    (b) Expla in the procedures and precaut ions to be observed beforeentering an enclo sed space?

The following precautions should be taken as appropriate before apotentially dangerous space is entered so as to make the space safe for entrywithout breathing apparatus and to ensure it remains safe whilst persons arewithin the space

    1. A competent person should make an assessment of the space and aresponsible officer to take charge of the operation should be appointed

    2. The potential hazards should be identified3. The space should be prepared and secured for entry

    4. The atmosphere of the space should be tested5. A permit-to-work system should be used

Procedures;1. Access to and within the space should be adequate and well illuminated.2. No source of ignition should be taken or put into the space.3. In all cases rescue and available resuscitation equipment should be

positioned ready for use at the entrance to the space.4. The number of personnel entering the space should be limited to those

who actually need to work in the space5. At least one attendant should be detailed to remain at the entrance to the

space whilst it is occupied.6. An agreed and tested system of communication should be established

between any person entering the space and the attendant at the entrance, and between the attendant at the entrance to the space and the officer onwatch.

    7. The space to be thoroughly ventilated prior to entry and this ventilation tocontinue throughout the work within this enclosed space

    8. The atmosphere of the space to checked at three different levels prior toentry and once satisfied entry to be made.

Q5) a) Out l ine the ob ject ives and pu rpos e of the internat ional safety

    managem ent (ISM)?

The purpose of ISM code is established on International standard forthe safe management and operation for ship and for pollution prevention.Objectives:1. To ensure safety at sea, and the prevention of human injury or loss of life.2. Avoid damage to the environment, in particular marine environment andproperty3. Provide the safe practices in ship operation and safe working environment4. Establish safe guards against all certified risks

    (I) COSWP

    Purpose:

The main purpose of this code is to improve a health safety on boardship and provide guidance on safe working practice for many situation thatcommonly arise on ship and the basic. Principles can be applied to anysituations that are not specifically covered.

Legal Status:1. COSWP is intended primarily for merchant seaman on United kingdom

registered vessels2. Copies of current addition of the code must be carried on a UK ships and

made available to any seaman in the ship who request.3. In accordance with the merchant shipping regulation 1998 there should

always be adequate no of copies for master, safety officer and anymember of the safety comities to have their own.

    4. And at least one should be left for general reference.

( ii ) Merchant Ship ping Not ices:1. Merchant shipping notices are white in colour2. Will only be used to convey mandatory information, which must complied

with under UK regulations.3. The MSN relate to statutory instrument and contain the technical details of

such regulations.4. Each MSN will be numbered in sequences.5. They are to be carried onboard as per law.6. Example MSN 1781

    Q5)

    (b) Define Spec ial Area

MARPOL defines certain sea areas, as "special areas" in which, fortechnical reasons relating to their oceanographical and ecological conditionand to their sea traffic, the adoption of special mandatory methods for theprevention of sea pollution is required.Under the Convention, these special areas are provided with a higher level ofprotection than other areas of the sea.

Precautions:1. Ensure the meter is properly caliberated2. Check the battery level3. Ensure there are no kinks in the tube4. Ensure the cotton in the filter is neat and clean5. Ensure the meter shows zero) readings in normal atmosphere

Limitations:1. The instrument should not be used where the oxygen concentration

exceeds that of fresh air (oxygen enriched atmosphere) when sampling forgases like acetylene and hydrogen.

    2. Certain materials such as silicon, silicates (such as in certain hydraulicfluids) and organic lead (such as in leaded gasoline) will poison thecombustible gas sensor thereby giving erroneously low readings.

    3. Combustible gas readings, either negative or greater than 100% LEL, mayindicate an explosive concentration of gas beyond the accurate responserange of the combustible gas sensor.

    4. Pressurized or low pressure samples will give erroneous oxygen percentreadings.

    5. Acid gases, such as carbon dioxide, will shorten the service life of theoxygen sensor.

    6. The instrument will not indicate the presence of combustible airborne mistsor dusts such as lubricating oils, coal dust or grain dust.
