The 27th Cordillera Month Celebration was successfully conducted on July 9-15, 2014 at the Abra Oval Sports Complex, Bangued, Abra with the theme,

“Boosting the Economic Competitiveness of the Cordilleras for ASEAN 2015”. The theme underscores the urgency of the region’s need to be economically competitive in the wake of the ASEAN economic integration by 2015 which is why activities during the week-long celebration showcased technology/trade fairs led by the various line agencies of CAR.

With the Sectoral Committee on Economic Development (ECON SECOM) chaired by DOST-CAR, history has been made because this was the first time that the Cordillera Month Celebration was conducted outside Baguio City. This move emanated from the ECON SECOM’s belief that the celebration of the Cordillera Month should be rotated among the provinces in as much as the commemoration and festivities should be felt in the provinces and not only in Baguio City. This was supported by the RDC EXCOM Resolution No. 13 “Approving the conduct of the Cordillera Month Celebration to be held in the six CAR provinces and two cities in alphabetical order starting CY 2014”.

In his welcome remarks during the opening and kick-off ceremonies on July 9, 2014, Abra Gov. Eustaquio Bersamin said that when Dr. Julius Caesar V. Sicat, Regional Director of DOST-CAR and Chair of the ECON-SECOM approached him about being the host for this year’s event, he cannot say no. This is in part,

2014 North Luzon S&T Fair held at Cagayan State U

The celebration of the North Luzon Cluster Science and Technology Fair was held at the Cagayan State University, Carig Campus, Tuguegarao City, Cagayan last September 2-4, 2014. The event, which showcased matured technologies from the DOST system, interactive exhibits, S&T bazaar, fora, and elementary and secondary S&T quiz, is the regional celebration of the National Science and Technology week held in July 2014.

DOST Region 2, being the host for this year’s North Luzon S&T Fair spearheaded the conduct of the event with full support from DOST regions 1 and CAR, the Technology Application and Promotion Institute (TAPI-DOST) and the Cagayan State University.

editorialThere is a need to implement sustainable pro-poor programs

to shield the marginalized sectors of the country from the effects of ASEAN Economic Integration in 2015. Government agencies need to implement programs that would generate employment and livelihood opportunities for the poor.

DOST-CAR’s goal of reaching all municipalities in the Cordillera Administrative Region primarily through its Community-Based Projects (CBPs) was strengthened through the Science and Technology for the Empowerment and Advancement of Municipalities (STEAM) program. Since the program was initiated in 2012 by RD Julius Caesar V. Sicat, LGU partners through their identified Municipal S&T Coordinators have stepped up in submitting development project proposals for support under the different DOST funding mechanisms. The DILG-CAR’s support to the program has likewise provided the needed boost in program implementation.

To date, a total of 70 proposals have already been approved for implementation with a total funding requirement of PhP15,874,557.75. Majority of these projects are on livelihood needing the infusion of science and technology to improve the production process in order for the beneficiaries’ livelihood projects to be more competitive. Assistance provided include the provision of appropriate equipment, technology trainings, packaging and labeling, and laboratory analyses, among others. (see related article on page 4).

Aside from the implementation of CBPs, DOST, through Secretary Mario G. Montejo, has initiated the Community Enhancement through Science and Technology (CEST) program. The CEST is an S&T assistance designed for the poorest of the poor municipalities in the Philippines. Specifically, “it aims to provide S&T interventions to those municipalities belonging to the 609 poorest municipalities under the NSCB classification in the country with the intent of improving their socio-economic status” (CEST Guidelines 2013). This shall be achieved through five (5) entry points namely, (1) livelihood; (2) basic education; (3) DRRM; (4) health and nutrition; and (5) water and sanitation. The DOST-CAR identified the municipality of Tanudan, Kalinga as the CEST beneficiary for 2013 based on the NSCB data that Tanudan is the poorest municipality in the province of Kalinga and the second poorest in the country. For this year, the municipality of Tineg, Abra will be the agency’s CEST beneficiary.

It is hoped that such programs using Science, Technology and Innovation shall contribute greatly not only to the upliftment of the living conditions of our people but also for the competitive and sustainable development of the Cordillera region.//smsc

Lab The DOST-CAR Regional Standards and Testing

Laboratory (RSTL) applied for a Precursor and Essential Chemical License from the Philippine Drug Enforcement Agency (PDEA) to comply with the provisions of Republic Act 9165 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002” on registration, storage requirement, permit system, record- keeping, reporting, labeling requirement, compliance inspection & issuance of sanctions.

The RSTL Chemical Laboratory needs to have a PDEA License since it offers testing services that require the use of Controlled Precursors and Essential Chemicals (CPECs).

