Town Right of Ways

Any item placed within the Town’s right of way is at the owner’s risk. Any item such as mailboxes, landscaping, land markers, basketball hoops need to be placed as far as possible off the roadway and right of way. Generally the Town’s right of way is 25’ from the centerline of any road. Maine State Statute (29-A MRSA § 2396), states that it is unlawful to place in the Town’s right of way any snow or slush that has not accumulated there naturally. Violations of this type are enforceable by the State Police and or County Sheriff’s and prosecution is handled by the District Attorney. In addition Maine State Statute (23 MRSA §§ 3252 and 3253) makes it a civil violation to obstruct the flow of water in ditches or drains along the public ways. This civil violation is punishable by a fine of up to $500, up to three months imprisonment or both. Therefore it is very important when plowing and performing

spring and fall clean up, to keep the clean up on your property.

Property Taxes

The second installment of property taxes is due February 26, 2016. If

the first installment has not been paid, interest has accrued. Please contact the Municipal

Office to get an accurate amount due. Any unpaid taxes as of April will be recorded as delinquent

in the Annual Town Report.

The Fire Department currently has 20 volunteers serving our town. They are always looking for new volunteers to join the fire department to help protect our town; no experience is necessary, there is ongoing training as well as a monthly business meetings. A junior fire fighter program for ages 15-18 is also offered.

The fire department is looking for volunteers to adopt a hydrant for the winter months to assist in keeping the snow cleared for access in case of an emergency. If you are interested please contact the Town Office.

Some safety reminders and tips: • Reminder that all residents should have proper E-911 address numbers on your home and mailbox. • Develop and rehearse an escape plan. • Have your wood stove and chimney checked by a qualified professional. • Check all your smoke and carbon monoxide detectors to make sure you have fresh batteries installed • Outdoor burning requires a permit; permits can be obtained at the Municipal Office during normal business

hours.

To issue concerns regarding winter plowing please contact the municipal office at 207-827-7725. If the concern is regarding Main Street (ME Route 178), the issue should be directed towards Maine DOT in Bangor at 207-945-4500.

If the issue is not during the normal hours of operation please contact Penobscot County Dispatch at 207-947-9585 or the State Police Dispatch at 207-973-3700.

Bradley Historical Committee

Recently a Bradley Tax Collectors leather bond book from 1863 was donated to the Historical Committee. Many residents have checked it out. If you would like to see if your relatives are listed stop by the Town Office and have a look. In addition several postcards of Bradley were loaned to us. They have been scanned and enlarged. If you have photos you’d like to share, please bring them to the Town Office, we will scan them on the spot. It is amazing how much we have accumulated over the past few years. Thanks to all who have contributed to our files.

DOG REGISTRATIONS DUE NOW Dogs must be registered by December 31, 2015. Effective February 1, 2016, there will be a late fee of $25.00 assessed per dog. Un-registered dogs owners are also subject to a summons from the Animal Control Officer. Dog owners must provide a current Maine State rabies certificate along with proof of neutering or spaying. A new dog needs to be licensed at 6 months of age or within 10 days of the dog having moved to Bradley. Fees: Male/Female $11.00 Neutered/Spayed $6.00

HOMESTEAD EXEMPTION

The Homestead Exemption program provides a measure of property tax relief for certain individuals that have owned homestead property in Maine for at least twelve months and claim the property on April 1st their permanent residence. In 2015 Property owners received an exemption of $10,000 off the total valuation of their home. Applications are available

at the Bradley Municipal Building or our website. They must be filed by April 1, 2016 to receive the exemption.

E-911 Emergency Responder Signs Available

Blue emergency 911 response signs are available for ordering. These signs aid public safety officials in locating a victim’s home during an emergency. This project is possible through the cooperation of the Town of Bradley, Penobscot County Sheriff Department and Penobscot County TRIAD. The purchasing and ordering is done at the Bradley Municipal Building during regular business hours.

WINTER PARKING

No person shall allow or permit any vehicle under his or her control or registered in

his/her name to stand or be parked on any public street or way from November 1, 2015

to April 15, 2016, inclusive, between the hours of 10:00 pm and 6:00 am for a period

of one hour.

No person shall park or leave standing any vehicle upon a public way within the limits of the Town of Bradley in such a manner as to interfere with or hinder plowing or removal of

snow at any time

Old Town High School

The Town of Bradley contracts with Maine Waste Systems for trash pickup. The new schedule is every Thursday beginning at 7:00 am. Maine Waste Systems observes the following holidays: New Years, Independence Day, Thanksgiving and Christmas. If the holiday falls on a Thursday, your trash will be picked up on Friday instead of the normal Thursday. The Town Council has recently given the contractor discretion on what items and what amount of “waste” will be picked up weekly. Unfortunately several residents have taken advantage of the Town of Bradley policy regarding taking small amounts of other items that may not be considered “regular household trash”. The Town Council would like to continue to offer convenient trash disposal, however if a large clean out or construction project is taking place it will be necessary to contract with a private hauler for a dumpster. A small amount of items that can be handled easily and 2 tires up to 16 inches without rims can still be disposed of.

Solid Waste Removal

Each May and October the Town of Bradley offers an event that allows residents to dispose of items that are not taken during the weekly pick-ups. Residents may purchase identification stickers at the Municipal Office for $1.00. The sticker provides for two loads for each event. Electronic disposal services are also available.

HAZARDOUS WASTE DISPOSAL Used Motor Oil, Old Gasoline, Kerosene, Paint Thinners Many local garages take these materials to burn in their heating systems. The disposal is often free or for a very small fee. Automotive Batteries Return batteries to the store where you purchased, typically they refund a core charge to you. Interior/Exterior paints (Latex, oil, Alkyd) Deck Coating, Floor Paints, Stains, Shellacs, Varnish, Urethane, Water Proofing concrete, (Not Tar or Bitumen Based) and Field Paint www.paintcare.org Paint Care is a Free Program for Disposal at Specified Sites, currently Old Town Aubuchon is a participant. Televisions, Computers, Fluorescent Lamps Electronics End, 173 Robertson Blvd Brewer, ME 04412 Pesticides: The board of pesticide control at 207-287-2731 has a program each fall for disposal of pesticides. Pre-registration is required. Anti-Freeze: Bangor Radiator will take small quantities of clean green and red antifreeze.

Single Stream Recycling Single stream recycling allows residents to place all recycled items in one single recycling container. By making recycling easier the program encourages recycling and reduces much of your trash. The success of the waste reduction will not only make a huge impact on our environment, it will also help reduce the Town’s solid waste expense. All single stream recycled items can be placed in any easily lift able container.

Identifiable stickers are available at the Municipal Office and are provided free of

charge to residents; the container must be used only for recycling.

Curbside pickup is the third (3rd) Thursday of each month. Residents are asked to designate your container on the pickup days by segregating from your solid waste containers, perhaps on the other side of your property entrance.

You can go to townofbradley.net website and click on recycling on the left and it gives you a list of what you can and cannot recycle.
