Message from Mark Green, Executive Director This past year has been a good one for WHCA. As a result, the people we serve will benefit most. Several of our programs have grown stronger, such as At Home Downeast which continues to grow and expand, and our housing repair/weatherization program which has started to receive addi-tional funding after several years of decline. This year we introduced sever-al new programs, including Supportive Services for Veteran’s Families pro-gram (SSVF), a Youth Entrepreneurship program, and the ACA Health Navigator. SSVF, which works with homeless and at risk of homelessness veterans served 65 individuals and their families this year. The youth entre-preneurship program teaches high school students about starting their own businesses and was kicked off in Eastport and Cobscook Learning Center where 14 students received certificates of completion. The ACA Health Navigator program utilizes certified staff and volunteers to make sense of the Affordable Care Act requirements. Our program reached out to over 2,000 area residents in its first year. Also this year, we began the planning process for an important project, the Nurse Home Visiting and Bridging program in Washington County. Founded by the Community Caring Collaborative (CCC), this program is designed to support families who have infants or young children with mul-tiple needs and/or women with high-risk pregnancies. I appreciate the CCC’s effort and vision in starting this program and bringing it to WHCA. We look forward to working hard to grow and

expand the program.

On a sadder note, this year we lost long time Board member Barbara Arter (Steuben) after a valiant battle with cancer. Barbara was passionate about help-ing people living in poverty and was always a strong advocate for them. She will be missed by all of us.

In closing I would like to thank the Board, our employees, and volunteers for their contributions to WHCA and the people we serve.

Offering a Helping Hand

The Supportive Services For Veterans Families (SSVF) program is designed to work with mili-tary veterans and their families who are either homeless or at risk of becoming homeless. The pro-gram covers both Washington and Hancock counties. Begun in the fall of 2013, SSVF has already had an impact on the lives of local veterans. Thanks to SSVF, 35 families are experiencing a stable hous-ing situation. Thanks to SSVF, Washington County is now included in HUD’s Point in Time Homeless count, and Hancock Coun-ty’s homeless population is more accurately counted than ever before. Thanks to SSVF, the first annual Veteran’s Resource Fairs were held, one in each county, allowing veterans and their families to meet with many resource providers at one time. Thanks to SSVF, our veterans and their families can get the support they need.

Supportive Services for Veterans and ACA Health Navigator are two programs WHCA added in 2014

The 2010 Affordable Care Act (ACA) has brought many changes to the way Americans handle their health insurance needs. One of these changes is the requirement that most of us must have health insurance, called the “Individual Mandate,” effective January 1, 2014. In the fall of 2013, the Healthcare Marketplace website came on-line to provide a place where people could choose and buy health insurance. It also is a place where people can determine if they qualify for an exemption under the law. On the whole, this aspect of the law is very confusing to most people. To alleviate the confusion and provide the best quality of service available, a program entitled ACA Health Navigator was created. A Navigator is trained and able to help consumers, small businesses, and their employees as they look for health coverage options through the Marketplace, including com-pleting eligibility and enrollment forms. Navigators are required to be unbiased. Their services are free to consumers. In Maine, this program is carried out by a state-wide network of Community Action Agencies and other service providers. WHCA is proud to be a part of this network. In Fiscal Year 2014, WHCA provided outreach and support to 2317 Mainers throughout Washing-ton, Hancock, Penobscot and Piscataquis counties who had questions and concerns about the im-pact of the law here at home.

Mark Green presented a very surprised Cathy Warren with the WHCA Employee of the year award. As the bookkeep-er in the Finance Division, Cathy handles the all-important payroll, as well as accounts payable and many other duties.

Once a quarter, representatives from 21 food pantries across the two counties come to Wyman’s in Cherry-field to stock their shelves at the USDA commodity food distribution, coordinated by WHCA. The pro-cess is a clinic on logistics as, in a mere 7 hours, 35 tons of food are sorted, allocated, distributed, and loaded into volunteers’ vehicles.

Kevin Bean brought the ALS Ice Bucket Challenge to us, with a twist. In addi-tion to his donation to ALS, he raffled off the oppor-tunity to dump the water on him, and the raffle pro-ceeds went to our school back pack program. Sandye Alexander won the raffle. Mark Green was happy to help her dump the water.

This year, every Christmas door won a prize. This door in the Finance Office won “Grandest Display.”

The Wellness C o m m i t t e e often hosts a “Craft Night” for employ-ees, their friends, and family to relieve some stress and be creative.

It was a cool August evening when we gathered for our staff picnic in Winter Harbor. But good food, warm smiles, and bright colors kept it a cheerful event!
