PERSONAL INTEREST
IN THE PROBLEMS OF THE EUROPEAN COMMUNITY
Before touching on the main issues, vie. questions r e l a t ing t o the
Common Market, the European Community and the unification of Europe,
a preliminary question, the answer t o which would therefore be
unaffected by the questionnaire, made it possible t o assess the personal
involvement, f e l t by those interviewed, as regards the topics on which
they were about t o be questioned.
The preliminary question w a s worded as follows: "The press, newspapers,
radio, television, often mention the European Community - the Common
Market - as being a factor i n the future of Bri ta in and the other
countries of Europe. Are you personally very interested, a l i t t l e
interested, o r not at a l l interested i n the problems of the European
Community?lll
In the nine Member States taken as a whole, approximately a quarter of
those interviewed were "very interested" i n the problems of the Community
(26$.), while another quarter were "not at a l l interested" (237;).
The sca t te r of the rep l ies received i n the s i x or iginal member countries
i n Iky 1975, it w i l l be noted, conformed closely t o those given i n
September 1973. No doubt as a resu l t of the referendum campaign, the
United Kingdom showed an appreciable growth of public interest (35% as against 2370); in te res t i n the problems facing Europe.

Clearly a close l ink ex i s t s between degrees of personal interest in
problems facing the Community, and the disposition t o keep abreast of
Community ac t iv i t ies , as presented by press, radio and television.
Eight out of ten persons who were "very interested" i n Community problems
were a l s o favourably disposed towards information about Europe (7770) . Conversely, eight out of ten who were "not at a l l interested", remained
unresponsive o r indifferent i n t h e i r a t t i tude t o information on Europe
(78%)
It would probably be correct t o assume that i n i t i a l l y interest exists before information i s available, but that subsequently information
promotes in teres t and a demand f o r information.

In May 1975, as i n October/November 1974, the problem which most o f those
interviewed considered "very important" was the common f ight against
rising prices: t h i s was the reply given by seven out o f t en persons
interviewed (6970)
In the May 1975 pol l t h i s w a s followed by environmental policy and
consumer protection which were termed "very important" by close t o f ive
out of ten (46%).
The enerRy policy, which ranked second i n autumn 1974, dropped t o fourth
place (37%).

As can be seen from the following table, the average scores remain
consistent f o r a l l member countries. It w i l l be interest ing t o see
whether the next Euro-Barometer (October/November 1975) bears out the
advance i n the re la t ive importance attached to the quality o f l i f e
(environment a l and consumer protect ion) .

1 Only a few coments need be made on t he di f ferences between countries :
concern over r i s i n g pr ices i s more pronounced i n Ireland and the
United Kingdom;
France i s according more importance t o protect ing nature, doubtless
because of t he recent discussions on nuclear power s ta t ions ;
Ireland is concerned par t i cu la r ly with the question of consumer
protection;
t he French and Germans a r e at taching growing s ign i f icasse t o t h e
question of Europe's r e l a t i ons with America and Russia;
the Italians seem mainly concerned with farm modernization, t he
I r i s h and French with the coordination of social po l ic ies , t he
Italians and I r i s h with regional policy, t he French and I r i s h with
a id t o t he underdeveloped countries, and t he people of Luxembourg
over the introduction of a s ingle European currency ( the Werner
Plan).

Using s i x of t he problems being dea l t with by the Community, t he
question of public preference f o r combined ac t ion through t h e
Common Market o r independent ac t ion by each government', which had
already f igured i n previous opinion p o l l s , w a s again raised.
The answers given proved remarkably consistent with t h e results of
t he po l l ca r r ied out i n October/November 1974. as a whole, t h e majority - and i n many instances t h e vast majority - of those interviewed were i n favour o f j o in t ac t ion on each of t he
problems l i s t ed :

