Introduction 1. 872 Kanata Squadron, Royal Canadian Air Cadets Standing Orders (hereafter called Squadron Standing Orders (SSOs)) are issued under the authority of the Commanding Officer. These Standing Orders outline the established policies and procedures as carried out by the Squadron and are to be adhered to by all CIC officers, civilian instructors, volunteers and cadets. These orders are effective upon receipt and supersede any previously published Squadron Standing Orders. 2. These orders amplify regulations issued under Queen’s Regulations and Orders for the Canadian Forces (QR&O’s), Queen’s Regulations and Orders for Cadets (QR&Cadets), Defence Administrative Orders and Directives (DAODs), Canadian Forces Administrative Orders (CFAO’s), Cadet Training and Administrative Orders (CATO’s), and Eastern Region Cadet Orders (ERCO’s) Vols 1-3. The Commanding Officer shall be the final authority for interpretation and enforcement of Squadron Standing Orders. 3. The roles and responsibilities of the Sponsoring Committee can be found in the Air Cadet League handbook. 4. The master copy of SSOs will be kept on file at the Squadron local HQ training facility. The SSOs are to be reviewed by all members of Squadron prior to 31 Sep of each training year. The most current copy of the SSOs will be posted on the Squadron Website. The Squadron Deputy Commanding Officer [DCO] will be responsible to ensure that the most current copy of the SSO’s are maintained on the Squadron Web Site and a hard copy available in Rm 106 of AY Jackson for review on Parade nights. 5. Part 1 Personnel

1.1 Duties and Responsibilities - General 1. All Officers, Civilian Instructors, and Volunteers are personally responsible for the execution of the duties assigned to them by higher authority. Officers holding supervisory positions, in turn, are responsible for assigning and supervising the duties of their subordinates. 2. All Officers are expected to be on duty on training parade nights from 1800 hrs to 2145 hrs. If unable to be present on a parade night or other scheduled activity, the Commanding Officer must be informed as far in advance as possible. 3. Civilian Instructors are expected to be present at their activities at least 10 minutes prior to the start of the activity. It is preferable that Civilian Instructors appear on regular parade nights on a frequent basis in order to liase with the Commanding Officer and Training Officer, receive mail, and keep up to date on Squadron activities. 4. Only Officers in uniform will be on parade. 5. All Officers and staff are expected to be present at support training activities as required and as individual schedules permit. These activities include, but are not limited to, survival exercises, base tours, parades, citizenship tours, Tag Days, Battle of Britain Parade and competitions. 1.2 Command and Control 1. The Commanding Officer of a Cadet Unit is responsible to the Commander, Eastern Region through the Regional Cadet Officer (RCO), and has the responsibility to supervise and control all duties of the personnel under his/her command. 2. The Commanding Officer has a right to expect the support of all personnel under his/her command. Personnel are to conduct themselves in a manner, which is not detrimental to the unit’s efficiency or that would discredit the unit and or the Canadian Forces. 3. In any decision making process, the Commanding Officer may seek suggestions or advice from others and consider those suggestions or advice as

the situation warrants. However, it must always be the Commanding Officer who makes the final decision and bears subsequent responsibility for it. 4. The Commanding Officer of 872 Squadron is responsible for the command, control, and administration of 872 Squadron. The Commanding Officer will from time to time, delegate command, control, and administrative responsibilities to other officers who will in return, be responsible to the Commanding Officer for their actions. 5. Terms of reference for the Commanding Officer, Deputy Commanding Officer, Administration Officer, Training Officer, Assistant Training Officer, Standards Officer and Supply Officer are detailed in section 1.3. 6. A subordinate officer will be delegated by the Commanding Officer to be the Deputy Commanding Officer, who will act as the Commanding Officer when the Commanding Officer is not available to perform his/her duties. This officer will be directly responsible to the Commanding Officer for his/her actions and decisions. 1.3 Terms of Reference 1.3.1 Commanding Officer (CO) 1. The Commanding Officer shall be responsible to the:

a. Minister of National Defence and the Canadian Armed Forces in complying with all regulations and orders issued pertaining to Cadets;

b. Air Cadet League of Canada in complying with all rules and regulations issued; and

c. Sponsoring Committee for the progress of the unity and the proficiency of their duties of officers and civilian instructors under his command.

d. Parents of any Cadet with respect to the Cadets well being, safety and membership within the Squadron with respect to the Staff and their impact on the Cadet during officially sanctioned activities.

2. The Commanding Officer shall be responsible for:

a. the appointment of qualified officers to the following particular duties and ensuring deputies are provided during any prolonged absence: i. Administration Officer (Adm O) ii. Supply Officer (Sup O) iii. Training Officer (Trg O)

b. providing recommendations for promotion of officers under his/her

command; c. supervising and controlling all the duties of personnel under his command;

d. keeping Officers, Instructors and Cadets fully acquainted with regulations and instructions issued by higher authority;

e. approving all optional training activities prior to commencement of activity; f. ensuring that:

i. equipment is not demanded in excess of needs; ii. equipment is properly safeguarded; iii. records of equipment are maintained; iv. members of the Squadron return all public property; v. records are maintained showing attendance for instruction and

training progress of each cadet; vi. records are maintained showing strength of the unit; vii. returns/reports are properly and regularly made; viii. prescribed medical questionnaires are submitted; ix. the cadet training is programmed for the training year covering

mandatory and applicable optional subjects; x. the programmed training is completed; xi. the quality of instruction and training aids utilized are the highest

available; xii. the programmed citizenship training is attractive and educational; xiii. good public relations are maintained and that all unit members

present a high standard of deportment and appearance in public; and

xiv. other cadet duties assigned by the Canadian Armed Forces and the Air Cadet League of Canada are carried out.

1.3.2 Deputy Commanding Officer (DCO)

1. Responsible to the Commanding Officer.

2. Responsible for: a. performing the Commanding Officer's duties in his/her absence; b. organizing special functions as directed by the Commanding Officer; c. convening the Squadron cadet Merit Review boards as required; and d. other duties as directed by the Commanding Officer.

