Commander Paul Lattanzi ofthe Regional Activity Centre/ RegionalMarine Pollution Emergency,Information and Training CentreRAC/REMPEITC succinctly statedthe situation of Belize's lack ofpreparedness to address oil spills. Thecomment emanated from a discussionat the Oil Spill PreparednessSensitization Workshop being heldtoday by the Department of theEnvironment. It is clear that Belize isnot ready for an oil spill from existingthreats such as tankers, thereforeextremely far off from being preparedfor an oil spill from oil exploration insensitive areas including in watersheds,protected areas and the offshore. While the DOE was quick to notethat Belize Natural Energy (BNE) hasan oil spill contingency plan and thatthe planning process to complete theNational Oil Spill Contingency Planisongoing, the fact remains that Belizedoes not have a comprehensiveoverarching National Oil SpillContingency Plan to allow foradequate response to an oil spill. Inaddition, the current incomplete draftof the National Oil Spill ContingencyPlan has been in its draft form for thelast 8 years and the current exerciseto revise and complete the Planappears bogged down due to lackof financial resources and politicalwill. In light of existing threats from oilconcessions in sensitive areas,

Dear Editor, The current PUP leadership makesthe Belizean people feel a bit likeCassandra, the mythological Greekdaughter of the king of Troy whocould see the future – most famously,her city-state’s doom – but wascursed such that no one would listento her. This is a bit of an exaggerationsome may say, but is it? The currentleadership of the PUP can see thatwith names such as Fonseca, Musaand Julius Espat as its voice andface, the people of Belize will not votePUP anytime soon, and hence, theparty is headed for anotherresounding defeat at the polls andapparent doom, but they are cursedto the point where they will not listento reason. The polls, though not scientific,speak clearly to the voters’ fear,fatigue and downright frustration at thenames aforementioned. One onlyneeds to walk or talk to the commonman, the man on the street, who,incidentally, makes up the majority ofour voting population, to understandwhy, despite the missteps of theruling administration, the PUP, in theeyes of the majority, with its currentleadership constitution, is not anoption or a risk the voters are willingto take. Appeals after appeals havebeen made to these “Honourablegentlemen” to put their egos alongwith their elitist ideologies aside, stepback from the leadership and allownew faces to lead the party into thenext general elections. This isnot a UDP anti-Fonseca or Musapropaganda issue; this is an issue thatas a nation, the people of The Jewelhave still not buried or forgotten. The millions upon millions thatdisappeared into private bankaccounts still haunt our minds anddetermine our voting patterns. Thelandslide defeat the PUP experiencedin 2008 was enough to get Musa/Fonseca to step down from, but notaway from party leadership. Then comes “holier than thou”Julius Espat, whose hands are as dirtyand whose ways even more sinisterthan that of the Musa/Fonseca era.He has been described by many as adisaster for the party and an evenbigger disaster waiting to happen.“Ralph and Said on steroids” isthe term coined for this Honourablegentleman. So Her Majesty’s LoyalOpposition is in a dilemma and byextension our country, which is left tograpple with an ever-weakeningopposition. Any sound reasoning

