The Council of Chief State School Officers (CCSSO) is a nonpartisan nationwide nonprofit organization of public

officials who head departments of elementary and secondary education in the states the District of Columbia the

Department of Defense Education Activity and five US extra-state jurisdictions CCSSO provides leadership advocacy and technical assistance on major educational issues The Council

seeks member consensus on major educational issues and expresses their views to civic and professional organizations

federal agencies Congress and the public

DIVISION OF STATE SERVICES AND TECHNICAL ASSISTANCE

The Division of State Services and Technical Assistance supports state education agencies in developing standards-based systems

that enable all children to succeed Initiatives of the division support improved methods for collecting analyzing and using information for decision-making development of assessment

resources creation of high-quality professional preparation and development programs emphasis on instruction suited for diverse

learners and the removal of barriers to academic success The division combines existing activities in the former Resource Center on Educational Equity State Education Assessment

INTRODUCTION

During the past decade states have taken an active role in regularly reporting to the public indicators of the status of public education including results of student assessments data on students and teachers and school finance data With the passing of the 2001 No Child Left Behind Act (NCLB) federal accountability and reporting have been reinforced and expanded in many cases resulting in an increase in the number of required indicators levels to which data are disaggregated and specific reports required at the local district and state levels The goal for the increased emphasis on reporting is to ensure parents policymakers and other stakeholders are provided with a coherent picture of student performance and program effectiveness To better understand the information that states are providing to the public the Council of Chief State School Officers (CCSSO) conducted its first complete survey of all state education indicators reports in 1994 Today CCSSO continues to provide annual updates and information on how states are reporting on key state education indicators For the 2004 update CCSSO worked with state departments of education to compile this summary document on the status of the primary state education reports that include state assessment results for the 2002-03 school year Most state reports are now titled ldquoaccountability reportsrdquo or ldquoreport cardsrdquo This compendium is designed to provide state-by-state information on the reports published annually by states and the levels to which statistics are reported State methods of reporting student achievement results are described within the table found on pages 3ndash7 Due to their importance in the new legislation we included the following variables

o the number of performance levels reported for student assessment information o the level to which data are disaggregated including raceethnicity gender

limited English proficiency migrant status disability and poverty o the number of years of data available for analyzing trends o the grades for which data are reported for language arts and math

assessments
