CIRlostatreasuredfriend,supporter,andcolleaguewiththedeathofPe-terSebastianinMarch,2011.AdiplomatwiththeU.S.ForeignServiceformanyyears,Peter’smostrecentposting,beforeretirementtoSantaFe,wasasAmbassadortoTunisia.OtherpostsincludedMorocco,France,EthopiaandCentralAfrica.
PeterandhislovelywifeHarvelmovedtoSantaFeaftertravelingtheworldtogether.HewaselectedtotheBoardofDirectorsofCIRin2007,whereheserveduntilhisresignationduetoillhealthinJanuary2011.Pe-ter’scontributiontoCIR,asamemberandasaboardmember,wasenor-mous.Hisgenerositytoothermembersandtohisboardcolleagues,wasunfailingandgenuine.Afterquietlylisteningtomanyalivelydiscussioninboardmeetings,Peterwouldinvariablyweighinwithacalm,consideredopinionthatsummedupthesituationperfectly.AsrecentlyasJanuary,indeclininghealth,PeterandHarvelhostedtheCIRboardmemberstoateatodiscusstheirexperiencesinTunisiaandtolookatcurrenteventsthere.Asoneboardmembersaid“Iwillalwaysrememberhimexpoundingbril-liantlyonTunisiafromtheeasychair[inhislivingroom].”
Peterwastheperfectgentlemanandconsummatediplomat.Heremarkedontherealityofhisrecenthealthsituation,sayingthatheplannedtogooutwithhis“panacheblanc”.ThatwhiteplumechosenbyCyranodeBergeractosymbolizeallthingsadmirablewasindeedwellwornbyPeterSebastian.

Editor’s note: Dr. Case wrote this remem-brance of Ambassador Peter Sebastian before Peter’s death on March 22, 2011.
TheCIRFallSummitbrought58enthusias-ticstudentsfromsevenareaSantaFehigh
schoolsandcollegestoMonteDelSolhighschool.inOctober2010.Likelastyear’sSummit,weusedastatedepartmentstylebriefingde-liveredbyJohnDobson,whohadjustreturnedfromaWorldAffairsCouncilstudytriponTaiwan.
Asinpreviousseminars,formerAmbassadorPeterSebastianonceagaininspiredthestudents.WeuseatechniquecalledTheClosingtoendtheeducationalprogram.TheClosingispartsummation,partrecountingoffactualstatements,partspeculation,andpartinter-pretationusinghistory,economics,andgeography.Themainingredi-entwearelookingforisinspiration.WeaskedAmbassadorSebastiantostirthestudents’imaginations,challengethemintellectually,andgivethemsomethingtosavorfortherestoftheyear.Justasinlastyear’sclosing,theambassadorwasuptothetask.Infact,hewasmagnificent.Forafull30minutes,Peterwasabletoweavethever-nacularofyoungpeoplewhouseYouTube,Facebook,andTwitterwiththeknowledgeofaveteranForeignServiceofficertopresenttothestudentsaperspectivethatisnotfoundintextbooksbutcomesfromreal-lifeexperience.
Thestudentsgavetheambassa-dortheirfullattentionandIcould
Peter Sebastian Inspired Students and Spoke Their LanguageseefromtheirexpressionsthattheimagesthatPeterwasusingwereconnecting.Hewouldconstructanimageusingthreeorfourelementsandthensay,“nowclicktheimageandmakeitlarger,andtellmewhatyousee”.ForthesestudentsitisaspeciallearningexperiencewhenyouhaveaformerAmbassadorasyourtutorexplaininginawaythatisunderstandabletothemthecomplexityoftheseinternationalis-sues.Manystudents,includingAlexWirthfromSantaFePrep,wereverycomplimentarytowardtheselearningexperiences.TheysaidthattheCIRFallSummitwasveryworthwhileandTheClosingfromAmbassadorSebastianwasspecial.
AmbassadorSebastianandhislovelywifeHarvelfirstworkedwithCIRstudentprogramsthreeyearsagointheCIRSummerSeminaronIran.PeterandHarveltooktwosummerscholars,whoareadvancedstudentsfromtheMid-EastStud-iesProgramatSantaFeCommu-nityCollege,undertheirtutelage.Theyweregraciousinopeninguptheirhomeandtheirlives.Thedin-nerconversationgaveafoundationwhichservesbothofthemintheircurrentgraduatestudies,oneatMiddleburyCollegeandtheotheratUCLA.Bothstudentsremarkedthatworkingwiththeambassadorwasalife-changingexperience.
PeterandHarvelhavealsopro-videdyetanotherexcellentlearn-ingexperiencecalled“AnAfter-noonwithanAmbassador”.Inthisprogram,heandhiswifeHarvelinvitedteachersandstudentsintotheirhomeforalateafternooncon-versation,minglingblackteaandtreatyobligationswithchocolate
cakeandboundarynegotiations.Thisremarkablehusband/wifeteamsharedcurrenteventsaroundtheworldandpersonallifechal-lengeswhenlivingoverseas.WearefortunatetohaveCIRmemberslikePeterandHarvelwhohavetheabilitytoputstudentsateaseinacomfortablesettingandgivethemapersonalizedlearningexperience.Ittakesaspecialattitudeanddedi-cationtoopenyourhomeandtonurturetheseyoungpeople.Thestudentscandetectwhoistrulyin-terestedintheirwelfare,andwhentheyseeitisgenuine,theyrespond-edwithanenthusiasmequaltothatwhichtheSebastiansgavetothem.
EnriqueOtero,ateacherfromtheWaldorfSchool,gavethisthankyou:“ThestudentsandIwereveryhappyandwelearnedalot.Theambassadorandhiswifecouldn’thavebeenmoregraciousandgener-ous.Itwaswonderful.ThankstoCIRfororchestratingtheSum-mitandtheprivatefollowupwithahostofsuchcaliber.”

