INTERNATIONAL ADMISSIONSApplicants from another country seeking toattend full time on a student visa (F-1) areconsidered for acceptance for fall and springsemesters (no summer admissions). Forstudents outside the United States, the springapplication deadline is October 1, 2019. Forstudents in the United States, the applicationdeadline is November 1, 2019. A specialapplication form is required, along withdocumentation of high school graduation,

English proficiency and proof of sufficientfinancial resources before an I-20 will beissued. For additional information oninternational admission, go towww.normandale.edu/international.

SENIOR CITIZENSMinnesota residents aged 62 or older mayregister for courses at a reduced tuition rate.Seniors may register beginning the first dayof the academic term on a space-availablebasis. Visit the Records Office to be sure youare registered as a senior citizen for tuitionpurposes. More information is available onpage 15.

Step 2: Submit TranscriptsTRANSCRIPTSStudents who have no previouscollege coursework must submit ahigh school transcript or GEDcertificate with their admissionsapplication. Students who submit theirtranscripts prior to high schoolgraduation must submit a final, officialhigh school transcript to the Office ofAdmissions prior to the end of their firstterm at Normandale.

Transfer students must submit officialtranscripts from all institutions they haveattended when they apply for admission.Students who submit transcripts withcourses in progress must submit a finaltranscript upon completion of thecoursework. Transcripts will be evaluatedfor transfer of credits, courseequivalencies, and placement testingrequirements or waivers.

Transcripts from other Minnesota Stateinstitutions: Normandale willelectronically retrieve your transcriptfrom other Minnesota State institutionsyou have attended at no cost to you, so itis not necessary to submit transcriptsfrom these institutions. However, if youhave Minnesota State coursework inprogress at the time of admission or youcomplete additional coursework afteradmission, you must notify theNormandale Admissions Office to retrieveyour transcript once your coursework hasbeen completed. Certain holds, such as apast due amount, will prevent us fromretrieving your electronic transcript. It isyour responsibility to ensure that yourrecords are free of holds and to notify theNormandale Admissions Office once yourholds have been lifted.

SCORE REPORTSFor possible waivers from placement testingor for consideration of transfer credit(depending on which test was completed),submit MN Comprehensive Assessment(MCA), ACT, SAT, and placement examinationscores administered at other institutions, orsubmit official score reports from theAdvanced Placement Program (AP), theCollege Level Examination Program (CLEP),International Baccalaureate (IB), and others.Score reports should be submitted to theOffice of Admissions at the time of applica-tion.

Types of Financial AidCollege financial aid resources consistof: Grants and Scholarships (moneythat you do not have to pay back)Loans (money that you must pay back)Work Study (money you earn throughcampus employment).

HOW TO APPLYYou can apply and be considered forgrants, loans and part-time jobswhether or you are a full-time or part-time student. We recommend allowinga minimum of five weeks for theprocessing of your financial aid file(from the time you file the FAFSA or theMN Dream Act application). This willmake sure you get your funds in atimely manner. For additionalinformation call the Financial AidOffice at 952-358-8250 or go towww.normandale.edu/finaid.

FAFSAYou can start the process by completingthe 2019-2020 Free Application forFederal Student Aid (FAFSA). The fastestand most accurate method is atwww.fafsa.gov. You (and your parents, ifapplicable) should apply for a federalPIN. The PIN is your electronicsignature when applying for financialaid and will be used in other aidprocesses. You can have the results ofyour FAFSA sent to Normandale byusing the Federal School Code 007954.

MN DREAM ACTUndocumented students can apply forstate financial aid by accessing theonline 2019-2020 MN Dream Actapplication at www.ohe.state.mn.us.

ELIGIBLE PROGRAMSIn order to receive federal and statestudent aid, you must be admitted toNormandale, declare a major, and beseeking a degree or certificate. Somecertificate programs are not eligiblefor financial aid (those requiring fewerthan 16 credits).

Federal Pell Grant RecipientsChanges to your class schedule (adds,drops, withdrawals or course exchanges)after the 5th day of the term may result in thereduction of your Pell Grant. If you add acourse after the 5th day of the term, your PellGrant cannot be adjusted for the increase incredits. If you drop a class and add anotherclass that is the same number of creditsafter the 5th day of the term, your aid willalso be reduced, as the added class will benot be recognized for financial aid purposes.

MN State Grant RecipientsStudents who are eligible for the MN StateGrant or Dream Act Grant application musthave a valid FAFSA or MN Dream ActApplication at Normandale no more than 30days after the start of the term. The FinancialAid Office may request unofficial transcriptsfrom all previous colleges attended in orderto determine your aid eligibility.

