Historical Note:

The history of the current Tennessee State Fair dates back to its opening day on October 8, 1906, after the Tennessee State Fair Association purchased 125 acres of the Cumberland Park property on Nolensville Pike. The fairgrounds included an Agricultural and Horticultural building, as well as a racetrack and later a Women’s Building. The State of Tennessee relinquished control of the fair to Davidson County, at which time a county fair board was established, which later became the Metropolitan Board of Fair Commissioners under the 1963 Metropolitan Nashville Charter. A fire in 1965 destroyed most of the buildings at the fairgrounds. As a result, records pre-dating 1965 in this collection are scarce. Another fire in 1970 destroyed the coliseum. In October of 2009, Metro Nashville Mayor Karl Dean announced that the state fairgrounds property would be developed and/or sold; however, a reprieve was granted for both the fairgrounds and the fair. In 2011, the Metropolitan Board of Fair Commissioners leased the fair to the Tennessee State Fair Association, a non-profit group created for the purpose of operating the State Fair. Concerns over space brought the use of the fairgrounds into question again in 2019, when the Tennessee State Fair Commission voted to move the fair from its original site due to re-development for a Major League Soccer stadium. Since 1906, the Tennessee State Fair has been held every year, with the exception of a four-year suspension during World War II, and during the year 2020 due to the COVID-19 pandemic. The fair has been a medium for the encouragement and support of agriculture, horticulture, and art in the state, as well as a place for entertainment and live performances over the years.

Scope and Contents of the Collection: The State Fairgrounds Collection is a large collection consisting of documents, photographs, AV materials, and the general records of the Tennessee State Fairgrounds and the Board of Fair Commissioners. Materials date between 1908 and 2017, with bulk dates between 1965 and 2010. Most of the records are administrative in nature, including financial records, correspondence, meeting minutes, reports, and some legal documents regarding the day-to-day business of the Fair Board. This collection also contains various printed materials, including premium lists, newspaper clippings, and posters for the Tennessee State Fair, along with a large collection of photographs, most taken by photographers with the Nashville Tennessean. The audiovisual materials in the collection include VHS and Betacam video, as well as a number of cassette tapes containing audio recordings of Fair Board meetings. The diverse materials in the State Fairgrounds Collection document the long history of the Tennessee State Fair, the care and maintenance of the fairgrounds, and various issues that have affected the Board of Fair Commissioners.

Arrangement: This collection is arranged alphabetically into ten series: Administrative Records, Building & Maintenance, Correspondence, Financial Records, Legal Documents, Photographs, Printed Materials, Racetrack, Reports, and Multimedia. Administrative Records contains materials relating to the everyday business of the State Fair and the Fair Board. This series includes meeting minutes from 1948-2018 (with some gaps in years), meeting notes, policy and procedures, various forms, and a signed petition to save the fairgrounds from 2010. The Building & Maintenance series includes materials related to care and maintenance of the State Fairgrounds, including various buildings, grounds, landscaping, and

necessary equipment. These materials include blueprints, building permits, bids, and site plans, in particular for the Grandstand and the Women’s Building. The Correspondence series includes correspondence regarding Board meetings, State Fair events, everyday business, and the International Association of Fairs and Expositions. Financial Records includes budgets, ticket sales, statements, and premium receipts. Legal Documents is a small series that includes contracts, leases, assessments of leaseholds, and court documents relating to the case of Metro Government vs. Salas Concessions, Inc. The Photographs series contains a large number of images from the State Fair, including photos of animals, buildings, events, exhibits, performances, and rides. Most of these photographs were taken by Tennessean photographers and may be subject to copyright. The Printed Materials series consists largely of various newspaper clippings, premium lists, and publicity materials for the Tennessee State Fair and the fairgrounds. Other materials include newsletters, information guides, scrapbooks, and pamphlets. The Racetrack series contains materials relating to the financial, legal, and general operation of the racetrack at the Tennessee State Fairgrounds. These materials cover issues such as track improvements, legal issues (primarily Chapter 11 Bankruptcy), and pit gate reports. Reports includes various audit reports, surveys, business and long-range plans, a space use analysis, and a State Fair review. The Multimedia series contains the audiovisual materials in the State Fairgrounds collection, including Betacam and VHS tapes, as well as broadcast reels and cassettes. Most video recordings include footage from the State Fair and the flea market used for various TV spots and may be subject to copyright. Audio recordings include those of Board meetings dating between March of 1993 and September of 2017. These materials are housed in the Metro Archives’ Audiovisual Heritage Center.