individual will agree that the currentelectoral trend does not favour thePUP. They will also agree thatthere needed to be a radical change,especially in the leadership makeup. So why did the party opt not to doso? Why is the current leadership hellbent on retaining power? Why doMusa/Fonseca/Julius believe theyown the party and hence the LoyalOpposition? Why are they so hard ofhearing? In essence, they are sayingto the voters, “Screw you. We carenot what you say or feel. This iswhat we think and this is how itis going to be.” This deluded bunch, which actuallythought they would win a third termin 2008, are as deluded in 2015, evenafter losing consecutive elections,more recently, the thrashing in theCayo North bi-election, followed bya trouncing at the polls in the March4 Municipal Elections. Of the 67possible seats, the PUP only managedto garner 5. Only an insane individualwill deceive themselves into thinkingthe people of this country will bevoting PUP with Musa/Fonseca/Juliusat the helm. Fool me once, shame onyou; fool me twice, shame on me …Belizeans, generally, are not fools. So in the end, who suffers when theparty is defeated? The small man;those who carry the flags and wouldfight and die for the party GeorgePrice built. They are the ones whomust struggle to feed their families foranother UDP term. A prime exampleis the recent firing of those poor folksat the Dangriga Town Council afterthe PUP lost the elections in thatmunicipality. They are the ones losinghope and beginning to gravitatetowards the UDP to see if in so doingthey will get some love. Life is real,but it is evident that the current PUPleadership cares very little about therank and file of the party. Now it isapparent that the current leadershiphas taken a “don’ t give a damn”attitude towards the rank and file, andmore generally, towards the voice ofthe majority of voters in this country,so why should we, in turn, care aboutthem? I care not how they leave, and nodisrespect is meant by what I penhere, be it by plane or train, bicycleor tricycle, walking or running; I carenot – Musa, Fonseca, Julius, just leavethe leadership and give the grandold PUP a fighting chance in theupcoming general elections. Most, if not all, of the vendors hadproducts available where the proceedswould be invested directly into aministry or mission project designedto change the lives of people near andfar. The idea that my purchase could insome way be a small contribution toKingdom work propelled me toactively seek something that I wantedto wear, use or display in my home. I paused in front of a table featuringart prints with various inspirationalquotes and verses. It was like a seaof words. I figured that somewhere on thattable were words I would want todisplay in my home. Words that wouldinspire me and spur me on to be theperson God wanted me to be. I found those words. But theyweren’t the warm and fuzzy words Iwas looking for. The kind that wouldmake me want to smile when I walkedby them in my home. Instead I found words that cut deepand convicted me beyond myexpectation. Words that inspired me… but solemnly. Words that did notyield a cozy experience, but certainlylit a fire within my heart and soul. Theprint said: "Real love bleeds." I bought it. Loving people can be hard work.It can be even harder when the loveyou give requires the very essence ofwho you are to flow through woundsinflicted by the ones your heart beats

for. When I read these three smallwords penned by this artist-turned-missionary, I stopped in my tracksbecause I knew I had been doingexactly the opposite in my life. Instead of being willing to "bleed"for the ones I loved the most, I hadslipped into full-on apathy. Why? Because sometimes caringfor and loving others doesn’t feelgood. Sometimes, it’s easier not to love. Over time, and unbeknownst tome, I had become an expert atself-preservation and pain avoidance. Anything that hurt, I didn’t touch —including the people I loved the most. I grieved as I realized that the verylove Jesus continually offered me —the same love that came at His owngreat personal discomfort andeventual agony — was unfortunatelythe kind of love I’d become unwillingto consistently offer. Why? Because sometimes lovingothers hurts. As I stood there and pulled out mywallet to purchase the simple yetbeautiful print, I realized that great lovecomes at a great cost — as evidencedby the example of Jesus Christ andHis sacrifice for my sins, which wesee in today’s key verse. I remembered His illustration oflove for me and recalled His commandthat I follow in His steps: "A newcommandment I give to you, thatyou love one another: just as Ihave loved you, you also are tolove one another" (John 13:34,ESV). Now, let me concede this. I amcompletely aware that everyone whocauses us pain should not be anautomatic recipient of our deepestlevel of sacrifice. However, I amacutely aware of my own need toassess my willingness to love likeChrist loves me and to sacrifice forthose to whom I am called. What I know for certain is this:There are times when the love I havefor others is not a matter of feeling,but rather a matter of my decision tobe obedient to Him — and it won’tfeel good. The question is, when real loveresults in my personal discomfort oreven a heart-wrenching level of pain,am I willing to love well anyway? Father, thank You for Your love —a love that never fails and never givesup on me. You are the perfectexample of a great love — a love thatis offered full-strength even when loveis not given in return. Help me to lovelike You. I want to honor You by do-ing my best to love others in the wayYou have loved me — even when ithurts. In Jesus’ Name, Amen.

