3. Introduction from the Chair of Governors

It’s been a real pleasure and honour to perform the privileged task as Chair of

Governors to such a wonderful school.

We have seen three Governors sadly leave us and three others join. I would like to

offer a special note of thanks to Joseph Mwangola who left after a number of years

service, most recently as Chair of Governors. We also saw Shirley Best MBE leave

the board after her sterling work. Lastly one of the teacher Governors (Marcia

Hemming Phipps) left after her valued contribution. These three were replaced by Mr

Pete Colley, Mr Neil Gilchrist and Ms Katie Lawrence.

We have seen an exciting year for Governors in terms of in depth training (both from

the Diocese and the Local Authority). We have continued the rigorous process of

evaluating the school policies, re-drafting where necessary and engaging with the

wider St. Judes family through consultation processes.

Unfortunately we have lost one teacher this year, but have recently recruited an NQT

who will be joining us at the start of next term. Please see below information on Ms

Charlotte Vines.

Finally the Governors would like to thank the staff and volunteers at St Judes for all

their hard work, the parents for their continued support and the PTA for all the hard

work towards fundraising and future planning.

6. Sub-Committee Reports 6.1 Finance and Personnel

Income £1,151,201

This is made up largely by the Formula Funding from Lambeth (£944,368) but also

includes supplementary funding for particular groups, Lottery funding and income

from hire of premises, school meals and clubs.

Expenditure £1,134,081

More than 80% of St Jude’s expenditure goes on the staff. The rest goes on running

costs like maintenance and improvement of the building, cleaning and caretaking,

utilities, learning resources and council tax.

The carry forward figure for the next year is £185,205 which includes our brought

forward balance from last year. This was due to some extra funding that we had not

been notified of. This includes the Pupil Premium and Targeted Support Grants, a

Capital Grant, head teacher mentoring support and staff sickness insurance

reimbursement. Long term staff absences were covered in part by the head and

deputy head which saved £27,800 on our agency spend.

The work of the Finance and Personnel committee is diverse. Highlights have been:

• The School is now committed to completing phase 3 of the Junior Playground

project at a cost of around £30,000. The PTA continue to raise funds to

contribute to this.

• The school has considered how it will account for money received under the

pupil premium which is targeted at children on free school meals.

• The committee discussed how we can adhere to the Schools Financial Value

Standard and requirements for Internal Controls.

• We reviewed the premises development plan which includes plans to increase

the size of the juniors classrooms, renew the roof, refurbish the kitchen, renew

heating installations and relay the grass in the infants playground.

• Three of the four new teachers recruited last year complete their first year this

summer. We are currently recruiting a new class teacher for Key Stage 2.

This will increase capacity and create a support teacher post.

• In line with the Equal Pay Act we are carrying out a Pay and Grading Review

We are introducing a new model policy on Teacher Appraisal and Capability and we

have rewritten the Policy on Allegations against Staff.

Personnel

My name is Charlotte Vines and I have recently finished my

teacher training at St Mary’s University College in

Twickenham. I am really excited to be starting my career at

St Judes and can't wait to get to know all the children and

staff. My special interests are PE and music, and I am

looking forward to getting involved in all aspects of school

life.

Neil Gilchrist

Neil Gilchrist is one of the newest members of the board of governors. Neil trained as an

Officer in the Salvation Army before returning to South London seven years ago, where he

now works as a supply teacher in Lambeth Southwark and Wandsworth.

Neil is a regular member of St Matthew’s church where he was recently elected as a

Churchwarden. Neil brings to the governing body a broad experience in Christian Education

together with a desire to see children reach their full potential in all aspects of their life.

Neil is currently studying for an MA in Early Childhood Studies at Roehampton University

which complements his role as governor. Neil is on the premises committee which has the

potential to make a huge impact on the day to day life of children at St Jude’s.