Here t o o there were differences between the s i x or ig ina l member
countries and t he three new members:
(a ) I n the Six, three-quarters of those interviewed (76%) were
"very much i n favour" o r "sonewhat i n favour" of t he unifi-
cation of Europe, viz. only marginally more i n 1975 thar, i n
7970.
( b ) In t h e United Kingdom, only half were "very much i n favour"
o r "somewhat i n favour" ( 5 @ ) , 5ut the cumber of those "ver;-
much ir, favour" doubled between Septem'oer 1973 and &y 1975.
(c) In Ireland, those i n favour s l i gh t l y outnumbered those i n t he
United Kingdom (57$), and increased s l i gh t l y as compared with
1973
( d ) In Denmark, those i n favour were s t i l l i n the minority (42%)

2. European Parliament: "One of the main proposals is to elect a
European Parliament in &y 1978, in other words in three years' time, by a popular vote of all the citizens in the Member States of the European Community (the Common Market). for or wainst this proposal?"'
This was followed by a more specific question on electing the

Ireland, the United Kingdom and Denmark it dropped to as low as

As compared with September 1973, the percentage of those in favour was 10 points up in the six original member countries and Ireland, and 8 up in the United Kingdom. in Denmark, although the number o f don't-knows increased

Support for the proposal gained 87% of the votes cast (excluding don't-knows) in the six original member countries, 71% in Ireland, 51% in Denmark and 49% in the United Kindgom.
If a referendum were to be held on this cmestion, the result would be a majority in favour of electing the European Parliament by direct universal suffrage in all member countries, with the exception of the United Kingdom, where those against would have a marginal victorz. (See Fig. 1 below.)
'An official decision on the election of the European Parliament by universal suffrage, one of the objectives laid down by the Treaty of Rome (19:7), should be reached ir, 1976. The election itself is scheduled for Nay, 1978. (See the communiqué issued at the close of the Paris Summit Meeting, 9 axld 10 December 1974, and the draft convention prepared by the European Parlianent in January 1975. )

3. The last in this series of questions was one which had already been asked in Euro-Barometer No 2 of October/November 1974, person interviewed to choose one of three political formulae:

In the Community as a whole, four people out of 10 interviewed (41%) were in favour of inter-governmental cooperation, with 3 in IO (29%) in favour of an elected Parliament and a true European Government, while 2 in 10 (18%) opted for complete national independence.
These results varied only slightly from those obtained in October/November
1974, but reactions differed quite considerably from country to country:
(a) In the six original member countries, an average of 36% of those interviewed - as many as 4% in Italy - were in favour of what could be termed the flsupra?ational" governmental cooperation.

The pro-European replies were consistent for all three questions, and also corresponded t o the degree of interest shown in the problems facing the European Community.
(a) As might have been expected, those very much in favour of European unification a l s o tended to support election of the European Parliament by universal suffrage (63% of all interviewes in the nine countries); European unification were a l s o in favour of such election.

(c) The distribution of votes on the subject of interest in the problems of the C o m i t y was even more significant: of all those questioned, 26% were "very interested", 4@ of these being fervent supporters of unification and 2% equally ardent opponents. These resuits show that interest in the problems of Europe is relatively high among those who feel strongly about unification, particularly if they are very much in favour, but also, although to a lesser extent, if they are very much against.

One question which on previous analysis had been found relevant w a s
repeated: "Would you, o r would you not , be wi l l ing t o make some
personal s ac r i f i c e - f o r example, pay a l i t t l e more taxes - t o br inc
about the un i f ica t ion of Europe?rtl.
The rep ly t o t h i s was aff i rmat ive ("Very will ing" o r "Fairly willingr1)
only i n the case o f those who were very much i n favour of European
unif icat ion.

