4) Tests

i. Material certificates: The material certificates detailing the physical and chemical properties

of the principal pressure bearing parts (body, bonnet, plug, seat, flange/pipe stub, stem, bolt

and nuts etc.) shall be provided.

ii. Welding joint test: Any butt welding joint in the valve shall be subject to radio-graphic test

to 2% equivalent sensitivity as per Section IX, ASME. All the socket welding joints shall be

subject to dye-penetrant test.

iii. Ultrasonic test: 100% ultrasonic test shall be conducted for the pipe stubs.

iv. Soundness test for castings: All the castings shall be subjected to soundness test with

radiographic or ultrasonic technique for flaw detection.

v. Pre assembly Hydraulic shell pressure test: The valve, prior to assembly, in partially open

position, shall be subject to pressure test with Water (with suitable corrosion inhibitor) at 1.5

times the maximum rated working pressure of the particular pressure rating class of the

valve. The test procedure and acceptance criteria shall be as per BS 6755 Part 1 or API 598

or ASME B 16.34.

vi. Pneumatic shell pressure test (for globe valves only): The valve, upon final assembly, in

partially open position, shall be subjected to pressure test dry air or GN2 at 1.1 times the

maximum rated working pressure of the particular pressure rating class. The test procedure and

acceptance criteria shall be as per BS 6755 Part 1 or API 598 or ASME B 16.34.

vii. Pneumatic seat pressure & Pneumatic seat leakage test: The valve in closed position shall

be subjected to pressure test with water (with suitable corrosion inhibitor) at 1.1 times the

maximum rated working pressure of the particular pressure rating class of the valve. The test

procedure and acceptance criteria shall be as per Rate “ A” of BS 6755 Part 1 or API 598

or ASME B16.34.

viii. Leak test for reverse flow shut off: Each valve has to be subjected to reverse flow shut off test

by pressurizing the downstream side to the pressure at 0.7 MPa (g) and bubble tightness is to be

ensured.

ix. Functional test: The valve with all accessories mounted shall be subject to functional test to

validate the free operation of valves to the full stroke (open & close) length and response time.

x. Cleanliness: All the interior flow surfaces of the valve shall be degreased and cleaned to O2

service standards as per CGA G-4.1 or ASTM G-93.

xi. Marking: All the valves are assigned tag numbers for the sake of identification. The tag number

for each valve, as indicated above, besides size, pressure rating class, material of construction,

response time, etc., shall be legibly and indelibly engraved on the body of the valves.

xii. Type Test Certificate: The performance of the valve with DP and flow rate validating Cv is to be

furnished. If type test certificate is not available, the test is to be done.

The valve shall be provided with a pair of non-contact type proximity status switches to indicate

the “opened/ closed” status of the valve. The status switches shall be mounted on the valve with such proper arrangement that does not require any adjustment/ alignment for the specified cycles

of operation of the valve.

Notes:

1. Each valve shall be provided with pair of switches meeting the above

specification

2. The switches shall be mounted in the valve with proper mounting arrangement so that it does not requires any adjustment/alignment for a minimum of 5000

cycles (opening/closing) of operation of valve.

3. Small Termination box (JB) of explosion proof suitable for Class IIc

application should be provided on each EP valve and cables from the status switch shall be terminated using explosion proof cable glands.

4. The specification matrix (including Make & Model) of the status switch shall

be provided to the department prior to procurement of status switches for its approval

8) Pneumatic regulator & filter

IPRC will provide command gas (GN2) at 8 bar(a) for issuing actuation command for valves. A pneumatic regulator with filter shall be provided with each valve to meet the

response time. The actuator volume and flow rate and pressure shall be given by the

supplier. Make of pneumatic regulator and filter: Shavo/rotonk or equivalent.

9) Command solenoid valve with pneumatic regulator & filter: The party shall

quote for 1-number of command solenoid valve with pneumatic regulator & filter

for each valve as optional items. IPRC will provide command gas (GN2) of 8 bar

(a) for actuation. The actuator volume, flow rate and pressure shall be given by

supplier.

The price details shall be strictly indicated in the price bid only. The general

guidelines & specification are mentioned below.

9.1 Command solenoid valve

9.1.2 Solenoid

i. Power supply : 24 V DC / 300 mA (max)

10) Spares: The spare parts for valves listed in Table-1 including one set of gland packing,

gasket, O-rings, disc and stem, insert etc. for each valve required for two-year trouble-

free service for operation and maintenance shall be supplied. The quantity of spare parts

shall be at least 1-set for each type of valves or maximum 20% of the total quantity

required for each type of valves and the same shall be supplied.

