    3.2 Special Regulations 3.2.1 Boats shall comply with AS Special Regulations Part 1,Category 2 including any variations for multihulls approved byYachting Queensland (Australian Sailing). 3.3 Alterations to the Rules The following alterations have been made to the rules: 3.3.1 IRC Rule 21.1.5(e): A spare mainsail may be carried in therace as a bona fide replacement for a mainsail damagedduring the race 3.3.2 IRC Rule 21.6.1: A boat may carry one more spinnaker thanshown on her current IRC certificate without an increase ofrating 3.3.3 RRS 51: A boat with movable ballast or variable ballast(within the meaning of those terms in the special regulations)may move that ballast for the purpose of changing trim orstability; 3.3.4 RRS 52: Is amended to permit powered winches for boatsracing in non-IRC Categories. 3.3.5 RRS 52 is amended to allow self-steering equipment to beused by boats in the Short-Handed division. 3.4 Sailing Instructions 3.4.1 The Sailing Instructions will be available by Saturday 27July 2019. 3.4.2 The Sailing Instructions will also be published on the eventwebsite: https://therqys.lpages.co/brisbane-keppel/ 3.4.3 The Sailing Instructions will take precedence over this NORas well as any/all rules listed in NOR 3.

    4. ELIGIBILTY 4.1 Requirements for all boats 4.1.1 The race is open to all sailing boats monohull and multihullwhose owners or persons chartering are financial members of aclub recognised by the competitor’s national authority.

    4.1.2 A boat shall: a. be built in accordance with the Special Regulations Part 1,Section 3.03.1; b. Multihulls shall comply with the variations for multihulls. c. Have a waterline length not less than 7.5 meters d. comply with the Special Regulations Part 1 for Race Category2. e. have a current vessel registration with their national authority f. comply with Appendix A, B, C & D of this NOR.   g. be self-righting for monohull yachts (not required formultihulls). h. be fitted with AIS with the ability to send and receive andmust be activated in both modes at all times during the race.  4.2 Requirements for crew a. The minimum number of crew on any boat in Fully CrewedCategory is four (4). b. The maximum number of crew on any boat in Short-HandedCategory is two (2). c. The minimum age of majority of the crew shall be eighteen(18) years of age.  The minimum age of any crew member issixteen (16) years of age.  Minimum ages taken from the startdate of the race.   d. The crew must be compliant with the requirements detailedin Appendix D.

    5. ENTRIES 5.1 Entry shall be made online through the TopYacht online entrysystem (https://www.topyacht.com.au/db/kb/1038) with thefollowing items submitted on TopYacht or via email([email protected]) where current versions are not alreadyheld by the Organising Authority: a. Verification of stability (satisfy compliance with AS SRAppendix D & NOR Appendix A) (not required for Multihullyachts);

    b. An audited Special Regulations Form for Category 2 ornotification of availability for inspection (NOR 2.2). Note: OnlyCategory 2 forms dated after 1 January 2019 will be accepted. c. Life Raft Inspection Certificate(s); d. Radio Installation Inspection Certificates (NOR Appendix B); e. 406 Mhz EPIRB registration certificate in the boats name (tosatisfy compliance with AS SR 4.18.4 iv); f. Measurement and Rating Certificates, as required (NOR 3.3); g. Colour photograph of the boat under sail, suitable for searchand rescue purposes.  This may be a digital photograph. h. A brief history of the boat for publicity purposes. i. Crew list (NOR 4) including registered Personal LocaterBeacons (PLB) Hex numbers for each crew member; Crew list tobe completed online through TopYacht with personal PLB HEXIDs and emergency contact details for the crew submitted onthe Crew Declaration form. j. Australian Sailing Safety at Sea Survival Course Certificates(NOR 4.7, NOR 4.8); k. Senior First Aid Certificates (NOR 4.5); l. Radio Operators Certificate of Proficiency in Radio Telephonyor higher qualification (NOR 4.6); m. Copy of the vessels Insurance Information proving currencyat the time of the race (NOR 3.2) n. Stability Declaration, Owner/ Charterer Declaration and CrewDeclaration Forms.   5.2 A completed Online Entry Form and Declaration andIndemnity, inclusive of the additional items specified aboveshall be received by the Organising Authority by 1700 hrs Friday26 July 2019. 5.3 Corrections to the items specified in NOR 5.2 shall bereceived by the Organising Authority by 1700 hrs on Thursday 1August 2019.

