ABOUT THIS GUIDE
PURPOSE
The purpose of this document is to provide a Settlement User Interfaces (UIs) reference
guide for users supporting Market and/or Transmission Settlement activities. This guide
describes how to submit, and if applicable, approve input data, register for event
notifications, view reports and Settlement results (e.g. invoices, statements) via UIs
available in the Marketplace Portal.

INTRODUCTION
USER ACCESS
Users representing Asset Owners, Market Meter Agents, Market Participants, Transmission
Customers or Transmission Owners who want to use the Settlement UIs must obtain an
OATI x.509 digital certificate. The user’s certificate must be registered in the Portal by their
Local Security Administrator (LSA) with the appropriate Settlements roles and scope
assigned. A Meter Agent LSA must register certificates for Market Meter Data roles.
A comprehensive list of the Settlement roles is posted in the Portal Application Role
Reference Guide on the Portal.

USER INTERFACE
GENERAL LAYOUT
The following illustrates the general layout of the Portal and Settlement UIs.
1 – Screen Name: Screen Name associated with user certificate.
2 – Navigation Tree: Presents the user with specific options based on user roles.
3 – Functional Area: Each drop-down represents a different set of UIs based on
functional area (e.g. Market, Transmission). Access to each is dependent on roles
assigned by the user’s LSA.
4 – Function: Each link represents different UI functions, such as data submissions or
viewing results, available to the user. Access to each UI is dependent on roles assigned
by the user’s LSA.
5 – Content: Displays report or submission page based on user’s role and selected
function in the Navigation Tree.
NAVIGATION
To navigate in the Settlement UIs, perform the following repeatable steps from the
Navigation Tree:

FILE UPLOAD
For Transmission data input submissions, the UI supports both XML and CSV file
formats. The XML and CSV required formats are defined in the Settlement
Management System Technical Specifications > TransmissionSettlementsService
posted on SPP.org
FILE DOWNLOAD
The Settlement UIs provide file download functionality on various pages. Reports are
available for download in CSV and XML. Invoices are available in CSV, PDF and XML
formats. The XML download formats are defined in the Settlement Management
System Technical Specifications > SettlementReportsService posted on SPP.org.
STATUS MESSAGES
The Settlements UI provides the following status messages for user submissions:
PENDING: SMS received and stored the submitted data successfully. At this phase, the
data is stored but has not been processed in a settlement.
CONFIRMED (only for BSS): SMS received and stored the submitted data successfully
and the schedule has been approved by both Buyer and Seller. At this phase, the data is
stored but has not been processed in a settlement.

PROCESSED: SMS received and stored the submitted data successfully. This submitted
data has been processed for a settlement.
REJECTED: SMS found validation errors in the data submitted and did not store any of
the data.
FAILED: There was an error in processing the data and SMS could not store any of the
data. In this case, there would likely be an application issue that SPP would need to
resolve and it may not be related to the contents of the data. The transaction will be
FAILED when there was an internal error that SPP code was able to detect and handle
gracefully.

SORT AND FILTER OPTIONS
To sort and/or filter results returned on any BSS tab:
1. Select the Column Heading to filter or sort.
2. Select the Sort? radio button and/or Filter? radio button
3. Select desired options.
4. Select Apply.
Note: Sorting and filtering may be applied to multiple columns. The column name will have
an (S) for Sorted results, an (F) for Filtered results or (SF) for Sorted and Filtered results.

To remove sorted and/or filtered results returned on any BSS tab:
1. Select the Column Heading.
2. Deselect the Sort? radio button and/or Filter? radio button.
3. Select Apply.

CREATE CONTRACT HEADER
To create a BSS Contract Header:
1. Select Settlements.
2. Select Market.
3. Select BSS.
4. Select Bilateral Settlement Schedules.
5. Select Create Contract tab.
a. Enter Contract Name.
b. Select Product.
c. Select Buyer.
d. Select Seller.
e. Select Submitter Type.
f. Select Settlement Location, if applicable.
g. Select Reserve Zone, if applicable.
h. Enter Max Quantity.
i. Enter Contract Start date.
j. Enter Contract End date.
Note: The contract end date specifies the date when the contract is no longer effective.
In this example, the header is effective until 02/01/2019. In SMS, the contract will end at
11:59:59 PM CPT on 01/31/2019.
6. Select Create Header.
Note: Upon submission of a valid contract header, the UI will provide the user with the
Header ID and the contract effective dates. Refer to example highlighted above.

UPDATE CONTRACT HEADER
To update a BSS Contract Header:
1. Select Settlements.
2. Select Market.
3. Select BSS.
4. Select Bilateral Settlement Schedules.
5. Select Home tab.
6. Select Search Headers to return a list of all Headers the user is permitted to view.
a. To return only Pending Contracts, select the My Pending radio button then
select Search Headers.
b. To narrow down the search results, provide additional information in the
search criteria then select Search Headers.
7. In the search results under Contract Headers, select the Contract Name then select
Update Header.
8. Update the desired header information the popup window then select Update
Header.

a. To return only Pending Contracts, select the My Pending radio button then

1. Select Settlements.

4. Select Bilateral Settlement Schedules.
5. Select Profile Approval tab.
6. Select Search to return a list of all Profiles the user is permitted to view.
a. To return only Pending Contracts, select the My Pending radio button then
select Search.
b. To narrow down the search results, provide additional information in the
search criteria then select Search or apply Sort/Filter options to columns.

7. Select one or more checkboxes on rows with Header IDs and Operating Days to
approve.
a. The Contract Profile box displays details associated with the Operating Day
or Days selected.

SUBMIT METER DATA
To submit Meter Data:
1. Select Settlements.
2. Select Market.
3. Select Meter Data.
4. Select Meter Data Submittal.
5. Select Browse.
6. Browse to the location of the XML file or ZIP file containing multiple XML files with
Meter Data details, select the file name then select Open.
Note: The XML must conform the PostMeterData XML defined in the Settlement
Management System API XML Specifications > Meter Data Service.
7. Select Upload.
8. The Upload Report indicates the status of the upload.
9. Select Close to close the Upload Report.

VIEW METER DATA SUBMISSION LOG
To view log of Meter Data submissions:
1. Select Settlements.
2. Select Market.
3. Select Meter Data.
4. Select Meter Data Submittal.
5. To refresh table, select .
6. To narrow down the results, apply filter criteria to any column by selecting the
column name.
Note: A source type of ‘FILE’ indicates the data was submitted via the UI. A source type
of ‘API’ is an indicator the data was submitted via Web Service.
Note: Submissions submitted prior the S7 Window Open will remain in a PENDING state
until the window opens and the data is processed.
7. To view details for a submission, select the submission filename and select View.
8. To download the file submitted, select Download.

c. To limit results to only include locations with a specific delta threshold,
select a threshold from Daily Threshold or Hourly Threshold.

To submit a Dispute Request:
1. In the Navigation tree, select Settlements.
2. Select Disputes.
a. This will redirect to the SPP Request Management System
3. Log on to the SPP Request Management System.
4. Select Submit Request.
5. Select a Quick Pick.
6. Enter the Subject of the dispute.
7. Enter the Full Description of the dispute.
8. Enter the System Reference # (optional).
9. Select the Include Attachment(s) checkbox (optional).
10. Click Submit Request.