1.3.3 Administration Officer (Adm O)

1. Responsible to the Commanding Officer and Deputy Commanding Officer.

2. Responsible for:

a. maintaining accurate attendance records for Officers and Civilian Instructors in accordance with CFAO 9-4;

b. maintaining records showing attendance of each cadet; c. maintaining complete personal files on each member of the

Squadron; d. advising the Supply Officer and Training Officer of cadets enrolled

and released; e. providing Squadron personnel with appropriate forms to initiate CIC

enrolment, promotion, transfer, and release; f. creating and staffing sign-up sheets for optional activities; g. providing staff and cadets with forms and information regarding

applicable honours, decorations and awards; h. preparing correspondence, for Commanding Officer's signature, to

request personnel files of cadets who have transferred from other units;

i. preparing personnel files and DND 728 for forwarding to requesting unit of cadets who have transferred to other units;

j. maintaining an adequate stock of forms required for the administration of the Squadron;

k. correct circulation of all incoming and outgoing correspondence, orders or directives;

l. the custody and control of relevant publications, the entering of amendments on receipt and ensuring that unauthorised people do not have access to them;

m. maintaining a register of all incoming and outgoing correspondence;

n. maintaining the Squadron's filing system; o. preparing and expediting all reports, documents and other

correspondence including Request For exercise (RFE) for the Commanding Officer's signature;

p. arranging for medical reports, as required; q. creating and maintaining flight lists in consultation with the

Squadron Warrant Officer; r. assigning new recruits to flights; s. creating a duty roster of personnel for the positions of Duty Officer,

Duty NCO to be published in the Weekly Training Orders one month in advance;

t. performing duties of DCO if one is not appointed; u. ensuring prompt and proper submission of claims; v. other duties as directed by the Commanding Officer; and w. maintaining the Squadron Voice Callout system and initiating the

1. Responsible to the Commanding Officer.

2. Responsible for: Assistant Training Officer, Optional Training Officer, Training Staff, and Instructors, as well as:

a. developing the training in accordance with established training directives and CTP's;

b. planning and maintaining the training schedule and assigning qualified instructors to individual courses;

c. preparing and distributing Weekly Training Orders in consultation with Admin O;

d. creating and maintaining the annual calendar of events; e. assisting and supervising instructors and senior cadets in the

preparation and presentation of their courses; f. arranging to obtain guest speakers and other voluntary instructors

j. ensuring the ongoing individual training and development of all instructional staff;

k. ensuring that an adequate system of examinations and evaluation is used to monitor the efficiency of training and individual cadets' progress;

l. compiling all training and examination results; m. maintaining records showing training progress of each cadet; n. conducting training counselling sessions as required; o. ensuring that the training program is completed; and p. other duties as directed by the Commanding Officer.

1.3.4.1 Assistant Training Officer (Asst Trg O)

1. Responsible to the Training Officer.

2. Responsible for Directed Optional Training, Directed Optional Training Staff, and

3. Instructors, as well as assisting the Training Officer in: a. developing the training in accordance with established training

directives and CTP's; b. preparing and maintaining the annual training charts and records;

1.3.4.2 Optional Training Officer (Opt Trg O) 1. Responsible to the Training Officer. 2. Responsible for the Optional Training OPIs and Instructors, as well as assisting the Training Officer in:

a. developing the training in accordance with established training directives and CTP's;

b. preparing and maintaining the annual training charts and records; c. planning the training schedule and assigning qualified instructors to

individual courses; d. assisting and supervising instructors and senior cadets in the

preparation and presentation of their courses; e. arranging to obtain guest speakers and other voluntary instructors

2. Responsible for all aspects of a specific Optional including:

a. arranging for qualified instructor(s); b. arranging for appropriate facilities if required; c. developing the training in accordance with established training

policies and directives; d. preparing or selecting and submitting demands for training or

learning as well as maintaining the training and learning aids; e. creating the activity schedule if required; f. conduct of the activity; g. arranging for guest speakers and other voluntary instructors as

required; h. ensuring, if required, that the Squadron is in possession of all

required training material and reference manuals, and that all such material and manuals are kept up to date;

i. ensuring the ongoing individual training and development of all instructional staff;

j. ensuring, if required, that an adequate system of examinations and evaluation is used to monitor the efficiency of training and individual cadets' progress;

k. compiling all training and examination results if applicable; l. maintaining records showing training progress of each cadet if

applicable; and m. ensuring that the training program ,if applicable, is completed.

1.3.4.2.1.1 Optional Training Cadet of Primary Interest (CPI) 1. Responsible to the Optional Training Officer Of Primary Interest.

2. Responsible for the well being of all cadets participating in the activity as well as:

a. acting as a liaison between the Officer of Primary Interest (OPI) and

the cadets participating in the activity in order to maintain communication between all members of the activity and/or exercise;

b. maintaining a high standard of conduct during the activity; c. maintaining activity attendance list and phone tree; d. assisting with flight morale and esprit-de-corps; and e. other duties as directed by the Optional Training OPI.

1.3.4.3 Level Officer (LO) 1. Responsible to the Training Officer. (Trg O) 2. A Level Training Officer will be assigned to support each level of LHQ

training. Each Level Training Officer is responsible to the Training Officer for carrying out the following duties:

a. ensuring that class attendance lists are collected each night from

the instructors for each of the 3 periods, and updating the PO Attendance master document;

b. fielding questions from instructors assigned to their level; c. submitting demands or training requirements from level instructors

(supplies,projectors, information, etc); d. overseeing all assessments for the level, to include :

i. ensuring all cadets are made aware of the assessment requirements in advance

ii. reviewing the training schedule for each week, and ensuring that sufficient photocopies of the required assessments are available at the school every night for the classes to write during the assigned period.

iii. evaluating the assessments in a timely manner after they are completed in accordance with the Qualification Standard and Plan

iv. submitting the results to the Training Officer for input to the master PO Tracking spreadsheet.

v. providing the assessments to the Admin O for filing in the cadet files;

e. supporting the cadet instructors and level Cadets in matters of esprit-de-corps to foster team building, pride and cohesion in the Level.

f. being the “ears" of the Squadron Trg O for early identification of problems or concerns by cadets and/or instructors.

g. ensuring during the training year, by referencing the training schedule that all Lesson Plans kept in the training cabinet at AY Jackson HS are up to date with upcoming Lesson, and with the latest Cadet Program Update.

1.3.4.4 Flight Officer (FO) 1. Responsible to the Training Officer. (Trg O) 2. A Flight Officer will be assigned to support each Flight of cadets. Each Flight

Officer is responsible to the Deputy Commanding Officer for carrying out the following duties:

a. being present for "Flight Time" during each Regular training

evening, to ensure flight attendance is taken, to deliver any Squadron Activity messages and collect any "sign-up" sheets that are required by the AdmO;

b. representing the Squadron staff members in that any questions from Flight Cadets that cannot be answered by the Flight Commander can be answered by the Flight Officer or taken back to the appropriate staff member;

c. assisting the Cadet Flight Commander to organize the Flight before each Wednesday night parade;

d. assisting the Cadet Flight Commander with respect to administrative requirements that have to be taken to the CO and Squadron staff members;

e. assisting the Cadet Flight Commander with establishing, building and maintaining Esprit de Corps within the Flight. This may be done through assisting in the organization of boot shinning parties, sports activities etc;

f. acting as buffer between Flight Cadets that cannot for whatever reason get along and are not comfortable with bringing their concerns to another Cadet;

1.3.5 Supply Officer (Sup O) 1. Responsible to the Commanding Officer. 2. Responsible for: Assistant Supply Officer, and Supply NCO, as well as:

a. maintaining the following records affecting the accounting of material on loan to the Squadron:

i. voucher register; ii. voucher files; iii. customer account; iv. individual loan cards; and, v. temporary loan cards.

