• Paul Creaney from Margaret River Karate was in attendance from the start of the meeting • Neil Mattinson from Football Margaret River arrived at 7.35pm • Jim Ross noted that agenda item 9.6.10 should read 2 competitions not 3 (ASP 1 & National Juniors that rotates every 7 years).
Further note that competitions are given exclusive use, this locks out all users and takes over the area.
7.2 Live Action List
121 June 2012 Leaking roof at Karate Club – possibility of funding for tiles to come off and be re-tinned. Dylan to look into funding and advise. Jo Smith to meet with Paul to discuss. 6/2/13 Paul has spoken with David Gunn who is speaking to the relevant contractors. 21/3/13 Mid-year budget review has secured funding for completion Jo smith and Dave Gunn to complete. 10/05/2013 roof restoration completed replaced broken tiles sealed and repainted, all gutters replaced and down pipes. 5/6/13 New roof is on, but there are still leaks. Dylan to liaise between Paul Creaney and David Gunn to rectify. 7/8/13 David and Jo are still to meet with Paul Creaney to discuss issues. 2/10/13 David, Paul and Dylan met about 2 weeks ago. A roofing contractor will be looking at it to see what needs to be done. Roof appears to be more damaged than originally thought. 4/10/13 Two roofers have been down to have a look at it, there is a lot more work involved. 5/2/14 Chris Morwitzer from AMR Roofing will be looking at roof. 4/6/14 Dave Gunn and Chris Morwitzer will have meet with a carpenter at club tomorrow. Following inspection a decision will be made on action to be taken following the meeting. 6/8/14 Dave Gunn will be taking over the project.

125 Oct 12 Camping on Gloucester Park Oval - Looking at drawing up a policy for council relating to camping on Gloucester Park. Need to determine what are the requirements and necessity of each user group of Gloucester Park in terms of camping on the park throughout the year for various events, so these can be covered within the policy. Clubs to discuss with their committees and report back at the following SRAC meeting. Other things to be considered are ablutions, charges, etc. 6/2/13 Upcoming events include Rugby Carnival and a Soccer Carnival who may need to utilise camping options. Dylan has been in discussions with Alison – Manager of Environmental Health to determine the necessary health and other requirements should camping be allowed. FY – If such groups are coming into town, we should be able to accommodate them in some way, especially if they are going to provide the necessary ablutions etc. AS – Traditionally it occurs within country towns. Working through with Environmental Health with some further ideas Any plans to extend the camping options would be to ensure the ablution block is connected to main sewage, is currently on sewage tanks. 2/10 Met with environmental health a few times and looking at the smaller instances, i.e. The Show, and then Horses and finally Rugby and other sporting carnivals. Looking at what other shires are doing to determine what the Shire needs to implement 5/2/14 Carnivals have been accepted with camping permits. Over 1500 people in town for events and the caravan parks are close to capacity so camping on the oval may be required. Health will provide requirements for camping to approved events. ROM to continue working with Health. 6/4/14 Discussions occurring at all levels. To remain ongoing for now.

2014 advised that in the original precinct plan, an internal map was going to be displayed to assist visitors with orientation within the precinct. ROM to liaise with Technical Officer Assets and Administration in relation to having the roads sign posted. 4/6/14 ROM discussed with Technical Officer Administration and Assets (TOAA). TOAA will forward some options for ROM to discuss with subcommittee. Subcommittee to decide what option to progress. 6/8/14 Will be finalised while ROM is on leave in the next month.

As the sealing of the road on the western side of the Karate Club is not on the program of works for the next 5 years, a request has been made to open up the second driveway. ROM to follow up with Infrastructure. 4/6/14 Club members to meet with Manager Works and Director Infrastructure Services to discuss options for removal of current barrier in front of drain, erection of dry-stone wall and changing to a flow through car park 10m to the north of current access. 6/8/14 Meeting has occurred and works will be placed in the long term plan. Club still concerned that reflector strips are still required. Director Infrastructure Services will follow up.