LOANSStudents who wish to use loans to assistwith their educational expenses must beenrolled in at least 6 aid-eligible credits. You must complete a Master PromissoryNote (MPN), Entrance Counseling, and aloan request in order to receive loan funds.You will need your federal PIN for thisprocess. We encourage you to complete this process at least 2 weeks before the loanfunds are needed.

SATISFACTORY ACADEMIC PROGRESSPOLICY STATEMENT (For complete policy, go to www.normandale.edu/sap)You must make satisfactory academicprogress toward a degree or certificate toattend Normandale and remain eligible forfinancial aid. Requirements include:• Cumulative GPA of 2.0• Completion of 67% of credits attempted• Not reaching or exceeding 150% of the

maximum credits needed for attainment ofyour chosen degree or certificate (includ-ing transfer credits).

WITHDRAWAL FROM COLLEGE/RETURNOF TITLE IV FUNDSIf you withdraw from all credits for which youare currently enrolled, financial aid disbursedis subject to Federal Return of Title IV Funds,as well as a calculation of return of state aidprograms. You may also be required to repaya portion of the financial aid you received ifyour courses are not completedsatisfactorily. The complete policy is available atwww.normandale.edu/titleiv.

NORMANDALE SCHOLARSHIPSNormandale Community College Foundationmakes scholarship funds available torecognize students who have demonstratedoutstanding academic, leadership, service,extracurricular achievements or financialneed. Scholarships are available for bothnew and current/returning students. Applications are available atwww.normandale.edu/scholarships.

Placement TestingAll new entering students shouldcomplete placement testing in reading,writing and math prior to registering forcourses. The results of the testsprovide accurate course placementbased on current skills to help ensurestudent success. New applicants willreceive information on how to scheduleand complete the placement testing intheir acceptance letter.

PLACEMENT TESTING FOR STUDENTSWHO ARE NON-NATIVE SPEAKERS Lack of English skills will not be a barrier toadmission or participation. We takeappropriate measures to assess eachstudent’s ability to participate and benefitthrough readiness assessment andcounseling. The assessment will ensuremore accurate placement in appropriatecourse levels and help to determine whetherstrengthening English language skills arenecessary to maximize the student’sacademic success. If needed, Normandaleoffers an excellent program, English forAcademic Purposes (EAP) to help studentsprepare for the many English languagedemands of their future academic career.

PLACEMENT TESTING WAIVER OREXEMPTION Students may be waived from participating inplacement testing by submitting copies of MNComprehensive Assessment (MCA), ACT, andSAT scores for possible waivers fromplacement testing requirements.

PLACEMENT TESTING FOR TRANSFERSTUDENTSStudents transferring from accreditedcolleges or universities or holding abaccalaureate degree from a United Statescollege/university may not need to completesome parts of the placement test. Studentsshould submit transcripts of previouscollege-level score reports for possiblewaivers from placement testingrequirements.

Who Needs to AttendAdvising & Registration?All new students to NormandaleCommunity College are required toattend an Advising and RegistrationSession. Students will make an onlinereservation for the session they plan toattend. Placement testingrequirements should be satisfiedbefore attending Advising andRegistration. Please bring anacceptable form of photo I. D. forcheck-in purposes. Exemption:Students who are categorized asvisiting or non-degree seeking* do notneed to attend Advising andRegistration.

What should I bring to my Advising Session? • A valid photo ID

*Non-degree seeking is a specialclassification assigned to students only inspecific circumstances. The majority ofNormandale students are degree seeking.

To help facilitate a successful transition tocollege life, Normandale provides thefollowing programs:

ADVISING & REGISTRATION SESSIONFOR NEW STUDENTSTo prepare students for a successful start toNormandale, new students attend anAdvising and Registration session to registerfor the first time. This program provides anopportunity to become better acquaintedwith the Normandale campus, its policies,student life, and academic successprograms. In addition, students will workwith advisors and counselors to plan theireducation program and register for classes.New applicants will receive information onhow to schedule a time to attend Advisingand Registration in their acceptance letter. It is important that students arrive on time,bring an acceptable form of photoidentification. The session is 2-3 hours long.

ACADEMIC ADVISINGAdvisors and counselors are available tohelp students achieve their educationalgoals. Some areas that students can receiveassistance include:

• Registration and long-term planning• Major and career exploration• Transfer planning• Transfer credit evaluation• Understanding placement test results• Academic and course concerns• Academic success strategies• Personal and mental health counseling

REGISTRATION FOR DEGREE-SEEKING STUDENTS ENROLLED DURING OR PRIOR TO FALL 2019Spring 2020 registration begins Monday, October 28, 2019. The number of credits youhave successfully completed both at Normandale and in transfer (as accepted) willdetermine your registration date and time (or “window”) as reflected below. If you do notknow how many credits you have earned, consult eServices or visit the Records Officewith photo identification.