b. demanding, receiving and returning all equipment in accordance with established DND procedures and authorized scales of issue;

c. ordering all clothing and badges from authorized distributor; d. maintaining accurate accounting of current budget to date and all

orders against that budget; e. conducting cadet kit inspections as required; f. ensuring the security and proper care of all materiel - in particular,

weapons and ammunition; g. issuing, exchanging and receiving materiel; h. undertaking measures for recovering uniforms of cadets no longer

parading with the Squadron; i. carrying out Squadron customer account verifications:

i. at designated intervals; ii. ii. on appointment of a new Supply Officer; and, iii. on change of Commanding Officer;

j. submitting a written report to the Commanding Officer on discovery of loss or damage to material;

k. preparing and submitting to the Commanding Officer all write-off documents;

l. maintaining a current list of all equipment and material, that is not public property (ie, Squadron owned equipment);

m. maintaining a current list of all clothing and badges possessed by the Squadron; and,

n. undertaking other duties as directed by the Commanding Officer. 1.3.6 Range Safety Officer (RSO) References: A. A-CR-CCP-177/PT-001(CCM Cadet Marksmanship Program Reference Manual) B. CFAO 9-20 C. CATO 24-01 D. ERCO 1604 E. 872 SSOs Annex A (Sqn Range Safety Orders) 1. Responsible to the Commanding Officer. 2. The RSO is appointed in accordance with CFAO 9-20. Authorisation for an

individual’s appointment as an RSO shall be made in writing by the CO and

shall be published in Weekly Training Orders specifying the type and calibre of rifles for which that person is qualified. Officers of the Cadet Instructor Cadre and civilian instructors are to be appointed by the RCSU Eastern CO and their names published in Regional Routine Orders.

3. To be qualified for appointment as RSO, an officer must satisfy a number of

qualifications. They must:

a. be qualified on the rifles or rifle systems being used by virtue of either a formal CF course or a combination of unit on-job training and experience meeting the CO’sapproval;

b. have general understanding of the orders and formalities relative to outdoor and indoor firing ranges and the range exercises that take place; and

c. have demonstrated the ability to supervise and control the rules that apply in indoor and outdoor firing ranges.

4. The RSO is mandated to ensure the maximum safety of his/her personnel

and the protection of government property. The RSO must always be present during range exercises and shall ensure that all safety regulations are enforced.

5. The RSO is responsible for: a. ensuring the safety of all his/her personnel; b. applying all safety policies and ensuring that all mandatory safety

regulations are observed; c. being aware of the telephone number of the nearest medical

establishment; d. ensuring that all range exercises are conducted in accordance with

safety regulations; e. stopping firing when, in his/her opinion, conditions constitutes a

hazard; f. thoroughly inspecting the range; g. ensuring the safety of group members; h. reporting all unsafe equipment and incidents to the CO; and i. recommending changes to the existing orders in the interest of

safety.

6. The RSO shall in the event of an ammunition accident resulting in injury to personnel and/or damage to property, remain at the scene, restrict access to the press and take any actions deemed necessary under the circumstances. In addition he/she must:

a. ensure the availability of first aid equipment and personnel; b. notify the CO; c. notify the next of kin; and d. in the event of damage to property, notify:

7. The RSO card is valid for a period of five years. 8. Officers or civilian instructors who wish to renew their certification should refer

to the procedure stipulated in ERCO 1604. 1.3.7 Unit Human Rights Advisor (UHRA) Ref: CATO 13-24, APPENDIX 1, ANNEX A, Ch 21/10 1. As an advisor to the CO/OIC, the UCCMA has a responsibility to:

a. provide information and advice to the CO, cadets and adult supervisors based on CATO 13-24 when requested; b. coordinate the delivery of the Positive Social Relations for Youth training modules in accordance with current policy; c. provide advice to the CO in determining an appropriate course of action; . d. maintain separate files on harassment incidents; and e. seek advice and guidance from the Detechment Cadet Conflict Management Advisor or Region Cadet Conflict Management Advisor as required.

3. . 1.3.8 Duty Personnel 1.3.8.1 Duty Officer 1. The Duty Officer is responsible to the Commanding Officer. 2. The Duty Officer shall be responsible for:

a. ensuring the Duty NCO's are briefed at the beginning and end of their period of duty;

b. ensuring that the Duty NCO's carry out his/her assigned duties; c. ensuring that any problems, which occur during his/her tour of duty,

are dealt with in the proper manner and, if necessary, referred to the proper officer within the Squadron or to the Commanding Officer;

d. doing a final condition and security check of facilities used during his/her period of duty;

e. ensuring all cadets have left the grounds at the end of each activity; f. remaining on duty from 1800 hrs to 2145 hrs on Wednesday, or

ensuring a "stand-in" is available, and notified, to replace the Duty Officer when he/she is unable to attend a Squadron function/activity;

g. other duties as assigned by the Commanding Officer.

1.3.8.2 Duty NCO 1. The Duty NCO shall be responsible to the Duty Officer. 2. Duty is from 1815 hrs to 2130 hrs or later on Wednesday. The duty NCO shall

ensure a "stand-in" is available, and notified, to replace the Duty NCO when he/she is unable to attend the Squadron parade.

3. The Duty NCO shall be responsible for:

a. reporting to the Duty Officer or Squadron Adjutant at the start and finish of his/her

b. tour of duty; c. supervising common areas; d. ensuring that any problems which occur during his/her tour of duty

are dealt with in e. the proper manner and, if necessary, refer the situation to the Duty

Officer; f. ensuring that fall-in starts on time; g. collecting announcements from DCO/Admin O prior to dismissal

parade and reading h. them at dismissal parade i. supervising hallways and break area; j. ensuring that all cadets are in classes on time, unless excused by

the Commanding k. Officer or Training Officer; l. ensuring that all classes end on time and a minimum "five minute

warning" is given to ensure instructors finish and have the cadets on dismissal parade at 2100 hrs;

m. greeting all visitors and escorting them to a Squadron officer (no one is to enter the training area without first reporting to a Squadron officer);

n. remaining to the flank of the Squadron on opening parade to take the names of cadets arriving late;

o. escorting cadets who fall out of formation due to illness or other reasons to back of parade square;

p. ensuring that all desks/tables/chairs are exactly as they were found on entering the school, all windows are closed and lights off, and that anything written on chalk boards by Squadron personnel has been erased; and all chalk brushes have been returned to the correct rooms; and

q. other duties as assigned by the Duty Officer or the Commanding Officer.

