Background
In the last two decades, the global flagship agenda of
“Education for All (EFA)” has taken a centre-stage along with
a number of SEAMEO activities. With this agenda culminating
in 2015, SEAMEO has made strides in achieving current global
goals in order to set the Southeast Asian agenda beyond 2015,
especially in the context of regional integration and challenges of
post-2015 developments.
Having harnessed the vast experience in education for
Southeast Asia in the past 50 years, SEAMEO recognises that the
challenges beyond 2015 will be even more demanding. This calls
for greater urgency to develop a new regional agenda that will
drive SEAMEO to promote excellence in education, science
and culture.
As part of this initiative, the SEAMEO Council Meeting was
convened in Lao PDR in September 2014 as part of SEAMEO’s
flagship projects, the SEAMEO College. The outcome of the
meeting was the result of Seven Priority Areas of SEAMEO on
Education to be promoted for the next twenty years (2015-2035).
Among the SEAMEO’s Seven Priorities, Priority 4: Promoting
technical and vocational education and training (TVET) among
learners, teachers and parents is very relevant in the context of
the ASEAN Economic Community (AEC) as well as the future
collaborations with China. This priority calls for more investment
and relevant curricula focusing on creativity and innovation, with
a clear road map to lifelong learning, improved education and
regional labour mobility. In this connection, the SEA TVET and

SEA-China TVET Scholarship Project is instrumental in providing
students with the opportunity to pursue their higher education in
the area of TVET and subsequently producing a flexible and
resilient work force well equipped with the necessary skills
and key competencies. It also signifies the commitment of
SEAMEO to embrace the SEAMEO New Education Agenda:
SEAMEO’s Priority 4.
The first edition of TVET Scholarship Booklet 2016 was a good
initiative to list down the number of countries and institutes that
outline scholarship programmes. However, there were only
academic institutes from Brunei Darussalam and Indonesia that
were present in this booklet. In this regard, the booklet will need to
be revised to reflect the other SEAMEO member countries and
China as well as institutes that offer similar or related scholarship
programmes. At the same time, other information relating to TVET
scholarship programmes will also need to be included so the
booklet is comprehensive and user-friendly.
Objectives
a) To provide students with the opportunity to pursue their
higher education in the area of TVET.
b) To enhance knowledge between different countries in
the region on the TVET initiatives.
c) To share the experiences of TVET among Southeast
Asian countries and China so learning can be
harnessed and capitalized.

Expected Outputs
a) A comprehensive directory of SEA TVET and SEA-China
TVET scholarship booklet updated with names, criteria
for scholarship, target groups, etc. listed in the directory.
b) Students or academic institutes can make use of this
directory to search for the TVET scholarships.
c) SEAMEO member countries, China and partners can
utilize this booklet to have an overview of TVET
scholarship available in the region.

May 11/1976, Nghia Binh Mechanical Electrical Worker School was
established on the basis Truong Quy Nhon THKT under Decision No. 827-TC /
UB November 2, 1976 of Nghia Binh province.
After separation of the province was renamed the School of Electrical
Engineering Worker School Quy Nhon. May 4/1999, Electrical Mechanical
Worker School was renamed Quy Nhon Quy Nhon technical school, according
