The accused murderer JosephAugust, 22, was first detained shortlyafter December 22 discovery of thebody of Rene Vera inside thebedroom of his residence on BishopMartin Street in Santa Elena. AlthoughAugust was reportedly found withscratch wounds to various parts of thebody, the evidence was reportedlyinsufficient to proceed with themurder charge. He was held for theprescribed 48 hours and wasreleased. The investigation continued asstatements were recorded from

violent to the point of pulling out aknife with which he arrived armed,and attacked Flores. The victim emerged from the attackwith large cut wound to the belly,another large cut wound to the left sideof the neck, cut wounds in the palmof both hands and a stab wound tothe left breast.

He appeared in the San IgnacioTown courtroom of magistrate NardaMorgan on Wednesday, January 2,2013 where the indictable charge wasread to him. He was remanded toprison and ordered to be broughtback to court on Thursday, March28, 2013. The deceased Rene Vera was laidto rest inside the Carmen MemorialCemetery in his hometown, SantaElena, on Thursday, December 27,2012. And so ends another chapterin the sad cycle as one youth goes tojail and the other goes to the grave.

Godsman Celestino Ellis was bornin Honduras on November 9, 1929. Hepassed away on January 9, 2013,exactly two months after his 83rdbirthday. Although he was born in Honduras,his visionary Belizean father by birthdecided it would be best to register hisson in British Honduras. When Godsman Ellis was only eightmonths old his father returned toBritish Honduras where Godsmanwould spend the rest of his life. He attended Sacred Heart PrimarySchool in Dangriga up until he was tenyears of age, when he was approachedby an instructor named EricSebastian requesting for Godsman toaccompany him to Xaibe Villagein the Corozal District where hecompleted his primary education. It was in the Corozal District thatthe young Godsman Ellis was affordedthe opportunity to learn the Spanishlanguage. It was also in Corozal thathe discovered his appreciation for theMaya culture. At age 16 he passed the first classteacher’s examination and became afull pledge teacher at Sacred HeartPrimary School in Dangriga. Godsman Ellis was raised by hisgrandmother who was financiallyunable to send him to high school; as aresult Ellis decided to begin what wouldturn out to be a long teaching career. He spent several years teaching atthe Sacred Heart Primary Schoolbefore being drafted to attend St.John’s College in Belize City to takepart in a teacher’s training course. Hegraduated from the training course witha Cambridge Diploma and went on toattend the teacher’s college in BelizeCity before leaving to teach in thesouthern village of Dolores in theToledo District. After graduating from St. John’sCollege, he was asked to take up the

post of principal, in 1951, at AugustPine Ridge in the Orange WalkDistrict 1951 was one of the mostmemorable years of GodsmanCelestino Ellis’ life not only becausehe was appointed as the principal of aschool but also because it was the verysame year the he married to the loveof his life Ms. Ethel Sampson, thewoman who would remain by his sidefor the next 61 years of his life rightup to his passing. The marriage produced seven wellrounded children, five girls and twoboys. He lived a most enjoyable and funlife, he has traveled the world, receivednumerous awards for his dedication andservice to Belize. In 1957 he was awardeda scholarship to study in BritishColombian, Canada, where he majoredin Soil Survey. A field that wouldcement his name in the agriculturalsector of Belize for many years. Hereturned to Belize in 1961 and wasappointed to the post of Agriculturalofficer stationed in Central Farm. Then in 1961 came the devastatinghurricane Hattie almost destroyingBritish Honduras. Godsman Ellis wasinstrumental in organizing the farmerstravelling around the country to assistin the rehabilitation process. In 1967 the need to open anagriculture school was realized and theman to head he school was to be noneother than Godsman Ellis. He remainedin that position until he retired at theage of 50. Being a visionary and a dedicatedhard working individual, Ellis tried hishands at many things including Peanutbutter manufacturing business. Police recovered an eight-inchstainless steel knife which is believedto be the weapon used in the attack. The injured woman was rushed tothe San Ignacio Community Hospitalwhere she underwent emergencymedical treatment. SAN IGNACIO TOWN, Cayo,Wednesday, January 2, 2013: A man who is said to have used aknife and a gun to assault a maleresident of Esperanza Village wastoday remanded to prison on twoaggravated assault charges while hisyoung accomplice, similarly charged,was freed on a three thousand dollarbail. San Ignacio police reportsthat at around 7:00 pm on Sunday,December 30, 2012, the victim,Gabriel Pennil, 30, Belizean farmerof Esperanza Village departed thehome a friend he visited in GeorgevilleVillage. Pennil was reportedly on hisway to the bus stop in Georgeville,when in the area of the basketballcourt, he was attacked by two malepersons he has known for over eightyears. In a statement to the police thevictim informed that one of the malepersons pulled out a knife with awooden handle, from his waist andadvanced towards him in a stabbingmotion. He said that the secondperson ordered him not to make anyfoolish moves. He identified theattackers as Jovan Conorque andBrandon Gongora. Notwithstand-ing the order, he ran back to the safetyof the friend’s house where heremained for about ten minutes

appeared resulting in Conorquefleeing the scene. The victimproceeded to the police station where

he lodged the report. Police investigation led to thedetention, on Monday, December 31,2012 of Jovan Conorque, 22, andBrandon Gongora both Belizeanlaborers residing in Georgeville, Cayo.Both men appeared in the San Ignaciocourtroom of Magistrate NardaMorgan on Wednesday, January 2,2013 where the charges ofaggravated assault with a knife andaggravated assault with a firearm wereread to Jovan Conorque. He plednot guilty to both charges and wasremanded to prison. For his part Brandon Gongora wasread a single common assault chargeto which he pled not guilty. He wasoffered and met bail in the sum ofthree thousand dollars. The case against Conorque andGongora was adjourned to Monday,March 25, 2013 when they will againbe appearing in court.

BWS requests no Annual Review Proceeding (ARP)

January 9, 2013

Belize Water Services Limited (BWS) has informed the Public Utilities Commission (PUC) that the company is not requestingan Annual Review at this time, which dependent on the PUC’s concurrence, will result in no change to the current water rates.

BWS is cognizant of the constantly increasing cost of living to the public and the important social impact of the essential services that thecompany provides. Given the recently announced almost 17% increase in electricity rates, BWS recognizes that an increase in waterrates, although necessary for the continued sustainability of the company, would create an added financial burden to consumers. Afterconsultation with the Government, which has now committed further financial support to the company, BWS is seeking the PUC’sapproval for the current rates to remain unchanged by way of the postponement of the Annual Tariff Review Proceeding.

The Government has committed to assist BWS with the following:1. Government and Municipal Infrastructure projects requiring significant asset replacement and repair works2. Expansion in furtherance of the Millennium Development Goals for water and sewerage expansion countrywide3. Special water and/or sewer expansion projects for the Belize River Valley, Ambergris Caye and Placencia Peninsula.

While BWS is committed to keep rates as affordable as possible to consumers, the need may arise to request a rate review in the future toensure financial viability and in order to maintain the world-class level of service the company provides, as well as to continue to expandservices to reach everyone in its ever expanding service areas.