50thanniversaryandthe70thanniversaryoftheInternationalVisitorLeadershipProgram(IVLP).AdelegationoffourattendedfromtheSantaFeCIR:EllenLampert,CIRExecutiveDirectorPattiPoitras,SusanSuss,andIVLPDirectorHerbThomas.
TheattendeesheardfromAnnStock,AssistantSecretaryofStateforEducationalandCulturalAffairs,whosaid,“Citizendiplomacycomesinmanyforms;itknowsnoage,nolanguage,noraceandsocialstatus.”SecretaryofStateHillaryRodhamClintonjoinedNCIVmembersatan

Lucia,thenewsdirectorwhomInamedthe“interviewer”,askedwhatIdidforaliving.WhenIaskedwhythatwasimportant,shesaidthatshecouldbetterunderstandmyviewsifsheknewwhereIwascomingfrom.
AnulfoaskedwhatexperienceIhadthatIwishedIcouldhavechanged.IrespondedthatduringmytimewiththeCIRboardduringthelate‘90stherewasnosuchthingas“sides”.TheIraqiwarchangedallthatandtheboardbecamequitepolarized.ThisIregrettedanditseemedourguestsunderstood.
The“interviewer”askedaboutmypolitics.IrepliedthatmostofnorthernNewMexicovotedDem-ocraticandSantaFeanswerequiteliberal.SortofHollywoodEast.TheychuckledwhenIadmittedtobeingconservativeandabitlonely.
AnulfotalkedaboutNicaragua’srevolutionbackinthe‘80sandtheeventualelectoralvictoryoftheSandanistas.HewascriticalthatOrtegahadn’tfollowedthroughonhiscampaignpromises.Isuggestedthatcampaignpromiseswereonething,butthatittakesthemiddlegroundtogetthingsdone.Thege-nialFiladelfopokedfunatAnulfoandchangedthesubject.