    5.4 Privacy Note: Personal information about crew members isobtained in the crew lists. That information is obtained for use insearch and rescue situations. The information will be given tosearch and rescue authorities and organisations, the waterpolice, volunteer coastal stations and media representatives,and may be passed on by them to other organisations. Acondition of entry is that crew members are to be informed ofthis and advised that they may obtain access to theinformation held about them by contacting the OrganisingAuthority. 5.5 The Race Committee may reject or cancel any entry at itsdiscretion (RRS 76.1). 5.6 The Race Committee will publish a final list of entries for theBrisbane to Keppel Tropical Yacht Race 2019 by 1200 hrsWednesday 24 July 2019.  Protests concerning eligibility shall bereceived no later than 1700 hrs Tuesday 30 July 2019. 5.7 Required entry documentation not lodged by 1700 hrs Friday26 July 2019 will be charged a late lodgement fee (NOR 6.6).

    6.     6.2 Entries may be received as of Friday 19 July 2019 at thediscretion of the Race Committee with an additional boat fee ofAU$100.00 (Late Entry $800.00) (NOR 6.1). 6.3 Entries cancelled 14 days prior to the race start may receivea 40% refund of fees paid upon written request to the RaceCommittee. 6.4 Entries cancelled within 13 days of the race start will forfeitall entry fees paid. 6.5 Completed documents not lodged by 1700 hrs Friday 26 July2019 will charged a late lodgement fee of $50.00 per item (NOR6.1).

    7. CATEGORIES 7.1 There are eight (8) scoring categories being: • IRC • OMR (Offshore Multihull Rule) • PHS (Performance Handicap System) Monohull • PHS (Performance Handicap System) Multihull • PHS (Performance Handicap System) Short Handed Mono • PHS (Performance Handicap System) Short Handed Multi 7.2 Yachts may enter any category for which they qualify. 7.3 Divisions may be formed in each of the above categories,subject to the number of entries. 7.4 The organising authority may alter, amalgamate or divideany category and may add categories as required. 7.5 The organising authority may cancel any category if fewerthan five (5) entries have been received by the closing date. Inthis event, boats that have entered will have the option oftransferring to another category (if eligible) or having theirentry fee refunded.

    9.1 THE COURSE AND CHARTS 9.1 The course to sail will be: Start in Moreton Bay - proceed to Keppel Bay leaving FraserIsland to port, Breaksea Spit Beacon to port, Lady Elliott Island tostarboard, Polmaise Reef to starboard, Great Keppel Island tostarboard thence to the finish at Keppel Bay. The finishing linewill be offshore from Rosslyn Bay. Further course details will beincluded in the Sailing Instructions. 9.2 The race is a distance of approximately 343 nautical miles. 9.3 The following paper charts shall be carried on board: • AUS 815 • AUS 816 • AUS 247 • AUS 235 • AUS 236 • AUS 818 • AUS 819

    10. SCORING AND HANDICAPS 10.1 IRC Category Results will be decided by the application of the Time Corrector(TCC) as shown on the IRC Certificate as a multiplier of lapsedtime.  The boat with the lowest corrected time (after applicationof scoring penalties, if any) will be scored first. 10.2 PHS Categories Results will be decided by the application of Time CorrectionFactor (TCF) as a multiplier of elapsed times. The starting TCFshall be determined by the Race Committee and shall not besubject to protest or request for redress (amends RRS 60.1 and62). The result will be calculated as a “Series” of results based on anumber of scoring “Stages” between scoring gates (to beadvised in the Sailing Instructions) with a progressive pointsscore to determine the overall results. PHS’s shall be adjusted bythe application of a formula after each Stage and there shall beno discards from that series.

