Submission of Immovable Properfv Return by the employees of autonomousand subordinate lnstitutes/organizaUons in the Ministry of HRD,

The matter relates to submission: 'of Immovable Property Return by theemployees including faculty in all centrally funded autonomous institutions and theinstitutions on which Ministry has administrafrve jurisdiction.

2. Rule 18 (1) (ii) of the CCS (Conduct) Rules requires submission of AnnualProperty Returns by all Group "AI! and "B" Qfficersin respect of immovable property by31si January ofeach year. Normally, such fl provision exists in all organizations evenwhere they have their own conduct rules. .f\s per guidelines issued by DaPT vide its

.Office Memorandum No. 11012/11/2007-E$.A dated 2ih September, 20.11, vigilanceclearance shall be denied to an officer if: he fails to submit his annual' immovableproperty return of the previous year by 31s~January of the following year. as requiredunder GOI decisions under Rule 18 of the ctntral Civil Services (Conduct) Rules, 1964.

3. . All Institutes/Organization are requireb to circulate guideJines to all the Group "A"& "B" Officers regarding submission of IPR ~y 31st January, However, it has also cometo notice that these guidelines are not qirculated by the Institutes every year or

. circulated very late. Due to non-circulation ol the guidelines by the institutes, officers do.not submit-their IPR or submit- if late. Thisf results in denial-of vigilance clearancetothese officers. . /" . . .

_ i4. In view of the above, it is requested t~atfollowing directions may be circulated tothe Institutes/Organizations under respective Bureaus for strict compliance:-

. ,i. All Institutes/organizations in th~ MHRD should circulate, in the month of

. November/December, the guid~lines regarding submission of 'PR before31st January of the year, to a] the Group "A" and "B" officers of theirorganization. .

ii. All employees including faculty in all centrally funded autonomousinstitutions and institutions on which the Ministry has admmistrativejurisdiction would submit their Property Return latest by 31st January to thecompetent authority. The said a4thority would notify on their website the factof submission of such Return by the employees and would also name theemployees on the site who fail to submit the !PR.

Such employees including faculty'who fail to submit their Property Returnswithin the stipulated time i.e. 31sl;January of every year, would be deniedvi!lJilance clearance in addition to t~ke action under conduct rules applicableto them. . .

AI) Heads of Institutions would su~mit their Property Returns to the authorityto-whom he reports and a copy 0 said return to the Divisional Heads in theDepartment, who exercises t administrative jurisdiction over theOrganization/Institution t facilitate tbe Divisional Heads to submit acertificate of timely submission df IPR while seeking vigilance clearanceThe Bureau Head would also direct Divisional Heads in the Bureau toensure that IPR submitted is notified on the website of the concernedlnstit~te/organization.

The Bureau Heads will issue necessary instructions to all' Divisions in theBureau for effective implementation of the above instructions.. ,

Note' (1)For purpose of column 9, the 'lease' would mean of lease of Immovable property from year to year or for any term exceeding one year or reserving a yearly tent. Where, however, the lease of immovableproperty is obtained from a person having official dealings with the Institute employee, such a lease should be shown in this column Irrespective of the term of the lease, whether it is short term or long termand the periodicity of the payment of rent.In column 10, should be shown, (a) where the property has been acquired by purchase, mortgage or lease price or premium paid fOFsuch acquisition.
