SPRING 20 16 Bentley Community Association are proud to announce that starting in September we will be showing popular films in the Memorial Hall. Details will follow in the near future, look out in the next newsletter, village website and noticeboard for dates. We hope you will support this new venture. Bentley Parish Council Spring has sprung Little Bees Alex and Briony Cavell are delighted to announce that following a tender process led by Hampshire County Council’s Services for Young Children and the Bentley Community Association, their pre-school, Little Bees, has been chosen to provide childcare at the Memorial Hall during school term time. Little Bees is currently registering with Ofsted whilst also working with the Memorial Hall Committee and Kimberley Snuggs, Childcare Development & Business Officer, to prepare the setting with the aim of opening for the start of the Autumn term on Monday 5th September 2016. Little Bees aims to provide the very best childcare for children from 2 to 4 years and will strive to become a valuable part of the community. Through its relationship with Bentley Primary School, children moving into Year R, and their parents and carers, will enjoy the best possible start into life at school. Alex and Briony are looking to build an exceptional team. They will be looking for people who will bring experience, the right personal values, dedication and ambition to deliver an early years provision that will ensure the children build a happy, confident and secure foundation for their future personal and academic success. When Little Bees is a little further through the registration process with Ofsted, they will be launching a new website with more information made available including information packs for parents and carers, information for anyone who would like to know more about joining the Little Bees team, dates and times for open days and contact information for enquiries. In the meantime while the opening date is yet to be confirmed, if you would like to express your interest in either a place for your child or if you would like to be part of the Little Bees team (full time, part time or volunteer) please contact Briony using the temporary email address [email protected] It’s 400 years since the death of Shakespeare, 200 years since the birth of Charlotte Bronte, the “Queen of England”, and many other countries, celebrates her 90 th birthday, and it is 50 years since England won the World Cup so we just had to have an English theme this year And therefore, you might ask, what do we have in store? Well among many, many other things we have a mixture of old and new but all very English with, Maypole Dancing, our version of Morris Dancing, an old English Jazz Band, the Farnham Brass Band, Jonathan the Jester, a Ukulele Band, Terrier Racing, Tug of War, Children’s Games, Inflatables, Chariot Racing (“hey, that’s not English”), refreshments of all types and, let’s slow it down, in the main Marquee there will be Bentley’s finest flower, produce and art exhibited in the various Flower Show competitions. Join the fun just before 2pm and watch the Procession through the village. Admission is £2 for adults with children under 16 free. SPRING 2016 BENTLEY PARISH COUNCIL NEWSLETTER

We have been delighted by the news that a substantial amount of

money is allocated to the school for building work thanks to

building development contributions. Thank you to Councillors Ken

Carter and Mark Kemp-Gee for their support and advice which has

been fantastic.

Readers of the Parish News will know we have BIG plans to improve our current building for the 21st Century and of course building projects are costly. As a small rural school we run a tight budget and every penny counts so this is very welcome indeed. The money allows us to go ahead with the re-build of our Year R classroom which will be built at the back of school where the old staff car park was a long time ago. We plan to expand and improve the toilets for pupils and staff. We will reuse the current room where our Reception class are currently based to improve facilities for our wrap-a-round childcare and to create a special place for our children with special needs.

Our Big Build fundraising team is raising money to start the project in January 2017 with an aim to raise £50,000 this school year. We are extremely grateful for all the support that has gone into fund raising so far. We have had an excellent team led by Amanda Sinclair, Millie Westlake and Amanda Honey. There are two big events which we would really appreciate

YOUR support with. The first is the Mini Raffle. For £35 you may win a fabulous new mini but you will definitely support current and future children at our school. There are only 100 tickets which are available for sale in the school office. The draw for the mini will be at our Summer school fair on June 11th. Our ‘B-Fest’ is open to anyone to attend. There will be a hog roast, ice cream van and lots of great activities for everyone aged 0-99! Come along and join in with the fun.

The second ‘Big Build’ event this term is our ‘Big Cycle’ which has over 40 participants signed up to cycle from Brighton to Bentley on Saturday 2nd July. If you would like to know more about

this event, are able to help with bike or cyclist delivery on the day or would like to take part then

Bentley CE Primary School News

For the 2013/2014 period the precept requested by the Bentley Parish Council will be increased from the figure requested last year. We would like to

explain how this increase was conceived.

