SAN IGNACIO, Cayo, Monday, February 17, 2013: A Ministry of Works truck driver, charged with the attempt murder of his sister’s estranged common law husband, is currently on remand at the central prison in Hattieville. The 911 call of a chopping incident on Maxi Street in Santa Elena, Cayo, was reportedly received by San Ignacio police at 8:45 pm on Saturday, February 16, 2013. By the time the team of policemen arrived on the scene, the injured man had already been rushed, by relatives, to the Community Hospital in San Ignacio. On the scene however the police encountered and detained the suspect, Jerome Tillet, 30, Belizean driver also of a Maxi Street address in Santa Elena. The police then rushed over to the hospital where they encountered the neighbor, Aaron Castillo also 30, undergoing emergency medical treatment for three large cut wounds: one to the left arm which almost severed the wrist, another to the back of the head and the third to the left hip. The injuries were classified by the attending physician as dangerous harm. The injured man was kept at the hospital overnight and the following day, Sunday, February 17, he was transported to the Karl Heusner Memorial Hospital in Belize City for further medical attention. The death threats reportedlyinfuriated the accused who rushed tothe victim and inflicted the next twochop wounds. The investigation subsequently ledto the arrest and the formal chargingof the accused Jerome Tillet onsingle attempt murder charge. The accused was arraigned onMonday, February 19, in the SanIgnacio courtroom of magistrateNarda Morgan where the indictablecharge was read to him. Due to theindictable nature of the crime theaccused was remanded to the centralprison in Hattieville. The case wasadjourned until Thursday, April 4,2013.

There were 8 spoiltballots. Rounding off the five top positionsin the Party, Prime Minister DeanBarrow and the Hon. ErwinContreras were overwhelminglyendorsed as Party Leader andSecond Deputy Leader of the Partyrespectively. Other highlights of the day’sevent included the Party’s positionon Crime, Youth and Women as wellas a declaration on the October 6,2013 referendum on the issue of thetaking of the Guatemalan claim toBelize, to the International Court ofJustice. Despite the over 8,000 UDPsupporters in attendance theconvention was peaceful as Partysupporters seized the opportunity ofinteract with each other in the spirit ofunity within the Party.

SAN IGNACIO TOWN, Monday,February 18, 2013: A well known Santa Elena man,accused of drug trafficking, is todayout on a five thousand dollar bail. Police reports that on Friday,February 15, 2013, members of theMobile Interdiction Team (MIT), onan anti-drug operation in Santa Elena,Cayo found over one and a halfpounds of weed inside a house onGeorge Price Avenue. The team, accompanied by asenior Justice of the Peace, conducteda search at the George Price Avenueresidence of Derick Bradley. Thesearch reportedly led to thediscovery of 781.1 grams ofmarijuana, inside seven separatedblack plastic bags, found inside thecavity of a cement block in an interiorwall. The police drove away with only thedrugs as Bradley was not at home at

the time of the search and thediscovery. Two days later however, onSunday, February 17, DerickBradley was detained and

transported to the police station in SanIgnacio where he was arrested andissued a drug trafficking charge. The accused drug traffickerappeared, on Monday, February 18,

in the San Ignacio Town courtroomof magistrate Narda Morgan wherehe pled not guilty to the charge. Hewas offered and met bail in the sumof five thousand dollars. He wasordered to return to court onMonday May 6, 2013.

Brazil Has An Environmental Police Force Tasked WithCracking Down On Illegal Logging

Interpol has announced that itarrested nearly 200 people in awide-ranging international operationagainst illegal logging and the traffick-ing of timber. The three-month effort spanned 12Central and South Americancountries, and $8m (£5.2m) worth oftimber was seized. Interpol says the illegal logging tradecould be worth up to $100bnworld-wide. It has also been linked to a rise inmurders and corruption, as criminalgroups move into remote forestareas. Interpol said officials had checkedlorries, ships and containers, as wellas retailers and individuals, seizing atotal of 50,000 cubic metres, or about2,000 lorry-loads, of illicit timber. More than 100 people remainunder investigation.

