residential house or flats having excellent ambience in prime area within a distance of

about 5 km by road from Thiruvananthapuram Central railway station or near Poojapura

for Bank’s Guest House at Thiruvananthapuram on long lease. Offers from landowners

02. Tender documents received by the Bank after due date and time i.e. after 5.30 p.m.

on 17.08.2017 shall not be considered and rejected.

03. A pre-bid meeting of all the intending tenderers desirous of attending shall be held at

3.00 p.m. on 14.08.2017

04. The Technical Bids will be opened at 3.30 p.m. on 18 .08.2017 at the above office of

State Bank of India in the presence of tenderers, who choose to be present thereat. The

proposal will be evaluated on the basis of techno-commercial analysis. The discretion of

Bank will be final and binding to all in respect of finalising parameters on which technical

bids will be analyzed and as also percentage of weightage which will be allocated for

technical and commercial bids.

05. The offer should remain valid at least for a period of 6 months to be reckoned from

the last date of submission of offer i.e. from 17 .08.2017

06. The Bank reserves the right to reject any or all the tenders without assigning any reason

therefor, at any stage/ at any point of time. Canvassing in any form will disqualify the

tenderer.

NB: The requirements and other details specified in the RFP/ Technical bid/ Price bid etc

pertain to an independent house. If offer made is for a flat, the details of the relevant

Instructions & Tender conditions

The completed sealed tender documents (Technical Bid and Price Bid) to be put

separately in two sealed envelopes and super scribed on the cover as “TECHNICAL BID’

& ‘PRICE BID’. These two envelopes to be placed in another single cover to be super

scribed with the legend “OFFER FOR SBI-SENIOR EXECUTIVES’ GUEST HOUSE”,

THIRUVANANTHAPURAM. This to be submitted latest by 5.30 p.m. On 17.08.2017 at the

address mentioned below:

i. The instructions and tender conditions shall form part of the tender to be submitted

by the tenderers.

ii. Tender documents received by the Bank after due date and time i.e. after 5.30

p.m. on 17.08.2017 shall not be considered and rejected.

iii. All tenderers are requested to submit the tender documents (TECHNICAL BID and

PRICE BID) duly filled in with all relevant documents / and complete and correct

information in two separate sealed envelopes (one for technical bid and another

for price bid) at the following address: -

iv. All columns of the tender documents must be duly filled in and no column should

be left blank. All pages of the tender documents are to be signed by the authorised

signatory of the Tenderer. Any over-writing or use of white ink is to be avoided and

corrections duly initialed by the tenderer. The Bank reserves the right to reject the

incomplete offers or offers not conforming to the prescribed specifications.

v. In case the space in the tender document is found insufficient, the tenderers may

attach separate sheets with due authentication.

vi. The offer should remain valid at least for a period of 6 months to be reckoned

from the last date of submission of offer i.e. from 17 .08.2017.

vii. There should not be any deviation in terms and conditions that have been

stipulated in the tender documents. However, in the event of imposition of any

other condition, which may lead to a deviation with respect to the terms and

conditions as mentioned in the tender document, the tenderer is required to

attach a separate sheet marking “list of deviations”.

viii. The Technical Bid will be opened at 3.30 p.m. on 18.08.2017 in the presence of

tenderers who choose to be present at the above office. All tenderers are advised

in their own interest to be present on that date at the specified time.

ix. The Bank reserves the right to accept or reject any or all the tenders without

assigning any reason therefor.

x. Canvassing in any form will disqualify the tenderer. No brokerage will be paid to

any broker.

xi. The short-listed tenderers will be informed by the Bank for arranging site-inspection

of the offered premises.

xii. A pre-bid meeting of all the intending tenderers desirous of attending shall be

held at 3.00 p.m. On 14.08.2017.

xiii. All the offers received will be screened and shortlisted by the in-house Committee

of the Bank based on the requirement specified and the details submitted by the

bidder and carrying out inspection of the offered sites. The offer will be evaluated

on the qualitative aspects in various parameters like distance from nearest local

railway station, KSRTC Bus stand, airport, amenities available, exclusivity, location

& nearby surroundings, provision shops, general ambience of residential house or

flat , room size, water supply, other amenities etc . Depending upon the response,

4 to 5 offers or more as the case may be will be shortlisted for opening of the price

bids. With a view to bring all the offers on common platform / payment terms etc.

if required, the SBI at its discretion can call further price bids from all such shortlisted

bidders. The payment terms, the ratio of the weightages to be assigned to the

qualitative aspects as mentioned above and to the rate / price quoted in the price

bid will be decided by the Committee and will be advised to all shortlisted bidders

upfront before opening of the price bids.