CPECs include those listed in Tables I and II of the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (Section 3h, Article 1, Republic Act 9165).

Metrology lab conducts training and on-site validation in Kalinga

Together with the Provincial Science and Technolgy Center-Kalinga, the DOST-CAR’s Regional Metrology Laboratory (RML) managed by Engr. Angel L. Maguen and Engr. Rodel B. Inga-an conducted a training on mass and volume calibration at Bulanao, Tabuk City, Kalinga on July 1-3, 2014. This activity is part of the RML’s program to help and train Local Government Units (LGUs) as well as promote the calibration services of DOST. The RML is the newest addition to the Regional Standards and Testing Laboratory (RSTL), opening its calibration services to the region in November 2013.

Mr. Alfonso K. Berto, PSTC-Kalinga’s provincial director, spearheaded the event with the DTI to strengthen partnerships with the different municipalities of Kalinga particularly the local government units of Pasil, Lubuagan, Tabuk City, Pinukpuk and Rizal. The three-day activity included lectures on the basic principles of metrology, procedures on mass and volume calibration. On-site calibration were also done at the Rizal Public Market and Bulanao Public Market, and a site visit of a gasoline station in Bulanao, Tabuk City.

During the course of the on-site calibration, the group verified one unit of dispensing pump, one unit of calibrating bucket and 59 units of weighing instruments, in which 50 units were calibrated. Engr. Maguen insisted to the LGUs that the test weights in their respective municipalities should be calibrated yearly. The reason, he says, “is in order to take full advantage of the knowledge they have acquired in this training and to provide accurate weighing results to the public”.

STEAM MOA Signing in CAR

The Science and Technology for the Enhancement and Advancement of Municipalities (STEAM) program was initiated by the DOST-CAR in CY 2012. Under the program, all LGUs in the Cordillera Administrative Region were enjoined to identify a municipal S&T coordinator who will be part of a network of capacitated and high performing local S&T coordinators in the region and ensure the effective collaboration among LGUs, LGAs and other stakeholders in development project planning and implementation.

The first STEAM activity was done in 2012 where the DOST-CAR, in coordination with the LGUs of CAR implemented the “Orientation Seminar on Development Project Identification and Project Proposal Writeshop” in the six (6) provinces of CAR. The objective of this was to orient the municipal S&T coordinators on the programs, projects and activities of different government agencies. Representatives from the Department of Trade and Industry (DTI), the Philippine Chamber of Commerce and Industry (PCCI) as well as State Universities and Colleges (SUCs) joined in this collaborative undertaking. The partner stakeholders presented their programs and other inputs to help the LGUs identify areas for a more cohesive and strategic partnership. The activity proved very helpful since most LGU-participants were able to submit development project proposals which were processed and funded under the different DOST programs.

In CY 2013, the DOST-CAR partnered with the Department of Interior and Local Government (DILG-CAR) through the implementation of another capability building program entitled “Capability Building Program for Municipal S&T Coordinators in CAR”. The objective of upgrading the capabilities of the Municipal S&T Coordinators in support to the STEAM program was achieved particularly since as a result of the partnership, a total of 60 proposals for implementation

in the various municipalities of CAR were prepared, presented and evaluated for possible funding under the DOST-CAR’s regional Grants-in-Aid (GIA) program aside from the two (2) capability-building seminar-workshops provided to the coordinators.

The success of this collaboration with DILG-CAR pushed DOST-CAR to continue with the partnership in 2014 with two (2) capability building activities on Packaging and Labeling, and Strategic Planning were identified as well as the conduct of another development proposal writeshop.

To further institutionalize the program with the local government units of the Cordilleras, Memorandum of Agreement (MOA) signing activities were conducted in July 2014 for all the provinces and municipalities in partnership with DILG-CAR.

The STEAM MOA signing also featured the handing out of ceremonial cheques to municipalities who have successfully submitted a Community-Based Project (CBP) proposal for funding under the DOST-CAR Grants-in-Aid program for CY2014. These proposals were results of the efforts of the municipal S&T coordinators, in close coordination with the provincial S&T centers of the agency. Most of these community-based projects fall under the food sector such as common service facilities (CSF) on fruit processing, banana processing, coffee, herbal tea, brown rice milling, sugarcane processing and mushroom production. Other project include soft broom production, water purification (tubig talino), and organic fertilizer production.