Pete Colley

Pete is the newest member on the Board of Governors, appointed by the Southwark

Diocesan Board of Education at the end of April this year. He is a Foundation Governor and

also sits on the Finance & Personnel Committee.

His daughter, Lizzie, is in Class 2 and his son, George, is starting St Jude's in September

2012. Pete and his wife, Kitty, have lived in Dalberg Road for over 12 years.

Pete currently works for Network Rail, who run, maintain and develop Britain’s rail tracks,

signalling, bridges, tunnels, level crossings, viaducts and key stations. He is part of the

senior management team working to deliver c.25-40% efficiencies in the £5bn of taxpayers'

money each year that the company spends on goods, services and projects.

He is a qualified management accountant who has previously worked in senior management

roles for several major British companies (WHSmith, Boots, Sainsburys and Reuters). He

has also managed small-scale touring theatre companies. He is hoping to share his

experiences from managing both large and medium sized organisations to support the

school not only in managing its finances and looking at funding opportunities, but also in

broader strategic decision making and assessment of management capability.

Pete is extremely excited to have the opportunity to work with fellow governors, staff, parents

and pupils to support our school. He believes that his skills and experience can be of benefit

to the school and the local community and that he will also enjoy playing his part in making

sure that our community achieves its full potential.

6.2 Pupils and Curriculum

In our committee our aim is to work in partnership with the school and wider

community looking at different aspects of teaching and learning at St Jude’s. This

year there has been two new developments in our committee, these are:

Curriculum Link Governor

Throughout the year, the Pupil and Curriculum Committee look at the application of

policies relating to curriculum areas and how they are being implemented within the

school. Each Governor has been linked to a curriculum leader within the school in

order to gain a better understanding of how the subject is delivered in different areas

of education. As the English link Governor, it has been fantastic to see the rich

provision of activities available to the children to support their learning in this area.

Some key achievements this year have been the setting up of Magazine Club where

children in key stage 2 have been working on report planning, drafting and writing

and developing team work skills to create a shared magazine. The trip to Royal

Russell School for a Verse Speaking Competition was also a huge success and the

children should be congratulated on their bravery and dedication. St Jude’s stood out

as a school where children displayed strong voice projection and confidence. The

teachers also showed great commitment by attending to support the children at the

event which took place on a weekend.

Many Governors attended the Governors annual visit this year where we prepared to

focus on the provision of reading in the school in line with targets to raise standards

of reading in line with the school action plan. These and many other focuses have

given ongoing insight into the fantastic work being done by the school and the areas

in which the Governors can support developments to provide a rich curriculum for

children.

St Jude’s Code of Conduct

At the beginning of this year indirect response to parents concerns we worked in

partnership with the school to create a school code of conduct to reinforce the

continuation of acceptable behaviour from all adults; parents, carers and visitors

therefore creating a safe and positive school environment for all at St Jude’s. Our

committee felt St Jude’s Golden Rules play an active role in creating an environment

of community and respect and we decided that all adults as role models should

ensure the same values.

The process started with our committee, where we discussed the purpose of the

Code of Conduct and what its content should cover. Then we created a draft which

we took forward to the Full Governing Body and made small amendments together.

Once agreed by the Governing body, we sent home a copy with the school

newsletter to keep parents/carers informed.

6.3 Special Educational Needs (SEN) Update

Chris McGaughey, SEN Co-ordinator and Marcia Campbell, SEN Governor had met

to discuss the SEN (Special Educational Needs) Policy, which was last reviewed and

approved in December 2010.

During the meeting it was discussed that there has been a small increase in the

number of pupils on the SEN register from last year.

There have been many focuses this academic year on the services of SEN provided

within St. Jude’s which have included the following:

• Parental and pupil involvement in IEPs. Pupils and parents have been

involved in writing targets for Individual Educational Plans. Pupils are

more aware of their targets and know what they need to do to achieve

them. There has been an increase in the number of targets fully met at the

end of each term.

