The youth,with a blue and black knapsack on his back, was seen standing on George Price Highway between the bus stop and the community center in Georgeville. In the short time that it took the police to turn around the vehicle with intent to check on the youth, he was gone. The policeman continued driving up the highway towards Belmopan when, upon entering Ontario Village, he again spotted the youth riding the bicycle and heading in the same direction. He was detained and when the knapsack was searched, a black plastic bag containing suspected marijuana was found therein. Belizean construction worker, Luis Avella, of a George Price Avenue address in Santa Elena, reported to police that at around 12:45 am on Independence Day, Friday, September 21, he was awakened by a loud crashing sound. Avella informed that upon investigating the source of the noise, he came upon a red Nissan Frontier crashed into the left front portion of his white Dodge Ram pickup truck which was parked on the side of the street in front of his fenced yard. The youth was detained andtransported to the police station inSan Ignacio where he was identifiedas Wayne Martinez, 18, Belizeanlaborer residing in Ontario Village,Cayo. The suspected marijuana wasweighed in his presence recording 125grams on the police scale. Martinez was consequently arrestedand formally charged for drugtrafficking. He appeared in the SanIgnacio Town courtroom ofmagistrate Narda Morgan onMonday, September 24, 2012,where he pled guilty to the charge of

up their American citizenship. The opposition People’s UnitedParty (PUP) and a few selfishindividuals within that party wereagainst this idea. This is the very same political party,when in government, gives awayand sells Belizean citizenship toforeigners who now have morebenefits, privileges and rights in Belizethan natural born Belizeans. If political parties in Belize continueto disrespect and shun BelizeanAmericans in the political affairs oftheir country where they have a vitalinterest, Belizean Americans willeventually be forced to form their ownpolitical party in Belize to representtheir interest and that will become oneof the most powerful political party inBelize. They possess the financial andhuman resources that their fellowBelizean brothers and sisters in Belizecannot match. In the ten years that the PUP wasin power they borrowed about US.600 million US dollars on behalf ofthe people and government of Belize.This money was not used to invest inthe country’s infrastructural, industrial,economic, technological and humandevelopment. It is said that they tookall this money and spent it on theirfamilies, friends and political cronies.Corruption was rampant in thatadministration. They acted as if Belize belongs tothem and them alone. In the year 2008when the United Democratic Party(UDP) took over the reigns ofgovernment in Belize, the governmentwas flat broke, unemployment washigh, there was no significantindustrial, technological, infrastructuraland human development. There wasan increase in the poverty rate. It was left to the new UDPgovernment to find ways and meansto revitalize the nation’s economy, paythe debt and restore the nation’sto a viable economic footing. The former Prime Minister, SaidMusa and his Head Honcho,Budget Management Minister RalphFonseca were criminally charged for

the diversion of funds granted bythe Venezuelan government to theBelizean people, since it is almostimpossible to convict politicians pastor present in Belize, the chargesagainst Musa and Fonseca weredismissed. Criminal charges were also broughtagainst two other ministers namelyJose Coye and Florencio Marin Sr.for allegedly underpricing governmentland which they purchased and resoldat exorbitant prices. They wereconvicted but appealed theconvictions to the Caribbean Courtof Justice (CCJ). In a landmark ruling the court ruledthat former Ministers of governmentcan be held accountable for acts theycommitted while in government. To date I do not know if the currentUDP government has reinstitutedcharges against Musa and Fonseca toget back the money for the people andgovernment of Belize. The legal instruments, I am told, is

still available to the Prime Minister ofBelize to look into how this debt wasaccumulated, look at how the fundswere spent, disbursed and have theseformer elected Representatives payfor the debt. It is unfair for the masses ofBelizeans, through taxes, to pay thisdebt, when many of those Ministersare far wealthier now than when theywere first elected to office. This factwas publicly reported to the nation bytheir own former leader, John Briceno,who in an infamous public statementinstructed all those who got rich underthe PUP to bring back to money(not to Belize but) to the PUP. Belize, as an independent nationon the crossroads between CentralAmerican and the Caribbean, thisweek celebrated its 31st anniversaryas an independent nation, the time isnow not to celebrate but rather toseriously contemplate what we aregoing to do about the current state ofthe nation’s foreign debt.