    10.3 OMR Category Results will be decided by the application of Time CorrectionFactor (TCF) as a multiplier of elapsed times as shown on theOMR Certificate.  The boat with the lowest corrected time (afterapplication of scoring penalties, if any) will be scored first.

    11. PENALTIES 11.1 A boat that fails to return and start when signalled inaccordance with RRS 29.1 shall receive a 30-minute elapsedtime penalty.  This alters RRS Appendix A 4.2 11.2 RRS 44.1 & 44.3 shall be altered by the Sailing Instructions.

    12. ADVERTISING 12.1 Boats may be required to display the event sponsors nameor logo in accordance with World Sailing (WS) Regulation20.3(d) as directed by the Race Committee.

    13. RACE BRIEFINGS 13.1 The mandatory Race and Weather Briefing shall be held at1830 hrs Thursday 1 August 2019 at the Royal Queensland YachtSquadron (NOR 8).  Two (2) crew members of a boat intendingto compete in the race shall attend the race briefing. It ismandatory that two (2) of either the Owner, Skipper, Second inCommand (2IC) or Navigator attend. Failure to attend mayresult in a protest by the Race Committee.

    14. PRIZES AND TROPHIES 14.1 Prizes shall be awarded to 1st, 2nd and 3rd in each Categoryfor the race, subject to a minimum of five (5) entries received. 14.2 A Line Honours prize shall be awarded. 14.3 Other Prizes and Trophies may be awarded at the discretionof the Race Committee. 14.4 A series of prizes shall be awarded based on the PHS resultsthrough individual Stages.

    15. MOORING ARRANGEMENTS  15.1 All boats are required to berth at either RQYS Marina orRivergate Marina from 1000 hrs Thursday 1 August 2019. 15.2 Royal Queensland Yacht Squadron: Berthing for competingboats may be available at RQYS from 0900 hrs. Wednesday 31July 2019 until the start of the race, at no charge. It is a conditionof entry that yachts shall moor in accordance with thedirections of the Marina Manager (ph. 07 3393 3554). Boatsrequiring berthing prior to 0900 hrs Wednesday 31 July 2019may be charged normal berthing rates. The berthingarrangement is subject to availability and depth constraints, alimited number of berths are available and will be allocatedbased on date of payment of entry.   15.3 Rivergate Marina:  It is possible that not all boats will beable to be accommodated at RQYS marina due to draftrestrictions therefore, boats may be redirected to RivergateMarina, Brisbane River. Additional charges may apply for allberths at Rivergate Marina. 15.4 Keppel Bay Marina: Complimentary berthing at Keppel BayMarina will be provided until Tuesday 6 August 2019. 15.5 Boats requiring berthing at RQYS prior to the start of therace must advise their arrival date to the RQYS Marina Office. 15.6 A boat shall not discharge treated or untreated seweragewithin a harbour, marina, or marine park. 15.7 A boat anchoring shall comply with the rules andregulations of the Queensland Parks and Wildlife, ensuring theboat is safely anchored at all times.

    16. DISCLAIMER The Organising Authority, the Race Committee, the Regattasponsors and their respective representatives, officers,members and volunteers accept no liability whatsoever for anyloss of life, property, personal injury or damage caused by orarising out of the 2019 Brisbane to Keppel Tropical Yacht Race. Participants compete entirely at their own risk.

