Legal basis of waste data collection in the EU Member States have statistical reporting obligations related
to waste based on several different regulations/directives: Waste Statistics Regulation (Regulation (EC) No 2150/2002) Waste Shipment Regulation (Regulation (EC) No 1013/2006) Waste Framework Directive - Recycling/recovery targets (2008/98/EC) Directive on end-of-life vehicles (2000/53/EC) Directive on Waste Electrical and Electronic Equipment (2005/369/EC) Directive on packaging and packaging waste (2005/270/EC) Directive on on batteries and accumulators (2006/66/EC)

Environmental Data Center on Waste
The central entry point for reporting of data under European Union legislation on waste
Provides data, indicators and other relevant information to support the assessment of policy effectiveness
Manages data, performs quality assurance, and coordinates data and information managed by other bodies

Electronic reporting and data dissemination

European Waste Statistics Regulation Regulation (EC) No 2150/2002 on waste statistics
creates the framework for the production of Community statistics on the generation, recovery and disposal of waste
Statistics are to be produced: on the generation of waste according to Annex I on the recovery and disposal of waste according to Annex II using the statistical nomenclature set out in Annex III
Reporting every second year in June First time in 2006 on the reference year 2004

Statistics on waste generation (Annex I) - Coverage Statistics on waste generation cover:
all economic Activities (all NACE-Categories) waste generated by households including waste arising from recovery and/or disposal operations all wastes except wastes excluded from the scope of the Waste

Statistics on waste generation (Annex I) – Reporting structure Breakdown by economic activity and households (based on
NACE Rev 2 classification) 19 Categories
Breakdown by waste type (EWC-Stat Rev 4, aggregating the waste categories of the European list of waste based on material types) 51 Categories
The data is to be presented at the national level (NUTS 0)

Statistics on recovery and disposal (Annex II) - Coverage Statistics on recovery and disposal cover:
all treatment facilities that need a permit or have to be registered according to the Waste Framework Directive (2008/98/EEC)
all wastes except wastes excluded from the scope of the Waste Framework Directive (2008/98/EC)
Excluded are: preparatory treatment operations non-economic waste treatment facilities (e.g. backyard composting). recycling on the site of waste generation (internal recycling) incineration at sea co-incineration plants using specific biomass wastes

treatment): Breakdown by waste category (EWC-Stat Rev 4, aggregating the waste

OECD/Eurostat Data collection on municipal waste Data on municipal waste is annually collected by means of
a subset of the OECD/Eurostat Joint Questionnaire on waste Municipal waste indicator is one of the around 100
indicators used to monitor the EU Sustainable Development Strategy
Municipal waste generation is one of the key environmental indicators of OECD
The OECD definition of municipal waste and the definitions of treatment operations are harmonized with the UN definitions