PREREQUISITESBe sure to learn about courseprerequisites. You may be allowed toregister for classes even if you have notmet them. If it has been determined youenrolled in a class for which you havenot met the prerequisites, the Collegemay remove you from the class withouta refund. If you have questions aboutprerequisites, please talk with anadvisor or counselor in the NathAdvising Center.

GRADING METHODSMost classes at Normandale are gradedA through F. Other options include:

P/NC: Students have the option of taking anycourse numbered below 1000 for Pass/NoCredit rather than for a letter grade. A gradeof P assumes the student completed thecourse with a minimum grade of C. A gradeof NC indicates the student did notsuccessfully complete the course. Gradesof P and NC do not count in a student’sgrade point average but do count incalculating the student’s completion ratewhen determining satisfactory academicprogress. The default grading method formost MATH courses numbered below 1000is P/NC. You may change the gradingmethod for any course numbered below1000 up to the course withdrawal deadline.

AU: Students who wish to take a class forpersonal enrichment or skill building but whodo not need credit for the class may elect toaudit a class. The student has no academicresponsibility for audited classes. Auditedclasses are not given credit, do not transfer,and are not eligible for financial aid or VAbenefits. The cost for an audited class is thesame as that for a course taken for credit.

To change to Pass/No credit or Auditgrading method: 1. Step-by-step instructions on registration

and waitlisting are available by clickingthe “registration instructions” link atwww.normandale.edu/register.

2. Click “View/Modify Class Schedule”.3. Select the course ID link of desired class.4. From the “Select a Function” drop-down

menu, choose “Change Grade Method”.5. From the “Grade Method” drop-down

menu, select “Pass/No Credit” or “Audit”.6. Click the “Process” button.7. Enter your password, then click

“Process Request”.8. Confirmation of your request will appear.

ADDING AND DROPPINGOctober 28 – January 17You may add full-semester classes throughJan 17; you may drop full-semester classesthrough Jan 17 for a 100% refund. You mayadd and drop late-starting classes (thosethat begin Jan 18 or later) one business dayafter the first class meeting.

Financial aid recipients: Before makingany schedule changes, see “Federal PellGrant Recipients” on page 8.

WITHDRAWINGJanuary 18 – 80% of Course*After the drop period, a student may with-draw from any course prior to the withdraw-al deadline (approximately 80% of thecourse). Students should consult eServicesfor withdrawal deadlines.

When a student withdraws from a class, agrade of W is recorded on the student’s aca-demic record. A grade of W does not countas credits attempted or earned for calculat-ing a student’s GPA, but it is considered forthe purpose of satisfactory academicprogress for enrollment and financial aid.

Students are encouraged to confer with theirprofessors and an advisor or counselor aspart of the official withdrawal process.

Students who drop or withdraw from allclasses during a term may be entitled to apartial refund. See the Refund Policy onpage 15 for more information.

Students are responsible for understandingthe impact of such action on their studentaccount and financial aid status.

*You may withdraw from any class throughthe date that 80% of the course has run. Con-sult eServices for this date.

COURSE PREREQUISITESA prerequisite is a requirement that a studentmust complete in order to enroll in a course.Prerequisites include courses, placement testresults and other criteria established by facul-ty to ensure a student has adequate prepara-tion to be academically successful in acourse. The catalog course description andeServices indicate course prerequisites.Students are responsible for the prerequisiterequirements for all classes, even if notenforced by the registration system. For math-ematics courses, prerequisites must havebeen completed within 24 months before thedate the course begins. Students who registerfor a course for which they have not met theprerequisite requirements may be removedfrom that class and receive no refund.

COURSE WAITLISTINGWhen your course search results indicate aclass is full, you have the option to addyourself to its wait list to reserve a seat inthe event one becomes available. The lastday to add yourself to a waitlist and claim anoffered seat is Friday, January 10. Thereafter,all waitlists are turned off, and registration ison a first-come, first-served basis when aseat becomes available.

Notification of an open seatBe sure to activate your my.normandale.eduemail account at www.normandale.edu; youwill be notified at this email address as yourposition on the waitlist moves up. Once youare offered a seat in your waitlisted class,you have exactly 24 hours to register (theemail will indicate your registration deadline).It is extremely important, therefore, that youmonitor your email closely so you do not missyour waitlist opening.

Important: Being able to add yourself to awaitlist does not mean you will be eligible toregister for the class if a seat becomesavailable. Be sure you resolve all holds,verify in eServices you will pass courseprerequisites, and remove all otherregistration barriers in advance so that youcan register when a waitlisted seat isoffered to you. Waitlisted seats becomeavailable 24 hours a day, includingweekends, and staff may not be available toassist you. You cannot be returned to youroriginal place on the waitlist if you fail toregister during the 24-hour window.