149 4 June 2014 Questions for the Shire from the BMX Club 1. There is a gate on the fence that has been installed and the hinges on the gate are at eye
level for the majority of the kids which is dangerous. Can the Shire remove the hinge from the gate?
2. We would like actively seek signage sponsors to raise revenue, can the Shire give us permission to start this process?
3. The power box connection is broken so anyone can come and turn on the lights. Is this a Shire or Western Power issue?
4. Parking may need to be looked at in conjunction with the Karate Club. The west part of the site is full of rubbish if this is cleared it would give us more space. Can this be discussed?

8.0 Reports from Shire Officers and Delegates
8.1 Margaret River Recreation Centre Update – Recreation Centre Manager
Upcoming Programs & Operations
• The new recreation centre website will be up and running over the next 2 weeks.
• Booking forms for Gloucester Park and other centre based activities are on the site.
• We have also linked as many sporting clubs pages to our site as possible to promote local sporting groups.
Aquatic Centre
• The commencement of term three has seen a decrease in casual attendances at the Aquatic Centre due to winter period.
• New pool blankets are proving to be successful with temperature currently holding, the centre is not running heat pumps every night.
Augusta Recreation & Civic Centre
• Repairs have been made to the Augusta Hydro pool. • Repairs and painting is planned for the Gym/ Group Fitness facilities. • The Squash court area in Augusta has been blocked off due to
damage to the wall – we are waiting on inspections from another engineer.
Child Care
• Kidz club has just come to the end of a very successful holiday period. • The crèche continues to run week days from 8:45am to 11:45am
through school holidays and the school term. • Afterschool Care – We have been busy for the last two terms,
averaging over 20 per day, and reaching our record of 36 children one day.
• A majority of children are from Margaret River Primary School, with children also attending from the other local schools.
• We have been extra busy as part of our Afterschool Care service includes drop offs/pick-ups to sports such as Soccer, Netball, Gymnastics, Karate and Swimming. Limited spaces are currently available for all 5 days.
Fitness Centre

• We have appointed a new trainee: Tegan Polain. • Staff will be upskilling at WAFIC in August. • Lockers have been introduced in the Gym and small lockers have been
installed in the Group Fitness Room – Customers seem to be utilising them.
• SW Mudfest – Rec centre provided life guards – requests for fitness team to do training for next year.
• Ability’ classes still attended well; o Aquability picking up numbers o Dancability steady; and

o Gymability changing time to fit into a cooking course at the
TAFE. • Teen classes will not be running in holidays from now on – not well
attended these holidays. Gloucester Park
• Lighting issues continue to be a problem, with stock of globes and trying to get a hold of the crane company from Capel to get down and complete works. Crane company is 12 – 14 weeks behind schedule.
• Margaret River Cowaramup Electrical are working on the lights. • Large percentage of Western oval lights are out.
The committee discussed ongoing issues with the Western Oval lighting.
Sports Stadium
• New Stadium Sports competitions commenced at the start of term 3. • Roof repairs and leaks are still being an issue in heavy rains, with
many sports having to be cancelled if rain is forecast. • Roller derby are having there bout on the 2 August. • Squash court usage is on the rise again.
9.0 General Business
9.1 Resubmission of the Augusta Golf Club’s Interest Free Loan Application
Following advice received at the meeting, the Augusta Golf Club have amended and resubmitted their Interest Free Loan application.
• The total project cost is estimated at $25,536 + GST. • Under the Financial Assistance Policy, 50% of the total project cost
may be sought through the Interest Free Loan fund. • Loan application for $12,768 is sought. • Balance of project funds to be provided by the club.
Jim Ross asked questions about the application which were answered by Frank Sheehy. Jeff Bevan asked if the Augusta Golf Club would be able to send a representative to the SRAC meetings. Augusta Golf Club will discuss and provide response to the committee.

9.2 Dog control within the Gloucester Park Precinct
Ranger Services would like groups and clubs to remind their members that all dogs must remain on leads within the Gloucester Park Precinct, with the exception of the designated dog exercise area shown in Attachment 9.2.1. A review of the signage within the precinct will be undertaken and non-compliance may result in a $200 infringement notice being issued.