1.3.9 Cadet Warrant Officer First Class 1. Responsible to the Commanding Officer.

a. inforing the CO of the vision that the senior cadet's have for the Squadron;

b. working with the Squadron Officers; c. consulting and involving his/her staff in managing the Squadron; d. Develop and apply new innovative strategies to bring the Squadron

to achieve and surpass annual goals established by the CO; e. NCOestablishing standards to achieve compliance with the

requirements set by the CO (conformity, dress, behaviour, drill); f. NCOidentify priority issue to be addressed at section meetings; g. define Squadron incentives for performance in order to achieve a

sense of belonging; h. develop a system of effective information transmission in the

Squadron so that all cadets receive instructions accurately and promptly;

i. take part in parades and ceremonial order; j. transmit information and directives from the CO and Officers to

subordinates; k. inform the staff of any problems encountered as well as

suggestions for improving the operation of the Squadron; l. personally contact an NCO that's had two consecutive absences or

has signified his intention to leave the Squadron, in order to collect justifications from the cadet and try to motivate him back;

m. NCOpersonally contact an NCO that's had two consecutive absences or has signified his intention to leave the Squadron, in order to collect justifications from the cadet and try to motivate him back;ensure the safety and well-being of the Squadron cadets;

n. be responsible for the conduct and performance of the NCOs; o. oversee the tasks of subordinates; p. resolve conflicts between NCOs; q. know the NCOs; r. listen to the concerns of NCOs and cadets; s. encourage and congratulate NCOs for good performance; t. correct and support NCOs showing some difficulties in achieving

their objectives; u. monitor the behaviour and performance of NCOs especially when

deadlines have been established; v. ensure the tasks assigned to NCOs are well done and encourage

initiative; w. advise when needed; x. ensure the Squadron standards are in accordance with the

requirements of CATO 55-04;

1.3.10 Cadet Warrant Deputy Officer 1. Responsible to the Cadet Warrant Officer First Class. 2. Responsible for: Cadet Master Warrant Officer, Cadet Warrant, Cadet Flight

Sections and the well being of all cadets, as well as: a. help the WO1 in managing the Squadron and act as a counselor. b. replace the WO1 in his/her functions when they are absent or

unable to attend the instruction nights; c. work with the departments or activity reps; d. support the Flight Section, the Colour Party commander and the

Service clerks in their work; e. provide all required documents in order to help them perform their

tasks; f. ensure supervision in the fall-in and dismantling of the parade; g. transmit guidelines for the daily schedule; h. keep the WO1 informed of serious shortcomings in the

performance of administrative tasks; i. transmit the results of the telephone attendance survey for the

Flight Sections to the WO1; j. NCOcoordinate the arrival and departure of cadets; k. make sure the attendance sheets and inspection results are

transmitted to the relevant person; l. check the effectiveness of the weekly telephone message and

advise the WO1 of any issues; m. ensure the attendance list is maintained and know at all times the

number of cadets present at the Squadron. Always keep an updated attendance list in his/her possession;

n. follow up with the Flight Sections and the Service clerks for requests submitted by the different departments and activity reps;

o. follow up with the repsonsible person of each department and activity on requests made by the Flight Section and the Service clerks;

p. support the WO1 and his superiors in the legitimate decisions they make;

q. ensure that the Squadron standards are in accordance with teh requirements of CATO 55-04;

r. correct and take disciplinary action against any offender under the rules established by the Code of Discipline;

s. enforce local, regional and national orders applicable to the cadets; and

t. perform all other duties assigned by a superior.

meet expectations after they were met by their Flight Section; g. propose and plan periods dedicated to the achievement of the

standards; h. NCOtransfer on a regular basis to the Disciplinary Officer

information on problems encountered, actions and recommendations;

i. keep the WO1 informed of breaches of the Code of Discipline and difficulties in reaching objectives;

j. mentor NCOs in accomplishing their supervising tasks; k. advise NCOs in regards to training and application of the Code of

Discipline; l. provide NCOs with all appropriate documents in regards to the

Code of Discipline; m. educate NCOs in the gradual formitive approach in resolving and

achieving performance goals; n. propose ideas of disciplinary action the the Disciplinary Officer; o. check the statistics and results of uniform inspections and

behaviour for each Section and put emphasis on improvements; p. support the WO1 and his superiors in the legitimate decisions they

make; q. ensure that the Squadron standards are in accordance with the

requirements of CATO 55-04; r. correct and take disciplinary action against any offender under the

rules established by the Code of Discipline; s. enforce local, regional and national orders applicable to the cadets;

and t. perform all other duties assigned by a superior.

behaviour for each Section and put emphasis on improvements; q. support the WO1 and his/her superiors in the legitimate decisions

they make; r. enforce local, regional and national ordinances applicable to

cadets; s. ensure the Squadron standards are in accordance with the

requirements of CATO 55-04; t. correct and take disciplinary action against any offender under the

rules established by the COde of Discipline; and u. perform all other duties assigned by a superior.

1.3.13 Cadet Flight Section 1. Responsible to the Cadet Warrant Deputy Officer. 2. Responsible for: Cadet Deputy Flight Sectionand the well being of all cadets

in the flight as well as:

transmission in the Section so that all Section members receive instructions accurately and promptly;

g. transmit the result of the telephone attendance survey to the Deputy Warrant Officer;

i. keep the officer responsible for the Section informed of the intentions of cadets wishing to release;

j. inform of problems encountered during the day as well as suggestions for improving the operation of the Squadron;

k. ensure the safety and welfare fo the cadets in their Section; l. supervise the cadets of their section when performing a task to

ensure that the objective will be achieved; m. inspect their Section; n. resolve confilcts between Cadet Sections; o. know the cadets in their Section; p. encourage and congratulate the cadets for their good performance; q. correct and support cadets showing difficulties in achieving

objectives; r. maintain a log of changes in cadets' performances and report

monthly to the Section Officer; s. maintain an attendance list and take attendance of their Section at

all activities to ensure maximum safety during an evacuation. In addition, they will always have an attendance list in their possession;

t. monitor the behaviour and performance of their cadets especially when deadlines have been established;

u. enforce local, regional and national ordinances applicable to cadets;

v. ensure Squadron standards are in accordance with the requirements of CATO 55-04;

w. correct and take disciplinary action against any offender under the rules established by the Code of Discipline; and