The opening address was deliveredby Acting Prime Minister, Hon.Gaspar Vega, Deputy PrimeMinister and Minister of NaturalResources and Agriculture who in hisaddress pledged government’s fullsupport for the bold initiative of theMinistry of Energy, Science andTechnology and Public Utilities(ESTPU). The Minister’s Remarks wasdelivered by Senator Hon. AudreyJoy Grant, Minister of ESTPU whoin a detailed and comprehensiveaddress outlined the Strategic Plangeared to addressing the nation’sposition in terms of its energy sources,needs and economic implications. Italso seeks to address the currentposition of Belize’s low raking inglobal competitiveness. In this regardMinister Grant informed that “Belizeuses fossil fuels for 65% of itsenergy needs. The countryimported 88% of its fossil fuelneeds at a cost $339 milliondollars in 2011, this represents10% of GDP and 11% of totalimports. The transport sector usesmost of the fossil fuels, so asa matter of urgency we mustundertake a comprehensivereview of the sector to address theissue of efficiencies." She went onto highlight the global competitivenessindex report of 2012 which she said“ranks Belize as one of the leastcompetitive economies in theworld. We are rank 123 out of142 countries. In the region onlyHaiti has a lower rank. Onfurther analysis we note that ourtechnological readiness Belize isrank 101 for internet users forevery 100 people in the populationand ranks 136 of 142 countries forforeign direct investment andtechnology transfer." MinisterGrant also said that "With regard toinformation and communicationtechnology in the region,Barbados has a 70% ICTpenetration for internet. CostaRica which is closer to Belize insize and topography has 30%penetration, Belize has 10%penetration." A synopsis of the Strategic Planwas ably delivered by Dr. ColinYoung, Chief Executive Officer in the

Ministry of ESTPU. Dr. Young highlighted several of thepilot projects and initiatives to beundertaken by the Ministry, withprivate sector involvement, as the planis implemented over the next fiveyears to address the economic anddevelopmental needs of the country.Of interest also is the plan’s emphasison Science, Technology, Engineeringand Math (STEM) in our school’scurriculum as the focus is placed onproducing more scientists and nationbuilders to foster the economicdevelopment of the nation. The key note address was deliveredby Dr. Cardinal Warde, Professorof Electrical Engineering, MIT who,along with Minister Grant, is aMember of the Prime Minister’sCouncil of Science Advisors. Dr. Warde holds a bachelor’sdegree in physics with high honorsfrom Stevens Institute of Technologyas well as M. Phil, and Ph.D. degreesin Physics from Yale University. He isthe Interim Director of the CaribbeanScience Foundation and President ofthe Caribbean Diaspora for Science,Technology and Innovation withheadquarters in Boston. He hasreceived numerous honors andawards in the United States ofAmerican and the Caribbean. In his address Professor Wardecommended the Government ofBelize for establishing a specificcabinet portfolio with responsibilityfor Science and Technology. He alsospoke at length about the vital role thatscience and technology plays in thebuilding of a nation and its people. Also in attendance wasDr. Adebayo Agbejule, ProgramCoordinator, International EnergyTechnology and Management at the

Vaasa University of Applied Science.Dr Agbejule presented a case studyon the role of Energy , Science andTechnology in Accelerating NationalDevelopment. The official launching of thestrategic plan ended with closingremarks by Ambrose Tillett, Energy

Director in the Ministry of ESTPUafter which it continued in theafternoon with a lecture on thepotential impact of STEM basedEntrepreneurship on EconomicDevelopment in the Region. SAN IGNACIO TOWN, Cayo,Monday, September 24, 2012: Selmo Garcia, 42, Belizean tourguide of a Kontiki Area address in SanIgnacio will spend the next 30 daysbehind bars after pleading guiltytoday to a charge of driving a motorvehicle after being disqualified fromdriving. Police reports that whilst onmobile patrol on Bullet Tree Road inSan Ignacio at around 10:00 am onSaturday, September 22, 2012, theycame upon a grey pickup comingin the opposite direction with thedisqualified Garcia driving the vehicle. The policeman in the patrol vehiclerecalled that Garcia was recentlydisqualified from driving for a year bymagistrate Narda Morgan afterhe was convicted of several trafficoffences including driving a motorvehicle not covered by third party riskinsurance. With intent to intercept theoffending driver, the police mobilespun around and began to pursue thegrey pickup. Apparently realizing thatthe police was after him, Garciareportedly attempted to outrun the

police vehicle. He reported speddown two streets before the policecaught up with him. He attempted towalk away from the vehicle but thepolice caught him a few feet from theparked vehicle. He was instantlydetained and transported to thepolice station where he was formallyarrested and charged for the offenceof “Drove motor vehicle afterbeing disqualified from driving.” Garcia appeared in the courtroom

of magistrate Narda Morgan onMonday, September 24, where thecharge was read to him by the samemagistrate Morgan who in July 2012had disqualified him from driving fora full year. He pled guilty to the charge andwhen the facts were read to himby prosecutor George Gomez heobjected to two points. He told thecourt that when he was arrested, hewas not read his rights and that he didnot run off but actually walked awayfrom the vehicle he was driving. Magistrate Morgan informed himthat the two points were not relevantto the charge. He then told the courtthat he was returning from anemergency trip to the hospital butadmitted that when he was initiallydetained he did not relay thisinformation to the police. After advising him that he couldhave requested a suspension of thesentence from the court, magistrateMorgan proceed of sentence him to30 days in jail but not before advisinghim of the seriousness of disobeyingan order from the court.

