Our Limited Liability Company is registered under The Companies Act, (1995) and is based on a Public Private Partnership (PPP) model. It was established to handle various commercial and financial matters pertaining to our cluster and industry. The intention is that Company shareholding be owned by our active Stakeholders (+51%) and by the Government of the Republic of Trinidad and Tobago (Corporation Sole). It’s Time to Diversify the Economy

At the annual PNM Republic Day dinner, Prime Minister the Honourable Patrick Manning proudly announced that as part of his Government's initiative to diversify the economy, plans were afoot to get involved in shipbuilding and marine repairs.

He told guests, "Government will be turning to shipbuilding and marine repairs, as my administration expands its policy of economic diversification into the 2010 fiscal year."

INTERVIEW WITH WILFRED DE GANNES - DEPUTY LEADER / EDITOR Wilfred has been with the T&T Shipbuilding and Repair Cluster, an initiative of the Ministry of Trade and Industry since its inception in 2007. He is also the Editor of the region’s first dedicated Shipbuilding and Repair monthly eNewsletter which reaches a wide ranging audience of some 1,500+ persons locally, regionally and internationally.

What was your most satisfying moment, thus far in

your involvement in the S&R Cluster? Wilfred de Gannes The 5th Summit of the Americas

in April, when I was aboard the “Caribbean Princess” for five ENTIRE days and nights in Port of Spain. My family still swears that I put on weight. The T&T government provided for hundreds of media personnel, as it was their duty to report on this huge event to the rest of the world. See TTSR News #020

How did you become involved in Shipbuilding and Repair? I am fortunate to come from a maritime family. My father was an International Seaman for seven years and traveled all over the world, including Africa and Turkey on Norwegian owned tanker ships. My eldest brother Captain William de Gannes is a Master Mariner (photo) and I am personally involved with my family’s industrial maritime business located in Trinidad.

What are the responsibilities as Deputy Leader in the Shipbuilding & Repair Cluster? The responsibilities are great. I have to organize S&R meetings / presentations, shipyard tours and cluster publications. CEO’s, Senior Managers and Business Owners attend, so it is important that our time is well spent. I try my best to make sure everyone is happy. Our Leader, William Huggins would say to me “Wilfred, we know you can handle yourself.” I like him.

How do you mentally prepare for a large Shipbuilding & Repair presentation?

Speaking on S&R matters comes naturally, being Editor

of the TTSR News. Every month, we always have to do a fair amount of research on S&R articles and I take time to read the international maritime news daily. At the Public Forum held in March 2008, I was totally unprepared as I was unaware they had me as a feature speaker (did not even wear a tie that morning). Luckily, it went well from the feedback received afterwards.

What does the future hold for the S&R Cluster? With the assistance of the Government of Trinidad and Tobago’s (GoTT), we can be leaders in Shipbuilding and Repair in this part of the hemisphere. Our own S&R expertise can be exported to our fellow islands, like the Dutch have done worldwide. The Gulf of Paria is one of the largest sheltered harbors in the world and is an underutilized asset. The GoTT recognizes this and is looking to develop more maritime ports and offshore S&R Islands in the Gulf. See TTSR News #007

What gives you the greatest satisfaction being Shipbuilding & Repair Deputy Leader? Assisting in the diversification thrust at a time when it is most needed and by extension showing our Next Generation that the S&R industry can provide a really rewarding livelihood. We still need to develop a Stage II Training Programme to take our young graduates from the annual Maritime Mentorship Programme into our shipyards for an internship period.

One reason why Trinidad and Tobago needs to diversify its economy from being energy based? Our main revenues are from natural gas. Australia and Qatar, both have the largest gas fields in the world and the price for this commodity is expected to be at the low end for a long time. Qatar has a competitive edge in that they also have a custom designed fleet of fifty-four (54) Q-Flex and Q-Max LNG tankers which have many innovative features to maximize cargo deliveries. The time has arrived to urgently develop more non-hydrocarbon industries now. Continued on Page 12