Murderous trade The head of Interpol's environmen-tal crime programme, DavidHiggins, said the raid, dubbed"Operation Lead", was just the firststep in the organisation's fight againstthe illegal timber trade. He said the international nature ofthe trade made prosecutions difficult,but that in the long term Interpol wouldtry to help countries apply the law ina more uniform manner.

Mr Higgins said co-operationbetween forestry officials, customsand border agents and the policewould be crucial to fight the timber

trafficking. Over the past years, dozens ofanti-logging activists have been killedin Brazil in attacks believed to be

linked to their activism. In Colombia, police say illegal andrebel groups are increasingly turningto illegal logging as a source ofrevenue. And in Venezuela, there have beenclashes between indigenous groupsand loggers who have invaded theirland.

Mexico Security Forces Colluded In Disappearances The pressure group Human RightsWatch says Mexico has failed toproperly investigate human rightsabuses committed by the securityforces. The group has documented almost250 disappearances during the termof former President Felipe Calderon. It says evidence suggests that inmore than half of the cases thesecurity forces participated eitherdirectly or indirectly in the disappear-ances. HRW has called on the newgovernment to find the missing.

'Arbitrary detention' In a report published onWednesday, HRW says "stateagents participated directly in thecrime [of disappearances], orindirectly through support andacquiescence" in more than 140 ofthe cases they investigated. In the remaining cases, theirresearchers were not able todetermine whether state actors mayhave participated. HRW says the majority of the casesof enforced disappearances itinvestigated followed a pattern, inwhich members of the security forces"arbitrarily detain individualswithout arrest orders or probablecause". "In many cases, these detentionsoccur in victims' homes, in frontof family members; in others, theytake place at security checkpoints,at workplaces, or in publicvenues, such as bars," the reportalleges. The report says that theadministration of former PresidentCalderon ignored the mountingproblem and failed to take steps toaddress it, thereby contributing to itbecoming "the most severe crisis of

enforced disappearances in LatinAmerica in decades".

Deepest Undersea Vents Discovered By UK TeamBy David ShukmanScience editor, BBC News UK scientists exploring the oceanfloor in the Caribbean havediscovered an "astounding" set ofhydrothermal vents, the deepestanywhere in the world. Deploying a remotely-operatedvehicle (ROV) in the Cayman Trough,they stumbled across a previously-unknown site nearly 5000m belowthe surface. Video pictures relayed live backto the research ship mounting theoperation show spindly chimneys upto 10m high. They are belching out dark water -"a stunning sight", one scientistsaid. In the immense pressure of the seathree miles down, the ROV, knownas ISIS, was gently steered aroundthe vents, taking pictures andgathering samples. One of the people "piloting" theROV said seabed smokestacksremind him of "the industrialMidlands". Hydrothermal vents are among thestrangest features of the deep oceanand their existence was not knownuntil the 1970s. Since then they havebeen discovered at about 200 sitesaround the world including theSouthern Ocean and the Atlantic. But it was only three years ago thatvents were first detected in theCayman Trough, a deep trenchformed by the boundary between twotectonic plates. One set of vents,known as Beebe, was established asthe deepest on record - until thediscovery last night of another slightlydeeper set nearby, at 4,968m. orabout three miles. The water being blasted from thenewly-found vents was measured at401C, making this set among thehottest on the planet.

The expedition, funded by theNatural Environment ResearchCouncil, is being run from a Britishresearch ship, the James Cook,named after the 18th century explorerwho blazed a trail of discovery aroundthe Pacific. Now the ship bearing his name isusing the latest technology to open upand understand an underwater worldof eerie landscapes and unusual lifeforms. A live stream of video is relayedback to a control room onboard - where a cheer went up whenthe ROV's lights and high definitioncameras picked out the new ventsamid total darkness. The team had been looking for aset first identified a year ago but theirsearch took them unexpectedly intoan entirely new field. The tallest of vents reaches about10m. The chief scientist, Dr Jon Copleyof the National OceanographyCentre, said the discovery of"astounding mineral spires" wasa "complete surprise". "We initially thought it was asite we'd been to before but itlooked so different we thought ithad changed. But eventually we

