About the Government Technology Institute

Harrisburg University’s Government Technology Institute is a driving force in educating IT Leaders, empowering them with increased skills to make “Good Government Great Government.” GTI connects government technology leaders with the expertise of its sponsors, as well as Harrisburg University faculty and advisors. Charlie Gerhards is the Executive Director of the Government Technology Institute (GTI).

Before starting Gerhards Consulting, Mr. Gerhards served as the Governor’s Secretary of Administration, as well as Chief Information Officer (CIO) for the Commonwealth of Pennsylvania. As state CIO he was responsible for the establishment of statewide policies, standards, and guidelines governing the planning, management, acquisition, security, and use of information technology assets in all Commonwealth agencies under the Governor’s jurisdiction, impacting 85,000 state employees. While serving as Pennsylvania’s state CIO, Charlie had the good fortune to have many corporate CIOs serve as advisors and mentors. That positive experience of learning from some of the best in the industry became the motivating force to start the Government Technology Institute.

Kelly Powell Logan is the Vice President for Strategic Workforce Development and University Centers for Harrisburg University of Science and Technology. She is responsible for leading the expansion of the existing university centers and creating new centers which meet strategic workforce needs.

Prior to joining Harrisburg University, Kelly served as the Governor’s Cabinet Secretary of the Office of Administration 2011 until 2015. As a member of the Governor’s senior staff and Governor’s cabinet member, Kelly led the agency responsible for over-sight and administration of the enterprise functions of Human Resources, Information Technology, Governor’s Innovation Office, Continuity of Government and Records Management for nearly 80,000 employees in over 40 agencies, boards and commissions under the Governor’s jurisdiction.

Prior to leading the Governor’s Office of Administration, Kelly served as Executive Director of Public Service at the Pennsylvania Higher Education Assistance Agency (PHEAA). She oversaw the departments of PA School Services, State Grant and Special Programs, Public Service Technology Systems, Postsecondary School Alliances and Nursing Programs.

Prior to her tenure at PHEAA, Kelly served as the Governor’s Secretary of the Department of General Services. In that position, she oversaw a department of 1,500 employees and an operating budget of $135 million.

In other state government service, Kelly has been responsible for widespread improvements in the state’s IT and e-commerce strategy. In the private sector, she served in executive roles in marketing, human resources and purchasing for international and regional firms.

Kelly holds a Bachelor of Science in Business Administration from Villanova University; a Master of Business Administration from Pennsylvania State University; and completed the Strategic Leadership for State Executives program at the Governors Center, Duke University. She is also a graduate of Leadership Harrisburg Area’s Executive Leadership program, is past chair of the Capitol Regional Economic Development Corporation (CREDC) and past president of the National Association of State Chief Administrators (NASCA).

GTI PROGRAMS

IT EXECUTIVE ( ITE) PROGRAM

GTI’s signature initiative, formerly the Chief Information Officer (CIO) certificate program, targets the unique challenges of public and private sector IT executives. Today’s IT executives require sophisticated skillsets in leadership, strategy, and management. The ITE immerses IT leaders in a comprehensive study of execu-tive-level issues, including IT strategy and planning, governance, security, workforce development and the skills necessary to earn a seat at the executive table. Through the program, current and aspiring senior-level IT executives earn the Certified Government CIO (CGCIO) certification, 6 college credits that can be applied to a master’s degree at HU, in addition to learning to manage the demands of their increasingly complex roles.Nearly 100 CIOs or aspiring CIOs have entered Harrisburg University’s program to collaborate, look at best practices, share ideas, and look at shared services as a way of dealing with increasingly difficult challenges such as budget cuts, higher service demands, and emerging technologies. Instruction, provided by subject matter experts, many of whom are successful IT executives from public and private sector organizations, emphasizes leadership, strategy, and management, not necessarily technology. GTI corporate sponsors are major contributors to the education provided.

INFORMATION TECHNOLOGY MANAGER ( ITM)

The Information Technology Manager (ITM) certificate program is specifically designed for employees who currently serve or aspire to serve in positions focused on the successful delivery of IT projects and systems. ITM focuses on the management aspects of information technology and strives to empower IT Managers with the business and interpersonal skills essential to working successfully with their customers and others.The curriculum consists of presentations, case studies, hands-on exercises and other educational opportu-nities primarily delivered by GTI sponsors. The goal of ITM is to provide information and tools to empower IT Managers to lead their organization; manage their team effectively; and support the leadership in executing key objectives.