• Provision for pupils with SEN.

• Progress of pupils with SEN. There has been an improvement in the

amount of progress that children with SEN make each term, however this

is still inconsistent across the school. This will continue to be a focus in

the next academic year.

SEN Green Paper

The Government is currently reviewing the SEN provision in schools. The long

awaited SEN Green Paper – a 134 page document outlines the Government’s

proposals for supporting children with disabilities and SEN and their families. The

publication of Support and Aspiration: a new approach to special educational needs

and disability marks the start of a four-month consultation on the issues it considers,

and educational professionals are encouraged to address the questions it specifically

raises.

To summarise, the SEN Green Paper will present changes in the way the services

will be structured and once the consultation has ended, the school’s SEN policy will

be reviewed to take into account recommendations from the completed SEN Green

Paper, especially in the way SEN services are funded within the Borough, with more

targeted resourcing and greater flexibility to direct support where it is needed.

6.4 Curriculum Link Maths Update

Marcia Campbell, Maths Link Governor and Mrs Marcia Hemmings-Phipps, Maths

Co-ordinator met to discuss the maths curriculum and how it’s implemented within

the school. It was good to see lots of excellent work, especially with the lower

achievers in Maths and the Gifted and Talented.

During the Autumn Term and the first half of the Spring Term, less able and gifted

and talented children that were targeted in Key Stage 2 had been receiving additional

maths interventions led by the Higher Level Teaching Assistant (HLTA). Throughout

the school year, more able, underachieving and less able children across the school

have received daily intervention of individualised learning on the computer - Success

Maker programme.

During the Spring Term, more able children from Year Six work with AST from two

local Secondary Schools (St. Martins High School and Stockwell High School).

During the Summer Term, Gifted and Talented children have been receiving

additional maths sessions with the HLTA.

Mrs Hemmings-Phipps has contacted two leading Universities and Specialist Maths

teachers for additional support in providing further learning opportunities for the gifted

and talented children. This is to ensure that the children are receiving extra work to

keep them challenged.

The school has been concerned with children’s mental arithmetic ability and

therefore bought in series of Mental Arithmetic Books (Schofield & Sims) ranging

from Introductory to Book 5 followed by Key Stage One - 1 to 6 books, to help

develop and reinforce their understanding of solving problems mentally. Each child

in Key Stage 2 has been allocated a copy of a Mental Arithmetic Book. From

September 2011 children in Year 4 and 5 were grouped in sets according to the

Mental Arithmetic book they have been allocated, based on assessment data. The

sets takes place once per week for a period of 45 minutes led by the Head-teacher,

Mathematics Co-ordinator, Year 4 Teacher, HLTA and three Teaching Assistants. It

was good to note that staff are working together to ensure that all children reach their

personal targets in this area.

6.5 Premises

The school has changed its broadband provider to Virgin Media. Although there are

still a few glitches, the planned website will now be able to be hosted on London Grid

for Learning, which is a non-profit charity that provides services to schools. The new

website will replace the office live website which is no longer available. Investigations

are still underway to find the best way to provide and update the website, but we look

forward to a brand new website very soon.

A new hall partition has been installed to allow the hall space to be used more

efficiently. A new telephone system has been installed to allow staff to contact each

other more easily, and Classes 1 and 4 have new furniture.

Members of the PTA have completed the plans for phase three of the Junior

playground project. They have consulted with staff, children and the School Building

Surveyor. The School Building Surveyor has made will make sure that the plans are

acceptable both to the school and to the Diocese, who are the owners of the school

building. Tendering is about to take place with a date for the planned works to take

place in August, followed by planting in September of this year. The children, parents

and staff are really excited about this new development.

Some LCVAP ((Local Education Authority) Co-ordinated Voluntary Aided

Programme) money has recently become available. The Southwark Diocese Building

Officer has confirmed that this will enable the refurbishment of part of the school roof

to take place over the summer holidays in August.