The ROV remained on station fornearly 24 hours - a typical length fora dive - before being returned to theJames Cook bearing samples ofwater and wildlife. For the biologists on board, the

vents act as a highly unusual habitatwith a massive contrast between thewater from the vents measuring justover 400C, compared to thesurrounding sea temperature ofaround 4C. The narrow interface between thetwo extremes of water - sometimesas narrow as a few centimetres -provides a unique environment for anarray of creatures. Ghostly-white shrimp - clustered onthe rocks in teeming crowds - appearto have lost the ability to see becausetheir eyes are fused together. Verity Nye is one of the research-ers studying the blind shrimp, broughtup in the ROV's containers, filled atthe seabed. "We don't think they havefunctioning eyes but they have areally unusual organ on theirbacks which is like a warningsystem for them to tell them whenthey're getting too hot so theydon't get too close to the hotwater from the vents. "But we really don't knowhow life operates down there sowe're still trying to understandit." According to Dr Copley, theexpedition has already yielded findsthat are likely, after lab analysis backhome, to prove to be new speciesincluding a white anemone andstarfish.

Investing In The Caribbean

By Joseph Doway Someone asked me this week,where are investors all flocking tocertain islands or regions within theCaribbean, and neglecting others. Myanswer was simple. Kudos to thegovernment and the people of thosecountries that accept change anddevelopment. As advisors toinvestors and developers of hotels andresorts in the 2006 to 2009 period,we were always asked to do studieson the destinations where thesedevelopments were to take place. Consistent and transparent policieshold the key to economicdevelopment of any country or island,which then help to boost its efforts toattract foreign investment. Local participation is anotherfactor, since there are fewer bankslending to the sector and those thatremain have tightened their lendingrequirements. Many of those withouta physical presence in the region haveretreated from the market completely.The market is now seeing an increasein hotel and mixed-use projectreceiverships and restructurings asbanks exercise their exit options. Wehave had to make presentation onmany distressed properties in theregion. These properties slowly go outof business due to (a) high energycost; (b) stressful union interference;(c) lack of airlift and (d) lack ofsupport from government officials. But some countries in the Caribbeanand beyond are able to attractinvestors and financiers to their shores.St Kitts and Nevis has two majormillion dollar projects on stream, whileThe Bahamas already started the $3.5billion Baha Mar resort. Grenada hassecured financing for a major resortand investors are looking to go intoDominica and St Lucia to developprojects there. The majority of thesuccess is due to the participation ofthe people to partner, their willingnessto recognize job creation and the factthat the investors are comfortable withthe arrangements. Investors are now looking for trans-parent business policies and a properlegal structure. There are signs thatthis is under way, with internationallegal and accountancy companies

helping drive greater transparency.Investors play hardball with theirmoney and it make take years ofnegotiating before the final Letter ofIntent is signed. After all, it is theirmoney.

There is a need for public-privatepartnerships (PPPs) that could play akey role in bringing the private sectorcentre stage in any country’seconomic expansion, particularly withthe country's plans to drive forward anumber of major infrastructuralprojects. Concerns about investmentenvironments and perceptions ofpolitical risk often inhibit foreigndirect investment, with the majority offlows going to just a handful ofcountries and leaving the world'spoorest economies largely ignored.The Multilateral InvestmentGuarantee Agency (MIGA)addresses these concerns byproviding three key services: politicalrisk insurance for foreign investmentsin developing countries, technicalassistance to improve investmentclimates and promote investmentopportunities in developing countries,and dispute mediation services, toremove possible obstacles to futureinvestment. Investors want protection as well asvery little friction from legal agencies,some of which may be consideredharassment to foreign investors andhow they are derived. Countrieswhere foreign investors have been putto task or mistreated by governmentofficials receive very little preferenceor consideration in the scheme of

things. The Caribbean is in considered agem to the investor who wants todevelop a business, but with thatconsideration comes the fear ofbeing taken to task, or being

considered smarter than the natives.The populace is slightly bendingtowards the acceptance of foreignmoney, because it brings job creationfrom construction to day to daymanagement, procurement of goodsand services and the like. But don’t expect miracles, saidexecutives participating on the“Caribbean Gone Global --International Investors” generalsession panel during last week’sCaribbean Hotel Investment Confer-ence and Operations Summit at theAtlantis Resort, Bahamas. Whileinvestors welcome the opportunity todo business, there are a number ofother challenges in the Caribbeanbeyond finding the actual financingpiece of the puzzle. Charalambides said there are twoother primary obstacles for foreigninvestors looking at the region.“Everything takes a long time toget done -- it takes two to threetimes longer than in maturemarkets,” he said. “It’s very nicefor holidays but the region istough to do business in.” “The other challenge is keepingyour costs down” when develop-ing a hotel, he added. “We’respending a lot more time in valueengineering and making sure weget the supplies from the rightplace.”