LEADERSHIP DEVELOPMENT PROGRAM (LDP)

The Leadership Development Program (LDP) provides Deputy Secretaries and other senior leaders in Pennsylvania state government the opportunity to further develop their leadership abilities and succeed at the highest levels of government. Developed through a collaboration of Harrisburg University, Alvernia University and the Governor’s Office, this unique program gives participants the opportunity to enhance their understanding of their work place culture as well as learn strategies, tactics, and management techniques applicable to the unique challenges government leaders face.The program offers mentorship and networking opportunities, discussions on real life issues and concerns, and leadership skills assessment.

INNOVATION SERIES

The GTI Executive IT Innovation Series is specifically designed for the most senior IT leaders in Pennsylvania state government, allowing them to stay current on IT innovations in the marketplace. Harrisburg University’s Government Technology Institute (GTI) established the Security Center of Excellence (SCE) as part of a targeted effort to support government security leaders and their staffs as well as the private sector through educational programs, collaboration and awareness-raising initiatives.Harrisburg University leverages business partners, faculty, and students to connect Information Security professionals with the latest, best practices and technologies. THE MISSION OF THE SCE IS TO

• Provide leading-edge education and training to address the current and future needs of Information Security professionals;

The Agile Lean Center (ALC) aims to significantly improve business and project outcomes for state and local governments, as well as local and global businesses, through professional development, certificates and academic offerings. Agile and lean business processes make up the curriculum around Product Development, Software Development, Manufacturing, Business Process Improvement and Value Centered Project/Portfolio Management.

LEAN PROJECT MANAGEMENT

Lean Project Management is the comprehensive adoption of other lean concepts like lean thinking, lean construction, lean manufacturing, etc. into a project management context to meet the goal of delivering more value with less waste in a project context.

AGILE PROCESS MANAGEMENT

Agile Process Management refers to an iterative, incremental method of managing the design and build activities of information technology, engineering, and other business areas that aim to provide new product or service development in a highly flexible and interactive manner.

ALC PROGRAMS

AGILE SCRUM 101 I INTRODUCTION TO AGILE SCRUM

This fun and interactive 1-day course (which is also part of HU’s graduate program course for those obtaining their M.S. in Project Management) covers Agile Scrum, ScrumBall Scrum Simulation, User Stories, Product Backlog and Sprint Backlog, Sprint Planning and Sprint Execution, and Scrum Framework, among others. This course is for participants that are new to the Agile world but want a good overview of it to decide how to begin and leverage agile principles in their teams and projects.

LEAN THINKING 101

The One-Day Lean Thinking Overview Workshop provides participants with an introduction to the principles and tools of Lean Thinking. For people just getting started with lean, or for organizations who are ramping up on their lean journeys, this workshop is a must!

PMP-CAPM EXAM PREP ( IN-CLASS AND ONLINE)

This course exposes students and practicing project managers to the Project Management Body of Knowledge processes and standards and prepares students to take the PMP or CAPM certification exam.

PROJECT MANAGEMENT FUNDAMENTALS

This course emphasizes the project processes and knowledge areas, terms, tools, and formulas as well as to extend the knowledge base into soft skills such as communication, conflict management, team development, and leadership. Agile framework and methodologies such as Scrum will also be covered during sessions

PROFESSIONAL SCRUM MASTER (PSM-1) TRAINING

This 2-day course covers the principles and (empirical) process theory underpinning the mechanics, rules and roles of the Scrum framework. Like all Scrum.org courses, students learn through instruction and team-based exercise and are challenged to think in terms of the Scrum principles to better understand what to do when returning to the workplace. Advanced tools for are provided to increase a Scrum Master’s effectiveness and relate to behavioral shifts, working with people and teams, coaching and facilitation techniques, and addressing the organization.

The Center operates under the leadership of Harrisburg University and the Government Technology Institute. Solutions to the challenges in business, healthcare, and society are developed through the use data analytics solutions. Developing, maintaining and sharing tools, research and best practices in analytics is critical in the discovery and implementation of new and improved solutions.

While data analytics involves an array of sophisticated tools, at the core of any strategy are skilled professionals. Developing the skills and readiness of leaders, analysts, data scientists and other profes-sionals in analytics is a critical component of the Institute particularly given the rapid pace of change in tools, techniques and challenges.

With this in mind, Harrisburg University has established the Analytics Institute. The Institute is a targeted effort to support leaders and their staffs through educational programs, collaboration and awareness raising initiatives.
