Shiv Sena’s need to regain its increasingly threatened political space in Maharashtra appeared to rear its head again on Monday when some cadres smeared black paint on Sudheendra Kulkarni for hosting for-mer Pakistan Foreign Minister Khurshid Mahmud Kasuri. Though the Sena shocked Mumbai’s liberal cosmopolitanism by defacing Mr. Kulkarni’s face with oil paint, the Devendra Fadnavis regime showed once again that when the government has adequate will, it is possible to rein in trouble-makers. Despite fresh threats by the Sena to intensify its protests, Mr. Kasuri’s memoir “Neither a Hawk Nor a Dove: An Insider’s Account of Pakistan’s Foreign Policy” was launched without any further incident. The police es-corted Mr. Kasuri to the venue, and threw a three-tier security cover to prevent any further embarrassment to Chief Minister Fadnavis. Mr. Fadnavis, also the home minister, disapproved of the attack. “We may not agree with somebody’s views, but when a foreign dignitary or a diplomat arrives on a valid visa and holds a programme, it’s the duty of a state to provide protection.” Former Indian diplomats said incidents such as these tarnished the country’s image, besides hurting the “idea of India.” Earlier, former BJP leader Kulkarni, the chairperson of the Observer Research Foundation (ORF), an international policy think tank, was rendered virtually unrecognisable after some Sena activists stopped his car near his central Mum-bai residence around 9.30 a.m., and smeared his face with paint. Undeterred, Mr. Kulkarni came to ORF’s south Mumbai office, and announced that he would not be cowed down by the attack and would contin-ue with the book launch. The attack came after Mr. Kulkarni met Shiv Sena chief Uddhav Thackeray late on Sunday night to persuade the Sena to withdraw its agitation. Six persons, including Sena shakha pra-mukh Gajanan Patil, were arrested for their alleged role in the attack. If the murder of a Muslim man in Uttar Pradesh on September 28 on the suspicion of cow slaughter shook the nation’s conscience, the at-tack on centre-right thinker Sudheendra Kulkarni on Monday took many by surprise since it was an NDA constituent, the Shiv Sena, which was behind it. Sena activists smeared Mr Kulkarni’s face with black paint in protest against his decision to go ahead with the book launch of former Pakistan foreign minister Khur-shid Mahmud Kasuri. Taxi aggregator Ola announced the launch of its ‘Share’ social ride-sharing feature on its app on Tuesday. The Share carpooling feature, still in beta, is live on its mobile app and can be used by cus-tomers in Bengaluru at an introductory flat fare of Rs. 50, the company said. Ola Share uses advanced algorithms to match users who plan to travel on the same route in real-time, within users’ identified so-cial groups. When a user selects his drop location, Ola will match users from common groups who are also looking for a cab on the same route in real time. Once additional users en-route are identified, the driver’s device gets an alert with navigation to their pickup location within minutes, to join the ride. A maximum of three people can share a cab together via Ola Share, the company said. “With Share, we not only bring economy, convenience and comfort of travelling with people in your cir-cles, but also increased inventory utilisation of ve-hicles on the platform,” said Ishan Gupta, Head of Ola Share in an emailed statement.

The government on Tuesday issued spectrum trad-ing guidelines that allow telecom operators to pro-cure radiowaves for mobile services from other companies to meet their requirements and improve service quality. Earlier, telecom operators had the only option to procure airwaves through an auction conducted by the Department of Telecom as per its own schedule. “The government has now decided to allow trading of access spectrum as per guidelines,” an official paper said. It is seen as an exit route for loss-making telcos and offers relief to those with a large subscriber base which need more spectrum. As per the guidelines, a telecom operator can sell the right to use spectrum to another operator either in part or full holding at the level of telecom circle. “All access spectrum bands earmarked for access services by the licensor (DoT) will be treated as tradable spectrum bands,” the guidelines said. Un-like spectrum sharing, the guidelines have restrict-ed trading to presently allocated frequencies in 800 Mhz (being used for CDMA mobile services), 900 Mhz (2G and 3G), 1800 Mhz (2G and 4G), 2100 Mhz (3G), 2300 Mhz (4G) and 2500 Mhz (4G).

In Ahmedabad, the oral cancer capital of India, tobacco addiction starts young. An alarming 23% of teenagers in the city are hooked to chew-ing areca nut concoc-tions and some form of tobacco, reveals a study of 4,000 high school students in 13-15 years of age. The survey un-dertaken by Ahmedabad Government Dental Col-lege and others found that nearly 50% of the 2,560 boys surveyed had started chewing betel nut at 13 and had tasted some form of pan mas-ala. One per cent girls had also tried some form of tobacco but many left it after it stained their teeth.