To date, a total of 115 proposals have been submitted to the DOST-CAR and a total of 70 CBPs with a funding cost of PhP15, 874,557.75 were already approved and implemented in the different municipalities of the region. //smsc

STEAM Seminar-Workshop on Strategic Planning held

DOST-CAR’s Science and Technology for the Empowerment and Advancement of Municipalities (STEAM) conducted this year’s 2nd seminar-workshop for municipal S&T coordinators on September 30-October 1, 2014 at the Mount Data Hotel, Bauko, Mountain Province. The Seminar-Workshop on Strategic Planning for Effective Technology Upgrading and Commercialization in CAR was conducted to train the municipal S&T coordinators as well as DOST-CAR staff with the needed tools in appropriate planning strategies. Specifically, the problem tree analysis was included as a tool in planning.

Prof. Ruth S. Batani of the Benguet State University and Ms. Virginia L. Anceno of NEDA-CAR were tapped as resource speakers during the seminar-workshop.

Project visits to DOST supported projects funded under the SETUP (Core and Non-Core) was also included on the 2nd day of the seminar-workshop. These projects include community based projects in Bauko and Sabangan, Mountain Province as well as SETUP Core projects in Bauko, Mountain Province and Abatan, Buguias, Benguet. This particular activity was part of the clamour of S&T coordinators to see on-going projects that have been supported by the agency.

Moreover, a STEAM planning workshop was held to identify priority capability building programs for CY 2015 as well as to discuss issues and concerns on the approval and implementation of STEAM Community-Based Projects. Dr. Julius Caesar V. Sicat, Regional Director of DOST-CAR informed the S&T coordinators during the planning that STEAM’s component on capability-building will last for five (5) years. He said that by 2017, it is expected that all municipal S&T coordinators are expected to be better and trained workers in government, who will not only prepare development project proposals for DOST funding but for other funding agencies as well. Dr. Sicat added that one of the STEAM program’s goal was to train the S&T coordinators to enable them to uplift the living conditions through sourcing out sustainable projects for their constituents in their respective municipalities.

to honour the late Father Conrado Balweg who was one of those who fought to ensure the unification of Abra, Benguet, Ifugao, the then Kalinga-Apayao, and Mountain Province into one region.

The opening and kick-off ceremonies on July 9 signalled the start of the unity gong relay which travelled around the Cordilleras from Abra, Baguio City, Benguet, Mountain Province, Ifugao, Kalinga, Apayao and back to Abra in time for the commemoration and culmination program on July 15. It likewise officially opened the technology/trade fairs specifically the Agri-Trade fair of the DTI and DA, Diskwento Caravan of DTI, Food Fair of the PLGU-Abra, Eco-Tourism Fair of DOT and the Technology Outreach Fair of the DOST which featured regional line agencies, SUCs and private partners.

A lecture on ASEAN 2015 with ASEC Ceferino S. Rodolfo of the Industry Development and Trade Policy Group of the Department of Trade and Industry; and an IEC on Autonomy with Atty. Delmar Cariño as resource speakers were conducted on July 9, 2014 after the opening and kick-off ceremonies. This was attended by around 349 participants coming from the LGUs, line government agencies, private entities and other stakeholders, majority of which came from the province of Abra.

Simultaneous activities such as the IP games led by NCIP, the Job Fair of the DOLE, the Wellness Corner of TESDA, and the Abra’s Tingguian and Iloco Cultural Night sponsored by the Provincial Government of Abra were successfully conducted. As side events, the PLGU-Abra hosted a Metro Bangued Tour in Abra while the Shayonney Productions held a Cordillera Day 2014 Fashion Show at SM Baguio on July 15.

The commemoration and culmination ceremonies on July 15, 2014 started with the Cordillera grand parade at 7:30am. The program followed with Hon. Antonio F. Trillanes IV, Senator of the Republic of the Philippines as Keynote Speaker. During his keynote address, he expressed support to the Cordillera’s bid to be an autonomous region, encouraging the leaders to have a united front. He said that he recognizes that autonomy will give CAR better control of its resources and will lead to economic progress for its people. Sen. Trillanes also stressed the importance of CAR’s need to be economically competitive particularly with the coming in of the ASEAN economic integration in 2015. This was well received by the local leaders particularly the Provincial LGUs including Baguio City, the regional directors of LGAs, and private sector representatives present during the program.

The week-long event was attended by a total of 16,766 participants, exhibitors and viewers coming from the LGUs, MSMEs, regional government agencies/institutions, private and government academic institutions from the elementary to the tertiary levels,

SmarTer MSMEs for Enterprise Development, the S&T Way

Enterprise Development--- This is possible through Science, Technology and Innovation! This year’s celebration of the National Science and Technology Week (NSTW) will showcase the DOST Regional Offices and their role in ensuring that SmarTer Innovations play a role in the economic development of the country.