In order to provide registrationfor students waiting for openings, *thecollege may drop you and open yourplace to another student if you do not at-tend the first class. See the SPRING SEMESTER 2020 PAYMENTDEADLINE GUIDE below for the tuitionpayment deadlines.Students whose initial registration occurredprior to December 16, 2019 must pay theirtuition and fees by December 19, 2019.Students who have registered for classes, buthave not made arrangements for the paymentof their tuition and fees by December 19 may*have their registration cancelled.Students whose initial registration occurs onor after December 17, 2019 must makearrangements for the payment of their tuitionand fees according to the Payment DeadlineGuide below. Students who do not makearrangements by the appropriate paymentdeadline may* have their registrationcancelled.Students who register for courses areincurring a financial obligation and mustdrop any courses that they do not wish toattend by the established deadlines.

Normandale may drop students’ classes forfailure to pay tuition. However, many factorsdetermine who will be dropped.Do not assume your classes will be droppedfor you. If you decide not to attend, be sureto drop your classes by the deadline to avoidtuition and fee obligations.

Students can arrange for the payment oftheir tuition and fees by the established duedate in any one of the following easy ways:1. Pay the full balance of your tuition and

fees (through one of the methodsdescribed above).

2. Enrolled in the Nelnet payment plan andmade the necessary down payment.

3. Have a processed FAFSA received atNormandale College by December 14.*Note: It may take up to 7 days for asubmitted FAFSA to be received atNormandale. Please apply early!

4. Submit a Third Party Billing Authorizationto the Payments and Billing Office.

5. Submit a verification of an outsidescholarship to cover tuition and fees to thePayments and Billing Office (please note:PSEO students must submit forms to theAdmissions Office).

Full payment of all tuition and fees must bemade by the established deadline. Studentswho do not pay their tuition and fees in fullby the deadline will be assessed a late fee of$25. Students with outstanding accountbalances after the deadline will have a holdplaced on their record and will be unable toregister for future courses or obtain anofficial transcript until their account balanceis paid in full. Accounts that are not paid infull will be referred to the MinnesotaDepartment of Revenue, or anothercollection agency. Collection agencies mayassess fees up to 40 percent, which isallowed under MN Statute 16D.11.

Refund Policy forFinancial Aid Return to Title IVIf a student completely withdraws fromall credits (either officially orunofficially) in a term before the60%point of that term, the financial aidawarded is subject to the federal“Return of Title IV” policy. Studentsearn financial aid in proportion to thetime they enrolled up to the 60% point.The unearned share of financial aidmust be returned to the programs fromwhich they were paid as prescribed byfederal regulations. The student will berequired to repay all unearned financialaid. Please contact the Financial Aidoffice prior to withdrawing if you haveany questions regarding your possiblerepayment obligation.

NOTIFICATION OF RIGHTSStudent Data PracticesThe Family Educational Rights and Priva-cy Act (FERPA) affords students certainrights with respect to their educationrecords. These rights include:

1. The right to inspect and review thestudent’s education records within 45days of the date the college receives arequest for access. Students mustsubmit a written request to the Registrarthat identifies the record(s) they wish toinspect.The Registrar will make arrangementsfor access and notify the student of thetime and place where the records maybe inspected.

2. The right to request the amendment ofthe student’s education records that thestudent believes to be inaccurate or mis-leading.

Students may ask the college to amend arecord that they believe is inaccurate ormisleading. They must write to theRegistrar, clearly identify the part of therecord they want changed, and specifywhy it is inaccurate or misleading.If the college decides not to amend therecord as requested by the student, thecollege will notify the student of the deci-sion in writing and advise the student ofhis or her right to a hearing regarding therequest for amendment. Additional infor-mation regarding the hearing procedureswill be provided to the student when no-tified of the right to a hearing.

3. The right to consent to disclosures ofpersonally identifiable information con-tained in the student’s education records,except to the extent that FERPAauthorizes disclosure without consent.One exception that permits disclosurewithout consent is disclosure to schoolofficials with legitimate educationalinterest.

A school official is a person employed bythe college in an administrative, supervi-sory, academic or research, or supportstaff position (including law enforcementunit personnel); a person or company withwhom the college has contracted such asan attorney, auditor, or collection agent); aperson serving on the Minnesota StateBoard of Trustees; or a student serving onan official committee, such as the Nor-mandale Community College JudicialBoard, or assisting another school officialin performing his or her tasks.A school official has legitimate education-al interest if the official needs to reviewan education record in order to fulfill hisor her professional responsibility. Uponre-quest, the college may disclose educa-tion-al records without the consent of thestu-dent to officials of other colleges inwhich the student seeks or intends to en-roll.The college will make a reasonable at-tempt to notify the student of the recordsrequest unless the information is part ofthe official college transcript.