2. Responsible for: the well being of all cadets in the flight as well as: a. help the Flight Section in managing the Section and act as a

counselor; b. help their cadets in the performance of their duties; c. define Section incentives for performance in order to foster a sense

of belonging; d. responsible for the fall-in of the Section; e. participate in the governance of the Section; f. develop and implement a system of effective information

transmission in the Section so that all Section members receive instructions accurately and promptly;

g. personally contact a cadet who has two consecutive absences or has signified their intention to leave the Squadron to collect feedback. Always try to motivate them back;

h. keep the Flight Section informed of the intentions of releasing of any cadets in their Section;

i. ask questions when they receive a directive and they are not certain to understand the expectations or to confirm that a subordinate has guidelines;

j. support the cadets before gatherings; k. ensure that members of their Section carefully and safely store their

equipment; l. take the Section attendance and forward the information to the

Flight Section; m. know at all times during regular training the number of their cadets

on site; n. observe cadets on parade and recognize the one's in the ranks that

require help; o. correct the cadets of their Section when they do not properly

execute drill movements; p. know the cadets of their Section; q. encourage and congratulate their cadets for good performance; r. correct and support cadets showing difficulties in achieving the

objectives; s. support the Flight Section and superiors in the legitimate decisions

they make; t. enforce local, regional and national ordinances and regulations

Part 3 Training

3.1 Training Night Routine 1. The following information outlines the schedule for a regular Wednesday Training night. An inspection by the Commanding Officer will take place as frequently as

possible as scheduled by the Training Officer. 2. CO's parade will be during Period 3. 3. All personnel except for the Duty Personnel shall be on parade during the

Commanding Officer’s Inspection. 4. Dress for this parade is as follows:

a. Cadets – C2 – Full Dress Uniform with medals. b. Officers – DEU3 with medals. c. Civilian Instructors/Volunteers – Shirt & tie preferred, no jeans or

sneakers 5. The Commanding Officer may invite a civilian dignitary from the community to

a Commanding Officer’s Parade to act as a Reviewing Officer. Where such is the case, the Reviewing Officer will be accorded all military honours appropriate to a senior officer of the Canadian Forces while on parade.

3.3 Optional Training 1. All optional training activities shall be approved by the Commanding Officer

prior to commencing. 2. The Commanding Officer shall approve all optional training locations and

ensure that qualified instructors supervise all optional training activities. The CO will also ensure that the required Request For Exercises [RFE’s] have signed by him/her and submitted to Detachment for authorization of all activities involving Cadets throughout the Cadet Training year, and that the RFE has been authorized by Detachment prior to the event being allowed to take place.

3. All optional training activities shall be promulgated in the Squadron Training

Orders. Required information will include dates and times of each activity. Promulgation in Weekly Routine Orders will constitute approval of the activity.

4. Days and times of optional training activities are subject to change. Any

rescheduling of an optional activity is subject to the approval of the Commanding Officer. The Instructor in Charge will announce notices of such changes as far in advance as possible.

5. Additional activities such as parades, base tours, flying, and survival

exercises will be promulgated in Weekly Routine Orders, as well as in verbal and written announcements as far in advance as possible.

3.4 Power Familiarization Flying 1. Familiarization flights will be organized by the CO or his/her designate

periodically. 2. Where possible, cadets involved in the Operations of the Fly Day, will wear

appropriate clothing when participating in familiarization flights. The use of personally owned flight suits is authorized where the flight suits comply with dress regulations and is authorized by the Commanding Officer.

3. Pilots will be selected based on ability, availability, and experience and must

be approved by the Regional Cadet Support Unit (RCSU). Pilots will ensure that maximum training benefit is achieved for cadets undergoing familiarization flights by:

a. including the cadet in the planning of the flight; b. including the cadet in the Daily Inspection of the aircraft; c. explaining the various instruments and controls; d. providing experience at controlling the aircraft; and e. explaining the flight plan and ATC procedures.

4. The Pilot In Command will present receipts for flights taken to the

Commanding Officer or his/her representative at the earliest opportunity following familiarization flying.

5. The Commanding Officer who will then submit them for payment by the

Sponsoring Committee. The Sponsoring Committee shall ensure payment is made to the appropriate flying club at the earliest opportunity.

6. All familiarization flying will be conducted as per the requirements and

regulations set out by the RCSU in ERCO 1501. 7. Cadets will ensure that they inform the OPI or designate at the earliest

opportunity if they are not able to meet their commitment to attend a power fly day.

3.5 Gliding 1. Cadets will not fly if they believe that they are not fit to undertake such flights. 2. Dress for gliding will be warm civilian clothes. 3. Cadets will conduct themselves with maturity at the gliding field and will pay

careful attention to the safety aspect of the operation. 4. Cadets will not wander from the gliding operations on the airport and will only

move under supervision. 5. Cadets will ensure that they inform the OPI or designate at the earliest

opportunity if they are not able to meet their commitment to attend a gliding day.

3.6 Physical Fitness Training 1. Cadets are required to maintain a fitness level that meets the aims of the

movement to promote physical fitness. 2. Cadets will participate in all physical training provided by the Squadron unless

specifically excused by the Training Officer in consultation with the Commanding Officer.

3. Physical fitness training will be conducted by appropriately trained cadets,

and will include a warm up and stretch period and a cool down period. 4. An Officer or Civilian Instructor will be present for all physical fitness or sport

training. 5. A first aid kit will be readily available at all physical fitness or sports training. 3.7 First Aid Training 1. It is the objective that all 872 Squadron personnel will undergo first aid

training yearly and maintain a minimum of St John Ambulance Emergency First Aid qualifications.

3.8 Exercises 3.8.1 Supervision 1. All Squadron activities shall conform to regulations requiring a supervision

ratio of 1 adult to 20 cadets for one day activities and 1 adult to 15 cadets for

overnight activities.

2. Where female cadets are present, a female adult supervisor shall be present on the exercise if possible.

3.8.2 First Aid Requirements 1. An Officer or Civilian Instructor shall be appointed as First Aid Officer for all

exercises and shall be qualified and equipped to carry out emergency first aid in the field.

3.8.3 Organization 1. Each exercise will have an Officer of Primary Interest (OPI) and a cadet

selected to act as the Cadet of PI (CPI). Together they shall oversee all aspects of the exercise on behalf of the Commanding Officer including the preparation of an Operations Order. The CPI shall assist in the preparations of all Squadron stores required on the exercise in conjunction with the Supply Officer and the OPI.

2. The OPI and CPI shall be appointed no later than two months prior to the

exercise and shall assist in the preparation of the training timetable and appointment of instructors in conjunction with the Training Officer. An RFE shall be submitted for each exercise no later than four weeks prior to the planned date(s).

3.8.4 Attendance 1. Attendance at Wednesday night parades and most exercises is mandatory for

cadets to complete their Training Level and be eligible to advance to the next level and be considered for promotion. Attendance at these activities is also reviewed when considering a cadet for Summer Training.

2. Cadets will ensure that they inform the OPI or designate at the earliest

opportunity if they are not able to meet their commitment to attend a gliding or power fly day.

3.9 Range Training 1. 872 Squadron members will use only authorized ranges in conducting range

training. 2. A qualified RSO will supervise all range activities. 3. All personnel are required to comply with National, Regional and Squadron

Range Standing Orders (Annex A) at all times while on 872 Squadron

controlled ranges. Range Standing Orders covering private ranges that 872 Squadron utilizes will also apply.