A brain tumor or intracranialneoplasm occurs when abnormal cellsform within the brain. There are twomain types of tumors: malignant orcancerous tumors and benign tumors.Cancerous tumors can be divided intoprimary tumors that started within thebrain and those that spread fromsomewhere else known as brainmetastasis tumors. This article dealsmainly with tumors that start withinthe brain. All types of brain tumorsmay produce symptoms that varydepending on the part of the braininvolved. These may includeheadaches, seizures, problem withvision, vomiting, and mental changes.The headache is classically worstin the morning and goes away withvomiting. More specific problemsmay include difficulty in walking,speaking and with sensation. As thedisease progresses unconsciousnessmay occur. The cause of most cases isunknown.Risk factors that mayoccasionally be involved include anumber of inherited conditions suchas neurofibromatosis as well asexposure to the industrial chemicalvinyl chloride, the Epstein-Barr virus,and ionizing radiation. While concernhas been raised about mobile phoneuse the evidence is not clear. The mostcommon types of primary tumors inadults are: meningiomas (usuallybenign), and astrocytomas such asglioblastomas. In children themost common type is a malignantmedulloblastoma. Diagnosis is usuallyby medical examination along withcomputed tomography or magneticresonance imaging. This is then oftenconfirmed by a biopsy. Based on thefindings the tumors are divided intodifferent grades of severity. Treatment may include somecombination of surgery, radiationtherapy and chemotherapy.Anticonvulsant medication maybe needed if seizures occur.Dexamethasone and furosemidemay be used to decrease swellingaround the tumor. Some tumors growslowly, requiring only monitoringand possibly needing no furtherintervention. Treatments that use aperson's immune system are beingstudied. Outcome varies considerablydepending on the type of tumor andhow far it has spread at diagnosis.Glioblastomas usually have pooroutcomes while meningiomas usuallyhave good outcomes. The averagefive-year survival rate for braincancer in the United States is 33%. Secondary or metastatic braintumors are more common thanprimary brain tumors, with about halfof metastases coming from lungcancer. Primary brain tumors occurin around 250,000 people a yearglobally, making up less than 2% of

Signs and Symptoms Signs and symptoms of a braintumor mainly depend on the size ofthe tumor and its location. Thesymptom onset – in the timeline of thedevelopment of the tumor – dependsin many cases on the nature of the

tumor (as to it being benign ormalignant), and in many cases is alsorelated to the change in the nature ofthe neoplasm, from slow-growing,late-symptom-onset benign tofaster-growing, early-symptom-onsetmalignant. Symptoms of both primary andsecondary brain tumors can bedivided into three main categories: * Symptoms as consequences ofincreased intracranial pressure (oftenfirst noticed): Large tumors ortumors with extensive swelling(edema) inevitably lead to elevatedintracranial pressure which translatesclinically into headaches, vomiting(with or without nausea), alteredstate of consciousness (somnolence,coma), dilation of the pupil on theside of the lesion (anisocoria),papilledema (prominent optic discat the funduscopic eyeexamination). However, even smalltumors obstructing the passage ofcerebrospinal fluid (CSF) can alsopresent such symptoms. Increasedintracranial pressure may result inbrain herniation (i.e. displacement)of certain parts of the brain, such asthe cerebellar tonsils or the temporaluncus, resulting in lethal brainstemcompression. In very young children,elevated intracranial pressuremay cause an increase in thediameter of the skull and bulging ofthe fontanelles. * Dysfunction: depending on thetumor location and the damage it mayhave caused to surrounding brainstructures, either through compressionor infiltration, any type of focalneurologic symptoms may occur, such

as cognitive and behavioralimpairment (including impairedjudgment, memory loss, lack ofrecognition, spatial orientationdisorders), personality or emotionalchanges, hemiparesis, hypoesthesia,aphasia, ataxia, visual field impairment,impaired sense of smell, impairedhearing, facial paralysis, double vision,dizziness, but more severe symptomsmight occur too, such as paralysis onone side of the body hemiplegia orimpairment in swallowing. Thesesymptoms are not specific for braintumors – they may be caused by alarge variety of neurologic conditions(e.g. stroke, traumatic braininjury). What counts, however, is the

location of the lesion and the functionalsystems (e.g. motor, sensory,visual, etc.) it affects. A bilateraltemporal visual field defect(bitemporal hemianopia—due tocompression of the optic chiasm),often associated with endocrinedysfunction—either hypopituitarismor hyperproduction of pituitaryhormones and hyperprolactinemia issuggestive of a pituitary tumor. * Irritation: abnormal fatigue,weariness, absences and tremors, butalso epileptic seizures. A benign brain tumour may bepresent for some years and beasymptomatic. Others might presentambiguous and intermittent symptomslike headaches and vomiting orweariness and so be mistaken forgastrointestinal disorders. In thesecases secondary symptoms need tobe looked into.

Cause Aside from exposure to vinylchloride or ionizing radiation, there areno known environmental factorsassociated with brain tumors.Mutations and deletions of so-calledtumor suppressor genes, such as P53,are thought to be the cause of someforms of brain tumor. Although studies have not shownany link between cell phone ormobile phone radiation and theoccurrence of brain tumors, the WorldHealth Organization has classified

mobile phone radiation on the IARCscale into Group 2B – possiblycarcinogenic.