Annexure-2

Pre-Qualification Criteria: The Bidder’s capability shall be evaluated based on the following Pre-

Qualification (PQ) criteria. The Bidders shall suitably fill-up the information solicited in “Item

specification” and submit as part of the Techno-Commercial Bid (TCB). Those Bidders who comply

with the PQ criteria only will be screened-in for opening and evaluation of Price Bid. The information

to be submitted in the TCB shall be complete in all respects substantiated by attached documents and

there shall not be any further opportunity for the Bidders to submit any information or document unless

the Purchaser solicits so at their own discretion. Any lack of information or incomplete/ ambiguous

information or false information or information non-compliant with the PQ criteria shall be treated as

sufficient cause to summarily reject such Bids.

1. The Bidder must be manufacturer or authorized agent. Manufacturer shall submit a self-declaration

to that effect. Agent shall submit Authorization letter from the manufacturer. If the bidder is a

subsidiary of their foreign principal, the credential of their principal may also be accepted provided

that there is an agreement of technical support from their principal.

2. The Bidder (or their Principal) must have successfully completed supply of valves of worth

specified below.

2.1 For Globe Valves

2.1.1 The order value shall be as given below.

a. 1 order (single purchase order) of price equal to or more than Rs 240 Lakhs

or

b. 2 orders with price of each order equal to or more than Rs 137 lakhs

or

c. 3 orders with price of each order equal to or more than Rs 102 lakhs

AND

2.1.2 The Bidder (or their Principal) must have successfully completed supply of valves of

at least size & rating as specified below.

≥ DN 50 size and class 2500 pressure rating

AND

≥ DN150 size and class 300 pressure rating

2.2 For Butterfly Valves

2.2.1 The order value shall be as given below.

a. 1 order (single purchase order) of price equal to or more than Rs 63 Lakhs

or

b. 2 orders with price of each order equal to or more than Rs 36 lakhs

or

c. 3 orders with price of each order equal to or more than Rs 27 lakhs

AND

2.2.2 The Bidder (or their Principal) must have successfully completed supply of valves of

at least size & rating as specified below.

≥ DN 400 size and class 300 pressure rating

during the last 7 years ending 31/03/2019.The claim shall be substantiated by purchase

order(s) AND inspection release note(s)/ acceptance certificate(s) by third-party inspection

agency or performance acceptance certificate by the client dated between 01/04/2012 and

31/03/2019.

3. The average annual financial turnover of the bidder or their principal during the last 3 years

ending 31/03/2019 must be at least Rs.130 lakhs. The claim shall be substantiated by audit

annual report/Income tax return statement/balance sheet.

4. The bidder shall submit details of their design, manufacturing capability for globe & butterfly

valve, Testing facilities viz. Hydraulic, Pneumatic testing facilities & in-house assembly

facilities etc. Bidder is further requested to furnish the details of available man-power, nos.

of design engineer and details of available tools & machinery for fabrication. List of

potential clients along with credential of earlier executed purchase orders & order

acceptance by the clients shall also be furnished for department perusal.

IPRC will assess and infer the capability of the bidder to meet the specifications based on

the available information. In this regard, discretion of IPRC will be final.

Annexure-3

TERMS & CONDITIONS

1) Scope of Inspection: The test requirements given in Annexure -I, of the specification shall be conducted in the presence of reputed Third Party Inspection (TPI) agency as given below. It is

the responsibility of the supplier to arrange for Third Party Inspection. Engaging any other

Third Party apart from the listed below should have the concurrence of Purchaser (IPRC), in this regard discretion of Purchaser shall be final. The TPI charges shall be quoted separately

in the offer.

i. Det-Norske Veritas (DNV) ii. Lloyds Register Industrial Services Pvt. Ltd (LRIS)

iii. Technischer Uberwachungs Verein (TUV)

Review of material test certificate for physical (mechanical) and chemical properties for

the principal pressure bearing components of the valve and Ultrasonic test reports of pipe

stubs.

Review of Certificate of conformity of electrical and electronic components for explosion

proof as per specification

Witness of soundness test, pre assembly shell pressure test, Final hydraulic shell pressure

test, pneumatic seat pressure test, reverse flow shut off test and functional test.

Review of DP test and radiography test reports.

Witness of cleanliness condition.

Visual and dimensional check report.