    17. CONDITIONS OF ENTRY By entering, the owner/charterer agrees to be bound by all ofthe rules and conditions of the race, acknowledges andaccepts: 17.1 He/she and the crew are familiar with and understand theRacing Rules of Sailing and the Australian Sailing SpecialRegulations; 17.2 He/she and the crew are familiar with and understand RRS4 “Decision to Race,” Addendum A (Safety Equipment) and rule1.02 “Owners Responsibility” of the Special Regulations; 17.3 Attention has been drawn to the World Sailing FundamentalRule 4 “Decision to Race” which states “The responsibility for aboat’s decision to participate in a race or to continue racing ishers alone”; 17.4 The entry of the boat and crew is agreed to and acceptedby The Royal Queensland Yacht Squadron on the basis that theowner/charterer, his/her skipper and crew are individuallyaware of and conversant with the risks involved in the sport ofocean racing and that their participation is entirely at the risk ofthe owner/competitor and his/her skipper and crew; 17.5 The owner/charterer warrants the suitability of his/her boatfor the races; 17.6 The safety of a boat and her entire management includinginsurance shall be the sole responsibility of the owner/chartererwho must ensure that the boat is fully found, thoroughlyseaworthy, and managed by a crew of sufficient number andexperience who are physically fit. The owner/charterer must besatisfied as to the soundness of the hull, spars, rigging sails andall gear. He/she must ensure that all safety equipment isproperly maintained, stowed and in-date and that the crewknow where it is kept and how it is to be used. 17.7 Neither The Royal Queensland Yacht Squadron, its officers,employees, or agents shall be responsible/liable for any loss,damage death or personal injury however caused to theowner/charterer, his/her skipper or crew or their property as aresult of their taking part in this event and its related activities,including pre-start and post finish operations and shoreactivities;

    17.8 Neither The Royal Queensland Yacht Squadron, its officers,employees or agents shall be liable for any costs or expensesthat may be incurred as a result of special assistance at seabeing arranged for any reason whatsoever; 17.9 Neither the existence of these conditions, and their use bythe race organisers, or the inspection of the boat pursuant tothese conditions in any way limits the absolute responsibility ofthe owner/charter and crew; 17.10 The crew has been advised by the owner/charterer tosatisfy themselves as to the experience of the skipper and theadequacy of the boat, all safely equipment and insurancearrangements.

    APPENDIX A Stability and Hull Construction Requirements Monohull Yachts A determination by the Organising Authority as to the suitabilityof supplied documentation in demonstrating a boat’scompliance with the Stability and Hull constructionrequirements is final. Stability Boats with movable or variable ballast A boat with movable or variable ballast shall provide evidencethat it achieves not less than a Ballast Leeward Recovery Index(BLR Index) Factor of 0.9 under International Standard ISO 12217-2, calculated in accordance with ISO 12217-2 paragraph 6.4.4with the lesser of FKR90 and FKR-90 used. (Special RegulationAppendix B 7.2.2 shall apply) All boats – resistance to capsize A boat shall provide evidence as follows to demonstrate that itachieves not less than: • An ORCi Stability Index of 110 for the configuration in which theboat proposes to race; or • International Standard ISO 12217-2 Design Category. Boat holding current, valid ORCi Rating Certificate A boat with a current, valid ORCi Rating Certificate shall supplythat certificate, including the measurement inventory. Boat previously holding valid ORCi Rating Certificate A boat without a current, valid ORCi Rating Certificate but with apreviously valid (but not current) ORCi Rating Certificate shallsupply its most recent previously valid (but not current)certificate, including the measurement inventory for theconfiguration in which the boat proposes to race, accompaniedby a completed Stability Declaration.  (Refer to SpecialRegulations Appendix B 3.3 for specific requirements)

