoman."

Speaker Manley: "Thank you, Representative. The Chair recognizes

Representative Mah. For what reason do you seek recognition?"

Mah: "Point of personal privilege, please."

Mah: "Thank you, Madam Speaker. Since the Legislature was not in

session last Friday on the 150th Anniversary of the completion

of the Chinese… the Transcontinental Railroad, I'd like to

take this opportunity to make some brief remarks in

commemoration of this occasion. On May 10, 1869, the golden

spike was hammered into place joining the Western and Central

Pacific Railroads and signaling the completion of the first

Transcontinental Railroad. This event ushered in a new era of

industry, commerce, and communication and helped to catapult

the United States into its position as the leading global

superpower. The impact of the Transcontinental Railroad on

revolutionizing transportation cannot be understated. It

transformed a six month journey to one week and reduced the

cost from $1 thousand to $150. The achievements of this

massive project were impressive, however, they could not have

occurred without the recruitment of thousands of immigrant

workers. The Transcontinental Railroad spans over 1,900 miles

and required the building of over 50 bridges and trestles, 15

tunnels through the most challenging terrain. Industrialists

in particular recruited thousands of Chinese workers to

assist in the construction of the railroad. These laborers

who made up more than 80 percent of the western workforce

were paid substandard wages, faced grueling hours, and

extremely brutal conditions in order to lay the hundreds of

miles of track. While working on the Transcontinental

Railroad, estimates of Chinese worker deaths range from the

hundreds to the thousands. A Resolution is forthcoming and we

aim to recognize the efforts of those who overcame

unimaginably harsh conditions to make the United States the

global powerhouse it is today. While we cannot ever adequately

compensate for the lives lost, we can seek to remember and

uphold their legacy. I hope that you will all join me in

supporting this Resolution that is forthcoming that will

Representative Scherer. For what reason do you seek

recognition?"

Scherer: "I have an announcement, Madam Chairwoman."

Speaker Manley: "Please proceed with your point of personal

privilege."

Scherer: "Thank you. So good news for those of you in the General

Assembly. Tomorrow is food truck day. So Representative

Butler, Representative Murphy, and I are sponsoring the food

What it does is it clarifies there is no need to have

physicians specifically stated under the Anesthetic Code…

Dental Anesthesia Code. And so it removes them to clarify the

intent of the Bill."