Making up the shortfall

In order to make up the £6,271 shortfall, the Parish Council used its reserves, and applied for local government grants where possible. This has been the Parish Council’s approach over the last few years; keeping the precept low, and using its reserves and grants to fund the shortfall. This approach is not sustainable, as the Parish Council would sooner or later run out of reserves.

Governors have identified site security as an area for further development this year. This has not been an issue during the school day when the outdoor areas are supervised by staff but has been a concern out of school hours. We have unfortunately found dog mess, cans and other rubbish on the school site after weekends. Over Easter several issues were noted and there was damage caused to the school hall roof by trespassers on the site. If you live locally and notice any untoward use of the school site, please

contact local police on the 101 line.

What does this mean for me?

The Parish Council and Village Agent will be holding a 'village surgerys’. You would be most welcome to come and discuss any village or community issues or concerns you may have and we will endeavour to help or advise. We may be able to help directly with local issues or take it further with East Hants or Hampshire CC or other agencies as appropriate. The ‘surgeries' will be held on the first Wednesday of each Month at 10am in The Star Inn. For more information please call Richard Greenway (07711 059255) or the Parish Clerk (07795 326539).

Following discussions over the last few weeks between Bentley Parish Council and East Hants District Council, the red (and very rusty) dog waste bins near the Jubilee Stone and the Recreation Ground have been replaced with bigger dual waste

bins. These will be emptied by East Hants District Council on a weekly basis, and can be used for both dog waste and normal litter. It is hoped that these changes will improve the environment in these areas, albeit in a small way, and will help to reduce the Parish Council’s monthly outgoings.

I can confirm, that Stagecoach has informed us, that the 65 bus service will run for at least another year.

Stagecoach have said,

“Stagecoach South is planning to run the 65 for at least one further academic year without major changes. They very much appreciate the hard work which Alton Town Council invested into raising awareness of the issues through its communications with the communities route 65 serves.

There has been very little change to patronage since last September and the future of this route is in the balance. This said Stagecoach will invest in publicising this route better going forwards to attract further usage by both current and new customers.

Stagecoach would like to arrange a meeting with the Town Council, or come along to the next planning meeting, to help explain their plans for next year.

In the meantime please do reassure all those concerned that there are no plans to withdraw route 65 at short notice in the future.”

Plans that could help guide planning applications for years to come were approved in two East Hampshire communities this week.

Neighbourhood plans were approved to cover the area around Medstead and Four Marks and for the village of Bentley.

The neighbourhood plans were compiled by local people and will now be used to help guide the planning decisions made by East Hampshire District Council over the next 15 years.

Bentley Neighbourhood Plan was voted in with 279 voting in favour of the plan and 27 against. A total of 310 votes were cast.

The Medstead and Four Marks Neighbourhood Plan received 2001 votes, with 140 against. A total of 2,148 votes were cast.

Living Independently at Home One older resident who visited a Village Agent at a Health and Well-Being awareness session in the Village Hall, mentioned that she was finding it hard to maintain her garden. Contact was made with the Older People’s Well-Being team and the lady signposted to the Shaw Trust. She received help from Shaw Trust that greatly helped her and removed a worry from her.

Independent Travel One resident known to the Village Agent appeared to be eligible for a Blue Badge for her vehicle but was unaware of the scheme. The Village Agent supported the resident while completing forms for Hampshire County Council. The Blue Badge was duly issued and this led to a a cascade effect as a number of other residents have sought similar help from the Village Agent. The provision of the Badge has made a huge difference to the quality of life of the resident who had always walked further than needed when parking.

Cycle Club Events at the Memorial Hall

Please feel free to contact the clerk or your local Councillor about any issues you would like resolved or raised at Parish Council Meetings. However, please be considerate and try not to ring very early in the morning or very late at night or on a Sunday, the position of Clerk is part time on a flexible basis. There is a 10 minute public question time in every Parish Council meeting. This is your opportunity to raise matters of concern including items that may be on the meeting agenda. The public are not allowed to take part at any other time during the meetings unless invited to by the

Chairman. All Parish Council meetings start at 7.30