2) Documentation:

2.1 Along with the quotation:

The following documents shall be provided for our study & assessment.

The complete detailed catalogue with full range of products.

Overall dimension of the offered valve clearly indicating length of stem, actuator

diameter, height, weight, end connection etc., of valves.

Cv values of valves shall be provided.

Deviations if any from the tender specifications shall be specified separately.

Documents for complying the PQC

2.2 After placement of order:

The following documents shall be provided.

An assembly drawing of the valves indicating overall dimensions & Cv.

Cross sectional drawing of the valves indicating dimensional details and material of

construction of each part.

Quality assurance plan (QAP) duly signed by TPI agency

The above documents (drawings) are subjected to review & correction by the purchaser with reference to ordered specification and only after getting approval of the same by the Purchaser,

the supplier shall go ahead with the fabrication.

2.3 Soon after completion of inspection: The following documents (2 Copies) shall be sent to IPRC soon after the valves are fabricated, tested and inspected.

Certificates of tests given in the specification, duly approved (stamped & signed) by the

Bidder & TPIA.

3) Security Deposit:

The Supplier shall provide security deposit upon receipt of P.O in the form of an unconditional

bank guarantee from any Nationalized/Scheduled Bank approved by RBI or from reputed first class

International Bank as per format provided by the Purchase for 10% of the order value and shall be valid up to sixty days from the date for completion of the Contract. This deposit is meant to

compensate the Department any loss due to failure of the Contractor/Supplier to complete his

obligations as per the P.O.

4) Payment terms: The payment shall be made within 30 days after receipt and acceptance of valves at IPRC, Mahendragiri.

The Department does not normally entertain advance payment. However, in case the Bidder

proposes for advance payment, the Department may consider it, subject to the following

conditions:

a. Bank Guarantee (BG) for equivalent sum from a nationalized/ scheduled bank approved by RBI

or a reputed first-class international bank valid till final acceptance of items with additional

claim period of 2 months shall be submitted.

b. The Department will load simple interest on the advance payment over the execution period at

MCLR as notified by State Bank of India applicable on the due date for submission of bid for

comparison of the price bids.

Moreover, in case of delay in delivery by the bidder beyond the stipulated period due to

reasons not attributable to the Department, the Department will recover interest on the

advance payment over the period of delay at the MCLR as notified by State Bank of India on

the date of final acceptance of items. (This will be over and above LD).

5) Delivery terms: The valves shall be delivered in ready to use form. The items shall be securely

packed & delivered on FOR-IPRC, Mahendragiri. The unloading at Purchaser’s site shall be

under the Purchaser’s scope of responsibility.

Certificate of cleanliness as per specification, duly approved (stamped & signed) by the

Bidder & TPIA.

Certificate of conformity of the electrical & electronic components for explosion proof-

ness as per specification, duly approved (stamped & signed) by the Bidder & TPIA.

Valve functional and performance test certificate duly approved (stamped & signed) by

Bidder & TPIA.

Final Inspection and release note given by the Bidder & TPIA.

Guarantee certificate.

Instruction manual for operation, trouble shooting and maintenance of Valves.

On receiving and scrutinizing these documents, IPRC shall issue a “DESPATCH

CLEARANCE” note. Only upon receipt of dispatch clearance, the supplier shall go-ahead with

dispatch of consignment.

2.4 Along with the items:

The following documents shall be provided in English.

- Test certificates / quality book - 1 copy

- Final as built drawings - 1 copy - Operation & Maintenance manuals - 1 copy

6) Delivery period: The delivery period is the essence of Purchase Order (P.O). Delivery shall be

6 Months from the date of award of Purchase order and the work shall be deemed to have been executed after receipt of acceptance of all valves at IPRC, Mahendragiri.

7) Guarantee/ Warranty: The valves shall be guaranteed for satisfactory performance over a period of 18 months from the date of dispatch from the Supplier’s works or 12 months from the

date of commissioning at the Purchaser’s site, whichever happens to be earlier, against

fabrication, manufacturing and workmanship defects. In case any defect develops in the work

due to bad material and / or bad workmanship before the expiry of guarantee period, the Bidder, on notification by Department, shall rectify or remedy the defect or replace items, at their own

cost and shall make their own arrangements to provide materials, labour, equipment and any

other appliances required in this regard.

