Deloitte Consulting carefully selects its business partners based upon their ability to deliver high quality service and high quality people. To be considered for subcontracting with Deloitte Consulting, firms must have a credible corporate background with a proven record of outstanding client services, a common goal to deliver client satisfaction and high quality experienced resources appropriate to their respective project roles. In order to provide the best qualified team to support our engagements, Deloitte has a long-term practice of forming strategic subcontracting relationships. In addition, each subcontractor is required to comply with the terms of the contract. For the Department, we plan to staff resources from the subcontractors identified in this section. These firms we have selected effectively augment our Deloitte staff to create the right mix of resources to deliver the project. We have selected these vendors because of the specific subject matter expertise and skills they offer to the Department. When selecting these firms, we were guided by the following overarching principles: • We use a best-of-breed approach in staffing our project and aim to staff the project with the most qualified personnel for their role on the project • We give preference to working with firms with which we have prior successful experience or which have extremely strong credentials; we have also identified firms that have deep program knowledge or competency. • We integrate our subcontractors into the project team and manage their work effort and performance in the same way we do for Deloitte staff. No one subcontractor firm is solely accountable for the delivery of any project deliverable. • The single point of accountability and quality management is Deloitte. From the Department’s perspective, we operate as one team - it does not matter whether the team member is a Deloitte employee or a subcontractor.