9.3 New procedure for lodging infrastructure and maintenance requests • All requests from sporting clubs for facility maintenance or construction
should be directed through the Technical Officer Customer Services. • The Technical Officer Customer Services will then lodge a customer
request for the work to be undertaken. • Works will be attended to in line with priorities set by the relevant
teams i.e. Asset Services (Building Asset Management) and/or Works (Parks and Gardens, Maintenance or Construction).
Contact details for infrastructure and maintenance requests Jason Heine, Technical Officer Customer Services Email: [email protected] Phone: 9780 5274 Director Infrastructure advised the committee that the maintenance and construction requests coming from the Sports and Recreation Advisory Committee needed to come through to the Technical Officer Customer Services so that everything can be captured as a customer service request. This will prevent requests getting lost as they will all be logged in the system, be evaluated by the Works Manager and will be programed for completion. A request was made to the committee that all requests are made by either the Club/Group President or Secretary. This will ensure that follow up occurs with the correct person.
9.4 Updates from clubs
9.3.1 Arts Margaret River
• Not in attendance
9.3.2 Augusta Margaret River Football Club • All going ok. • Having a good year. • Hard to compete with Eaton and Bunbury Clubs as they
have upgraded facilities with the injection of funds. • Fencing – issues on game day. Fencing has been
removed from Shire budget. Home games in jeopardy. Only club in SW league that don’t have fencing. League has indicated that perimeter fencing will become a requirement for hosting home games.
• Not enough volunteers to put fence up. • Will leave it in the hands of Shire to supply and erect
fencing. 9.3.3 Football Margaret River
• Second half of season. • Country week selections will see 22 kids travel up to
Perth in the first week of the next school holidays compete against other regional teams.
• Previous Coordinator of Country Week has stepped down. MR Football Club member now coordinates the regional association travel to Country Week.
• Senior men & women going well. Women in Premier league. Men 3rd tier in top spot.
• Would like Shire to resolve lighting issues for the Western Oval.

• Shire is providing good playing surface. • Juniors hosting the finals on the 20 September 2014. • End of season wind up.
9.3.4 Hawks Cricket Club
• Junior rego happening Thursday week at the Football Club.
• We will be starting in October. • SW Mud Fest was very successful. Thank you to Shire
for support. Looking at running again next year. • Congratulations to Aaron Zalewski received
Commonwealth Gold Medal in Men’s Hockey. 9.3.5 High School
• New basketball facilities, once building finished playing fields can be utilised again.
• Sorting through other budget matters at the moment. • Once building is finished, school facilities will be back
on track so Cricket can recommence. 9.3.6 Leeuwin Gropers
• Grounds have been awesome this season – great playing field.
• Doing exceptionally well. • Saturday 23 home ground grand final • Slow and steady increase in junior players coming to
training. • AGM Saturday 1 September at 6pm. • 1 more game to go this weekend.
9.3.7 Margaret River & Districts Agricultural Society
• Getting ready for the Show. • Website upgrade to have an online program to reduce
costs of disposable printed program. • In process of upgrading the poultry shed. • Spraying has been done on sheds. • Not enough members, we have a very small committee.
9.3.8 Margaret River Basketball Association
• Season has not yet commenced. 9.3.9 Margaret River BMX
• Not in attendance 9.3.10 Margaret River Bowling Club
• Not in attendance 9.3.11 Margaret River Karate Club
• Martin and Ken are attending a comp in Perth SKI’s and taking 6 juniors.
• 27 of month attending KUA nationals in Sydney with 9 competitors going. Students from Japan, Malaysia, USA and South Africa.
• Juniors coming up to middle brown belts. • Thanks to the Shire for the sponsorship for attendees.