How did the birth of the TTSR News happen? I was invited by L.P. Marine and Industrial Supplies Limited, local Representatives for the Damen Shipyard Group to attend a viewing and test ride on the latest “Sea-Axe” design, a 5009 Fast Crew Supplier called “Doña Diana” (built 2007) which made a brief stop at Chaguaramas, en route to Mexico. Afterwards, I gave thought about how to share this wonderful experience with others and decided the best way, was to write a newsletter with the photos I took. See TTSR News #001 What does the future hold for the TTSR News? I would like to see our monthly eNewsletter published as a full colour magazine, with various stakeholder advertisements. We take it for granted that everyone has a computer, but this is not the case in our country. With a printed version it would reach a larger everyday audience, while educating our citizens and young students about the shipbuilding and repair industry, career opportunities, contracts available, etc. What is the most interesting country you have ever visited and why? It would definitely be the People’s Republic of China. I have been there twice in the last five years. One issue though the country has a huge population of 1.3 billion. Nevertheless, the government seems to be able to manage and control this enormous population very well. The Chinese are helpful, entrepreneurial and ambitious. They work hard, something our country can learn from.

The Trinidad and Tobago Shipbuilding andRepair Cluster, an initiative of the Ministry ofTrade and Industry (MTI) was formed in 2007to plan and carefully develop this “new” areaof maritime activity within our twin islandcountry. International maritime and transportconsultants Barry Rogliano Salles (BRS) andGlobal Insight were contracted by theGovernment of the Republic of Trinidad andTobago (GORTT), through the MTI inSeptember 2007 to undertake a comprehensivestudy on this sector. Initially the idea wastabled to build Liquid Natural Gas (LNG) car-rier ships in Trinidad, as our country then andstill today continues to be one of the main sup-pliers of LNG to the North American market.It was predicted that thousands of shipmentswould be required to lift these precious car-goes from Point Fortin for final delivery tovarious regasification terminals scatteredalong the eastern seaboard of the U.S. At theearly stages of this consultation exercise, localstakeholders had different views about thisconcept, as they saw as a pre-requisite Trinidad and Tobagonationals first needing to buildtheir competencies and to formstrategic alliances related to thebuilding of these technological-ly sophisticated ships. One ofthe main recommendations tothe consultants was initially tospecialize in the constructionand repair of smaller vessels,vessels less than 5,000 DWT, arange of vessels includingwater-taxis, fast ferries, inter-island cargo ships, anchor han-dling supply vessels, tugs andbarges. In the last eighteenmonths, the T&T Shipbuildingand Repair Cluster which atpresent comprises some 25local and foreign stakeholdershas received various enquiresfrom around the globe andthese have been collectivelyestimated at TT$2.5 billion todate. These enquiries vary fromshipbuilding, ship repairs and

conversions and the establishment of new mar-itime service providers in Port of Spain. Thecluster has also managed to attract a number ofmajor global maritime players including,ASCO (British oil and gas logistic specialist),Det Norske Veritas (Norwegian ship certifica-tion), GAC (Dubai based logistics, shippingand marine services), Lloyd’s Register(London based ship certification) and Wärtsilä(well known Finnish ship design, ship propul-sion and automation manufacturer).

Amongst the local cluster stakeholders areAlstons Shipping Limited (Ansa McAlGroup), Damus Group, Tracmac Limited(Division of Neal and Massy Group), localdealer for Caterpillar marine engines, CantrexLimited Member of the Bhagwansingh Groupof Companies which produces aluminiumextrusion supplies for the construction, ship-building and repair industries and several oth-ers.

In the 2010 Budget recently passed inParliament, approximately $100 million dol-

lars has been allocated towards the acquisitionof two new harbor tugs by the National EnergyCorporation (NEC) to be built by the DamenShipyard Group. The government togetherwith the maritime cluster, through theShipbuilding and Repair DevelopmentCompany of Trinidad and Tobago Limited willbe building, maintaining and repairing thesetypes of vessels, as a result of this uniquePublic Private Partnership (PPP).

In August 2009, another successful MaritimeMentorship Program was undertaken for a sec-ond year. North American market. It was predicted that

thousands of shipments would be required to

lift these precious cargoes from Point Fortin for

final delivery to various regasification terminals

scattered along the eastern seaboard of the

United States of America. At the early stages of

this consultation exercise, local stakeholders had

different views about this concept, as they saw

as a prerequisite Trinidad and Tobago nationals

first needing to build their competencies and to

form strategic alliances related to the building of

these technologically sophisticated ships. One of

the main recommendations to the consultants

was initially to specialise in the construction and

repair of smaller vessels, vessels less than 5,000

DWT (deadweight tons, being the amount of

cargo a ship could safely carry). Examples of

these small vessels would be water-taxis, fast

ferries, inter-island cargo ships, anchor handling

supply vessels, tugs and barges.

