Reacting to the news about SST discriminating between the devotees visiting Somnath temple, Paswan said, “It is wrong. Prepare for the rainless dayThe Indian Meteorological Department (IMD) has predicted that India will get deficient rains in 2015, likely to be 88 per cent of the long period average (LPA) of 89 cm, which is the average seasonal rain (June-September) received by the country in the 50 years between 1951 and 2000. The probability of getting below normal or deficient rainfall is 93 per cent, which is in contrast to the first forecast by the IMD, which pegged a less than 70 per cent probabil-ity on below normal or deficient rains (at 93 per cent of the LPA) for the upcoming monsoon season. But Skymet, a private sector forecaster, is still holding on to its first forecast of a normal monsoon, with rainfall likely to be 102 per cent of the LPA. It ap-pears now that there is an open challenge and com-petition between Skymet and the IMD — and var-ious stakeholders are keenly watching this contest. While one would wish that Skymet’s forecast came true, so that farmers would not suffer another year of increased distress, the government cannot take any chances and remain passive. In any case, the gov-ernment will rely on its official agency, the IMD, rather than a private forecaster. Also, the IMD’s June forecast is taken very seriously due to its proximity to the monsoon season. The international weather agencies, especially the National Oceanic and At-mospheric Administration (NOAA), the US feder-al agency monitoring El Niño developments in the Pacific Ocean, declared the onset of El Niño, with a 90 per cent chance of it continuing in the summer of 2015. This means that the Pacific Ocean waters are likely to continue heating and, thus, will be dis-rupting the Indian monsoons during the year. Accu-Weather, another weather agency, says that “while there will be some rainfall in the region (India), the pattern could evolve into significant drought and negatively impact agriculture from central India to much of Pakistan”. But this agency also recognises the positive role of the Indian Ocean Dipole (IOD), the warming of the Indian Ocean that could counter the impact of El Niño, provided the IOD strengthens further, and India may even get normal rainfall. The IMD’s Australian counterpart, the Bureau of Mete-orology, is also predicting drier-than-normal weath-er conditions in the ensuing months. So, overall, it seems that a tussle is going on between El Niño (Pa-cific warming) and the IOD (warming of the Indian Ocean), and the net result will depend upon which factor emerges stronger. Skymet seems to be rely-ing more on the IOD, which currently is neutral to slightly positive, and the IMD is leaning towards the strengthening of El Niño. Needless to say, there are many other weather factors that go into their sophis-ticated modelling. But these, in brief, are the import-ant factors for a layman to understand what is going on. It would be interesting to see what the historical relationship between El Niño and drought is.

Swedish commercial vehicle major Volvo on Thursday exited Eicher Motors by selling its residual 3.7 per cent stake in the Indian firm for about Rs 1,695 crore. “The Volvo Group has sold its remaining holding in the listed Indian automotive manufacturer, Eicher Motors Limited. The sale corresponds to 10,05,610 shares with a total value of approximately SEK 2.2 billion (about Rs 1,695 crore),” Volvo said in a statement. The divestment of shares has no effect on ownership or development of the long-

standing joint venture, VE Commercial Vehicles (VECV), it clarified. The sale will have a positive impact on the Volvo Group’s cash flow after net investments and net financial debt in a corresponding amount in the second quarter of 2015, the company said. Volvo said the sale will also “generate a capital gain of approximately SEK 2.1 billion, which will impact operating income in the trucks segment in the second quarter of 2015“. Over 40L covered under PM’s insurance schemes

The ambitious insurance schemes launched by Prime Minister Narendra Modi last month has found over 40 lakh takers in his home state with cities and towns in north Gujarat and Saurashtra racing ahead of the rest of the state to be covered. The PM had launched accidental in-surance scheme Pradhan Mantri Suraksha Bima Yojana (PMSBY) and life insurance scheme Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY). State Level Bankers’ Commit-tee (SLBC) revealed that more than 40 lakh peo-ple have been covered in Gujarat under these two schemes. Until May 10, under PMSBY around 31 lakh people were covered in the state while under PMJJBY 9 lakh were covered. In PMSBY, with an annual premium of Rs 12, a person is insured of Rs 2 lakh while in PMJJ-BY the premium is Rs

A recent study has re-vealed that in over 60% of the schools surveyed, students avoid using the school toilets. The main reason for this is lack of hygiene or (in the case of girls) privacy. This raises questions about Union finance minister Arun Jaitley’s statement on Tuesday that the cen-tral government hopes to have toilets in all schools by June as part of its am-bitious Swachh Bharat campaign. What purpose will these toilets serve if students avoid using them due to lack of hy-giene or privacy? For example, the primary school in Dudhala village in Jungadh district has

proper sanitation facili-ties and has separate toi-lets for girls and boys. Yet the girls rarely use these toilets as they are close to those for boys and, sec-ondly, because they face the main road. These facts were highlighted during a study conducted by the Aga Khan Rural Support Programme (AKRSP) to know the status of sani-tation in schools. For the study, 933 schools in 765 villages of Gujarat, Mad-hya Pradesh and Bihar were surveyed.
