Even though the lengthy order of the division bench of the High Court is likely to be available only early next week, the Central government plans to move the apex court to challenge it “at the earliest” armed with the operating part of the directive and seek a stay, offi-cial sources said. The Uttarakhand High Court’s set-ting aside of President’s Rule in the state, reinstating Congress leader Harish Rawat as chief minister, has been a quick and right step intended to correct the in-judicious decision of the Central government to im-pose President’s Rule at the end of March. The court has also ordered a floor test on April 29. But this decision will open up many questions on the powers and functions of several institutions. The inappro-priateness of the Centre’s decision had been man-ifest from the beginning because President’s Rule came just a day before a floor test was to be held in accordance with the instruction of the governor. The Centre had justified its action on the grounds of a ‘constitutional breakdown’ in the state after nine Congress MLAs had withdrawn their support to the government. However, the fact that the floor test could not take place undermined the constitutional office of the governor, who is the head of a state. But a bit of anomaly followed thereafter. There was again an order for a floor test, this time by a single-member Bench of the court, without setting aside President’s Rule. This led to the question how a dismissed chief minister could seek a confidence vote. Thursday’s verdict by a two-member Bench, which had stayed the single Bench’s order, has corrected the anomaly. From the observations of the two-member Bench at each hearing, it was obvious that the judges, Chief Justice KM Joseph and Justice VK Bist, had been un-comfortable at the conduct of the Central government. Earlier this month the Bench told central government counsel not to do any ‘hanky panky’ by revoking President’s Rule and installing an alternative govern-ment. Next, in a tone of more stern admonition, the court told the central government that it (Centre) was “cutting at the root of democracy” and asked why the Centre was so concerned about the situation arising out of the rebellion by the nine MLAs. Finally the court also questioned the President’s action. This will no doubt have implications for presidential function-ing because the President is constitutionally bound to act on the advice of the Union government. Also any action taken by the president in his capacity as presi-dent should be outside judicial scrutiny.

Imran Khan: Randeep Hooda is an excellent actor

Shankar (Randeep Hooda) is the kingpin of the thriving busi-ness of blood-theft in Kar-nal (Haryana). To get bet-ter access to blood-banks, he enrolls himself in a government college where he meets Rajesh. The lat-ter is enamored by Shankar’s aura. They become thick friends a n d partners-in-crime. But greed and ego changes their equation. The best thing about Laal Rang is its novel idea. It is dark, murky and lays the per-fect plinth for an enchanting film. The bad news here is that it is an opportu-nity lost. Director Syed Ahmad Afzal fails to lap up the chance to deliver something memorable. His approach lacks clarity. The convoluted screenplay is unsure about where it is headed. Despite having all the makings of a maca-bre thriller, Syed goes for drama. There is romance, bromance, tears, heartbreak and enough material to make ‘fifty shades of sappy’. Randeep is the only one holding forte. He plays the brooding, elusive, sinis-ter Shankar with elan. In the romantic scenes, he is effectively charming. At one point when he flashes a shy, dimpled smile at his girlfriend, you can’t miss that he has all the makings of rustic romantic hero. Alas, the moment passes too quickly. His co-actor Akshay Oberoi is affable and the two share a warm on-screen camaraderie, but their act cannot cover up for the glitches in the plot. It is unforgivable that Syed steers clear of the nitty-gritties of the blood-theft mafia, reducing it to a mere prop in the larger scheme of things. The drama runs out of steam soon enough and unnecessary melodrama takes over.