Being the implementing arm of the Department in the regions, the DOST regional offices are tasked to “provide central direction, leadership, and coordination of scientific and technological efforts and ensure that the results therefrom are geared and utilized in areas of maximum economic and social benefits for the people in the different parts of the country.” With this mandate as premise, Outcome 2: Enterprise Development was crafted to form part of the 2014 NSTW celebration on July 24-28, 2014 at the SMX, Mall of Asia, Pasay City.

Strategies were designed by the regional offices of the Department to highlight the sub-theme, “Building SmarTer MSMEs and Communities through Science, Technology and Innovation”. Specifically, these strategies include: (1) Technology Innovations for SMARTER MSMEs; (2) Technical Assistance/Consultancy Services; (3) Packaging Innovations for MSMEs; (4) Laboratory and Testing Services; and (5) Community Empowerment through S&T (CEST).

To effectively translate all these information to a medium that is easily understood by the people, actual world-class SETUP products, interactive exhibits, infographics, audio visual productions (AVPs), actual demonstration of laboratory analyses and technical consultation as well as simulated use of laboratory InfoSystem will be done. Likewise, technology clinics and fora will be conducted.

The idea is for each strategy to be a “total learning experience” for the viewers for them to appreciate that Enterprise Development can be achieved through the application of the SmarTer concepts being espoused by the DOST.

SmarTer MSMEs, the Key to Success in Business

Strategy 1 was designed to provide focus on the top MSMEs assisted by the DOST through the Small Enterprise Technology and Upgrading Program (SETUP). The trailblazing SETUP cooperators are those who effectively adopted technology innovations and SmarTer principles in improving their firm’s production processes. AVPs showing concrete examples of successful cooperators under the priority sectors supported by SETUP were prepared to

show the viewing public that indeed, innovation is key if one wants to succeed in business.

As a support activity to highlight SETUP and its role in developing MSMEs, the “Smart Innovations for MSMEs: Celebrating SETUP Innovators” will be conducted on July 25, 2014; 1-4:30PM at the main stage of the SMX, Mall of Asia. This activity will feature presentations from successful entrepreneurs. It will likewise celebrate emerging innovators through the awarding of Outstanding SETUP Adoptors for 2014. Finalists from all regional offices will compete for this year’s national award that intends to recognize the best innovative entrepreneur who successfully infused science and technology innovations through SETUP.

To underscore DOST assistance on the provision of technical assistance and consultancy services, interactive exhibits and actual provision of free consultancy services on food safety, energy audit, cleaner production, CAPE, and MPEX/Plant Lay-out will be done. Each regional office will deploy their own experts to provide consultancy services to walk-in clients during the fair. Similarly, AVPs will showcase this particular assistance and how it has provided positive impact in the firms already assisted by the program.

Innovative Packaging: The Key to Marketability

Appropriate packaging and product labeling is important to ensure that products are not only protected from damage during handling, storage and transport but also to ensure that color schemes, designs and types of product packaging are compliment to food safety and mandatory label information.

Strategy 3 will give due importance to significant packaging technology trends, developments and breakthroughs. This will enhance awareness of viewers, particularly MSMEs on the importance of packaging technology in contributing to the success of a business.

Parallel to the exhibit, a Forum on Packaging Innovation for MSMEs and the Launching of the MSMEs Packaging Innovation Awards will also be conducted on July 26, 2014; 1:00-2:45 at the Forum Hall 2 of the venue. “Dubbed STeP UP! (S&T Packaging for Biz Upgrading)”, this forum is intended to showcase available DOST Packaging Technology Assistance with distinguished resource speakers who are experts in the field.


featureLaboratory and Testing Services in Support to SmarTer MSMEs

The DOST Regional Standards and Testing Laboratories (RSTL) and its ISO 17025 accredited testing services will be the highlight of this particular strategy. For greater appreciation of the laboratory and testing services, Strategy 4 will showcase an info-graphics board, audio-visual presentation, interactive demo (analyses), Laboratory Information Management Systems (LIMS), impact to MSMEs/industries, products of MSMEs assisted, IEC materials, and laboratory clinic/consultation services to be provided by DOST RSTL personnel.

In keeping with the “total learning experience” scheme, the interactive demo will allow viewers to try the inter-active, real time test/analyses demo on chemical/physical and microbiological processes such as test for mercury level, microbial presence/indicators, glow germ test, and water purity. All the activities under this particular strategy will emphasize the impact of DOST RSTL services to industries as well as encourage the NSTW visitors to avail of this available service.