4. All cadets are required to complete a range safety course prior to attending

any range activities. 3.10 Positive Social Relationships for Youth (PSRY) Training 1. All Cadets must complete the PSRY programme as soon as possible after joining the Squadron. 2. PSRY Training is also part of the Level 4 training. . 3. All Staff are required to take the Staff PSRY Module prior to enrolment. 3.11 Dress Regulations 1. The dress and appearance of Officers and Cadets on all occasions will be such as to reflect credit to the Canadian Forces, The Royal Canadian Air Cadets, and 872 Kanata Squadron. 2. All cadets shall conform to the Air Cadet Dress Regulations, CATO 55-04, while in uniform; 3. All CIC Officers shall conform to the Canadian Forces Dress Regulations, A-AD-265-000/AG-001, while in uniform, and shall be considered on duty while at the unit, whether in uniform or not; 4. Under no circumstances shall civilian articles of clothing be worn with any part(s) of an Air Cadet or CIC uniform, except in extreme weather conditions or with expressed permission of the Commanding Officer in regards to unavailable articles of issued clothing due to size, availability etc. 5. All Civilian Instructors and volunteers shall wear appropriate attire during Squadron training nights and training activities (ie. the civilian equivalent of the uniform being worn by officers). When participating in public parades, CIs shall be dressed in a jacket and tie or the equivalent level of dress for female staff. 6. The wearing of the Cadet Uniform is authorized for official cadet activities only. Authorization to wear the Cadet Uniform at non-cadet activities, i.e. School Remembrance Day Ceremonies, must be obtained from the Commanding Officer.

7. Cadets and their parents/guardians are to understand that the uniform and equipment issued by Supply is on loan by DND for the duration of their Cadet career and must be returned at the completion of training. Cadets are also expected to comply with instructions for the care of the uniform, so as to return it in a recyclable condition. 8. Hair cuts and styles for male and female Cadets must comply with CATO 55-04 and present a neat, clean – cut appearance for all Cadet activities. 9. Cadets not wearing a tie during winter dress shall be challenged by the Squadron WO1 and if he/she has forgotten the tie, then the shirt collar will be worn inside the tunic or if temperature permits, the Cadet will be asked to do the night training in “summer dress”; collars will NOT be worn outside of the tunic. Cadets who have lost their tie will be requested to replace same at their expense by contacting the Supply Officer. 3.12 Deportment 1. All members of 872 Squadron including, cadets, civilian instructors,

volunteers and CIC officers shall conduct themselves in a professional and responsible manner at all times. Officers and staff are to address each other by their rank/title and surname, and cadets by rank and surname, when in the presence of cadets.

2. Cadets and CIC officers, while in uniform, shall not chew gum, slouch,

saunter, carry hands in pockets, smoke, walk arm in arm or indulge in similar lapses of deportment that detract from a military bearing in the eyes of the public.

3.13 Paying of Compliments 1. A high standard of military bearing is to be maintained and all ranks will pay

proper compliments to officers. Compliments will be carried out in a smart and efficient manner.

2. Staff cars bearing official flags shall be saluted. 3. Proper compliments will be observed in the following areas;

a. on the parade square in the school; and b. officers, or CI’s entering classrooms;

4. Salutes will not be observed in upper or lower hallways in the school. 5. The Commanding Officer will be recognized by all, regardless of rank.

Officers of the same rank of the Commanding Officer are not required to salute the Commanding Officer unless on parade.

6. When on exercise or when you find that you are working in close proximity to someone to whom you would pay compliments, the professional military way is to pay compliments the first time you meet the senior person at the start of the day, and again as the last thing you do before parting company or retiring for the night. A good example is if you were working with an officer on a training exercise, you would not pay compliments each time you address him/her, but rather do as described earlier.

5. Compliments will always be paid by all, on all occasions, on a Parade Square. 3.14 Chain of Command 1. All personnel are to go through the proper chain of command in all matters.

The chain of command is as follows: a. Commanding Officer b. Deputy Commanding Officer c. Training/Administration/Supply Officers/Flight Officer d. Cadet Squadron WO1 e. Cadet Deputy Squadron Warrant Officer f. Cadet Flight Sergeants g. Flight NCOs h. Cadets

2. The Cadet Squadron WO1 is the only Cadet who may liase directly with the Commanding Officer without going through the normal chain of command.

3. The Cadet Squadron WO1, Cadet Deputy Squadron Warrant Officer,

Squadron Adjutant, Squadron Warrant Officer, and Flight Commanders may liase directly with the appropriate officer regarding matters related to Training, Administration, or Supply.

4. All personnel are permitted to have personal interviews with the Training

Officer or Commanding Officer. It is preferable that prior appointments be made for these interviews.

3.15 Cadet Instructor Requirements 1. Cadet instruction must be of the highest standard at all times. 2. A cadet will not conduct an instructional period for cadets unless:

a. A lesson plan has been prepared and approved no less than one week prior to the instruction;

b. The cadet instructor has undergone instructional technique training; and

c. The cadet instructor has been evaluated under the supervision of the Training Officer or his/her delegate and meets the standard for instruction.

3.16 NCO Inspections 1. All NCOs will be inspected to ensure a high level of dress prior to Wednesday

night training, separately from the routine Squadron inspection. NCOs are expected to be present for inspection at a time ordered by the Cadet Warrant Officer First Class, but no earlier than 18:15 hrs on the Wednesday night.

3.17 Classroom Upkeep 1. Classrooms will be maintained in an orderly manner. 2. Classroom instructors shall ensure that they leave the classrooms clean,

whiteboards clean, chairs and tables arranged in a military manner, and that all garbage has been placed in the proper receptacles.

3.18 Out of Bounds Areas 1. During training parades the following areas are out of bounds to all cadets, unless on duty:

a. All areas of AY Jackson HS that are not assigned the squadron; b. Gymnasium; c. Supply Stores Room [Glen Cairn Community Centre] unless invited

by Sup O d. Training Room 106; and e. Rotunda Area, unless authorized by a staff member.

Part 4 Administration

4.1 Accidents and Medical Emergencies 1. All precaution will be taken to avert accident or emergency situations.

2. Where a medical emergency occurs, the officer or civilian instructor will take

immediate action to avert any additional injuries.

3. Assistance will be sought for medical emergencies. No ambulance or hospitalisation will occur without the consent of the senior officer present or the Commanding Officer.

4. The Commanding Officer will be notified of all accidents and medical emergencies as soon as practical.

5. The officer or civilian instructor will note the date, time, and circumstances and will prepare a CF98. These forms will be forwarded to the Commanding Officer for signature and submission to Eastern Region cadets.

4.2 Fire Orders 1. All personnel should be aware of the locations of fire extinguishers and fire

alarms. 2. All hallways and doorways in the building will be kept clear and unobstructed

at all times. 3. Tampering with fire and safety equipment will result in disciplinary action up to

and including release of the personnel involved. 4. Local telephone number for the City of Ottawa Fire Department is 911. 5. Parade attendance forms will be completed by cadet Flight Sergeants and

returned to Cadet Duty NCO before the first training period starts who will in turn deliver them to the Adm O.

