February 5, 2016 Ed Poprik, PRSBO Director of Physical Plant State College Area School District 240 Villa Crest Drive State College, PA 16801 RE: Design Services for Memorial Field Dear Mr. Poprik: Thank you for the opportunity to submit our proposal in response to State College Area School District’s request for proposal for design services for Memorial Field. EI Associates is very excited by the prospect of establishing a relationship with the District. Since 1934, EI Associates, an architectural and engineering firm, has been providing planning and design services to the educational community. EI Associates specializes in educational facility design and has completed close to 200 public school projects, providing creative, effective, and efficient project solutions. Many of these structures were designed to meet various levels of Leadership in Energy & Environmental Design® certification. It is our understanding that the District is looking for a team to provide design services for Phase 2 of the Memorial Field renovations. We recognize the design focus is on locker rooms, restrooms, bleachers, and site circulation and security. EI Associates has provided design services for stadiums, fields, track, and field house for 70 school districts. EI Associates is partnering with Baker, Ingram and Associates and Gatter & Diehl, Inc. to provide structural engineering and mechanical, electrical, and plumbing engineering, respectively. EI Associates and its partnering engineering consultants commit a talented design team and resources for this project. Our firm's outstanding educational design experience and knowledge in the athletic facility design and construction process qualify EI Associates' team to complete and assist with the needs of the District for this specific project. Our proposal demonstrates EI Associates’ comprehensive experience in athletic facility design and our team’s goal to meet our client’s expectations. Our firm is a leader in Sustainable Design and has amassed an unparalleled body of LEED® project experience including the first platinum certified public school in Pennsylvania. EI Associates is a leading architectural firm in sustainable design and is committed to high performance and energy efficient educational facility design. Even if our client is not pursuing LEED® certification, we collaborate with them to determine sustainable goals and energy performance objectives at the earliest stages of the design process to help reduce operation costs. We make sure that each team member recognizes these commitments and synergies between disciplines. Early definition of building performance objectives provides time to properly incorporate goals into programming efforts, and integration into the project narrative

documents. These early decisions outline performance requirements for systems and components that create the basis of the building design. PART 2 FEE: DESIGN DEVELOPMENT THROUGH PROJECT EXECUTION

Our scope of services for design development through project execution includes:

4. Understanding of the ProjectIt is our understanding that it is State College Area School District’s intent to hire a team of architects and engineers to develop a refi ned plan for Memorial Field based on the scope and as discussed in meetings held with the District Board of School Directors, administrative and development staffs, the Citizens Advi-sory Committee for Facilities, and meetings with the community and the athletic staff.

Based on the Master Plan, there are two options to explore. One option accommodates the existing build-ing(s) adjacent to Memorial fi eld and uses those building for the space required for lockers, restrooms, storage, etc. The second option, removes the Central Offi ce Building to create the area necessary to build new facilities that will provide the users with spaces that are not compromised by having to “fi t things into existing conditions.”

As a fi rm, EI Associates believes very strongly in incorporating sustainable features on every project and en-courages our Clients to do so. Our fi rm is a leader in Sustainable Design and has amassed an unparalleled body of LEED® project experience including the fi rst platinum certifi ed public school in Pennsylvania and is committed to high performance and energy effi cient educational facility design.

While it may certainly be an option to use existing spaces, it does not provide an ideal scenario nor may it be possible to obtain a LEED® certifi cation for an athletic fi eld. We would need to examine the possibility of looking at LEED® for the amenity spaces.

We look forward to sitting with the District to understand the LEED® boundaries that are set and identi-fi ed for this project (all the phases), the LEED® checklist, and the credits that the District is seeking for this specifi c Phase – Phase 2.

5. Project TimelineA project timeline is included at the end of this section that provides more than suffi cient time for meetings and reviews, but can be easily adjusted as necessary. The fi nal project schedule will be determined after meeting with the District’s Board of Directors.

6. Percentage of ResponsibilityThe percentages of responsibility and involvement in the project will essentially follow the breakdowns as shown on the Fee Schedule.