    APPENDIX B Additional Requirements General The following requirements add to the requirements ofAustralian Sailing Special Regulations Part 1 for Category 2Races. International entrants will be provided with a copy of theAustralian Sailing prescriptions and regulations on request.These regulations vary in some minor respects from the ORCspecial regulations. Communications Boats shall carry a permanently installed VHF radio inaccordance with AS SR Part 1 3.25.1 and shall be capable oftransmitting/receiving, as a minimum, on the followingfrequencies: VHF Channels: 16, 21, 22, 67, 77, 80, 81, 82 Boats shall carry a Satellite Telephone (Satphone). The satellitephone shall have coverage of the race area, a subscription forthe duration of the race, and shall either be permanentlyinstalled or carry a spare battery. The satellite phone must becapable of sending and receiving messages and have awarning light which alerts that a message has been received. It is recommended that boats carry a HF Radio. Pre-race communication check Boats shall carry out a mandatory communication check withthe Race Committee by voice and text prior to +61418767019 by1200 hrs Wednesday 31 July 2019. Yachts are also required to carry out a mandatory radio checkon VHF Channel 16 with Coastguard Redcliffe prior toWednesday 31 July 2019. All radio checks shall be carried in open water well away fromthe confines of any marina.

    Communication Installation Inspection Certificate Boats shall provide a Communication Installation InspectionCertificate with the entry form where the Organising Authoritydoes not already hold a current certificate. The CommunicationInstallation Inspection Certificate is to be completed by a radiotechnician, accredited by RQYS, to verify the adequacy of theinstallation and operation of the radios. Boats using Satellite phone shall be inspected by arepresentative of the Organising Authority to verify theadequacy of the installation and operation of the satellitephone. Operation Boats shall maintain a 24-hour listening watch for the durationof their race on VHF Channel 16. For radio communications, a boat’s name may be limited to notmore than two words. The Race Committee may alter nameswhere appropriate. All radio position schedules during the 2019 Brisbane to KeppelTropical Yacht race will be conducted by Satellite Phone.

    APPENDIX C Boat Requirements Requirements for All Boats Be single hulled and self-righting (not required for Multihullyachts); Be built in accordance with the Special Regulations Part 1,section 3.03.1; Have a waterline length not less 7.5 metres; Comply with the Australian Sailing Special Regulations forCategory 2 events; Comply with Appendix A, B, C and D of this Notice of Race; Be on the register of a Yacht Club affiliated with its NationalAuthority. Insurance The owner or charter of a boat entered in the race or series shallhold a marine legal liability insurance policy with respect to theboat, current when racing and not racing, with an adequatesum insured of not less than AUD$10 million (or its equivalent inanother currency). The policy shall state that the boat iscovered for race in which it is participating or that it is coveredfor races of a length greater than the length of the race in whichit is participating. The policy shall be in effect throughout therace of the 2019 Brisbane to Keppel Tropical Yacht Race. IRC Boats Boats may enter in the IRC Category if the boat has a currentand valid Endorsed IRC certificate, issued by RORC or acertificate based on information provided by an RORC approvedmeasurer. Offshore Multihull Rule Boats A boat may enter in the OMR Category if the boat has a current,valid OMR certificate and complies with all of the current OMRRating System Rules.

    APPENDIX D Crew Requirements • The minimum number of crew, except for short-handed, onany yacht shall be four (4). • For the Short-Handed division vessels shall have two (2) crew. • The minimum age of majority of the crew shall be eighteen(18) years of age.  The minimum age of any crew member issixteen (16) years of age.  Minimum ages taken from the startdate of the race.   • At least 50% of the crew including the skipper & or sailingmaster shall have completed a Category 1 or 2 race or anequivalent passage. • At least two (2) crew members on the boat shall have a SeniorFirst Aid Certificate or equivalent or higher qualification. • At least two (2) members of the crew on the boat shall have aRadio Operators Certificate of Proficiency in Radio Telephonyissued by a relevant authority, or equivalent or higherqualification, as per Section 3 Part 2. • At least 30% of the total crew (rounded up) of each boat musthave a current and valid Safety and Sea Survival Certificate asper Special Regulations Part 1, Section 6, OR an equivalentcourse recognised by the Race Committee. • It is recommended that the skipper or sailing master have arecognised Australian Sailing certificate (or equivalent) of atleast an Offshore Skipper certification.