SAN IGNACIO TOWN, Cayo,Thursday, August 27, 2012: A seven-month long wounding trialended today in a guilty verdict and aneight week sentence for the accused. The wounding charge stems froma February 17, 2012 incident in whichthe police were summoned to theemergency ward at the San IgnacioCommunity Hospital. Upon arrival thepolice encountered a male youthidentified as Jorde Usher, 18,Belizean student from Georgeville,undergoing emergency medicaltreatment for multiple stab woundsto the back and lower right arm. In a statement to the police Usherinformed that at around 7:30 on themorning of Friday, February 17,2012, he was traveling on a Shaw busfrom Georgeville on his way to schoolin Santa Elena. Among the otherpassengers on board the bus was,Brandon Gongora, 18, Belizeanlaborer, also residing in Georgeville. Usher told the police that as theyexited the bus on George PriceAvenue in Santa Elena, the other maleyouth whom he knows as BrandonGongora, from his home village, pulledout a knife and stabbed him three timesto the back of his right arm and twiceto his lower back. The bleeding victim was rushed tothe hospital in San Ignacio where thepolice met him undergoing treatment.While Usher was undergoingtreatment, the police issued the legallyrequired medical forms on which theattending medical officer on duty

The police sprang into quick actionand in less than four hours after theincident the accused BrandonGongora was detained while relaxingat a house in Esperanza Village.Gongora was transported to thepolice station in San Ignacio wherehe was arrested and charged forwounding Jorde Usher. After several court appearancesand adjournments over the past sevenmonths, the trial of the unrepresentedBrandon Gongora concluded todayin the courtroom of magistrate NardaMorgan. Gongora was found guilty of thecharge and sentenced to eight weeksimprisonment.

Everything You Should Know About Pertussis “Whooping Cough” Pertussis — commonly calledwhooping cough — is a highlycontagious bacterial disease causedby Bordetella pertussis. In somecountries, this disease is called thecough of 100 days. Symptoms are initially mild, andthen develop into severe coughing fits,which produce the namesakehigh-pitched "whoop" sound ininfected babies and children whenthey inhale air after coughing. Thecoughing stage lasts approximately sixweeks before subsiding. Prevention by vaccination is ofprimary importance becausetreatment is of little benefit tothe person infected. However,antibiotics shorten the duration ofinfectiousness and are thusrecommended. It is estimated that thedisease currently affects 48.5 millionpeople yearly, resulting in nearly295,000 deaths.

Signs and Symptoms The classic signs of pertussis are aparoxysmal cough, inspiratorywhoop, and vomiting after coughing.The cough from pertussis has beendocumented to cause subconjuncti-val hemorrhages, rib fractures, urinaryincontinence, hernias, post-coughfainting, and vertebral arterydissection. If there is vomiting after acoughing spell or an inspiratorywhooping sound on coughing, thelikelihood that the illness is pertussisis nearly doubled. On the other hand,the absence of a paroxysmal coughor posttussive emesis makes it almosthalf as likely. The incubation period is typicallyseven to ten days in infants or youngchildren, after which there are usuallymild respiratory symptoms, mildcoughing, sneezing, or runny nose.This is known as the catarrhal stage.After one to two weeks, thecoughing classically develops intouncontrollable fits, each with five toten forceful coughs, followed by ahigh-pitched "whoop" sound inyounger children, or a gasping soundin older children, as the patientstruggles to breathe in afterwards(paroxysmal stage). Fits can occur on their own or canbe triggered by yawning, stretching,laughing, eating or yelling; theyusually occur in groups, with multipleepisodes every hour around the clock.

This stage usually lasts two to eightweeks, or sometimes longer. Agradual transition then occurs to theconvalescent stage, which usually lastsone to two weeks. This stage ismarked by a decrease in paroxysmsof coughing, both in frequency andseverity, and a cessation of vomiting.