7. Local PresenceEI Associates has provided many presentations and worked with numerous community organizations since its inception in 1934. We have presented studies and met with students and neighborhood groups while working closely with District Administration on their projects to meet the District’s requirements and goals. Our fi rm believes in working closely with school district’s administration and all interested parties. We take the lead in discovering the needs and wishes of all participants and work with the various groups to guide an effective communication process that will result in the best design solution for everyone. To this end, we have scheduled enough meetings to enable everyone to express their concerns and give their input, and we certainly are open to having additional meetings as they become necessary. Our designs are a direct refl ection of the needs of the people we are serving.

EI Associates specializes in educational architecture, completing designs, alterations, and additions to more than 400 educational facilities. The fi rm has also provided over 200 master plans / facility assessments, designed stadiums, fi elds, and fi eld houses for 70 school districts, and completed more than 80 demographic studies, which vary in content and size de-pending on the needs of the client. During the last thirty years, our cur-rent management team has completed more than three billion dollars in school construction.

We have a staff of 82 with 18 registered architects and 11 Leadership in Energy and Environmental Design (LEED®) accredited professionals. Our architects are registered in Pennsylvania, Delaware, Maryland, New Jersey, Washington. D.C., Virginia, and New York.

SUSTAINABLE DESIGNOur fi rm is a leader in sustainable design and has amassed an unparalleled body of LEED® project expe-rience including the fi rst platinum certifi ed public school in Pennsylvania. EI Associates is committed to high performance and energy effi cient educational facility design. Even if our client is not pursuing LEED® certifi cation, we collaborate with them to determine sustainable goals and energy performance objectives at the earliest stages of the design process to help reduce operation costs. We make sure that each team member recognizes these commitments and synergies between disciplines.

Early defi nition of building performance objectives provides time to properly incorporate goals into pro-gramming efforts and integration into the project narrative documents. These early decisions outline per-formance requirements for systems and components that create the basis of the building design. Our projects that are designed in a sustainable manner provide signifi cant cost savings; not only for new con-struction projects, but for alteration / addition projects as well. The average savings in energy cost for our LEED® projects is around 25 percent.

Our commitment to sustainable design is demonstrated by our portfolio of facilities actively seeking LEED® certifi cation, as well as facilities that have achieved LEED® certifi cation. EI Associates’ has several LEED® accredited professionals on staff and have worked on 33 projects that have sustainable components. Six-teen of the projects are LEED® certifi ed: 1 platinum, 10 gold, and 5 silver. Seventeen projects are seeking various levels of LEED® Certifi cation.

We take pride in using sustainable building materials and systems that are easy to maintain, economical to operate, and that refl ect a concern for the environment, cost savings in operating costs, and provide ease of maintenance. Our projects have building materials that refl ect a concern for the environment, savings in operating costs, and provide ease of maintenance, even when the client is not considering LEED® certifi -cation.

We work closely with our consultants and the client to evaluate and select appropriate sustainable strat-egies that fi t within the project budget and make sense over the long term through life cycle analysis. Whether or not a project goal is to achieve LEED® certifi cation, EI Associates promotes sustainable design principles that can yield cost and energy effi cient facilities for our clients.

We developed a life-cycle cost analysis as well as building material solutions based on operating and main-tenance cost. Our approach always evaluates the scope of work to integrate sustainable design features with minimal budget impact. This analysis includes the project team’s participation in establishing goals and priorities for these sustainable design features.

This allows for an effective and effi cient selection process as the design phase proceeds. This analysis becomes a working tool during the evolution of the design phases and allows for a re-evaluation and ad-justment, as necessary. We have developed a list of local materials within 500 miles of the site and their

recycled content and have developed specifi cations for the reuse of existing materials in projects. ASHRAE Standard 62 and comfort requirements in Standard 55 set a design level for indoor air quality, which are minimum standards to follow. Other sustainable features can be elective per the project goals.

Early in the design process, we review the items on the LEED® Checklist for potential features for the project. The selected items will be reviewed for cost impact versus benefi ts and fi nal recommendations presented. A cost model, including commissioning, is developed for the Client’s review. If the Client de-cides to seek LEED® Certifi cation, there are several prerequisites. They would include the registration of the project and related fee; building modeling and daylighting calculations; fundamental commissioning of the building’s energy systems; enhanced commissioning; and storage and selection of recyclables during construction. These tasks can add additional costs to produce and verify. As part of our Basic Service, we review with the Client the amount of available grants versus the investment to achieve the Certifi cation. From that discussion, we negotiate what additional services the Client may require if they wish to pursue LEED® Certifi cation.