This explains why the di f ferences between countries
I n the Community as a whole, 26% of the r ep l i e s were posi t ive , the
percentage being the same f o r the s ix or ig ina l member countries and
the United Kingdom.
There can be no clear-cut explanation as t o why a t t i t u d e s should d i f f e r ,
i n terms of when the question w a s asked, s ince the pic ture i s confused
by the presence of var iables , such as disenchantment among pro-Ehropeans
i n face of the s low progress of European un i f ica t ion , unwillingness t o
make personal s ac r i f i c e i n periods o f reduced ( o r only s l i g h t l y increased)
purchasing power, opposition t o a r i s e i n taxat ion, e tc .
The f a i r l y obvious decrease i n the number of pos i t ive r ep l i e s received
from the s i x member countries i n May 1975 as compared with 1970 i s worth
noting. This would support the view tha t the hard core pro-Europeans are
somewhat d i s i l lus ioned , even though, as we s a w above, the general corpus
of un i f ica t ion supporters remains constant.
As far as the three new member countries a re concerned, comparison with
September 1973 shows l i t t l e s i gn i f i c an t change i n the United Kingdom,
but the hard core has wil ted i n I re land and even more s o i n Denmark.

On the basis of previous pol ls it w a s thought that attachment t o the
"Common Market" and/or the "Ehropean Communityt1 i n the s i x original
member countries was growing as time went on, o r , i n any case, w a s
s t ab i l i s i ng around a higher level , whereas the shock of joining
appeared so f a r t o be having the opposite effect , i n the three new
member countries.
The May 1975 resu l t s have new and important contributions t o make t o each o f the three questions we are about t o examine.
1. The Common Market:

Coming back t o the referendum, it can be sa id that , out of every hundred

i n Ireland, 6% i n the United Kingdom and 5% i n Denmark favour the
European Community ( Wommon Marketft)( c. f. Figure 2 on the next page , and
Tables 9 and 9a i n the Annex).

Common Market finds support here i n the fact that the reply *'very sorrytt
(41%) i s 10 points up on the November 1974 figure and 21 points up on

I n Ireland (45%) and Denmark (33%), there i s l i t t l e noticeable difference
from previous polls. The level i n Ireland i s considerably higher than
i n September 1973 but somewhat below the November 1974 level.

1 3. Towards European po l i t i c a l union ... This question, which has already been asked i n a s l i gh t l y different my, is
more specif ic than the one concerning general a t t i tudes towards European
unification. It does, of course, bear on a forthcoming draf t plan:
"Poli t ical Uniontf, adopted i n principle by the Heads of Government i n
October 1972 as "European Unionff, and confirmed i n December 1973 and
December1974*; but t h i s is now beginning t o be referred t o i n the press,
mainly because of d i s cus s ioqand the report requested from IVr Tindemans,
the Belgian Prime Minister, by h i s colleagues. Though the general public.
still does not know very much about it al l , and even l e s s about the way
it is being prepared, nevertheless, as can be seen, the ftdonet knowstt
amount t o over 25% i n the Netherlands and Belgium only; the average f o r
the whole Community being 2 q 0 and roughly the same as that i n Germany,
France, I t a l y and the United Kingdom.
In the Community as a whole, 59% o f those interviewed favour se t t ing up
a European po l i t i c a l union; 21% a re against; and 2 q 0 donet know. These
resu l t s a re a l i t t l e more favourable than those obtained i n September 1973: 54$, 24s and 2 8 .
I n the s ix o r ig ina l member countries, as might have been expected, many
more are i n favour: 67% of those interviewed being f o r , and 13% against,
while 2% fai l t o reply.

I n the Community as a whole, 38% of those interviewed think tha t the
United Kingdom's remaining i n the Community wil l have good results.
This opinion is most widespread i n Ireland and the United Kingdom.
Strangely enough, it is most often the bemburgers and the Dutch
who do not expect any good resul t s from the United Kingdom's presence.
Again, i n a l l member countries, even the United Kingdom and Ireland,
a large section of the public takes refuge i n a doubtful reply, or fails t o reply at all: t h i s i s the case with six out of ten Belgians.

IN CONCLUSION
The results of Ehro-barometer No 3 are of special in te res t because
of the time at which the survey was carried out: during a period of economic d i f f icu l ty , on the eve of the Bri t ish referendum, and a few
months before discussions on electing the &ropean Parliament by direct universal suffrage, and on &ropean Union, came in to the news.