xiv. The Bank shall pay fixed /lump-sum monthly rent inclusive of all taxes, service

charges, maintenance charges, etc. The rent should include all taxes, service

charges, maintenance charges, etc. Bank's liability in any case shall not exceed

fixed/lump sum monthly rent. However water and electricity consumption charges

will be paid by the Bank as per the actuals based on the monthly bill.

xv. The owner would be required to enter into an agreement of long lease (format

enclosed).

xvi. Interest free rental deposit equivalent to maximum three months shall be paid

to the land lord at the time of taking possession of the premises and such deposits

will be adjusted during the last three months of occupation. The initial lease period

will be 3 years, with an option in the Bank's favour to review the lease for two further

periods of 3 years each with an enhancement in rent as under after every 3 years.

Hence, total period of lease will be 09 years. The agreement will be for an initial period

of 3 years with an option in Bank's favour for renewing the agreement for two

further period of 3 years with a condition that the increase in rent will be 15% at

the end of 3 years. The Bank has the liberty to vacate the house at any time during

currency of agreement by giving 03 months’ notice. The Bank will have the option

to terminate the agreement after giving 03 months’ notice to the owner on his last

known address

PAYMENT TERMS

Rent quoted shall include all taxes including GST ,if any, etc

Bank will pay the consolidated rent amount on monthly basis.

Bank shall pay the eligible rent after deducting income tax and any other taxes

as applicable, as per rules, in force.

The owner of the premises should have valid PAN or GST registration as applicable.

OTHER TERMS AND CONDITIONS

The details of facilities to be provided in the premises on a fixed monthly rent are as

under:-

The location of the residential house or flat should be within a distance of about 5 km by

road from Thiruvananthapuram Central railway station or near Poojapura. Offers from

landowners who are ready to construct new building in the above locality can also

apply. The said house /flat should preferably have:

i. Proper access

ii. Minimum 04 bedrooms with attached toilets/ bathrooms

iii. A big drawing room

iv. Kitchen and dining hall

v. Guard’s cubicle at the entrance

vi. Portico

Bank shall pay the eligible rent after deducting income tax and any other taxes as

applicable, as per rules, in force.

Deduction of taxes at source as applicable from time to time would be effected as per

the provisions of Income Tax Act. Other legal/ tax provisions would be meticulously

followed.

The stamp duty charges relating to the registration of lease deed shall be shared equally

between the owners of house and the Bank.

AGREEMENT FOR LEASED FLATS

if the covenants to repair hereinafter contained and subject also to changes caused to

the leasehold by reasonable wear and tear or by any irresistible force and provided also

that the Lessee shall not also bound to yield up the lease hold in any better repair or

condition than the same was at the commencement of the said period.

4. And the Lessor has covenanted with the Lessee as follows:

a. To permit the Lessee peaceably and quietly hold and enjoy the said premises during the

said term hereby granted without eviction or interruption or disturbance by the Lessor or

any person lawfully or otherwise claiming by through or under him.

b. The Lessee shall be at liberty to remove at any time electric fittings, temporary structures

etc., which are brought in, fixed or erected by the Lessee in the said premises during the

continuance of the present term hereby granted or within a reasonable time.

c. To regularly and periodically pay or cause to be paid all rents, rates, taxes, assessments

and outgoings of every description that may during the continuance of the said term be

or has become payable in respect of or charged upon the said premises whether in the

same shall be imposed or assessed by the Government, local authority or otherwise and

that in the event of any loss or damage arising to the Lessee by the non-payment of any

of these dues the Lessor will at all times indemnify the Lessee from all such losses or

damages.

d. To keep during the said period at his own expenses the said premises wind and watertight

and all fixtures, additions and also electric fittings, water mains and taps in good and

tenantable repair and condition and once in every year of the said terms to whitewash

and colour wash all walls and buildings which are now white or colour washed (in the case

of painting the said premises with cement plaint the work will be carried out once in two

years) and also once in three years paint or varnish all such parts thereof which are not

painted or varnished and repair all the connections of the electric installations and carry

out other essential repairs and in default the Lessee shall be at liberty to execute any such

repairs, colour or white washing, painting etc., and to deduct the cost thereof from the

rent or recover it from Lessor.

e. That he will not during the continuance of this demise do or permit to be done such portion

of the said premises or any part thereof or anything which may be an inconvenience or

annoyance to the occupiers of the premises hereby demised.

f. That in case the premises or any part thereof respectively shall at any time during the said

term be destroyed or damaged by fire or other irresistible forces as to be unfit for

occupation / according to the nature and extent of the damages sustained, shall be

suspended until the said premises shall again be rendered fit for occupation and use.

g. That the Lessor acknowledges receipt of Rs……………………………………….. (Rupees
