FEDERAL On March 23, CISA has updated critical manufacturing in their memorandum on identification of essential critical infrastructure workers during the covid-19 response to include “workers needed to maintain the continuity of these manufacturing functions and associated supply chains”
On March 28, CISA released it’s 2.0 version of this guidance which includes the following language in their transportation and logistics section: Automotive repair, maintenance, and transportation equipment manufacturing and distribution facilities (including those who repair and maintain electric vehicle charging stations).
On April 17, CISA released its 3.0 version of this guidance which includes the following language in their transportation and logistics section: Workers critical to the manufacturing, distribution, sales,

NY Reopening Plan - Businesses in each region will re-open in phases. Phase one will include opening construction and manufacturing functions with low risk. Phase two will open certain industries based on priority and risk level. Businesses considered "more essential" with inherent low risks of infection in the workplace and to customers will be prioritized, followed by other businesses considered "less essential" or those that present a higher risk of infection spread.
Each business and industry must have a plan to protect employees and consumers, make the physical workspace safer and implement processes that lower risk of infection in the business.
