Only one day left of a fantastic event! We hope you enjoyed yesterday’s agenda, which began with an unprecedented gathering of senior procurement officials on one stage. Their panel discussion, “The Great Debate: Agency Perspec- tives on Procurement,” was presented “political primary-style” as seen above. There was lots of talk of innovation. Maj. Gen. Casey Blake said, “We’ve got really innovative folks, and one of the things we need to do is get out of their way and let them do things right.” Deputy Assistant Secretary of the Navy (Acquisition and Procurement) Elliott Branch said that innovation is a constant in his office. “Ev- ery day we come to work and we innovate.” Soraya Correa, Homeland Security’s chief pro- curement officer, remarked, “Category manage- ment is really about understanding the market and maybe changing our behaviors.” She went on to say, “We stood up our Procurement Innovation Lab with ‘learning cafes’ to teach people what we’ve learned. As soon as you discover some- thing new, you get the word out to everyone—the entire acquisition team.” Harry Hallock, deputy assistant secretary of the Army (Procurement), said that within our workforce, in order to be suc- cessful, “we have to allow people to make honest mistakes.” Speaking of Mr. Hallock, we would like to thank him for serving as this year’s event chair and for all of his help in making World Congress 2016 a huge success! In addition, NCMA would like to extend a huge thank-you to our World Congress speakers! � Leads a five-member team in the contract execu-tion of a $2.8B development portfolio that is direct-ly sponsored by the Under Secretary of Defense for Acquisition, Technology and Logistics USD(AT&L)

� As a PCO with an unlimited warrant, he plans, negotiates, awards, and administers contracts for the USAF and on behalf of 28 other DoD and non-DoD agencies.

� Led the contracting efforts of a 20+ person IPT during two simul-taneous Acquisition Category ID source selections that resulted in a down-select decision from the Source Selection Authority and a Milestone C decision from USD (AT&L) for communication termi-nals. The source selections yielded a total of four contract awards valued at billions of dollars. His efforts resulted in zero post-con-tract award protests and saved the USAF and taxpayers hundreds of millions of dollars.

� Competitively selected by AFMC to deploy for five months as a civilian CCO in support of Operation Enduring Freedom where his actions directly influenced the fight against terrorism

Contract Management Education AwardNaval Postgraduate SchoolThe Naval Postgraduate School’s Graduate School of Business and Public Policy offers five separate programs related to acquisition and contract management.

Research is a required component of this program and students are en-couraged write for CM Magazine and the Journal of Contract Manage-ment. In addition, faculty have published many articles throughout the years, and hold NCMA certifications and earned NCMA Fellow status. The Contract Management Body of Knowledge is integrated into the curriculum with the alignment clearly shown in the nomination package, plus students are encouraged to sit for NCMA’s certification exams.

Students become familiar with NCMA during graduate school and are encouraged to become engaged with their local chapters and serve as officers. Guest lecturers are an important part of the curriculum and the nomination mentions multiple government executives who have visited.

The Contract Management Profession as Defined by Its ProfessionalsNCMA is revising its Contract Management Standard, which de-fines the profession of contract management and the processes involved in all phases of the contract lifecycle.