6. The CO will or his/her designate will create and maintain an evacuation plan

and all Squadron personnel shall be aware of their rendezvous point outside the school.

4.3 Security 1. Each individual is responsible for ensuring the security of DND and Squadron

property and facilities used by the Squadron. 2. Doors to the building shall be locked at all times unless a facility is actively in

use. 3. The last person to leave the facilities will ensure that the rooms have been

secured and that all doors are locked and all windows are secured. This check will be done even if the last person to leave has not occupied an area.

4.4 Attendance 1. Attendance at weekly training parades is mandatory for all cadets. All cadets

are expected to be on parade and ready for inspection by 1830 hrs. 2. If a cadet is unable to attend a parade night it is his/her responsibility to

contact his/her assigned Flight NCO, prior to 1700 hrs, and inform the Flight NCO of his/her anticipated absence and the reason. The Flight NCO will mark the cadet absent on the nominal roll and include a remark as to the reason.

Only the AdminO or CO can mark a cadet as Excused for a parade night. Missing a parade night for schoolwork does not count as excused.

3. Attendance at weekly training parades is recorded as follows:

1. PRESENT – physically present for the entire parade 2. LATE - arrival after 1830hrs 3. EXCUSED – cadet contacts Squadron prior to 1700 hrs with a

suitable reason (see point 2) 4. ABSENT - cadet is absent and does not contact the Squadron prior

to 1700 hrs 5. LOA - leave of absence, for an extended period, granted by

Commanding Officer

4. Attendance at mandatory support training is a requirement to progress from one training level to the next. It is also a criterion for promotion and selection to summer training courses.

5. Cadets who sign up for mandatory support and/or optional activities are

expected to attend. If unable to attend, cadets are expected to contact the OIC or NCO-i/c as per the instructions for weekly training parades.

6. Instructors will ensure that class attendance is taken and submitted to the

Level Officer at the conclusion of the class. These records are required to verify that a cadet has successfully met the LHQ Mandatory Training requirements.

4.5 Correspondence 1. All correspondence, including memos, newsletters, press releases, and

information to parents, must be reviewed and approved by the Commanding Officer.

2. All iNCOming and outgoing correspondence including electronic

correspondence must go through the Administration Office for recording purposes.

3. All warning and operations orders must be reviewed and approved by the

Commanding Officer. 4.6 E Mail 1. All E Mail directed to 872 Squadron shall be forwarded to the Administration

Officer for appropriate action. 2. All outgoing email concerning Squadron activities shall be CCd to the

Commanding Officer.

4.7 Squadron Website 1. The content of the Squadron Website is the responsibility of the CO. The

Squadron website shall not be modified, altered, or changed without the specific approval of the Commanding Officer.

4.8 Promotions 1. Promotions will be made in accordance with the current Policy (published separately). 2. The final decision for promotions rests with the Commanding Officer 4.9 Summer Training Selection (National, Regional and Quota Courses) 1. Summer Training candidate selection will be done by the Commanding

Officer in consultation with the Training Staff of 872 Squadron, and the Chairperson of the Sponsoring Committee. Selection will be based on criteria set out by the Department of National Defence and the Air Cadet League of Canada, supplemented by local standards.

2. The Squadron Administration Officer is responsible for creating, publishing,

and the coordinating the administrative process and schedule for summer training courses.

3. Cadets are expected to submit all documentation required by posted

deadlines. Failure to do so may result in failure of the Cadet to attend the Summer Training Course for which the cadet has applied.

4.10 Computers 1. Computers will be used for their specifically designated purposes only. 2. Only Region IT approved and licensed software will be used on computers

supplied from RCSU for use at 872 Squadron. 4.11 Official Squadron Badge 1. The Official Badge of 872 Kanata Squadron is shown in figure 2. Figure 2. 872 Sqn RCACS Official Badge 4.12 Use of Privately Owned Motor Vehicles (POMV) 1. Cadets are not to use privately owned motor vehicles (POMV) on cadet

activities unless specifically authorized by the Commanding Officer and then

only as necessary to perform a specific duty related to the purpose of having the vehicle present.

2. No officer or civilian instructor shall be reimbursed for the use of POMV

unless authorized by the Commanding Officer. 3. Cadets shall not transport other cadets in their POMV during cadet activities. 4. CIC officers and CIs shall not transport cadets in their POMV. 4.13 Alcohol, Drugs, and Smoking 1. The use of alcohol or illegal drugs by staff or cadets is not permitted prior to,

or at any Cadet activity, or in the presence of Cadets. 2. Smoking is not permitted in the presence of cadets at any cadet activity under

the direction of 872 Kanata Squadron. 3. All Officers, Instructors, Volunteers, and Cadets are to comply with the Cadet

Drug and Alcohol Policy as per CATO 13-23. Ignorance is no excuse. 4.14 Harassment, Racism, and Abuse Policy 1. To facilitate a positive environment for all personnel, harassment, racism, and

abuse of any nature will not be tolerated in 872 Kanata Squadron. 2. All incidents of harassment, racism, or abuse shall be reported to the UCCMA

who will investigate them and advise the Commanding Officer as to what action should be taken.

3. False accusations will be taken very seriously, and may result in dismissal

from 872 Squadron of offending person(s). 4. All staff shall complete the SHARP, and CHAP training prior to enrolment in

the CIC or as a CI with 872 Kanata Squadron. 4.15 Fraternization 1. Officers, Civilian Instructors, or adult Volunteers will not fraternize with Cadets

on any occasion. 2. Cadets will not fraternize with other Cadets during Cadet activities. 3. Definition:

frat-er-nize (fràt er n ìz) verb, intransitive a. To associate with others in a brotherly or congenial way; and b. To associate on friendly terms with a clearly defined group, often in

violation of discipline or orders.

c. Examples of fraternization include but are not limited to: i. Holding hands; ii. Embracing; iii. Sexual overtures; and iv. Offering favours in advancement of personal relationship.

4.16 Theft 1. Theft will not be tolerated and will result in dismissal from 872 Kanata

Squadron. It is the duty of every member of the Squadron to minimize the risk of theft of DND and Squadron property.

2. Squadron personnel are to report any suspicious activity or theft immediately

to the Commanding Officer. 4.17 Conduct Prejudicial to the Good Order a. The conduct of all Royal Canadian Air Cadets shall reflect the high ideals and

aims of the movement: To Learn, To Serve, To Advance. Any conduct prejudicial to the good order of 872 Kanata Squadron will not be tolerated and can result in dismissal.

b. Examples of such conduct, but not limited to are:

a. conduct or actions that will undermine morale; b. associations with groups outside of cadets that will undermine the

purpose and aims of Air Cadets; c. being found guilty in civil or criminal court action or being an accessory

to a crime; d. disobeying a direct order of a superior; e. being improperly dressed or slovenly in dress; f. disobeying orders; g. improper use of equipment/loss of equipment; h. undermining the authority of a superior; and i. disorderly conduct while in uniform or while at a cadet function. j. improper dress, hair, jewellery etc.