In the last eighteen months, the T&T

Shipbuilding and Repair Cluster which at present

comprises some twenty-five local and foreign

stakeholders has received various enquires

from around the globe and these have been

collectively estimated at TT$2.5 billion to date.

These enquiries vary from shipbuilding, ship

repairs and conversions and the establishment of

new maritime service providers in Port of Spain.

The cluster has also managed to attract a number

of major global maritime players including,

ASCO (British oil and gas logistic specialist), Det

Norske Veritas (Norwegian ship certification),

GAC (Dubai based logistics, shipping and marine

services), Lloyd’s Register (London based ship

certification) and Wärtsilä (well known Finnish

ship design, ship propulsion and automation

manufacturer).

Amongst the local cluster stakeholders are

and Massy Group), local dealer for Caterpillar

marine engines, Cantrex Limited Member of

the Bhagwansingh Group of Companies which

produces aluminium extrusion supplies for the

construction, shipbuilding and repair industries

and several others.

In the 2010 Budget recently passed in

Parliament, approximately $100 million dollars

valuable foreign exchange and the employment

of thousands of citizens directly and indirectly, as

this industry is very labour intensive.

In August 2009, another successful Maritime

Mentorship Programme was undertaken for a

second year. This programme was held during

the vacation period and organised by the

Business Development Company Limited (BDC),

a state agency under the Ministry of Trade and

Industry. The aim is to encourage young men

and women 15-17 years to seriously consider

the maritime industry, including shipbuilding

and repair as a rewarding career. Approximately

fifty (50) Mentees participated in this year’s

shipbuilding and repair presentation, which was

oversubscribed. The programme included local

and foreign speakers on the maritime industry

and visits to ports and shipyards. Already, plans

are to expand this programme in 2010 and

to offer an internship to take these young

graduates into an intensive period of learning

and practical training at our main shipyard(s).

With the ongoing world economic crisis, a

recent article published in a local newspaper

correctly stated that this has negatively affected

the shipbuilding sector. This is simply because of

the existing demand and supply imbalance which

is the case primarily for the large ships over 5,000

DWT. Looking back, the original recommendation

made to the foreign consultants by the

Shipbuilding and Repair Cluster in 2007 is correct.

Luckily, for all concerned this recommendation

was accepted. Nevertheless, as in the old saying

“with crisis there is opportunity”, as a result of

the current downturn, there is an enormous

glut in the worldwide oversupply of these large

ships including LNG Carriers, Bulk Ore Carriers

and Very Large Crude Carriers (VLCCs) chasing a

small number of cargoes. This has created a new

market for the Shipbuilding and Repair Cluster

and our country, as thousands of these ships

that were ordered in 2007 and recently launched

by foreign shipyards located mainly in South

Korea, Japan and the People’s Republic of China

have to be “laid-up”, some without ever having

transported a single shipment of cargo.

Trinidad is also blessed with having one

of the largest natural sheltered harbours in

the world, the Gulf of Paria, which is located

outside the hurricane belt. The numerous yachts

that arrive at Chaguaramas Bay testify to this.

Several large ships with varying flags fluttering

in the mild breeze are clearly seen in the Gulf of

Paria. Already, some of the cluster stakeholders

have started the business commonly referred

to in the maritime world as ‘ship lay-up’. The

crisis has created a new opportunity for our

country and is fast becoming a valuable earner

of foreign exchange. Possibly, the Shipbuilding

and Repair Cluster may also have to officially

include this maritime word in their vocabulary,

as increased demand for smaller vessels would

be immediately needed to properly service the

needs of these larger ships, while they patiently

await instructions from their respective owners /

ship managers thousands of miles away.

The shipping industry is a multi-billion dollar

global industry, one which is the first to feel the

effects of a recession and also the first to recover.

Recently, Mr. Joep Gorgels, head of European

Transportation at Fortis Bank Nederland stated

“We have to find €500 billion needed for ship

financing between 2011 and 2012.” If our

local shipbuilding industry would successfully

get half of one percent of this huge amount, it

would be unsound for any writer, economist or

potential investor to describe the future of local

shipbuilding as being “bleak”.

What better diversification of our economy

can a country want at this present time? Our

country has substantial foreign exchange earning

capacity: the industry is also labour intensive.

In the dynamic maritime industry there is an

old saying: “If you stop moving, you're dead.''
