Where does a student really live? Does it matter under current law? Which

practical and legal guidance to help administrators maintain the integrity of the
school enrollment system while still complying with the McKinney-Vento
Homeless Act and other applicable laws. Participants are encouraged to ask

REL Central: Accessing Information About Education Research

Laboratory (REL Central)
REL Central is the regional education laboratory that provides services to
Missouri and is available to help answer your questions about particular aspects
of public education and research. REL Central also offers a wide variety of
published studies on topics including: high school dropout rates, high school
standards and expectations for college and the workplace and preparation of
rural teachers that are available to you. More information on accessing these
resources, along with an overview of a long-term rigorous school improvement
study that is currently underway in Missouri, will be presented at this session.

Teachers and support staff employees are beginning to organize in many
districts for purposes of bargaining. This program will discuss the nuts and
bolts of recognizing bargaining representatives, will identify the requirements

Creating a Culture of Communications

Creating a school district culture that embraces and integrates effective
communications takes planning, patience, and leadership. Come and hear from
a moderated panel of experts in the roles of superintendent and the communica-
tions professional from various sizes of districts. North Kansas City,
Rockwood and Fort Osage district leaders will share their decision-making and
strategies for integrating communications into their district cultures. Areas to
be discussed are: working with the board, communication planning, building
relationships, involving other administrators and “stuff vs. strategy” decisions
etc. This session will be helpful to both superintendents with or without a
communications staff member in their district and district communication
professionals.
Doing Whatever It Takes To Help All Students Learn

This presentation will provide participants with information on how the
Excelsior Springs School District has implemented the RtI framework across
elementary through middle school. Learn why we did it, how it was funded,
and how our students are doing after two years with successful intervention
programs. In addition, participants will learn about school-wide intervention
scheduling, universal screening, and research-based interventions to meet the
needs of ALL learners.

Doing What Works: Resources for Effective Teaching Practices

The Doing What Works website is a free website provided by the U.S. Depart-
ment of Education that you’ll want to use and share with your faculty to
identify and make use of effective teaching practices. In this workshop, we will
explore the videos, interviews with experts and other resources on topics
including Early Childhood Education, English Language Learners, Math and
Science, Psychology of Learning, and School Improvement that are available
on this website. Laptops will be helpful, but are not necessary, to benefit from
this session.

branding as well as reputation’s vital role in a crisis. How to avoid the most
often made mistakes that hurt your school district and may ruin your career.
Tips for how to manage a crisis as it is unfolding and specific steps to take in
the first days/weeks after a crisis. When, where, and how to get help in a crisis.
What to do with the media. How to say you are sorry and show concern
without admitting guilt. How to be a hero, not the villain. Tips for building

is the people you hire. If the people you hire determines your success, then are
you prepared to hire the best? This workshop is about establishing and
implementing a plan to hire the best staff possible. The workshop will outline
a method that will create uniformity in your hiring process. If you want to be
the best, you must hire the best. Do you hire based on a feeling or do you have
a method that guarantees you will hire the best? Attend this workshop and take
the guess work out of your hiring.
How to Be a Strategic Advisor To Your Boss

This session will explore the importance of an honest relationship between the
communications professional and superintendent. Chris and Diana will provide
tips on building this relationship through frequent communication and honest
advice. Dr. Chris Wright was the 2009 Missouri Superintendent of the Year,
and has been the superintendent for the Hazelwood School District since July,
2002. Diana Gulotta is the assistant superintendent for communications and has
worked for the Hazelwood School District for nearly four years. She has more
than 16 years of experience in school communications.

Health Savings Accounts
and How They Can Impact Your Health Insurance Program

Bill Baker, Forrest T. Jones and Co.
This session will focus on the philosophy and practical application of the Health
Savings Account program. The Leeton R-X School District has used this
program for the past three years and results indicate that the program has had a
positive impact on health insurance utilization and cost control. The program
does require staff education and a financial commitment by the district. Find
out if a HSA would work for your district and the requirements to participate.
Section 504 - Changes In the Regulations

As many of you are already aware, in 2008, Congress amended the Americans
with Disabilities Act ("ADA") and Section 504 of the Rehabilitation Act of
1973 ("Section 504"). Those amendments went into effect on January 1, 2009.
The redefining the term "disability" by Congress is of particular importance to
school districts. It is critical for school districts to understand how these
amendments not only affect their students, but also their employees and patrons.

experiences, student performance data, and student learning support systems.

This will be an open discussion with school finance experts who are willing to

Cure For The Common Town Hall Meeting

Presenter: Paul Tandy, APR, Parkway School District
Somewhere along the line, town hall meetings went from lively, free-for-all
debates to droning speeches intended to make everyone feel happy about the
organization. Neither approach is very effective. In this session, you’ll learn
how to develop a structured yet transparent approach to town hall meetings that
creates authentic community involvement and trust for your long-range/CSIP
planning efforts. You can also use this model for controversial issues or to
build consensus for ballot proposals. Leave with plenty of tips and samples.
The New Superintendent Evaluation Model

A draft document for Superintendent Evaluations has been developed by the
DESE advisory committee to revise the state model PBSE. Approximately
thirty districts across the state are evaluating the draft. The context for, and
content of, the model will be shared. Comments and questions will be encour-
aged. Note: the material is a draft and a specific recommendation to DESE has
not been made.

Business.

The essence of good customer service is forming a relationship with customers.
Everybody talks about the importance of good customer service, but few seem
to follow through on it. So how does this apply to education? We would not
exist without our customers: students, staff, parents, grandparents, volunteers,
the community, visitors, future parents, etc. Come learn about the research,
why you should train your staff, and how easy or innovative it can be.
SMART Goals: The Pathway to Greatness

This workshop will focus on a crucial aspect of becoming a Professional
Learning Community (PLC); developing SMART Goals that are focused on
improved student learning. Participants will learn a process to develop
SMART goals, the important difference between formative and summative
measures and the key action step of monitoring SMART goals for the desired
impact on results.

The Role of Administrators in Collective Bargaining

Collective bargaining will have a profound impact on how administrators lead
their schools over the next few years. To successfully manage this transition,
administrators must understand their role as their district recognizes bargaining
representatives, establishes a framework for bargaining and begins the bargain-
ing process. This program will discuss the critical role of the administrator in
each of these aspects of collective bargaining.

Investing school district funds has never been more important. This session
will include a discussion on investing your school districts' funds and steps
these administrators took which helped them earn additional revenue while
keeping their funds safe. Hear what they did in 2008-2009 during the worst
financial crisis. This session will focus on: (1) How to identify what school
monies you have to invest. (2) What investments should you consider? (3)
What can I invest in according to the state statute or your investment policy?
There will also be an opportunity to discuss your investment experiences.
SB711 Provisions and the New State Auditor Tax Rate Forms

This session will focus on the details of Senate Bill 711 which impacts the tax
rate and process by which the tax rate is set for all political subdivisions. As a
result of this legislation, the State Auditor's office has modified the tax rate
forms and this session will include an overview of these forms and how it may
impact setting the tax rate for your district for 2009.