4.18 Informal Disciplinary Reporting Procedure 1. Recurring discipline issues of a minor nature will be documented by memo or

similar format. 2. Process may be initiated by any , but must be reported through the chain of

command. 3. The cadet involved will sign all documentation created.

4. The Cadet Squadron Warrant Officer will then present all Chits to the Deputy Commanding Officer for review. The DCO will suggest a course of action and present them to the Commanding Officer.

5. The Administration Officer will ensure the documentation is filed in the

Cadet’s personnel file. 4.19 Conduct and Discipline - Cadets 1. This order sets out the policy and procedures applicable to the administrative

or disciplinary actions that are designed to rectify deficiencies in a cadet's performance or conduct. Applicable forms at Annex B or Annex C is to be used.

2. This order should be read in conjunction with:

a. CATO 15-21 Compulsory Termination of Cadet Membership; b. CATO 15-22 Conduct and Discipline - Cadets c. QR&O (Cadets) 4.21(2); d. QR&O (Cadets) 5.42; and e. CATO 13-24 (CHAP) f. CATO 15-22 ANNEX A provides example Breaches of Conduct and

Suggested Corrective Measures. It is to be referenced prior to any administrative or disciplinary action is taken.

3. Administrative and Disciplinary actions available to the CO include, but are

not limited to: a. verbal warning; b. cautionary notice; c. assignment of extra duties; d. written warning; e. suspension of privileges; f. cease training; g. removal of position; h. suspension of pending promotions; i. reduction in rank; j. suspension, and/or; k. termination of membership.

4. Any use of administrative or disciplinary measures must be done inI a manner

consistent with the principles of procedural fairness outlined in CATO 15-22.

8. A Sample Letter of Suspension is found in CATO 15-22, Annex D. 4.20 Appeal Mechanisms 1. Should a cadet disagree with any disciplinary measure, the cadet may

request a review of the matter through the CO. This may be done verbally or in writing to the CO and reasons for the request must be clearly stated.

2. Should the cadet have concerns after the review by the CO, the cadet may

request in writing through the chain of command that the concerns be submitted to the RCSU. The RCSU CO is the final authority.

Part 5 Supply

5.1 Hours of Operations 1. Squadron Supply is located in the basement of the Glen Cairn Community

Centre. 2. Squadron Supply Hours are:

Training Parades - 1830 – 2100 hrs - AY Jackson Tuesday Evenings - 1800 hrs – 1930 hrs

3. Supply may be opened at other dates and times at the discretion of the

Supply Officer. 4. Supply Cadet cannot be left alone to work in supply without a staff member

being present due to safety and security reasons. The Supply Cadet should not have access to supply.

5. Supply keys are only to be made available to members of the Staff approved

by the CO to have access to Supply. No cadet shall be given unsupervised access to Supply, but is to be accompanied by authorized personnel.

5.2 Care and Use of Cadet Uniform 1. No member shall wear a uniform unless on a Squadron Activity or other

activity authorized by the Commanding Officer. 2. No item shall be glued to the uniform. Only authorized accoutrements will

be placed on the uniform and will be placed as per Cadet Dress Regulations. 3. Parents are responsible for the custody of the uniform and will be responsible

to reimburse the Crown for lost items.

4. The care and maintenance of the cadet uniform is the responsibility of the cadet. Due care will be taken when cleaning the Air Cadet uniform.

5.3 Training Stores 1. The Optional Training Officer shall keep all Squadron Training stores. 2. All items will be signed out of Training Stores on a temporary loan card. 5.4 Care and Use of Equipment 1. All equipment used by Squadron personnel shall be used in a diligent manner

and only for its intended purpose. 2. Care shall be taken to ensure that items are returned clean, dry, and properly

folded. 5.5 Loss of Uniform/Misplaced Parts 1. All articles of cadet clothing on loan to a cadet shall be clearly marked with

the cadet’s name. 2. The cadet and his/her parent/guardian are responsible for any items on loan

during the time the cadet is issued them until they are returned to 872 Kanata Squadron.

3. A loan card will be maintained by the Supply Officer to account for all uniform

items and the cadet shall initial for each item that is issued to him/her. 4. If a cadet has forgotten a uniform item, the Supply Officer shall raise a

temporary loan card and issue the cadet a replacement item. The cadet will be required to return that item by the next parade date. The cadet shall be issued a verbal warning about having all required items. If the cadet does not return the item on temporary loan, no further issues will be made until item is returned and a written chit will be issued. The cadet must return the temporarily issued item before any further issues or exchanges are made.

5. If a lost item is returned to Supply and the current Cadet’s name is on it, the

item will be returned to the cadet with a verbal warning. 6. If a cadet loses a uniform part and it has been determined that the loss is

through the cadet’s negligence, the Supply Officer will request financial recovery for that item. The cadet will be re-issued that item, and a written chit will be created and put on the cadet’s personnel file. Should this occur a second time, the Supply Officer will arrange for the cadet to be brought before the Commanding Officer for disciplinary action.

Part 6 Finance

6.1 Budgets 1. A budget will be created by the Staff and approved by the Commanding

Officer who will in turn submit it to the sponsoring committee at the start of each training year. Anyone with an item to be included shall approach the Commanding Officer.

2. The Commanding Officer will use a consultative process to ensure that

officers, civilian instructors, volunteers, and cadets have an opportunity to be part of budget creating process.

6.2 Purchases 1. The CO and the Chairperson of the Sponsoring Committee or his/her

delegate shall approve all purchases on behalf of the Squadron. 2. No reimbursement for expenditures or purchases on behalf of the Squadron

will be made to or by an officer, civilian instructor, volunteer, or cadet unless the Commanding Officer has approved the expenditure.

3. The squadron Re-imbursement form must be completed and submitted to the

CO for authorization before being forwarded to the Sponsoring Committee. 6.3 Fund Raising Activities 1. All cadets will participate in at least one tag day or fund raising activity on a

sign up basis. Participation in these events is considered when determining eligibility for promotion, summer training, or scholarships.

2. No fund raising on behalf of the Squadron will be done by anyone unless

authorized by the Commanding Officer and Chairperson of the Sponsoring Committee.

6.4 Special Cases 1. No cadet will be precluded from participating from any Squadron activity

solely on the basis of the inability to pay any fees. 2. Families experiencing financial hardship should apply to the Commanding

Officer to waive any fees/donations, or to allow for a continuance or grace period to pay the fee/donation. Each circumstance will be judged on an individual basis and allowances made to ensure an objective of maximum participation by all cadets.

3. Application for a waiver or an individual fee/donation payment structure will be

made in strict confidence between the applicant and the CO 872 Squadron or his/her designate.