It was said that Caribe buildsidentical rooms in every market itenters, but the Caribbean’sgeography makes it a difficultproposition. He said building a hotelin Jamaica, for example, costs 40%more than it does to build the samehotel in Mexico. It was also mentioned that the lackof airlift also is an issue. “To get to a destination you have tochange two or three planes,”Charalambides said. “It’s verydifficult to create residentialresorts that way.” During my working period in TheBahamas, people in the Caribbeanwould always say to me they adoreThe Bahamas, but they do not have avisa to travel via Miami. It takes justabout six hours to travel from Nassauto Antigua. That is due to the layoverin Miami. I always wonder why not aflight four times a week to SantoDomingo or Haiti. One can then flyfrom either location to The Bahamas. Investors are looking for marketswith good cash-on-cash return and along-term hold. “The secret formula in theCaribbean is finding localpartners,” said John Keith,managing partner for San Jose, CostaRica-based Caribe Hospitality, whichhas a goal of developing 20 to 25hotels throughout Mexico, CentralAmerica and parts of the Caribbean.The properties will be operated byMarriott International when they areopen; the company has developedfive Courtyards by Marriottproperties thus far. The Chinese are emergingtravellers that will target theCaribbean -- especially if the countrycontinues to provide investment intothe region. Hence the reason for theBaha Mar project in Nassau. One canfly directly from China into Miami andthen to Nassau. With a new airportstructure, a possibility of direct flightsis not far away. While the majority of Caribbeanpeople have been consuming Chinesefood for years, there is always theconcern of the influx of Chinese inrecent years. There’s a tremendousamount of wealth creation in Asia thatis bound to stimulate travel. Let’s notforget that the Asians come in withtheir money and they purchasewhatever the locals will sell them.Nobody seems to have a problemwith Asian money, so the Caribbeanneeds to capture a small share of thatmoney and continue to expand. On a particular Caribbean island,there has not been one single resortdevelopment since 2009. Resortswere started and were forced to stopdue to the downturn of the worldeconomy. Hotel plants are now whiteand yellow and blue elephants.Instead of the government addingthese properties in a stimulus pack-age, they introduced all sorts of legal

Haiti's former ruler has filed alast-minute appeal with the SupremeCourt to avoid appearing in courton allegations of crimes againsthumanity. Jean-Claude "Baby Doc"Duvalier was due to attend ahearing in the capital, Port-au Prince,on Thursday afternoon or face arrest. The ex-leader, who returned toHaiti in 2011 after 25 years in Frenchexile, has already missed twohearings. He denies all charges, with hislawyers saying the case should bethrown out. Venezuelan President HugoChavez has returned to the countryafter receiving treatment for cancer inCuba. In three messages posted onTwitter, Mr Chavez, 58, thankedCuban President and ex-leader Rauland Fidel Castro. Two explosions have killed 12people in the southern Indian city ofHyderabad, in what Prime MinisterManmohan Singh labelled as a"dastardly attack". The blasts that hit the city in AndhraPradesh were 10 minutes apart,police said. Television images showedcasualties being rushed to hospital. India's home minister said bombshad been planted on bicycles 150m(500ft) apart near a crowded fruitmarket. Major cities have been put on alertas police probe the cause for theblasts. "The number of dead hasincreased to 12 and the injured are57," home secretary RK Singh saidafter a high-level security meetingfollowing the attacks. Unconfirmed reports suggest thenumber of casualties may rise. The explosions hit just after 19:00(13:30 GMT) within a radius of150m, home minister Sushil Shindesaid. There was a possible third blastreported shortly afterwards,Hyderabad police told the BBC.

