S NMG-2 is a multinational,

integrated maritime force

which is made up of ves-

sels from various allied na-

tions training and operating to-

gether as a single team. The

Group is permanently available to

NATO and can be utilized to per-

form a wide range of tasks, from

participating in exercises to crisis

response and real world operati-

ons. Usually the force is employed

in the Mediterranean, however

when needed it can be deployed

anywhere by NATO, as required.

Composition of the Force varies

as naval units are provided by

NATO contributing nations on a

rotational basis. Command of the

Force rotates amongst contribu-

ting nations.

SNMG-2 is the successor of NA-

TO’s Standing Naval Force Medi-

terranean (STANAVFORMED)

which was activated on 30 April

1992, in Naples, Italy, to provide a

continuous maritime presence. It

also serves as constant and visible

reminder of the solidarity and co-

hesiveness of the Alliance.

STANAVFORMED was the succes-

sor of NATO Naval On-Call Force

Mediterranean (NAVOCFORMED)

which had been periodically acti-

vated biannually for twenty years.

On 1 January 2005, when new

names and missions were alloca-

ted to NATO’s maritime Immedia-

te Reaction Forces to make them

part of the NRF, the Group assu-

med its role as Standing NRF Mari-

time Group-2. Finally in 2007, the

Group’s name has been chan-

ged to Standing NATO Maritime

Group-2.

On 11 July 1992 the Group was

deployed to the Ionian Seas to

assist the monitoring of complian-

ce with United Nations resolutions

713 and 757. When the North At-

lantic Council decided that NATO

monitoring operations were to

commence on 16 July 1992, the

first units of STANAVFORMED ente-

red the Adriatic Sea to begin par-

ticipating in NATO’s Operation

“MARITIME MONITOR”. The force

also assisted the enforcement of

UN embargoes on the former Yu-

goslavia between 22 November

1992 and 15 June 1993 by partici-

pating in Operation “MARITIME

GUARD”. Then on 15 June 1993,

these two operations were mer-

ged in NATO/WEU led operation

“SHARP GUARD”. The embargo

enforcement mission continued

until 18 June 1996, when the UN

arms embargo against the Former

Yugoslavia was terminated.

STANAVFORMED was tasked to

conduct Operation ACTIVE

ENDEAVOUR as part of NATO’s

maritime contribution to the fight

against terrorism, in the aftermath

of 11 September 2001 attacks.

Since then STANAVFORMED and

later SNMG-2, in a rotational basis

with STANAVFORLANT (later

SNMG-1), participated in and

supported OAE whenever requi-

red. Building on the experience

achieved over the years, begin-

ning from 1 October 2004, the

operation has become network-

based and no longer relies on

permanently assigned units.

However, SNMG-2 continues

to conduct ‘surge’ operations, in

a rotational basis with SNMG-1,

and remains prepared to carry

out at-sea inspections. In addi-

tion to this, standby units and inc-

reased number of airborne assets

are continuing to support the

operation. In October 2008, at

request of the United Nations,

SNMG2 was deployed off the So-

mali coast to conduct Operation

ALLIED PROVIDER, to deter, de-

fend and protect World Food

Program (WFP) vessels against

the threat of piracy and armed

robbery. Until 12 December 2008,

the NATO Task Force provided

close protection to WFP charte-

red ships.

In June 2009, after a decision

by the NATO Defence Ministers to

resume anti-piracy operations off

the Horn of Africa and in the Gulf

of Aden, SNMG2 was tasked to

deploy to the operational area

to conduct Operation OCEAN

SHIELD. Participation of NATO

Standing Forces in this counter

piracy operation continues on a

rotational basis for six-month peri-

ods.

Turkish Navy has assumed the

command of the Group four ti-

mes since its inception, including

the very first command. Capt.

Lütfü SANCAR was the first com-

mander of STANAVFORMED. He

assumed the command of the

Group on 30 April 1992 for one

year period. Then Rear Admiral

(LH) Feyyaz ÖĞÜTÇÜ, from 6 Sep-

tember 1999 to 15 September

2000, Rear Admiral (LH) Sinan

ERTUĞRUL, from 5 July 2007 to 4

July 2008, Sinan Azmi TOSUN from

17 June 2011-15 June 2012 assu-

med the command of the

Group.

SNMG-2 was seperated two

Task Unit after starting irregular

migration. SNMG-2 TU.01 has

been conducting counter irregu-

lar migration while SNMG-2 TU.02

has been conducting Shcedule

of Operations, since 12 February

2016. NATO’s efforts on Aegean

Activity have been supported

corvette and patrol boats in

PAPA-1 and PAPA-2.
