Staffing is the process of ascertaining that adequate numbers and an appropriate mix of personnel are available to meet daily unit needs and organizational goals.

OR

It is the process of determining and assigning the right personnel with the right qualifications to the job in a right time to accomplish the purposes of the organization.

Functions of staffing

Procurement – the first operative function of personnel management is concerned with obtaining of the proper kind and number of personnel necessary to a accomplishes organization goal. It deals specifically with such problems as the determination of man power recruitments, and their recruitments, selection and placement.

Development- the next operative function is their development, that is to increase their skills, through tanning which is necessary for job performance. This functions deals with employee training and education and executive development.

Compensation- it is a very important function and it comprises activities like job analysis, job evolution, performance appraisal, job pricing, wage policies, wage system, incentive payment and extra payment devices, profit sharing and other related subjects and problems.

Integration- it is one of the most difficult and frustrating function of personal management is integration which means necessary attempts to influence the attitude of the employees, so that he is favourable toward his work, his organization, supervisors and fellows. Favorable employees attitude is as much desirable as his skills. It is actually the function of integrating the interest of individuals employees with that of the organization, maintaining willing cooperation and keeping the employees contented and happy. The various activities which are required to be performed for this may include efforts to maintain the morale of the employees, keep them discipline, remove their grievances and complains, maintain good human relation between management and the employees, maintain relation with unions and prevent and settle dispute between the employees and management or between union and management

Staffing is a very delicate problem. Employee in the organization is a means, as well as, an end. The significance of staffing are as under:-

Whether organization is small or big, business or

non business ,government or private, political or

educational, the significance of employee

management can hardly be over emphasized.

The entire efficiency, profitability and the very

existence of the organization depend upon the

competence and willingness of the employees.

For achieving organizational objective and

effective performance , it is essential to have a

team of competent, satisfied , cooperative

Staffing is that part of managerial responsibility which is

directly linked to human elements. The early organization

did not pay adequate attention on this aspect.

It was believed that effectiveness and efficiency can be

achieved by providing financial incentives, proper division

of work and responsibility, delegation of authority,

specialization and detailed instructions and guidance in the

organization.

They did not visualize the conflict between the men and

the organization and the employees was look as an

economic resource, without any human values, emotions

and reactions.

The followers of scientific management had conceived this

notion and , therefore, they advocated formal

organizational structure with rigid rules, procedures,