In support to the interactive exhibits, a forum dubbed “Food Safety: A Must, NOT just a Choice” will be conducted on July 26, 2014, 10AM -12NN at Forum Hall 1, SMX, Mall of Asia. Experiences in the Implementation of Food Safety Management System as well as the launching of the Food Safety and Food Technology Modules shall be the featured in this forum.

Empowering Communities through Science, Technology and Innovation

The Community Empowerment through Science and Technology (CEST) is a DOST program designed to provide assistance and empower the poorest of the poor communities. This is done through the provision of support to health and nutrition, water and sanitation, basic education and literacy, livelihood/economic enterprise development, and disaster risk reduction and climate change adaptation. The DOST regional offices have assisted the poorest municipalities in their areas through an integrated support program that aims to uplift the living conditions of the residents in these communities.

Strategy 5 aims to provide a venue for knowledge sharing and best practices among beneficiaries to identify direction, strategies and partnerships to further improve program implementation. Aside from the interactive exhibits, a forum entitled “Malusog at Matalinong Mamamayan, Ligtas at Maunlad na Pamayanan” will be held on July 27, 2014, 10-12NN at the Forum Hall 1, SMX, Mall of Asia which shall be highlighted by experience sharing on CEST implementation from LGU and NGO partners as well as recipient communities and Indigenous Peoples. The activity will highlight the deeper commitment of DOST in the coming years through the signing of the “Pasasalamat at Panata” Board at the end of the forum.

Enterprise Development through SmarTer Innovations

The application of Science, Technology and Innovation in enterprise development is crucial especially since it is essential to underscore the Philippines’ need to be economically competitive in the wake of the ASEAN economic integration by 2015. Enterprise Development or Outcome 2 of the NSTW celebration will hopefully succeed in showcasing the Department’s initiatives to ensure that MSMEs and other stakeholders are provided with the innovative edge to succeed in business.// smsc

At least 1,500 active volcanoes dot the globe, and some of them have been continuously erupting for years. They form when molten rock called magma up and breaks through a weak area of Earth’s surface. The chambers that contain magma can quietly lurk underground for hundreds of years, and then erupt with surprising fury. Here are some amazing facts about volcanoes.

1. The volcanic rock pumice is the only rock that can float in water. It is usually grey and full of bubbly holes, which form when hot gases jet furiously out of the rock as it cools.

2. The most formidable volcanoes are called supervolcanoes. A supervolcanic eruption can rain hellfire across thousands of miles and cause worldwide climatic changes, such as a drop in global temperature due to the release of tons of ash particles into the atmosphere. These monsters rear there ugly heads only ever few hundred thousand years, however. One of the biggest is in Yellowstone National Park, and scientists say it may be due for another eruprtion.

3. The largest volcanic eruption ever observed was of Mount Tambora, on the island of Sumbawa, in Indonesia. Its eruption in 1815 killed about 100,000 people. Indonesia is thought to have the largest number of historically active volcanoes – a total of 76, according to the U.S. Geological Survey.

4. Most volcanoes occur near the edges of tectonic plates, the massive rock slabs that make up Earth’s surface. But some volcanoes, such as the Yellowstone supervolcano, lie over other “hot spots” where magma wells up from deep within the Earth.

5. Known as the land of fire and ice, Iceland perches atop the volcanoes of the Atlantic’s mid-oceanic ridge. The latest

eruption of the Eyjafjallajokull volcano (in April 2010) pales in comparison to the violent 1783’s eruption of Mount Skaptar, which devastated the island’s farming and fishing reserves and caused a famine that killed a fifth of the country’s people.

6. The 1991 eruption of Mount Pinatubo in the Philippines was even worse. This volcano spewed 22 million tons of sulfur dioxide, which encircled the entire planet and brought the global temperature down at least 0.5 degrees C, according to the USGS.

7. Volcanoes can grow. As lava and ash accumulate, they add layers and height to the volcanic surface. This is one common way mountains are built.

8. Volcanoes can become extinct. If scientists do not expect a volcano to ever erupt ever again, they consider it to be extinct. Volcanoes that are not currently active but may erupt again are labeled dormant.

9. The sheer force of some volcanic eruptions can cause its magma chambers to collapse, forming a giant, bowl-shaped crater called a caldera.

10. The biggest volcano on Earth is Hawaii’s Mauna Loa. One of the five volcanoes in Hawaii, it towers 13,000 feet above sea level. The Hawaiian Islands were actually created by a hot spot.

11. Volcanoes make sunsets more colorful. When Alaska’s Kasatochi volcano erupted in 2008, people all over the world saw unusually beautiful orange and coral hues in sunsets. This visual phenomenon is the result of fine ash particles in the atmosphere scattering the sun’s rays.