Diagnosis Methods used in laboratorydiagnosis include culturing ofnasopharyngeal swabs on Bordet-Gengou medium, polymerase chainreaction (PCR), direct immunofluo-rescence (DFA), and serologicalmethods. The bacteria can berecovered from the patient onlyduring the first three weeks of illness,rendering culturing and DFA uselessafter this period, although PCR mayhave some limited usefulness for anadditional three weeks. For most adults and adolescents,who often do not seek medical careuntil several weeks into their illness,serology may be used to determinewhether antibody against pertussistoxin or another component of B.pertussis is present at high levels inthe blood of the patient. By this stagethey have been contagious for someweeks and may have spreadthe infection to many people. Becauseof this, adults, who are not in greatdanger from pertussis, are increas-ingly being encouraged to bevaccinated.

Prevention The primary method of preventionfor pertussis is vaccination. There isinsufficient evidence to determine theeffectiveness of antibiotics in thosewho have been exposed but are

without symptoms. Prophylacticantibiotics, however, are stillfrequently used in those who havebeen exposed and are at high risk ofsevere disease (such as infants).

Vaccine Pertussis vaccines are effective,routinely recommended by the WorldHealth Organization and the Centerfor Disease Control and Prevention,and saved over half a million lives in2002. The multi-component acellularpertussis vaccine, for example, isbetween 71-85% effective withgreater effectiveness for more severedisease. The duration of protection isbetween five to ten years. Thiscovers childhood, which is the timeof greatest exposure and greatest riskof death from pertussis.For children,the immunizations are commonly givenin combination with immunizationsagainst tetanus, diphtheria, polio andhaemophilus influenzae type B, at agestwo, four, six, and 15–18 months. Asingle later booster is given at four tosix years of age. A 2011 study by the CDC indicatedthat the duration of protection mayonly last three to six years. Dr. PaulOffit, chief of the Director of theVaccine Education Center at theChildren's Hospital of Philadelphia,comments that the last pertussisvaccination people receive may betheir booster at age 11 or 12 yearsold. However, he states that it isimportant for adults to have immunityas well, to prevent transmission of thedisease to infants. The pertussis component of theDPT vaccine accounted for most ofthe minor local and systemic sideeffects in many vaccinated infants(such as mild fever or soreness at theinjection site). Immunization against pertussis doesnot confer lifelong immunity. Whileadults rarely die if they contractpertussis after the effects of theirchildhood vaccinations have wornoff, they may transmit the disease topeople at much higher risk of injuryor death.

A brain stoke is what happens toyou when the normal flow of eitherblood or oxygen to your brain isgreately interrupted. Stoke damage can range from mildto very serious. Suspected Whooping Cough In CayoBELMOPAN, Cayo, Thursday,September 20, 2012: A release from the GovernmentPress Office today informed that, onSeptember 3, the Ministry of Healthreceived information of suspectedcases of Whooping Cough in theCommunity of Springfield in theCayo District and that an immediateinvestigation was launched. The release informs that field visitswere conducted by multi-disciplinarysurveillance teams to identifysuspected cases, trace contacts,collect specimen, provide notificationand implement preventative measuresfor the disease. The release further informs that atotal of six cases (five children andone adult) are being followed-upand that a six month child washospitalized. All six suspects haverecovered fully and are in good health. The Ministry is awaiting results fromspecimen collected and sent to theCaribbean Epidemiology Center inTrinidad for laboratory confirmation. The public is informed that thedisease, caused by a bacteria, is highlycontagious. It causes episodes ofviolent and uncontrollable coughingwhich often makes it hard to breathe.A deep “whooping” sound is oftenheard when the patient tries to

breathe. The disease most commonly affectsinfants and young children. It can befatal especially in infants less than ayear of age. The infection usually lastsfor six weeks. Whooping Cough vaccines arevery effective in providing protectionagainst the disease. Although vaccinated, few personscan catch the disease but when thishappens, it is usually less severe. The Ministry of Health providesvaccination in a combination ofDiphtheria, Tetanus and WhoopingCough. The vaccination is availablein all six districts and is administeredfree of cost to infants at two, four andsix months of age and a subsequentdose when the child reaches fouryears of age. If any person exhibits signs andsymptoms like severe episode ofcoughing, difficulty breathing with awhooping sound and vomits whencoughing, please report to thenearest health facility. Symptoms of whooping coughusually develops within seven to tendays after exposure and can betransmitted during the flu-like stageand at the beginning of the violentcoughing which is within the first twoweeks.

This year Belize is celebratingCaribbean Wellness Week fromSeptember 23rd to 29th, 2012under the theme, “HealthyChildren, Healthy Schools”. Thisyear the focus will be on promotinghealthy workplaces and schools. The Ministry and the health regionsacross the country have plannedactivities for their staff during thisweek such as staff clinics, sportingcompetitions, exercise classes anddance lessons among others.