8) Liquidated Damages (LD): The delivery period / completion period shall be the essence of the

Purchase Order. If the Supplier fails to meet delivery date within the time specified in P.O or any extension thereof, the Department will recover from the Supplier as Liquidated Damages (LD) a

sum of 0.5% of the total order value for each calendar week of delay subject to a maximum of 10%

of the total order value. Applicability of LD will be considered after the delivery schedule of 6

months or any extension agreed thereof.

9) Performance Bank Guarantee: The supplier shall provide Performance Bank Guarantee (PBG)

for an amount equivalent to the 10% (Ten Percent) of the Purchase Order value valid for a period up to 60 days the completion of warranty period.

10) Documentation: The following documents (in English) shall be provided by the vendor at different stages specified thereupon.

10.1 Within 1 Month from placement of Purchase order.: The following documents shall be provided.

These documents are subject to review by the Purchaser. Only upon receipt of the

Purchaser’s approval of these documents, the supplier shall proceed with manufacture of the

products. However, the Purchaser’s approval shall not absolve the Supplier of their

responsibility to comply with the specifications of the Purchase order.

i. Detailed cross sectional/ fabrication drawings, clearly indicating the material of

construction of each part.

ii. General arrangement (GA) drawings of valves indicating the overall dimension.

iii. Detailed sizing calculation for valves.

iv. Quality assurance Plan (QAP) duly signed by TPI agency.

10.2 Upon satisfactory inspection of valves: The following documents shall be provided. The

Purchaser shall review these documents for compliance with the specifications of the purchase

order and issue “purchase delivery clearance” Only upon receipt of same, the Supplier shall

proceed with delivery of the valves.

a. Certificates of tests specified in clause 6.0 of Annexure-I duly authorized by TPI

agency.

b. Pre-delivery inspection by TPI agency.

c. Guarantee certificates.

d. Instruction manual for installation, operation, maintenance and trouble -shooting.

11) FORCE MAJEURE:

Neither party shall bear responsibility for the complete or partial non-performance of any of his

obligations (except for failure to pay any sum which has become due on account of receipt of

items under the provisions of the this P.O) if the non-performance results from such force majeure circumstances such as, but not restricted to, flood, fire, earthquake, civil commotion, sabotage,

explosion, epidemic, quarantine restriction, strike, lock-out, freight embargo, acts of the

Government either in its sovereign or Contractual capacity, hostility, acts of public enemy and

other acts of God as well as war or revolution, military operation, blockade, acts or actions of

State authorities or any other circumstance beyond the control of the parties that have arisen after the conclusion of the Contract.

In such circumstances, the time stipulated for the performance of an obligation under the Contract

may be proportionately extended. The party, for whom it has become impossible to meet the obligation under this Contract due to

force majeure condition, will notify the other party in writing not later than twenty-one days from

the date of commencement of the unforeseeable event. Unless otherwise directed by the

department in writing, the Contractor/Supplier shall continue to perform his obligations under the Contract as far as is practical and shall seek all reasonable alternative means for performance

not prevented by the force majeure event.

Any certificate issued by the Chamber of Commerce or any other competent authority or organization of the respective country shall be sufficient proof of commencement and cessation

of the above circumstances.

In case of failure to carry out complete or partial performance of an obligation for more than sixty days, either party shall reserve the right to terminate the Contract totally or partially. A prior

written notice of 30 days to the other party will be given informing of the intention to terminate

without any liability. This is exclusive of any reimbursements for the goods received as provided

for in the agreement.

12) DESPATCH:

The Supplier is responsible for obtaining a clear receipt from the Transport Authorities specifying the details of consignment. The consignment should be dispatched at Store Office, IPRC. If sent

in any other address, it shall be at the risk of the Supplier. Purchaser will take no responsibility

for short deliveries or wrong supply of consignment when the same are booked on 'said to contain' basis. Purchaser shall pay for only such stores as are actually received by them in accordance

with the P.O.

13) Prices: The supplier shall provide the Price break-up in the price format given in Table-3 in the price bid only. No cost should be given or disclose in technical bid.

On indication of any price details in technical bid, bid shall become invalid.

14) The Bidder shall confirm their willingness to accept part order irrespective of price or quantity

out of the quantity enquired.

15) The Bidder shall confirm that the charges toward testing, inspection, packing & forwarding, taxes or levies, documentation or any other head are quoted as percentage of the basic price in the Price

bid.

16) The Bidder shall confirm that there is no mention or indication of any element of price

whatsoever, as sum or percentage, in the Techno-commercial bid. Such information is to be given

in the Price bid only.