Diagnosis The majority of the brain isseparated from the blood by theblood-brain barrier (BBB), whichexerts a restrictive control as to whichsubstances are allowed to pass.Therefore many tracers that reachtumors in the body very easily wouldonly reach brain tumors once there isa disruption of the BBB. Thus thedisruption of the BBB, which can bedetected by a MRI and CT, isregarded as the main diagnosticindicator for malignant gliomas,meningiomas, and brainmetastases. Although there is no specific orsingular clinical symptom or sign forany brain tumors, the presence of acombination of symptoms and thelack of corresponding clinicalindications of infections or othercauses can be an indicator to redirectdiagnostic investigation towards thepossibility of an intracranialneoplasm. Brain tumors have similarcharacteristics and obstacles when itcomes to diagnosis and therapy withtumors located elsewhere in the body.However, they create specific issuesthat follow closely to the propertiesof the organ they are in. The diagnosis will often start withan interrogation of the patient to get aclear view of his medical antecedents,and his current symptoms. Clinical andlaboratory investigations will serve toexclude infections as the causeof the symptoms. Examinations in thisstage may include the eyes,otolaryngological (or ENT) and/orelectrophysiological exams. The useof electroencephalography (EEG)often plays a role in the diagnosis ofbrain tumors. Swelling, or obstruction of thepassage of cerebrospinal fluid (CSF)from the brain may cause (early) signsof increased intracranial pressurewhich translates clinically intoheadaches, vomiting, or an alteredstate of consciousness, and in childrenchanges to the diameter of the skulland bulging of the fontanelles. Morecomplex symptoms such as endocrinedysfunctions should alarm doctors notto exclude brain tumors. A bilateral temporal visual fielddefect (due to compression of theoptic chiasm) or dilatation of thepupil, and the occurrence of eitherslowly evolving or the sudden onsetof focal neurologic symptoms, suchas cognitive and behavioralimpairment (including impairedjudgment, memory loss, lack ofrecognition, spatial orientationdisorders), personality or emotionalchanges, hemiparesis, hypoesthesia,aphasia, ataxia, visual field impairment,impaired sense of smell, impairedhearing, facial paralysis, double vision,or more severe symptoms such as

The first human trial of a new typeof HIV therapy suggests it could be apromising weapon in the fight againstthe virus. Reports in the journal Nature showinfusions of so-called broadlyneutralising antibodies could suppressthe amount of HIV in a patient'sblood. The approach uses clones ofimmune proteins taken from a rareindividual who has natural control ofthe disease. Scientists hope with further workthis could bolster current treatments.'Profound effects' People naturally mount a defenceagainst the virus by producing anarmy of protein based weapons -antibodies. But in most cases theseare not powerful enough to defeat it. The international research teamharvested copies of unusually potentones, capable of neutralising manydifferent strains of HIV. Patients given the highestconcentrations were able to fight thevirus for some time, dampening thereplication of HIV in their blood. The strength of this protectionvaried - in some it lasted more thanfour weeks. In the journal the authors said:"Our data establish that passiveinfusion of single broadlyneutralising antibodies can haveprofound effects on HIV viraemiain humans." street. Upon arrival no one wasin the area so they visited the SanIgnacio Medical Hospital. Police notice a Hispanic maleperson identified as StevenCruz, 20 year old Belizeanlabourer, with multiple chopwounds to the back of the head,right wrist and lower foot. Initial investigation revealedthat Steven Cruz was socializingwith his friends on a veranda atthe home of Alejandr o Galvez.Whilst they were there a minorcame to spoke to Galvez,however, while the minordeparted the yard he was upset

because Galvez didn’t want tolend him two shirts. Upondeparting the minor ottered thewords “All ah unu wa get it!” The group of men didn’t payattention to him. However, tenminutes later, Steven andAlejandro were standing againstthe veranda when the minor andhis brother walked into the yardand approached them. They boththen pulled out machete fromtheir pants lashing Alejandro tothe side with the machete andinflicting the chopping wounds toSteven. Steven began to bleedfrom his right foot and other partsof his body. The two men thenmade good their escape. Steven Cruz was then taken tothe San Ignacio Hospital but waslater transported to the KHMHwhere he was later released.Police investigation continues asthey looking for two suspects.