Appeal for calm No group has so far said it carriedout the attack. Authorities had received intelligenceabout possible attacks in the countrybut no specific information as to whereor when they might occur, Mr Shindesaid. The information had been passedon to the states, he added. Prime Minister Singh has urged thepublic to remain calm. "The guilty will not gounpunished," he tweeted. He has directed federal agencies toextend all possible help to the stateauthorities in the relief effort, andoffered 200,000 rupees (£2,500) tothe next of kin of each person killed. China Cultural Revolution Murder Trial Sparks Debate The trial in China of an elderly manaccused of murder during the CulturalRevolution has sparked onlinedebate. The man, reportedly in his 80s andsurnamed Qiu, is accused of killing adoctor he believed was a spy. The Cultural Revolution, launchedby Mao Zedong in 1966, was anera of violence against intellectualsand other alleged bourgeoiselements. Some have questioned why oneman is on trial so belatedly when sofew officials have been brought toaccount. Prosecutors say that in 1967 MrQiu, from Zhejiang province, strangledthe doctor with a rope. Charges were filed against him inthe 1980s and he was arrested lastyear, Global Times reported. Mao's 10-year Cultural Revolutionwas intended to produce massivesocial, economic and politicalupheaval to overthrow the old order. Ordinary citizens - particularly theyoung - were encouraged to challengethe privileged, resulting in thepersecution of hundreds of thousandsof people who were consideredintellectuals or otherwise enemies ofthe state.

The state-run China YouthDaily published an outspokeneditorial comparing the excesses ofthe period to the Nazi atrocities inEurope. "The most shocking thingabout the Cultural Revolutionwas the assault on human dignity.Insults, abuse, maltreatmentand homicide were common.

The social order was in chaos," itsaid. It suggested that unless the periodwas finally allowed to be openlyreviewed there was a danger of thechaos and violence returning,warning that many people harbournostalgic views of it. Many Chinese today want the partyto face up to the wrongs of theCultural Revolution era. It is not astaboo a subject as the TiananmenSquare protests. The party'swrongdoings during the CulturalRevolution are discussed openly in thestate media, but without discreditingor undermining the party's legitimacy. Chinese children are not taught indetail about events from that period,which makes it difficult for the youngergeneration to understand the country'straumatic past. Mr Qiu's trial has sparkedvigorous public debate. Some say it'smore important to hold those at thetop responsible, rather than make oneindividual a scapegoat for the party'swrongs. Nearly 40 years since the CulturalRevolution ended, China is stillhaunted by events from that period.As recently as last year, Premier WenJiabao said the country risked another"historical tragedy" like theCultural Revolution unless it pushedpolitical reforms.

"Ever since 2007, the statemedia have aggressivelydisseminated this term in surveys,and news reports, and columns,and cartoons and pictures,basically stigmatising educatedwomen over the age of 27 or 30who are still single," says LetaHong-Fincher, an American doing asociology PhD at Tsinghua Universityin Beijing. Census figures for China show thataround one in five women aged 25-29 is unmarried. The proportion of unmarried men

that age is higher - over a third. Butthat doesn't mean they will easilymatch up, since Chinese men tend to"marry down", both in terms of ageand educational attainment. "There is an opinion that A-quality guys will find B-qualitywomen, B-quality guys will findC-quality women, and C-qualitymen will find D-quality women,"says Huang Yuanyuan. "The peopleleft are A-quality women and

D-quality men. So if you are aleftover woman, you are A-quality." But it's the "A-quality" ofintelligent and educated women thatthe government most wants toprocreate, according to Leta Hong-Fincher. "It said China facedunprecedented populationpressures, and that the overallquality of the population is toolow, so the country has to upgradethe quality of the population." Some local governments in Chinahave taken to organising matchmakingevents, where educated youngwomen can meet eligible bachelors. The goal is not only to improve thegene pool, believes Fincher, but to getas many men paired off and tied downin marriage as possible - to reduce,as far as possible, the army ofrestless, single men who could causesocial havoc. But the tendency to look down onwomen of a certain age who aren'tmarried isn't exclusively an attitudepromoted by the government.
