Central Mine Planning &Design Institute Limited(CMPDI), a Govt. of India

enterprise and a fully ownedsubsidiary of Coal India Limited(CIL), was originally conceivedand proposed in 1972 by a jointstudy group with Polish experts asa comprehensive planning set-upunder one roof for entire Indianmining industry, which was thenoperating on a rudimentary plan-ning system. In December 1973,the Government of India ap-proved the proposal of CMPDI'sformation restricting its field ofactivities initially to the then na-tionalized coal-industry, sincethe need for scientific planningfor the coal mining sector hadbecome paramount. In January,1974, CMPDI started function-ing as a division of the then con-stituted Coal Mines AuthorityLimited (CMAL), and the plan-ning wing of erstwhile NationalCoal Development Corporation( CDC) forming its nucleus.On 1st November, 1975, CMALwas merged to form CIL, andCMPDI attained the status of apublic limited company underCIL to render consultancy servic-es to CIL and its subsidiaries inthe areas of coal exploration, mineplanning & design, coal beneficia-tion & utilization, allied engineer-ing services, and human resourcedevelopment. Subsequently,CMPDI expanded its servicesto the areas of environmental

engineering, information & com-munication technology, and labo-ratory & field services.CMPDI, having authorized capi-tal of Rs. 50 crores and paid-up capital of Rs. 19.04 crores, isgoverned by its own Board ofDirectors, constituted by Ministryof Coal. A full-time Chairman-cum-Managing Director (CMD),supported by four full-time func-tional Technical Directors and sixpart-time Directors including fourpart-time independent directors,constitute the Board of Directorsof the Company. Presently,CMPDI operates through its cor-porate Headquarter at Ranchi(Jharkhand) and strategically lo-cated seven Regional Institutes(RIs)at Asansol, Dhanbad, Ranchi,Nagpur, Bilaspur, Singrauli andBhubaneswar to provide "door-step services" to the coal compa-nies. It is aMiniRatna (CategoryII)company since May,2009and ISO9001certified sinceMarch, 1998.

Major services offered byCMPDIGeological Exploration and sup-port Services - Under this corefunction, following services areoffered for mineral deposits:

• Planning and execution ofexploration;

• Resource evaluation anddocumentation for investmentand exploitation decisions and• Related field tests and labo-ratory support.

Planning, Design and SupportServices - Being another corefunction of CMPDI, the followingservices for construction and op-eration of mining, beneficiation,utilization, and other infrastruc-ture and engineering projects:

• Formulation and/or evalua-tion of conceptual/pre-feasibility/feasibility studies, project reports,and basic and detailed engineer-ing designs;

• Engineering and other relat-ed consultancy and support; and• Related field tests and labo-ratory support.

Environmental Management Se-rvices - Covers all round supportto mining and mineral industryfor environmental managementduring their planning and op-erations including Mine ClosurePlanning, laboratory and testsupport. Land use monitoring ofall major opencast mines in CIL

• Undertaken over 700 in-tegrated coal exploration proj-ects. Prepared over 1000 nos. ofGeological Reports upgradingabout 97 BT of coal resources to'Proved' category.

• Prepared over 1000 miningProject Reports.

• Facilitated CIL to achievea sustained growth in coal pro-duction from 79 Mt in 1974-75to435.84 Mt in 2011-12 through itsservices.

• Environment clearance hasbeen obtained for 359 projects.

• Planned more than 218 CoalHandling Facilities, 142 Sub-stations (>1MVA)&215 (Central/Regional/Project) Workshops.

In the year 2011-12• CMPDI carried out a totalof 4.98 lakh metre of drilling in2011-12 (highest in a year). Thisexcludes the promotional drillingcarried out by GSI and MECL.

• 19 Geological Reports wereprepared establishing about 3.2billion tonnes of coal resources tothe 'Proved category'.

• Four nos. of state-of-the-artHi-tech Hydrostatic Drills wereprocured and deployed for carry-ing out exploratory drilling.

• Average productivity ofCMPDI drills increased to 416meter/drill/month from 407 me-ter/drill/month of 2010-11.

• Peak productivity of 1464metre achieved by a Hydrostaticdrill during March,2012 which isthe highest productivity achievedin coring drilling in the country.

• 28 Project Reports preparedwith capacity addition of about69Mt per year.

• 64Environment ManagementPlans (including 31 Form-I)prepared.

• 324Mine Closure Plans havebeen prepared.

• 12nos. of R&Dand S&T proj-ects have been completed.

• Recorded turnover of Rs. 524crore (highest till date) in com-parison to Rs. 429 crores achievedduring 2010-11 registering agrowth of 22 percent.

• Inducted more than 600 per-sonnel since 2008-09 for sustain-ing its strength of professionalmanpower.

• Obtained consultancy jobsworth Rs. 33.26 crore from out-side CIL clients including jobsfrom metal mining sector.• Completed land reclamationmonitoring of 87 opencast proj-ects of CIL based on high resolu-tion satellite data.
