WHAT ARE PCC’S

• Locally Elected Policing Body defined in Police Reform and Social Responsibility Act 2011

• Replaced Police Authorities in November 2012• Usually hold office for 4 years• 41 PCCs cover England & Wales• The Metropolitan Police (London) have a slightly different arrangement through

the Mayors Office for Policing & Crime• British Transport Police, Civil Nuclear Constabulary, MOD Police and City of London

Police have different governance arrangements• Set the local Police & Crime Plan• Set the budget and Council Tax Precept• Hold Chief Constable to Account• Potential to hire and fire the Chief Constable• Held to account by Police & Crime Panels and the ballot box

• Broader remit than Police Authorities i.e. Police AND CRIME• Facilitate and broker relationships with Community Safety partners• Responsible for consulting with communities and victims on their

views/concerns/priorities (this will include Young People)• As with Police Authorities, ASB is a key concern from consultation• Commissioning of Victim Services from October 2014• Duty to consult on Community Trigger & Community Remedy (Antisocial behaviour, Crime and Police Act 2014)• Significant potential for co-commissioning with other partners inc. Why my PCC like my projectWales, Newport Positive Futures

• What are we? • A Sports based social inclusion programme targeting

the most at risk young people across the city of Newport. • Sport and physical activity is the tool used to engage hard to reach young

people.

• Who are we? • A Positive Futures team based in a local authority Sports Development

unit: 1x Senior Officer, 3 p/time officers and 15 regular casuals. • The team works in partnership with a range of partners in Education

services, Police, YOS, Sports Development, Social Services to ensure the needs of the most challenging and vulnerable young people are met!

Why my PCC like my projectWales, Newport Positive Futures

Funding

• March 2013 – Home Office had withdrawn supporting the national programme advising projects to source local funding.

• April 2013 – Gwent Police Crime Commissioner agreed to £100,000 funding to

Newport Positive Futures until March 2014.

• £73,000 – local funding attracted: YOS, Alternative Education, Barnardos, YCPF

• April 2014/ March 2015 - Secured £100,000 funding. • Currently developing the programme across Gwent in line with the PCC priorities. • Sport Wales have committed £70,000 to this development.

• Make progress in understanding what type of sporting offer is needed to realise this value

• Establish measurement strategies that show the impact of sport interventions and move towards a consensus about what constitutes an effective intervention

• Enhance the relationship between the wider sporting environment and community safety/crime reduction agencies