Sergiowasthecameramanforthegroup.Hisbigcamerawasflashingherethereandeverywhere.ThenthedinnerbellrangandwehadabriefprayerwishingfornewideasforourNicaraguangueststoassisttheircareersaswellasthetransferofthoughtstoassistAmericatobeabetterneighbor.Nextcametheringofwineglassestomanybien-venudosysaludosfollowedbyJo’scandlelightdinner.
Robertomusthavebeentheold-est;perhapsinhislate30s.HewassittingnexttomewhenImentionedthathewasthemosttraveledofthegroup.Hetriedtodenyit,butIpointedoutthathehadbeentosixU.S.cities.HiseyeslitupashetoldofayoungNicaraguansoldierwhodesertedandfledtotheU.S.ThedeserterhadheardofRoberto,whowastheeditorofanewspaper.HeeventuallycontactedRobertoandaskedtobeinterviewed.ThiswasrightupRoberto’salleysoheflewtoMiamifollowedbyseveralcitiesinatypeofundergroundroutineuntiltheycouldlinkup.Robertofelthisfollow-onnewspaperarticlewasthehighlightofhiscareer.
AnulfogotsomechuckleswhenherecountedtheexperiencetheyhadthepreviousdayatStarbucks.TheyhadmetanolderwomanwhospokeSpanishandhadopinionsoneverythingfrompoliticstotheweather.Whattheyenjoyedmostwasthatthisencounterremind-edthemoffamilylifebackhome.ThiswasthefirstsuchfeelingtheyhadhadsincetravelingtoseverallargeAmericancities.BasedonthissingleexperiencetheybegantofeelathomeinSantaFeforthefirsttimeontheirtriptotheU.S.ThatwasuntilthiseveningwiththewarmfireandJo’sdinner.
ThebeautifulYunaisiwasfairlyquietduringthevisit.ThefewtimesthatshedidspeakshowedherEnglishwasthebestofthegroup.AswegotupfromthedinnertableIkiddedherinafatherlywaysug-gestingsheshouldn’tbesoshywithherfineEnglish.
Bythistimethecoffeeandap-plepiehaddisappeared,thefirehadgonedown,anditwastimetosaygoodbye.TheirEnglishandourmiserableSpanishweregoodenoughtoinitiatemanyapartinghug.

Thediscussionfocusedonthecon-nectionbetweeneconomicdevelop-mentandculturalandhistoricpres-ervation.TheofficialsdescribedhowthecityimplementsaregionaleconomicdevelopmentplanandpreservesthehistoriccharacterofSantaFebyadministeringtheHis-toricDistrictsandArchaeologicalDistrictsordinances.DavidRasch,HistoricPreservationoftheCityofSantaFe,explainedhowthecity’sparticipationintheUNES-COCreativeCitiesprogramalsohelpsSantaFemaintainitshistoricandarchitecturalintegritythroughadaptingmodelpubliceducationstrategiesandcreatinginnovativepublicandprivatepartnerships.

visittoOhkayOwingehPueblo.Ms.RobertsonLopezdescribedthehistoryoffederalrecognitionofNativeAmericancommunitiesintheSouthwest,theirgovernmentstructure,religiousandculturaltra-
ditions,andcarvedredclaypottery.Theissuesofeconomicdevelop-mentandculturalpreservationbythepuebloIndianswerefurtherdiscussedattheBuffaloThunderResort.Mr.TimVigil,DirectorofEconomicDevelopmentforPo-joaquePueblo,showedthevisitorsaroundthecasinogrounds,which,apartfromthegamblingbuilding,includerestaurants,hotel,spa,andsportsandrecreationareas,makingitafamilyfriendlyvacationdestina-tion.
ThelastappointmentofthedaywastotheMuseumofInternation-alFolkArt,yetanotherexampleofthestategovernmenteffortofpromotingthepreservationanddevelopmentoftraditionalcultureandcraftsincombinationwiththeeconomicdevelopmentagenda.Ms.MarshaBoll,DirectoroftheFolkArtMuseum,andMs.LauraSullivan,DirectorofDevelopmentoftheMuseum’sFolkArtMarket,bothdescribedthesignificanceoftheannualSantaFeInternationalFolkArtMarket.ThelargestfolkartmarketintheworldisheldinsummerinconjunctionwiththeSpanishMarketandtheIndianMarket.TheUNESCOsponsor-shipsupportsparticipationofin-ternationalartistsandtheartisttrainingprograms.Thevisitorsex-changedthebusinesscardswiththemuseumrepresentativesandtalkedaboutplansforconnectingUkrai-nianfolkartistswiththeFolkArtMarketorganizingcommittee.Af-terthediscussion,thevisitorsspenttimestudyingtheworld’slargestcollectionofmorethan135,000ar-tifactsoftraditionalcrafts.