9.3.12 Margaret River Hockey Club
• Not in attendance 9.3.13 Margaret River Junior Football
• Organising an Auskick game half time this weekend. Amalgamating MR and Cowaramup Auskick for game.
• Looking at another Auskick game on the following week for those who may miss out.
• Nippers Oval was a bit soggy a couple of weeks ago. • Meeting on Monday to organise end of year wind ups. • Girls are doing really well in the junior 15-19yo. • Boys sitting middle of pack 14-15. • 9’s, 11’s & 13’s performing as usual. • Moved game on the 23 to Cowaramup for the Rugby
grand final – Sporting clubs working together. • Good luck Rugby.
9.3.14 Margaret River Little Athletics
• Currently in recess at the present. • Will be commencing again at the start of term 4 after the
Agricultural Show. 9.3.15 Margaret River Netball Association
• Over half way now. • Coasting into finals. • Successful round robin held for a junior player that
passed away. We raised money for the family and Princess Margaret Hospital.
• Turnover of committee members – looking at strategies for increased membership,
• Looking at end of season and wind up. 9.3.16 Margaret River Recreational Surfers
• Huge swell. Would like the following addressed – Lawn at Surfers Point
• The lawn has not come back since the last competition and it is being used as a car park.
• Could we have movable bollards for competitions? • 8000lts of effluent went into tanks that leached into the
hills. Sewerage needs to be carted away. Can a proper disposal system to be set up?
• About 3 weeks ago there was some nasty graffiti in the car park. I drove to the Depot to let them know and was advised that it would be addressed straight away. I ended up going down with white paint to paint over it as it looked bad for tourists.
Director Infrastructure Services
• The lawn area is going to be replaced and we will be speaking to Surfing WA about the type of matting they use.
• Lockable, movable bollards may be a good option – we will look into it.
• I will follow up in relation to the graffiti.

9.3.17 Margaret River Roller Derby (update provided by email)
• In June we went over to Adelaide to play against teams from all over Australia. We played against some of the top teams and lost but gave it a red hot go and we learnt so much to bring back to training.
• Margaret River’s Cabernet Savages are celebrating a hard fought victory over Perth’s Dread Pirate Rollers after Saturday’s Roller Derby clash at the Margaret River Recreation Centre.
• Rolling out to a near-capacity crowd of almost 500 spectators both teams lined up for a tough bout, but from the first Jam, the Savages claimed the lead. The rivals fought it out in a fast-paced, hard hitting game with tight scores reflecting the excitement on the track.
• The skaters from both sides showcased the best of the sport – fast footwork, tight teamwork and smart strategic play, wowing the crowd with a spectacular display of gritty roller derby at its best.
• The cheering and support kept us going even through the toughest parts of the game.
• Most Valued Player awards went to Danielle Parish (DaniHellraiser) - Jammer and Sandy Roberts (Ningaloo Grief) – Blocker.
• The Savages are in the initial stages of planning another home bout for 25 October this year. Further details will be announced closer to the date.
9.3.18 Margaret River Tennis Club
• Just had AGM a couple of weeks ago. • All positions filled. • Tour pro will go ahead – chasing sponsors. • Thank you Football Margaret River. Present and past
committee who have a junior with a scholarship. 9.3.19 Margaret River Underwater Hockey
• Not in attendance Martin Keen – A few weeks ago I took 12yo out to coach soccer. When we arrived the turf was badly damaged and I had them stamping the ground back. Congratulations to ground staff who had fixed it properly within a week.

Dear Hannah,
Please find attached the revised submission from the Augusta Golf Club Inc. for an Interest Free Loan. The only change from the original submission is to the costs with a lower quote from Gardiners Earth moving Company. The Club loan application is now for $15,000.00 with the Management Committee agreeing to any shortfall in the cost o f the catchment area sealing to be borne by the club. This still makes the project feasible to us in terms o f this year's income and patronage remaining the same for next year.

find following the prices for the different sealing options that you have requested.
1. To prepare area of approximately 1000m2 as outlined, supply gravel, spread, bond with RT20 soil stabilizer then compact. $9860 +GST
2. To supply and lay 2 coat, 7 on lOmm bitumen seal. $15676 + GST
3. To supply and lay black asphalt at 25mm thick. $23908 + GST