Shopsandba-zaarswerestockedwithfoodandspices,brightclothing,everydayitems,andconsumerappliances.NowruzistheMarch21IranianNewYear,whichisatwo-weekholidayfordressinginnewclothes,visitingfamilyandfriends,andgift-giving.
Constructionisongoing,asistherepairofoldstruc-turesbyretilingthedomesofmosquesandstabiliz-ingarcheologicalruins.Wesawfactories,fueltankers,transportswithnewshinycarsandmotorcycles,andfreighthaulersferryinggoodsaroundthecountry.
Ourcuriosityaboutthepeoplewasatwo-waystreet.BecauseIranhasfewtourists,wewerecuriosities,es-peciallywhenourAmericanidentitybecameknown.SchoolchildrenpracticedtheirlimitedEnglishandsomeofusrespondedwithequallylimitedFarsi.Wephotographedeachother;afewschoolchildrensoughtautographs.Women,aswellasmen,movedfreelyandwesawthemengagedinvariouslinesofwork.Weweretoldthatsomeyoungadultslookforopportunitiesabroad,butclearlytheinternalmarketmustbesuccess-fulenoughatsomeleveltomoveallthegoodswesaw.
Somewomenworebrightcolorsandfairlyfittedout-fits.Womenofallageschosetoweartheall-coveringblackchador.Thewomeninourgroupworelong-sleevedjacketsandheadscarves;onlyonceataholyshrinedidwedonachador.Mostmenwearwesterndress,althoughexoticattiredidshowupoccasionally.
Ourguidefoundeateriesfromformalrestaurantstoteahousestotinyspotswherewecouldtastekebobs,

eggplant,andstew.Wewereintroducedtoabgusht,alambstewslow-cookedinasingle-servingcrock(dizi).InthemountainvillageofAbyanehthechickenfesen-jan,stewedinpomegranateandwalnuts,wasmemora-ble.Salads,vegetables,andfruitarereadilyavailable.
OurvisitstohistoricalsitesbeganatPersepolis,theAchaemenidcapitalnearmodernShiraz,andPasagard,thecapitalbuiltbyCyrustheGreatwherehistombstands.OutsideKerman,theArg-eRayen(CitadelofRayen),wesawhowfortressesprovidedstabilityandprotection.NearYazdwevisitedaFireTemplewhereZoroastrianmonksmaintainanalwaysburninghearth.
AtZein-O-DinweovernightedinacaravanseraonthewaytoYazd.Caravanseraiarethousand-year-oldSilkRoadcaravanstopsthatdotthelandscapeevery20-30miles(aday’sjourneyforthecamels).ThecaravanseraatZein-O-Dinwasasmallsquarefortwithonlyoneen-trance,whichwasoncelargeenoughforcamelstoentertounloadtheirburdens.Anequallyfortifiedstableforthecamelsstandsoutside.Our“rooms”weresleepingplat-formswithcarpetingonthefloorsandwalls,enclosedbyhighdraperiesforprivacy;thebedsweredownymats,almostlikesleepingbags.AndsoitwasfortheintrepidsevenwhojourneyedonCIR’sIranianOdyssey.
